The first legislation for terminal health-care decision was California's Natural Death Act (NDA) of 1976 that permitted any adult person to execute a directive directing the withholding or withdrawal of life-sustaining procedures. Advance directive legislation has subsequently progressed on a state-by-state basis. By 1992, all 50 states, as well as the District of Columbia, had passed legislation to legalize some form of advance directive. This state legislation, however, has resulted in an often fragmented, incomplete, and sometimes inconsistent set of rules. Statutes enacted within a state often conflict and conflicts between statutes of different states are common. In an increasingly mobile society where an advance health-care directive given in one state must frequently be implemented in another, there is a need for greater uniformity. In 1993, the Uniform Law Commissioners approved the Uniform Health-Care Decisions Act (UHCDA) in order to bring order to the existing chaos. Unfortunately, the Commissioners waited too long to act. By the time the UHCDA was approved, nearly all states had passed legislation governing advance directives. Consequently, the UHCDA has achieved only a limited success, picking up but one or two enactments a year. The UHCDA is currently in effect in around 10 states: Alabama, Alaska, California, Delaware, Hawaii, Kansas, Maine, Mississippi, New Mexico, Tennessee, Wyoming. In these states the previous laws related to the subjects have been all repealed. The overall objective of the UHCDA is to encourage the making and enforcement of advance health care directives including living will or individual instruction, power of health-care attorney and to provide a means for making health care decisions for those who have failed to plan. The U. S. House of Representatives in 1991 enacted the Patient Self-Determination Act (PSDA). The Act stipulates that all hospitals receiving Medicaid or Medicare reimbursement must ascertain whether patients have or wish to have advance directives. The Patient Self- Determination Act does not create or legalize advance directives; rather it validates their existence in each of the states. Now in America, terminal health-care decision or advance directive for health care is common and universal system. The problem, however, is how to let more people use these good tools to make their lives more beautiful and honorable.
Open Source Software Development (OSSD) differentiates itself from traditional closed software development in that it reveals its source codes online and allows anyone to participate in projects. Even though its success was in doubt, many of the open collaborative working models produced successful results. Academia started to get interested in how developers are willing to participate even when there are no extrinsic rewards for their efforts. Many studies tried to explain developers' motivations, and the pursuit of ideology, reputation, and altruism are found to be the answers. Those studies, however, focused mostly on how the first contribution is made out of a certain motivation. Nowadays, OSSD reaches at its maturity and 70% of professional developers have used or utilized open source software or code in their works. As the proportion of people experiencing OSS, the accounts from previous studies are expected to be weakened. Also, extant literature fails to explain how the motivation of participating in OSS evolves over time and experiences. Given that changing over time or over experiences is the natural in the perception of motivation, studies in an attempt to understand how the motivation changes or evolves are in need. In this study, we aimed to explain how the perception about OSS from past usage or related experiences leads to the intention to sustain OSS participations. By doing so, we try to bridge the gap between previous studies and the actual phenomenon. We argued that perceived instrumentality about OSS learned from past experiences will first affect the formation of organizational identity towards general OSS community. And once the organizational identity is formed, it will affect the one's following behaviors related to OSS development, most likely to sustain the favoring stance toward OSS community. Our research distinguishes itself from previous one in that it divides the paths from organizational identity formed to the intention to sustain the voluntary helping behaviors, by altruistic and conforming intentions. Drawing on this structural model, we could explain how organizational identity engages in forming the sustaining intention from past experiences, and that the intention to help at individual level and organizational level works at different level in OSS community. We grounded our arguments on Social identity theory and Organizational Citizenship theory. We examined our assumption by constructing a structural equation model (SEM) and had 88 developers to answer our online surveys. The result is analyzed by PLS (partial least square) method. Consequently, all paths but one in our model are supported, the one which assumed the association between perceived instrumentality and altruistic intention. Our results provide directions in designing online collaborative platforms where open access collaboration is meant to occur. Theoretically, our study suggests that organizational citizenship behavior can occur from organizational identity, even in bottom-up organizational settings. More specifically, we also argue to consider both organizational level and individual level of motivation in inducing sustained participations within the platforms. Our result can be interpreted to indicate the importance of forming organizational identity in sustaining the participatory behaviors. It is because there was no direct association between perceived instrumentality from past experiences and altruistic behavior, but the perception of organizational identity bridges the two constructs. This means that people with no organizational identity can sustain their participations through conforming intention from only the perception of instrumentality, but it needs little more than that for the people to feel the intention to directly help someone in the community-first to form the self-identity as a member of the given community.

National balanced development and regional innovation have been one of the most important national agendas under the Participatory Government. National balanced development gives a central focus on realizing self-sustaining localization which is based on regional innovation. The core policy goal is to build competitive regional innovation system and innovative clusters in the regions of the country. In this vein, this paper aims to evaluate the present government's policies of regional innovation and innovative cluster. It needs to point out that the regional innovation and cluster policies show some critical problems. Firstly, the policy-making process is based on the top-down approach rather than the bottom-up one. Secondly, regional innovation policies, in many cases, expose the redundancy of similar policies and a lack of linkages between similar policies. Thirdly, the regional innovation policies are too much social infrastructure building-centered, even though the basic principle of regional innovation policy should be based on building superstructure such as networking and social capital.

