Analysis of the Status of Safety Management of Photovoltaic Power Generation Facilities (태양광발전설비 안전관리 현황 분석)

  • In this paper, we analyzed the present status of the safety manager and safety assurance aspects through a complex analysis on the operational aspects, marketability and electrical safety aspects of photovoltaic power generation facilities. In the analysis of the equipment status, we analyzed the status and operated status of the installed PV system in Korea and the correlation between the safety manager and the accident. In addition, we analyzed the direction of the ESS through the analysis of the installation status of the ESS, and applied it to the interpretation part of the ESS associated with the solar power generation. The status of the electric safety manager can be used to analyze the data for selecting the electric safety manager by capacity by analyzing the accident status, the electric safety manager operation status, the safety management time by capacity, and the electric safety manager market.

A Study on the Improvement Direction for Timely Technical Guidance Project (적시기술지도 시범사업의 개선방안에 관한 연구)

  • The industrial accident rate has been steadily decreased by making all efforts for the prevention of accidents after enacting Occupational Health and Safety Act in 1981. However, ordinary typed industrial accidents still occur in small and medium sized enterprises(SME). Timely Technical Guidance(TTG) project of Korea Occupational Safety & Heath Agency(KOSHA) for SME's was initiated to visit and provide the analysis and control of industrial accidents by the staffs of KOSHA as soon as possible after accidents occurred. This study is conducted to analyze the questionnaire survey for employers, workers and TTG personnel of KOSHA with being evaluated positively whether the demonstration project of TTG has been executed consistently. However, it is suggested that the understanding of TTG project and legal support are necessary for the establishments, and the development of a variety data and lots of available contents is necessary to increase satisfaction of the TTG project. The accident rate of SME's which are employed less than 50 workers is expected to be largely decreased with applying the control and improvement over this study with maintaining and developing TTG technology.

Variability of plant risk due to variable operator allowable time for aggressive cooldown initiation

  • Recent analysis results with realistic assumptions provide the variability of operator allowable time for the initiation of aggressive cooldown under small break loss of coolant accident or steam generator tube rupture with total failure of high pressure safety injection. We investigated how plant risk may vary depending on the variability of operators' failure probability of timely initiation of aggressive cooldown. Using a probabilistic safety assessment model of a nuclear power plant, we showed that plant risks had a linear relation with the failure probability of aggressive cooldown and could be reduced by up to 10% as aggressive cooldown is more reliably performed. For individual accident management, we found that core damage potential could be gradually reduced by up to 40.49% and 63.84% after a small break loss of coolant accident or a steam generator tube rupture, respectively. Based on the importance of timely initiation of aggressive cooldown by main control room operators within the success criteria, implications for improvement of emergency operating procedures are discussed. We recommend conducting further detailed analyses of aggressive cooldown, commensurate with its importance in reducing risks in nuclear power plants.

  • Questionnaire survey has been made for the above study. First, 65 question sheets have been distributed to railway operators and 55 sheets of them have been collected from them. SPSS 12.0 program package has been used to analyze those sheets concerning age, experience, school, background as a frequency analysis and t-test has been made to find out recognition level difference of a cheer response, depending on the operator's experience. T-verification has been made for two groups such as less than 10 years, and 10 years or more experience. Result from correlation analysis showed that there was no difference due to operators' experience.

  • Marine pilot occupational accidents during transfer to/from the ship are at the top of the agenda after several safety campaigns by IMPA and individual attemptsThere is multiple transfer method for the marine pilot, but a most common way is to use the pilot cutter. This paper aims to predict marine pilot occupational accidents before it occurs by using historical data. Since the problem depends on several variables, this paper develops a model by using the random forest method to predict marine pilot accidents before happening with the random forest method by using RStudio software

A Systems Engineering Approach to Ex-Vessel Cooling Strategy for APR1400 under Extended Station Blackout Conditions

