Author outlines briefly developments of policies relating to telecommunication infrastructure and databases since latter half of 1970′s. There exist three phases. The first phase was from later 1970′s to 1985, which was an initial stage of electronic information service in Japan. In the second phase, 1985～1990, basic policy change made possible the privatization of telecommunication services and proliferation of database products and vendors, The third phase began in early 1990′s with downsizing in computer usage, wide-spreading information networks and rapid dissemination of personal computers. Then author describes offers on policy formation for "novel information infrastructure" and current situation concerning the "Internet" in Japan. Finally, tasks and problems for implementing new generation program for information infrastructure and database usage are pointed out, These are knowledge resource, cost, copyrights and cultural problems including language.

From all nations the disabled person experiences many difficulties from the process which obtain informations and use libraries. So the advanced nations is concentrating on establishment of the information gap solution policy for the disabled person. Based on these situations, this research analyzed the national library service policies for the disabled person in the United States and the United Kingdom and Japan, and proposed desirable position and operation plans of the disabled person library support center of the National Library of Korea.

A major challenge to supply chain managers is how to control inventories and costs along the supply chain while maximizing customer service Performance. In the literature, although the optimal management of inventory along the supply chain has received considerable attention during the past decades, the attention has been mainly given to multi-echelon control policies. A prerequisite for applying these policies is full information transparency in the supply chain, which is hard to accomplish in practice because it may require major organizational chanties. In the case that a decentralized control (local (R, S) policy) should be used at each location in multi-stave distribution systems, this paper presents the coordinating approach of determining the best policy which satisfies predetermined target customer service levels and minimizes the mean physical stock along the system.

The enhancement of the quality of the teaching practice is a major factor in securing better schooling opportunities for students. In this article, initial teacher preparation of secondary school Earth science teachers, in-service science teacher education, and improving teacher policy are discussed. Data from in-depth interviews with exemplary science teachers were used to explore how to improve the quality of science teacher education in Korea. In terms of preservice teacher education, most exemplary teachers contended that teacher education programs should provide preservice teachers with practical knowledge by translating theory into practice. Their suggestions for how to improve in-service education are also discussed. Regarding directions of improving teacher policy in Korea, the teachers proposed an alternative teacher-promotion structure that incorporates the master-teacher position. Implications for introducing action research courses into teacher (re)education programs are also discussed.

A mobile terminal will expect a number of handoffs within its call duration. In the event of a mobile call, when a mobile node moves from one cell to another, it should connect to another access point within its range. In case there is a lack of support of its own network, it must changeover to another base station. In the event of moving on to another network, quality of service parameters need to be considered. In our study we have used the Markov decision process approach for a seamless handoff as it gives the optimum results for selecting a network when compared to other multiple attribute decision making processes. We have used the network cost function for selecting the network for handoff and the connection reward function, which is based on the values of the quality of service parameters. We have also examined the constant bit rate and transmission control protocol packet delivery ratio. We used the policy iteration algorithm for determining the optimal policy. Our enhanced handoff algorithm outperforms other previous multiple attribute decision making methods.

Large amount of data is being generated in gaming servers due to the increase in the number of users and the variety of game services being provided. In particular, load balancing schemes for gaming servers are crucial consideration. The existing literature proposes algorithms that distribute loads in servers by mostly concentrating on load balancing and cooperative offloading. However, many proposed schemes impose heavy restrictions and assumptions, and such a limited service classification method is not enough to satisfy the wide range of service requirements. We propose a load balancing agent that combines the dynamic allocation programming method, a type of greedy algorithm, and proximal policy optimization, a reinforcement learning. Also, we compare performances of our proposed scheme and those of a scheme from previous literature, ProGreGA, by running a simulation.

In this paper, we propose policy-based authentication framework which consists of policy server, CA and a policy language designed for ubiquitous environments. Using policies allows the security functionality to be modified without changing the implementation of the entities involved. Policy-based authentication framework needs to be very expressive but lightweight and easily extensible. We propose the feasibility of our policy language and policy-based authentication framework in ubiquitous-environment through a prototype and solve the problem that traditional framework have a simple registration and authentication to provide dynamic service.

As for M/G/1 queueing system, we use various control policies, with which we can optimize the system. Up to now the most widely adopted policies are N-Policy, T-Policy, D-Policy, and so on. The existing researches are largely concerned to find an optimal operation condition or to optimize the system under single policy in M/G/1 system. There are, however, few literatures dealing with multiple control policies at once to enhance the flexibility of the model. In this study, we consider M/G/1 system adopting N-Policy and T-Policy simultaneously. If one of two conditions is satisfied, then, the server starts the service. We call this Min(N,T)-Policy. We find the probability distribution of the number of customers and mean waiting time in steady state and derive a cost function. Next, we seek the $N^*$, optimal threshold under various N values. Finally, we reveal the characteristics of cost function.

Policy-based networking offers a network manager the ability to manage the network in a holistic and dynamic fashion rather than force a network manager to manage the network by dealing with each device individually. Policy-based networking is focusing on users and applications instead of emphasizing devices and interfaces. An important part of the policy-based networking is to simplify the task of administration and management for different disciplines. The Defense Information System(DIS) of today are complex and heterogeneous systems. Operational needs are not a trivial task and Quality of Service(QoS) is not generally guaranteed. So, important data may be missed or congested by trivial data. Policy-based networking provide a way to support QoS and simplify the management of multiple devices deploying complex technologies. This paper suggest implementation of policy-based networking in DIS to improvement of performance, and implementation is progressed step by step. Especially this paper is focusing on the providing QoS with policy-based networking using Lightweight Directory Access Protocol(LDAP) Server.

This study deals with the regulatory policy of government on the convergence of broadcasting and telecommunication by applying rent seeking theory to Internet Protocal TV (IPTV). Existing literature has mainly focused on the negative implications of rent seeking since Tullock [1967], Krueger [1974] and Buchanan [1980]. We have investigated the regulatory policy along with the progress of the convergence of broadcasting and telecommunication. Regulatory policy on broadcasting, despite its impartial intent. has created the entry barrier in the industry, resulting in high rents. Meanwhile, regulatory policy in telecommunication is more geared by the encouragement of more competitive environments, resulting in reasonably low rents in the market. Regulatory policy in the age of convergence needs to improve the efficacy of the industry and welfare, while maintaining the rent at a reasonably low level. This research has contributed to emphasizing the positive aspect of rent seeking in policy concerned with the convergence of broadcasting and telecommunication, notably IPTV.