For mass product of nanocrystalline ZnO ultrafine powders, self-sustaining combustion process(SCP) and ultrasonic spray combustion method(USCM) were applied at the same time. Ultrasonic spray gun was attached on top of the vertical type furnace. The droplet was sprayed into reaction zone of the furnace to form SCP which produces spherical shape with soft agglomerate crystalline ZnO particles. To characterize formed particles, fuel and oxidizing agent for SCP were used glycine and zinc nitrate or zinc hydroxide. Respectively, with changing combustion temperature and mixture ratio of oxidizing agent and fuel, the best ultrasonic spray conditions were obtained. To observe ultrasonic spray effect, two types of powder synthesis processes were compared. One was directly sprayed into furnace from the precursor solution (Type A), the other directly was heated on the hot plate without using spray gun (Type B). Powder obtained by type A was porous sponge shape with heavy agglomeration, but powder obtained using type B was finer primary particle size, spherical shape with weak agglomeration and bigger value of specific surface area. 9/ This can be due to much lower reaction temperature of type B at ignition time than type A. Synthesized nanocrystalline ZnO powders at the best ultrasonic spray conditions have primary particle size in range 20~30nm and specific surface area is about 20m$^2$/g.

In order to make plan for landscape construction by ecological methods in Yukong R & D Complex site, environmental factors and structure of plant community were investigated and analyzed around Yukong R & D Complex site of Daeduk. The result of this study were as follows: 1. In the result by the classification of TWINSPAN and ordination (DCA) techniques for analysing of plant community structure, thirty plant community structure, thirty plots were divided into four groups according to soil moisture and succession trends were seem to be from the development of subsidiary vegetation through Pinus densiflora, Quercus spp., Robinia psudoacasia community to Q. acutissima community. So this result was proposed to validity of vegetation introduction for planning of ecological landscape construction in studied site. 2. On the analysis of environmental factors by ordination techeniques, the plant community were divided by soil moisture. Soilcondition will be fertilized by introduction of broad-leaved tree and the development of succession trends from the present state of plant community to Q. acutissima community. 3. The problems of horiticultural places happened to studied site, so horiticultural places for ecological landscape construction was proposed planting techniques that were considered to soil suitability, economical efficiency, native species and wildlife. 4. If we attempt to ecological landscape designs on natural systems and use natural processes to achieve desired end-points, we are more likely to produce self-sustaining solutions.
Generally, it has been regarded that there are two kinds of the effect of the electrodes, especially of the cathode in the gas discharge, (a) the effect caused by the difference of the cathode meterial and (b) the effect by the change of the cathode surface state even in the same meterials. Thus the two effects must be investigated independently to study the roles of the cathode in gas discharges. This paper measured sparking voltage in Rare gas (Ar, He) for the change of sparking voltage in repeating sparks and for the effect of (a) and (b) mentioned above, under the condition that the desorption of impurities from the cathod can be nigligible, and it is obtained that the correlative relations of the work function, sparking voltage and secondary coefficient are comparatively simple. In addition, the interesting character of the minimum point of the paschen's curves is found. The results were as follows; 1) The value of (pd)min with minimum pint of sparking voltage, (Vs)min, is 0.7-0.9 Torr. cm in Argon, but is 5.6-7.1 Torr. cm in Helium, and Paschen's curve in Helium shows slow curve than in Argon. 2) The minimum point of the Paschen's curve is satisfied actually Townsend's self sustaining criterion in Argon, but non-satisfaction in Helium, and the Townsend's secondary coefficient .gamma. action have compound property (.gamma.$_{i}$, .gamma.$_{p}$, .gamma.$_{m}$) in Helium. 3) The dependenting character of work function in Helium is less than in Argon. 4) The minimum point of sparking voltage increase under oxidized electrode than clear electrode in Au and Ag, but minimum point decrease in Ni and Cu.
Negative corona onset characteristics of the stranded conductors based on the ultra-high voltage (UHV) corona cage were studied in the paper. Based on the corona self-sustaining criterion in extreme uneven electric fields and the secondary emission process of the photoelectrons, the corona onset calculation model in the UHV corona cage is established and the corona current tests of the single LGJ900-75, 6 bundle LGJ900-75, 8 bundle LGJ400-35 conductors in dry and rain conditions were done in the UHV corona cage, and the rain rates are 2.4 mm/h, 20 mm/h and 30 mm/h. Corona onset electric field strength is gained by E-I tangent method, and the onset electric field strength in dry condition proves that the calculation model can be used to calculate the corona onset characteristics of the bundle conductors in the UHV corona cage. A further analysis proves that: the negative corona onset voltage of the conductor increases with the bundle number and the diameter of the sub conductor, but decreases with the bundle space in the corona cage. The onset electric field strength is influenced little by bundle space and bundle number, but decreases with the increase of the diameter of the sub-conductor. The surface irregularity coefficient decreases with the rain rate.
The current study investigated whether individual variation in motivational activation would predict the drug-use and interacts with discrete emotions to influence the responses to anti-drug advertisements. Motivational activation tendency indicates an individual's level to approach life-sustaining elements and defend life-threatening stimuli. Discrete emotion represents joy, sadness, and fear elicited by the advertisements. The experiment proceeded using both self-reports and physiological responses with 80 subjects. Results showed that approach motivation activation can be a target for anti-drug advertisements and in order to target individuals higher in approach activation, it is necessary to use the appeal type to elicit positive emotions such as joy.

Nanostructured TiN/$TiB_2$/$TiSi_2$ and TiN/$TiB_2$/$Ti_5Si_2$ composite powders have been prepared by mechanochemical reaction from mixtures of Ti, BN, and $Si_3N_4$ powders. The raw materials have reacted to form a uniform mixture of TiN, $TiB_2$ and $TiSi_2$ or $Ti_5Si_3$ depending on the amount of $Si_3N_4$ used in the starting mixtures, and the reaction proceeded through so-called mechanically activated self-sustaining reaction (MSR). Fine TiN and $TiB_2$ crystallites less than a few tens of nanometer were homogeneously dispersed in the amorphous $TiSi_2$ or $Ti_5Si_3$ matrix after milling for 12 hours. These amorphous matrices became crystalline phases after annealing at high temperatures as expected, but the original microstructure did not change significantly.
