In 2000, post-construction evaluation was introduced for the purposes to evaluate demand, cost, and construction period of public construction projects and to reduce errors of public order agencies. However, pricing guide of post-construction evaluation has not been established, which becomes a cause of quality degradation of post-construction service and conflict occurrence. This study suggests the pricing guide in the form of percentage of construction cost method and cost plus fee method based on data of post-construction evaluation. This study investigates the construction costs and service costs for post-construction evaluation and conducts the comparative analysis of 'percentage of construction cost method' and 'cost plus fee method.' The analysis result shows 'cost plus fee method' is more accuracy than 'percentage of construction cost method.' In particular, cost plus fee method includes various correction coefficients, such as distance, area, and integration, in order to reflect the project characteristics of each infrastructure, and suggests linear construction (roads, railways), nonlinear construction I (housing and industry complex), and nonlinear construction II (airports, seaports, dams, water and sewage).
Background: We aimed to comprehensively review the evidence for using sputum DNA to detect non-small cell lung cancer (NSCLC). Materials and Methods: We searched PubMed, Science Direct, Web of Science, Chinese Biological Medicine (CBM), Chinese National Knowledge Infrastructure (CNKI), Wanfang, Vip Databases and Google Scholar from 2003 to 2013. The meta-analysis was carried out using a random-effect model with sensitivity, specificity, diagnostic odd ratios (DOR), summary receiver operating characteristic curves (ROC curves), area under the curve (AUC), and 95% confidence intervals (CI) as effect measurements. Results: There were twenty-two studies meeting the inclusion criteria for the meta-analysis. Combined sensitivity and specificity were 0.62 (95%CI: 0.59-0.65) and 0.73 (95%CI: 0.70-0.75), respectively. The DOR was 10.3 (95%CI: 5.88-18.1) and the AUC was 0.78. Conclusions: The overall accuracy of the test was currently not strong enough for the detection of NSCLC for clinical application. Dscovery and evaluation of additional biomarkers with improved sensitivity and specificity from studies rated high quality deserve further attention.

The Supreme Court presented three things, which are procedural condition, medical condition and subscriber's agreement. Concerning procedural condition, several present conciliation procedures are as follows: medical care benefit arret request, relative value conciliation etc, prior request on anti-cancer drug among chemicals which exceed acceptance criteria, request of non benefit object on common drugs. To be granted the existence of those system, there should be no obstacle to use that. Even if it were so, we should take circumstances into consideration; individual situation is unescapable concerning substance and urgency of the discretionary not covered service, process of the procedure, time required etc. Regarding medical condition, safety and effectiveness will be verified through evaluation procedures of new medical skill. About the necessity, the Supreme Court made clear through a sentence that it allow the discretionary not covered service, in case that needs to treat a patient out of the standard of medical benefit. Strict interpretation is right and it answer the purpose of the sentence that the supreme court permit the discretionary not covered service, exceptionally. We need to differentiate medical necessity and medical validity. Subscriber's agreement should holds true if it entails full explanation, and if it is preliminary, explicit and individual. On this account, it should be difficult to admit that someone agree effectively when he call for the affirmation that he is recipient of medical care. Reasonable expense needs to be a part of review whether the agreement is valid. Meanwhile If we adjust system of medical expense and eventually reorganize a fee for consultation payment system (Fee-for-service controlled by item to DRG (Diagnosis Related Groups)), controversial area of the discretionary not covered service will be decreased and that will guarantee the discretion of the doctor.
Faculty performance evaluation system has been settled down as an uncomfortable but unavoidable system, and it is one of the most important factors to grow the college competitiveness up. In this study, we selected and surveyed faculty evaluation models of several universities and colleges in Korea, and analyzed by comparing each evaluation areas of educational achievement, college-industry collaboration, research, and service. We also identified the properties of the current faculty evaluation models of the junior colleges, and derived several problems from these models such as an imitation of four-year university model, a disorders of job evaluation with respect to the attributes of classified jobs, a large variation of individual item weights, and an insufficient reflection of major characteristics. Based on these surveys and analysis, an improved faculty evaluation model for the junior college is proposed in this study. This model proposed four basic areas-educational achievement, college-industry collaboration, research, and service by considering the importance of the college-industry collaboration in the junior college-as well as the team evaluation area. Weights of the SCI-class paper was selected as a criterion for the arrangement of objective comparison of each evaluation items. We showed the integration method of several different evaluation model with respect to the attributes of classified jobs of each faculties, and evaluation plan of variational characteristics according to the majors of individuals in this model. Finally, we introduced an area fail and rating system to operate efficiently the proposed faculty evaluation model.

