This study examines the socio-economic impacts of recent welfare reform in the United States. Based on the neo-conservative critique to the traditional public assistance system for low-income families, the 1996 welfare reform has given greater emphases on reducing welfare dependency and increasing work effort and self-sufficiency among welfare recipients. In particular, the welfare reform legislation instituted 60-month lifetime limits on cash assistance, expanded mandatory work requirements, and placed financial penalties for noncompliance. With the well-timed economic boom in the second half of the 1990s, the welfare reform seems to achieve considerable progress; welfare caseload has declined sharply to reach less than 50% of its 1994 peak, single mothers' labor force participation has increased substantially, and child poverty has decreased. In spite of these good signals, the welfare reform also has several potential problems. Many welfare leavers participate in the labor market, but not all (or most) of them. The economic well being of working welfare leavers did not increased significantly, because earnings increase was canceled out by parallel decrease in welfare benefits. Furthermore, most of working welfare leavers are employed in jobs with poor employment stability and low wages, making them highly vulnerable to frequent layoff, long-time joblessness, persistent poverty, and welfare recidivism. Another serious problem of the welfare reform is that a substantial number of welfare recipients are faced with extreme difficulties in finding jobs, because they have severe barriers to employment. The new welfare system with 5-year time limit can severely threaten the livelihoods of these people. The welfare reform presupposes that welfare recipients can achieve self-reliance by increasing their labor market activities. However, empirical evidences suggest that many people are unable to respond to the new, work-oriented welfare strategy. It may be a very difficult task to achieve both objectives of the welfare reform((1) providing adequate income security for low-income families and (2) promoting self-sufficiency) at the same time, because sometimes they are conflicting each other. With this in mind, a possible solution can be to distinguish welfare recipients into "(Very)-Hard-to-Employ" group and "(Relatively)-Ready-to-Work" group, based on elaborate examinations of a wide range of personal conditions. For the former group, the primary objective of welfare policies should be the first one(providing income security). For the "Ready-to-Work" group, follow-up services to promote job retention and advancement, as well as skill-training and job-search services, are very important. The U. S. experiences of the welfare reform provide some useful implications for newly developing Korean public assistance policies for the able-bodied low-income population.
Health behavior constitutes the single most important factor in an individual's health maintenance program. Pender's health promotion model emphasizes the positive aspects of health-seeking behavior hut omits some negative ones. Although Pender's work does include the concept of barriers, the main focus is upon health habits rather than upon the interaction between the consumer and the health care system. Therefore, since individuals actually do face many barriers in their health-seeking behavior, the present study deals with negative concepts-the barriers to health and healthy behavior. For this reason the expression health-seeking behavior was chosen over health promotion. In conclusion, the results show that barriers to health-seeking behavior are causal factors that could explain and predict the health-seeking behavior of middle life women. Midlife women shows that they have barriers to health-seeking behavior especially in inconvenience, cost, healthcenter site-related problem, relationship, fear. These findings suggest the need to develop a nursing strategy to improve the empowerment of self-determination in middle-aged women. Consequently, a goal of nursing care for middle-aged women should be to help them pursue health care with a greater degree of self-sufficiency.

For the optimal design of a tokamak-type reactor, self-consistent determination of a radial build of reactor systems is important and the radial build has to be determined by considering the plasma physics and engineering constraints which inter-relate various reactor systems. In a low aspect ratio (LAR) tokamak reactor with a superconducting toroidal field (TF) coil, the shield should provide sufficient protection for the superconducting TF coil and the shield plays a key role in determining the size of a reactor. To determine the radial build of a reactor, neutronic effects such as tritium breeding in the blanket, nuclear heating, and radiation damage to toroidal field (TF) coil has to be included in the systems analysis. In this work, the outboard blanket only is considered where tritium self-sufficiency is possible by using an inboard neutron reflector instead of breeding blanket. The reflecting shield should provide not only protection for the superconducting TF coil but also improved neutron economy for the tritium breeding in outboard blanket. Tungsten carbide, metal hydride such as titanium hydride and zirconium hydride can be used for improved shielding performance and thus smaller shield thickness. With the use of advanced technology in the shield, conceptual design of a compact superconducting LAR reactor with aspect ratio of less than 2 will be presented as a viable power plant.
The purpose of this study was to study the performance of volunteer work for the elderly from the perspective of self-efficacy and self-extension of the elderly, not from successful aging or productive aging. Through this, the research aims to confirm the expansion of internal growth and self-sufficiency that can occur in old age, and to provide an opportunity to re-examine one's life in old age. In order to verify the purpose of this research, questionnaires were distributed to 300 senior citizens who participated in volunteer activities at the City Hall and the District Office of Busan Metropolitan City over a period of three months from September to November 2018 and used the data from 266 questionnaires for the study, excluding the 34questionnaire answered unfaithfully. The results of the study are as follows. First, the motivation for volunteering activities (value function, social function, understanding function) of the elderly has a positive effect on self-efficacy. Second, the motivation for volunteering activities (value functions, social functions, understanding functions) have a positive effect on self-extension. Third, it has been shown that the elderly's sense of self-efficacy (self-regulation efficacy, confidence) has a positive effect on their self-extension. Fourth, it was found that self-efficacy has a mediated effect on the motivation of the elderly to participate in volunteer activities and the relationship of self-extension. This study identified the relevance of the motivation for volunteering activities of the elderly to influence their effectiveness and self-extension. In particular, the research suggests practical and policy measures for the revitalization of volunteer activities of the elderly by providing a new perspective on the welfare of the elderly by utilizing parameters of self-efficacy, a psychological and social concept for the elderly.
The purpose of the study was to find out the relationship between subjective happiness and satisfaction of social sustainability in residential environment. The data for the analysis were collected through questionnaire survey method from October 29 to November 10, 2013, and the sample consisted of 338 residents living in Seoul and Gyeonggi-Do province. The social sustianability was composed of locality, communality and organism. Locality composed of historical and cultural reflection of regional identity and of regions. Communality composed of social integration, community program and facilities. Organism composed of employment, self-sufficiency, welfare, population, safety and housing. The findings of the study were as followings: 1) The average of subjective happiness was 3.82 points, over neutral. 2) The social sustainability in residential environment was related with the subjective happiness. 3) In the social sustainability in residential environment, the residents was satisfied with locality and organism, but they was not satisfied with communality.

