The Comparative Evaluations of the Factor Weights for a Successful Sea-ranching Project based on AHP (AHP 기법을 이용한 바다목장화사업 성공요인에 대한 비교평가연구)

  • This study is to estimate the factor weights for a successful sea-ranching project using the Analytical Hierarchy Process. Furthermore, it investigates the policy implications revealed by the differences in group opinions throughout fishermen, government officials, researchers and the scholars when the weights are assessed. The hierarchy is constructed for the 3 levels of factors which must be evaluated for a successful sea-ranching project. The top level of factors is divided by the ecological factors and the socioeconomic factors. As the middle level of factors, there are 3 factors such as the choice of fish, the habitat environment and the production technology under the ecological factors and another 3 factors such as the stability of fishery society, economic factors, and the law & system under the socio-economic factors. And then, at the bottom level of the hierarchy, the economic factors have two different sub-factors such as the fishing revenue and cost. The law & system has also 3 sub-factors such as the accessibility to sea-ranching area, fishing method, and surveillance. The fishermen and government officials show us quite opposite tendencies in assessments of the weights while both the researchers and scholars reveal almost the same opinions positioned at somewhere between first two groups. The study also reports the evaluations of efficiency measures for resource recovery methods among the sea-ranching project, artificial reef, release of fish seeds, and marine protection area. Both the sea-ranching project and marine protection area have the same efficiency in terms of resource recovery while the artificial reef and release of fish seeds are revealed as somewhat less efficient methods comparing to the former two methods.

  • There have been several complications and problems about marine ranching policy. Regional conflicts have occurred in the process of selecting land for the pasture. And conflict occurred in post-management process. The causes of these conflicts were pointed out to lack of social science research and alternatives. The government-led initiative model, which ignores participation in each sector, has been pointed out as a problem. In order to increase the effectiveness of the marine ranching project, the following points should be considered. First, at the stage of establishing the ocean ranch business plan, social science approach should be considered together with natural science approach. Second, a governance system should be established to enhance the effectiveness of the marine ranch project. The governance system refers to a consultative body in which the central government and local governments, autonomous steering committees, research institutes, local civil society organizations, and participating companies participate. We can improve the efficiency of business by establishing and promoting direction, operation policy, and action plan of sea pasture business centering on governance system. Third, it is necessary to change the management system from the existing administration-led business model to the cooperative governance system - based model. The effectiveness of the marine ranching project can be improved through the governance system.

Settlement and Scour Characteristics of Artificial Reef according to Reinforced Ground (해저지반 보강에 따른 인공어초의 침하 및 세굴 특성)

  • Recently in Korea, a marine ranching project has continued to grow with the increasing needs of sea development. Management techniques, including settlement reduction and scour protection, have been required for constructing and maintaining the artificial reefs of this marine ranching project. The generation of settlement and scour can be influenced by ground characteristics. In this study, various laboratory tests (penetration test, two-dimensional water tank test) were performed to determine the settlement and scour characteristics of artificial reefs under various ground conditions. Three kinds of ground reinforcement were prepared: unreinforced, geogrid, and hybrid bamboo mat. Penetration test results showed that the normalized settlement ratio of ground reinforced with a hybrid bamboo mat was smaller than those of unreinforced ground and geogrid-reinforced ground. Two-dimensional water tank test results showed that the scour characteristics of ground reinforced with a geogrid were more reduced and stable than unreinforced ground. The amount of scour and ground settlement also decreased with increasing reinforced area.

Species composition and community structure caught by shrimp beam trawl in the marine ranching ground of Taean, Korea (태안 바다목장 해역에서 새우조망에 어획된 수산생물의 종조성 및 군집구조)

  • Species composition and seasonal variation of aquatic organism in the marine ranchig ground of Taean, Korea were investigated using shrimp beam trawl from January to December 2010. A total of 99 species, $5,355,816ind./km^2$ and $84,697kg/km^2$ of aquatic organism were collected. Among them, fish include 9 orders 33 families 54 species, crustaceans include 2 orders 15 families 30 species, cephalopods consist of 3 orders 4 families 5 species, gastropods include 2 orders 3 families 4 species, echinoidea sp. include 1 order 2 families 2 species, bivalves were composed of 2 orders 2 families 2 species, and holothuroids include 1 family 1 order. According to the dominants by month, Palaemon gravieri was dominant in January, Cynoglossus joyneri was dominant in February, March, and June, and Hexagrammos otakii was dominant, in July. And Oratosquilla oratoria was dominant echinoidea sp. was dominant in April, May, and August and in September, October, November, and December. Cluster analysis based on species composition of the 38 most common species showed that the species were separated into 5 different groups. Group A was composed of species which were abundant in spring and summer, group B was composed of year-round residents, and group C was composed of species which were abundant in autumn.