If designed properly, street transit systems can provide many useful functions with the flexibility of serving an unlimited range of locations throughout an urban area. Over the last decades urban regions of Korea cities have seen rapidly changing travel patterns and urban conditions. Under this circumstance transit planners need frequent evaluations of its street transit routes so as to restructure or modify them rationally. It should be noted that the changing network influences passengers, operators, as well as the city itself. However, there is no proper framework with which to evaluate the street transit network comprehensively. This paper develops and provides a framework including criteria and indicators for evaluating street transit networks. Five criteria, such as network size, network structure, service requirements, efficiency of operation and the relationship to the city are presented. A number of indicators and measures representing each criteria are then suggested. As a practical example, an analysis and comparison of three minibus networks in Busan are presented, utilizing the developed measures and indicators. The results of this study will be of great use for planners responsible for transit route planning, particularly for planning of new or analysis of existing routes; their comparison with routes/networks of various cities.
This study carried out evaluation of vulnerability in accessability and functionality using road network that was extracted from Intelligent Transportation System(ITS) and digital map. It was built in order to figure out accessability that locational data which include community center, public facilities, medical facilities and highway IC. The method for grasping functionality are Digital Elevation Model(DEM) and land slide hazard map provided by Korea Forest Service. The evaluation criteria for figure out accessability was set to related comparison of average time in urban area. Functionality value was calculated by the possibility of backing the vehicle possibility of snowfall and landslides. At last, this research computed weighting value through Analytic Hierarchy Process (AHP), calculated a vulnerable score. As the result, the accessability of rural village came out that would spend more time by 1.4 to 3.2 times in comparison with urban area. Even though, vulnerability of the road by a snowfall was estimated that more than 50% satisfies the first class, however, it show up that the road were still vulnerable due snowing because over the 14% of the road being evaluated the fifth class. The functionality has been satisfied most of the road, however, It was vulnerable around Lake Daechung and Piban-ryung, Yumti-jae, Suriti-jae where on the way Boeun. Also, the fifth class road are about 35 km away from the city hall on distance, take an hour to an hour and a half. The fourth class road are about 25 km away from the city hall on distance, take 25 min to an hour. The other class of the road take in 30 min from the city hall or aren't affected of weather and have been analyzed that a density of road is high. In A result that compare between distribution and a housing density came out different the southern and the eastern area, so this result could be suggested quantitative data for possibility of development.
The purpose of this study was to identify the problems related to the purchasing processes of school foodservices that should be corrected for the food service safety, by examining the purchasing processes and the status of supplier selection. A questionnaire was given to 300 dietitians working at self-operated food services. Ninety-eight responses, excluding incomplete answers, were used for the statistical analysis. The survey consisted of three parts: the general characteristics of the school foodservice and dietitian, purchasing processes and supplier selection, and the purchase specifications. We found that 84% of the contract was made by informal purchasing, and the contract period was 6 months or one year. For supplier selection, problems related to the document screening systems were the superficiality of the content(45.7%) and the absence or lack of clarity of the appraisal criteria(34.8%). The important factors for the facility and equipment standards of suppliers were included unclear evaluation methods for content(41.1%) and inappropriate appraisal lists(21.1%), while unclear evaluation methods for content(41.9%) and absence or lack of clarity of the appraisal criteria(20.4%) were the problems pertaining to the supplier evaluation checklist. When using the Food Labeling Standards to select suppliers, confirmation of the sell-by date and the storage method had the highest score at 3.85 out of 5. For supplier selection, only 25% of the contract was made by using the purchase specifications. The levels of satisfaction of with Kimchi and rice cakes suppliers were significantly different according to employment type and educational background, respectively. Depending on working experiences, satisfaction was significantly different for the use of document screening, as a standard for the selection and management of suppliers, and for the facility and equipment standards of suppliers, The use of purchase specifications was different by employment type, while the use of purchase specifications for contracts was different by working experience. These results imply that the specialization of suppliers is necessary to unsure food safety. Therefore, the objective methods to evaluate the suppliers should be developed by the government, and appropriate education programs for dietitians should be prepared to enhance the utilization of purchase specifications.