A compact tokamak reactor concept as a 14 MeV neutron source is desirable from an economic viewpoint for a fusion-driven transmutation reactor. LAR (Low Aspect Ratio) tokamak allows a potential of high "see full txt" operation with high bootstrap current fractions and can be used for a compact fusion neutron source. For the optimal design of a reactor, a radial build of reactor components has to be determined by considering the plasma physics and engineering constraints which inter-relate various reactor components and are constrained to use ITER physics and technology. In a transmutation reactor, the blanket should produce enough tritium for tritium self-sufficiency and the neutron multiplication factor, keff should be less than 0.95 to maintain sub-criticality. The shield should provide sufficient protection for the superconducting toroidal field (TF) coil against radiation damage and heating effects of the fusion neutrons, fission neutrons, and secondary gammas. In this work, characteristics of transmutation reactor based on LAR tokamak is investigated by using the coupled system analysis.

Communication is a process involving a group of interrelated elements working together for the purpose of information transfer. This paper discusses information retrieval as a communication process in the 21st century library. The difficulties associated with access to recorded knowledge through bibliographic control devices have been exacerbated by the interposition of additional encoding processes in the library and further decoding by the users. In addition, the innovation of internet/web has revolutionized the means and mode of communication process in the library by flooding information seekers with information and creating an illusion of self-sufficiency in many users. With these changes in information seeking behaviour and pattern, a cybernetic approach to information retrieval has emerged emphasizing adaptive control mechanisms and feedback processes. This paper argues that libraries should strive to continuously remain relevant by keeping abreast with changes in the behavior of information users. To this end, this paper proposes apomediatic-cybernetic model of communication, which illustrates information retrieval processes for the 21st-century library.
Although traditional Korean diet consists of Very little fats and oils, the increase of their consumption, especially vegetable oil, has been truly remarkable in recent years and this increase is attributed to the improvement of their dietary habit and the development of Korean food industry. On the other hand, domestic production of the edible vegetable oil did not increase at all. Naturally, foreign exchange (over a several hundred million U.S. dollars) is annually used in importing oil seed and/or oil per se. Under these circumstances, it is of utmost importance to maximize the domestic production of edible vegetable oil, although its complete self-sufficiency cannot be achieved. In this seminar, intake of fats and oils by Korean people, status and outlook of the domestic production and consumption of fats and oils will be discussed, with. emphasis on the utilization of agricultural by products and waste as a source of fats and oil.

This paper proposes an ant-based routing algorithm, Ant System-Routing in wireless Senor Networks(AS-RSN), for wireless sensor networks. Using a transition rule in Ant System, sensors can spread data traffic over the whole network to achieve energy balance, and consequently, maximize the lifetime of sensor networks. The transition rule advances one of the original Ant System by re-defining link cost which is a metric devised to consider energy-sufficiency as well as energy-efficiency. This metric gives rise to the design of the AS-RSN algorithm devised to balance the data traffic of sensor networks in a decentralized manner and consequently prolong the lifetime of the networks. Therefore, AS-RSN is scalable in the number of sensors and also robust to the variations in the dynamics of event generation. We demonstrate the effectiveness of the proposed algorithm by comparing three existing routing algorithms: Direct Communication Approach, Minimum Transmission Energy, and Self-Organized Routing and find that energy balance should be considered to extend lifetime of sensor network and increase robustness of sensor network for diverse event generation patterns.
Objective: The purpose of this study was to investigate meta-analysis on the effects of exercise therapy and physiotherapy on pain in korean patients with chronic low back pain. Method: Meta-analysis was performed on the type and method of treatment. A total of 23 experimental studies were coding into 31 individual studies, into types, methods, visual analogue scale (VAS), each pre/post value of the effect size was calculated by meta-analysis. Results: Sling exercise, stretching, thermal therapy, kinesio-taping, lumbar stabilization exercise, electrotherapy is large effect size (ES ≥ .08). In addition, big effects occurred in order of treatment period is more than 9 weeks, three times a week. Conclusion: Our results indicated that persistent treatment of chronic back pain is the most effective method of self-sufficiency rather than temporary relief.