  • Implementing Severe Accident Management (SAM) strategies is crucial for enhancing a nuclear power plant's resilience and safety against severe accidents conditions represented in the analysis of Station Blackout (SBO) event. Among these critical approaches, the In-Vessel Retention (IVR) through External Reactor Vessel Cooling (IVR-ERVC) strategy plays a key role in preventing vessel failure. This work is designed to evaluate the efficacy of the IVR strategy for a high-power density reactor APR1400. The APR1400's plant is represented and simulated under steady-state and transient conditions for a station blackout (SBO) accident scenario using the computer code, ASYST. The APR1400's thermal-hydraulic response is analyzed to assess its performance as it progresses toward a severe accident scenario during an extended SBO. The effectiveness of emergency operating procedures (EOPs) and severe accident management guidelines (SAMGs) are systematically examined to assess their ability to mitigate the accident. A group of associated key phenomena selected based on Phenomenon Identification and Ranking Tables (PIRT) and uncertain parameters are identified accordingly and then propagated within DAKOTA Uncertainty Quantification (UQ) framework until a statistically representative sample is obtained and hence determine the uncertainty bands of key system parameters. The Systems Engineering methodology is applied to direct the progression of work, ensuring systematic and efficient execution.

Development of a Safety Education Guideline Book for Teachers of Elementary School Students (초등학생을 위한 교사용 안전교육 지침서 개발)

  • Purpose: The purpose of this study was to develop a guide book on safety education for teachers to use in education classes for elementary school students. Methods: Dick & Carey's teaching model and Keller's ARCS theory were used in the development of this guide book. Results: This guide book was developed for lower grade (1st$\sim$3rd) and higher grade (4th$\sim$6th) elementary school students. The content consisted of subjects, worksheets, content for teachers, statistical data, case studies, and a safety letter to the parents. The 10 subjects were as follows: "Importance of injury prevention", "Safety at home", "Accident prevention at school", "Violence prevention", "Vehicles safety", "Water safety", "Prevention of Fires & Burns", "Safety of Toys & home supplies", "Safety in Sports & Recreation activity", "Prevention of injury caused by animals". Statistical data was presented by graphs and case studies were presented of cases of real occurrences of accidents. Worksheets contain various activities for students. Safety letters were composed for each student's parents. Conclusion: This guide book presents effective material for safety education classes in elementary school and the authors hope it will be widely used in elementary schools.

Development of the Safety Management Risk Assessment Factors and Indicators for Coastal/Offshore Fishing Vessels (연근해어선의 안전관리 위험성평가 인자 및 지표개발)

  • Although the Korean government (Ministry of Ocean and Fisheries) and related organizations are enforcing many policies to improve the marine safety of vessels with weak safety management, the effectiveness of each policy is deficient due to the lack of a risk assessment method for ship safety management. Most previous studies in Korea of the risk assessment of ships only dealt with fragmentary risks of individual marine accident risks, so a new assessment method for comprehensive marine accident risk is needed. Examples of comprehensive risk assessments for ship safety management are the selection method for inspection targets by the Port State Control and the Norwegian Maritime Authority. In this study, indicators for the comprehensive risk assessment of ship safety management were developed for and applied to coastal/offshore fishing vessels that occupy a high proportion of the registrations and marine accidents in Korea. As a result, the risk of each ship was confirmed quantitatively, and a ranking of the weakness factors for ship safety management was identified.

Improving Qualification of Safety Manager at Construction Site (건설현장 안전관리자의 자격기준에 관한 연구)

  • As shown in the accident analysis from 2007, it has been found that causes of accidents on large-scale projects are different from those found in general construction projects. A 300-question survey regarding systematic and practical aspects of safety problems at construction sites was distributed to ten (10) different companies. Participants were to respond subjectively, so that the results could be used to assemble the first formal questionnaire survey. They were collected and compiled by an advisory committee for this study. The resulting surveys were then sent to the division chiefs of the top 100 construction companies in Korea, in order to improve the response rate. The Department of Safety & Health Direction, and the :Ministry of Labor, ROK sent the same sheets to medium and small construction companies that placed within 101-200th of all Korea construction companies. The above safety engineers were classified into four (4) levels, from 1st to 4th, followed by the project dollar amount and risk level. Formulae were developed to assign safety engineers to construction sites by engineer level, the project dollar amount, and the project risk level. Conclusions are summarized as follows: 1) Reviewing the assignment system of experienced safety engineers to large scaled projects - The more experienced the engineers assigned to a project, the higher the level of accident prevention. 2) Enforcing the assignment of advanced level safety engineers to large-scaled sites - At least one advanced-level safety engineer should be assigned to construction sites with projects valued at $15million USD (15,000,000,000). 3) For assigning safety engineers by risk level - Twenty models have been developed to calculate the number of safety engineers to be assigned by risk level. In the future, risk level for each job should be established by the government (as is now the practice in Germany).