The amount of damage and the area of damage to forest fires are increasing globally, and the effectiveness analysis of the restoration method after the damage is performed insufficient. This study calculated the area of forest fire damage was calculated using Sentinel-2B satellite images and stack map and the intensity of forest fire damage is analyzed according to the forest type. In addition, the vegetation index was calculated using various wavelength bands. Based on the results, the vegetation resilience by the restoration method was quantitatively. As results, areas with a high proportion of coniferous forests suffered high intensity forest fire damage, and areas with a relatively high ratio of mixed and broad-leaved forests tended to have low forest fire damage. Also, artificial forests showed a recovery of about 92.7% compared to before forest fires and natural forests showed a recovery of about 99.6% from the result of analyzing vegetation resilience in artificial and natural forests after forest fires. Accordingly, it was confirmed that natural forests after forest fire damage had superior vegetation resilience compared to artificial forests. It can be proposed that this study is meaningful in providing important information for efficiently restoring the affected target site and the selection criteria for trees to reduce forest fire damage through the evaluation of vegetation resilience by the intensity of forest fire damage and restoration methods.
The purpose of this research is to analyze the overall problems at the moment of October 2008, and then to find the improvements of home-help services of the Long-Term Care Insurance(LTCI), which has been revealed many problems since it was released in July 2008. The research uses the literature survey which analyzes 2nd-hand materials studied by other people already, and survey research was executed from active social workers in the area of LTCI. Based on the policy analysis framework of Gilbert and Specht, all the data are analyzed in the scopes of client·benefit(service)·finance·transferring system. This research has found the problems in each scope of home-help services of the LTCI. Firstly, the client system has some problems in mismatching between registered and service clients, estimating client number, and judging service levels. Secondly, the service system reveals deficiency in professionality of social workers, service quality lowering by loose qualification criteria on workers, non-reasonable limitation of service time available, and the same fare system applied to visiting-help service in spite of different levels. Thirdly, in financing system, clients need to pay additional money to get extra services such as meal, hair cutting, bathing etc., due to government financial support stopped, some organizations have to reduce services and replace full-time workers to part-time ones, which makes the service quality worse. Lastly, in the transferring system, the management system for service quality is not well prepared. There are too much competion because of allowing too many home-help service organizations and care worker academies. The suggestions that this research has found to improve the policy are as follows. ① It is desirable to make the registered clients the service ones as many as possible in the long term perspective. ② The LTCI organization requires more workers and higher professionality. ③ Many elderly people who are not eligible now require connection system to be more served. ④ Management system and service manual for care worker are to be developed. ⑤ Laws related to the service contents and process should be modified, the proportion of client charge needs to adjust. ⑥ Home-help service organization licensed by the LTCI needs to be financially supported publicly. ⑦ Monitoring system to home-help service organization needs to be strengthened. ⑧ Evaluation tools to home-help service organization and workers is required. ⑨ Specification to open the home-help service organization needs to be more strict.

In recent years, many users preferred video records, and as the broadcasting video data becomes necessary, the demand for video records' use has increased. However, most broadcasters' archive agencies currently provide archive services only for internal employees, and for the general public. In this study, the web-based online information services provided to the general public in the archive sites of domestic and foreign public broadcasting companies were examined and analyzed. The evaluation criteria for the web-based records information services were identified in three service areas: online accessibility, search and online browsing, and outreach or expansion services. The overseas public broadcasters' web-based services and the public broadcasting companies' current status were examined for each area. Based on the examination, direction improvements, such as providing online search and records, developing various outreach services, and expanding user levels were proposed for the information services on broadcasting video data in public broadcasting companies for the general public.
