Purpose: This paper examines whether foreign aid influences public sector efficiency in policy areas of administration, education, and stability. Research design, data and methodology: The study uses panel data of 77 aid recipient developing countries over the period 2000-2020 and employs various panel data techniques to estimate. Results: We found that a percentage change in foreign aid increases administrative efficiency by 0.02 to 0.04 on average ceteris paribus in the short run. On the other hand, a percentage increase in foreign aid decreases education efficiency by 0.005 to 0.006 on average. While the impact of foreign aid on the policy area of stability is insignificant. Conclusions: The empirical results of this study have important implications for both donors and aid recipient countries. It suggests that to get positive influence from foreign aid, in the area of education and stability, the recipient countries need to increase accessibility of secondary schools with quality education especially; technical and vocational. Also, the donor should provide a minimum threshold amount of foreign aid to developing countries for reforming the institutions' capacity building.

In this paper, we propose an improved technique called HAB (Huffman encoding Aware Bitpacking) that enhances the Sprintz method, which is a representative time series data compression technique. The proposed technique boosts compression rates by incorporating Huffman encoding-aware bitpacking in the secondary compression stage. Additionally, it can be applied to terminal nodes or edge nodes with limited available resources, as it does not require separate parameters or storage space for compression. The proposed technique is a lossless method and is suitable for fields that require the generation of artificial intelligence models and accurate data analysis. In the experimental evaluation, the proposed HAB showed an average improvement of 14.7% compared to the existing technique in terms of compression rate.

The purpose of this study is to investigate the economic potential of the regions from the mining sector of North Morowali, Central-Sulawesi, Indonesia, and the formulation of pro-business regional development management that aims to create synergy between the local government and mining sector entrepreneurs. This study uses a descriptive qualitative approach by taking data in the form of primary data from FGD and secondary data observations from statistical bureau data in the North Morowali, Indonesia. The analysis unit uses SWOT analysis to determine the economic potential of the North Morowali and Location Quotient (LQ) to analyze the economic potential of the mining sector. The research period covers one year (2018-2019) in North Morowali, Indonesia. All the mining products have considerable potential as a financing unit in North Morowali, while mining potential has not been maximally exploited. The absence of regulations, facilities such as road access, and optimal land and sea transportation are the causes of the difficulty of optimization and access to explore mining products comprehensively. As a new province at Central Sulawesi, more efforts and the role of government are needed to focus attention to North Morowali as an area with great potential in the mining sector.
The problem of food deficiency is a major discouragement to many low-income developing countries. Most of these countries experience constant danger of hunger, malnutrition and diseases as they are unable to maintain their food supplies mainly due to lack of arable lands and modern crop, livestock and fishery production technologies. In addition, the pollutants resulting from the secondary industries are becoming another serious issue in their food problems. The pollutants mixed in the sands blowing from the mainland China and the toxic waters flowing in the farm land form the industrialized zones are some of the examples. The Vertical Farm, or Plant Factory, proposed in this study could be the best alternative food production system for them. Vertical farm is an efficient food production system that yields relatively a large volume of food materials without environmental risks. The system does not require a large open space and manpower and can minimize the possibility of infiltration of pollutants. This research describes a basic model of the system focusing on determining the optimal sites for it based on the meteorological data concentrating on the atmospheric pollutants. The types and volume of pollutants are analyzed and identified through the big data obtained, followed by visualization of analysis results and their comparisons for better understanding.

Although computers cannot analyze textual data in the same way as they analyze numerical data. they can nevertheless be of great assistance to qualitative researchers. Thus, the use of computers in analyzing qualitative data has increased since the 1980s. The purpose of this article was to explore advantages and disadvanteges of using computers to analyze textual data and to suggest strategies to prevent problems of using computers. In additon, it illustrated characteristics and functions of softwares designed to analyze qualitative data to help researchers choose the program wisely. It also demonstrated precise functions and procedures of the NUDIST program which was designed to develop a conceptual framework or grounded theory from unstructured data. Major advantage of using computers in qualitative research is the management of huge amount of unstructured data. By managing overloaded data, researcher can keep track of the emerging ideas, arguments and theoretical concepts and can organize these tasks mope efficiently than the traditional method of 'cut-and-paste' technique. Additional advantages are the abilities to increase trustworthiness of research, transparency of research process, and intuitional creativity of the researcher, and to facilitate team and secondary research. On the other hand, disvantages of using computers were identified as worries that the machine could conquer the human understanding and as probability of these problems. it suggested strategies such as 1) deep understanding of orthodoxy in analytical process. To overcome philosophical and theoretical background of qualitative research method, 2) deep understanding of the data as a whole before using software, 3) use of software after familiarity with it, 4) continuous evaluation of software and feedback from them, and 5) continuous awareness of the limitation of the machine, that is computer, in the interpretive analysis.
To commonly apply the ${\ulcorner}$Measurement parameter for housewives for rearing-related supports of a husband${\lrcorner}$ in Korea and Japan, the current study conducted to confirm the relationship between recognition of a housewife for rearing-related supports of a husband and mental health after reviewing the appropriateness of the parameter. For the statistical analysis, 829 married Korean women in D city and 1,302 Japanese women in S city having children before entering a school were subjected for the study. For reviewing the appropriateness of the parameter, the simultaneous factor analysis that adopted the structural equation modeling was used. As the result of the analysis, 10 categories of factor structural model comprising the ${\ulcorner}$Recognition of a housewife for rearing-related supports of a husband${\lrcorner}$ resulted with the secondary model which sets of ${\ulcorner}$Recognition for emotional support${\lrcorner}$, ${\ulcorner}$Recognition for instrumental support${\lrcorner}$ and ${\ulcorner}$Recognition for information support${\lrcorner}$ as the primary factor and ${\ulcorner}$Recognition of a housewife for rearing-related supports of a husband${\lrcorner}$ as the secondary factor, and the model was found to be appropriate for the data in Korea and Japan. The result is considered to prove the constructs validity of ${\ulcorner}$Recognition of a housewife for rearing-related supports of a husband${\lrcorner}$ parameter. In addition, the relationship between ${\ulcorner}$Recognition of a housewife for rearing-related supports of a husband${\lrcorner}$ and mental health(GHQ) was reviewed by using multiple indicator model, and found the similarity of Korean and Japanese data. The scores measured by using the above parameter resulted to show high relationship with educational level of housewife, family configuration, and number of children.
This study aimed to investigate and compare perceptions of middle and high school mathematics teachers on assessment. For the purpose, we developed and used a survey consisting of two parts(importance/performance on assessment and general opinion on process-based assessment). We gathered data from 188 middle school and 125 high school mathematics teachers in Incheon area. An Importance-Performance Analysis(IPA) method was used for data analysis. As results, middle school mathematics teachers showed higher perception on both importance and performance in almost all area on assessment than high school teachers. In addition, research results based on teaching experience indicated that mathematics teachers having more teaching experience seemed to perceive high importance-high performance and low importance-low performance tasks more than mathematics teachers having less experience. In particular, middle school teachers recognized many low importance-high performance tasks according to their teaching experience. The IPA gave us different results depending on the school size. The larger the school, the more diverse opinions appeared tasks in low importance-high performance. From the general opinion on process-based assessment, the middle school mathematics teachers also seemed to have more positive perspectives and to be more active in assessment than high school mathematics teachers. Finally, we discuss implications for future policy formulation and implementation on process-based assessment.
Objectives : This study was designed to compare North Korea and South Korea in measures of the quality of life (physical quality of life index and human development index) and to investigate the impact of selected medical and socioeconomic factors on PQL variables. Data and Methods : The World Bank, the United Nations Development Programme, and Population Reference Bureau were the principal sources of statistical data of 121 countries. Variables included infant mortality, life expectancy at birth, literacy rate, secondary school enrollment (male and female), GNP per capita, population per doctor, daily calorie supply per capita, and a composite PQL index. The Ordinary Least Square model was employed for cross-countries analysis. Findings : Both countries under quite different political and economic systems saw big improvememts in the quality of life, reducing mortality and prolonging life expectancy during the past three decades. In recent decad, however, North Korea has experienced abrupt exacerbation in the quality of life. Significant improvements in infant mortality of the population wer attributable mainly to GNP per capita and the secondary school enrollemt of female. The principal predictors of life expectancy at birth were population per doctor, infant mortality, and literacy rate. The secondary school enrollment of female and population per doctor were significantly associated with improvements in the physical quality of life index (PQLI). Conclusion : The results of this study confirmed a point illustrated by other studies : The association between quality of life as a measure of health status and socioeconomic factors was strong and positive. The important contribution of educational attainment in general, female education level in particular to improvements in the quality of life deserves good news for building an integrated health care system in the reunified Korea, taking into account the high level of education two koreas are enjoying. Meanwhile, when a sharp drop in the quality of life has been observed in North Korea under serious economic difficulties and food shortage in recent decade, the significant contribution of economic development to improvements in the quality of life poses bad nows for reunifying Korean health care in economic terms.
Secondary school environmental education is offered mostly in extra-curricular activities, not included in the school curriculum. Therefore, drawing out its curriculum has been left to teachers' discretion. Teachers' beliefs in EE have much more influence on the selection of content of EE than any other psychological factors. It follows that the reality of school EE depends on what teachers believes about EE and which content of EE they select according to their beliefs. This study is to research the realities of the secondary school EE: examine teachers' beliefs about EE and analyse environmental views in their environment-related programs; examine whether teachers' programs reflect their beliefs and environmental views; identify the factors which teachers inhibit teachers from their expression of these beliefs. To identify what perspective was reflected to these programs, this study employs environmentalism. Environmentalism can be classified into 3 categories: environmental management; deep ecology; social ecology. Data were gathered by means of in-depth interviews with five teachers. To show teachers' beliefs clearly, the analysis of the data was conducted on the basis of 5 categories: 'ecological sensitivity', 'value education', 'behaviors', 'issues', 'perception of a cause of environmental problems, related to social structures'. These belifs reflect deep ecological perspective and social ecology. But these perspectives did not accord with those in programs. Most EE programs included only the deep ecological perspective. They didn't reflect their beliefs that students should perceive the cause of environmental problems in the social structure. The factors which teachers find as inhibiting or supporting their expression of these beliefs were analysed as following: (1) EE requests the change of curriculum and methods of instruction; (2) teachers should acquire 'environmental consciousness' and environmentrelated knowledge; (3) programs requests an administrative and financial support.
This study investigeted secondary math teachers' difficulties of technology in geometry class with grounded theory by Strauss and Corbin. 178 secondary math teachers attending the professional development program on technology-based geometry teaching at eight locations in January 2014, participated in this study with informed consents. Data was collected with an open-ended questionnaire survey. In line with grounded theory, open, axial and selective coding were applied to data analysis. According to the results of this study, teachers were found to experience resistance in using technology due to new learning and changes, with knowledge and awareness of technology effectively interacting to lessen such resistance. In using technology, teachers were found to go through the 'access-resistance-unaccepted use-acceptance' stages. Teachers having difficulties in using technology included the following four types: 'inaccessible, denial of acceptance, discontinuation of use, and acceptance 'These findings suggest novel perspectives towards teachers having difficulties in using technology, providing implications for teachers' professional development.
