The carbon tax is one of several measures to reduce the green-house gases emitted from burning the fossil fuels, which has been much discussed internationally. The analyses of the effects of a carbon tax on individual countries have been carried out by applying the computable general equilibrium(CGE) models, especially models with the assumption of non-existence of scale economies. However, the introduction of scale economies to CGE models changes the simulation results drastically. In this paper, two CGE models are used to compute and compare the economic and $CO_2$ reduction effects of a carbon tax, one of with is the model with scale economies and the other is without scale economies. One of main results is that the analysis using the CGE model without scale economies may underestimate the effects of a carbon tax on GDP and reducing the emission of $CO_2$.

Viscoelastic dampers are known effective devices for response reduction under earthquakes and winds. This study addresses how to design the optimum viscoelastic dampers installed at the full scale five-story steel building and novel approach to carry out the experimental work to verify the damper performance. First, an exciter of hybrid mass-type actuator is designed, which can move the building and its mathematical model is derived. The integrated system of building-actuator is experimentally analyzed for mathematical model. Second, convex model is applied for the prediction of required additional damping ratios to reduce responses below a specified target level. Chevron-type viscoelastic dampers are manufactured and installed at the first and second inter-stories, which are optimum places for response reduction. Sine-sweep and white noise excitations, which are generated by the hybrid mass-type actuator, are applied to the full scale building without and with dampers for performance verification. The transfer function of the building with four dampers, two of them installed at each first and second inter-story, are found to be lower than that of the building with two dampers installed at the first inter-story

SCR (Selective Catalytic Reduction) process is presently considered as one of the most effective techniques for removing nitric oxides from exhaust gases. In this study, based on the conceptually designed SCR reactor of 500 MW coal fired power plant. a reduced scale (1/20) SCR reactor model was made to analyze the flow pattern in front of catalyst layer according to the guide vane's design factors such as the number, interval, and angle of vanes. The results of the test were compared to those numerical simulation in order to assure the reliability of two methods. On the basis of our study. the critical Reynolds number (2.0$\times$ 10$^{5}$ ) was proposed for ensuring the similarity between the reduced scale model and the prototype of SCR reactor. Optimum design parameters of guide vanes were determined as follows, 4 vanes, the first vane angle of 93$^{\circ}$, and the vane intervals of 0.85 S/n, 1.05 S/n, 1.1 S/n, 1.0S/n, 1.0S/n (S: the distance of duct, n: the number of guide vanes). The excellent agreement between the results of the numerical simulation and the reduced scale model provides the validation of two methods for prediction of flow through SCR reactor.

Noise reduction effect of a pine tree which was used to reinforce a noise barrier was studied by using reduced scale model test. The result show that the pine tree itself was less effective but the combination of pine tree and noise barrier was good for reducing the noise and sight.

Demand response provides customer load reductions based on high market prices or system reliability conditions. One type of demand response, price-based program, induces customers to respond to changes in product rates. However, there are large-scale general and industrial customers that have difficulty changing their energy consumption patterns, even with rate changes, due to their electricity demands being commercial and industrial. This study proposes an in-house pricing model for large-scale general and industrial customers, particularly those with multiple business facilities, for self-regulating demand-side management and cost reduction. The in-house pricing model charges higher rates to customers with lower load factors by employing peak to off-peak ratios in order to reduce maximum demand at each facility. The proposed scheme has been applied to real world and its benefits are demonstrated through an example.

The specified tensile strength provided by the manufacturer is determined on the basis of the reliable lower limit ($X-3{\sigma}$ : X=average tensile strength, $\sigma$=standard deviation) obtained from the material test results. Most of these data, however, are based on the test results of 1 layer of FRP sheet. Also, the partial strength reduction factor for strengthening RC members with FRP is based on the small-scale model tests. But, the failure mechanisms of small-scale model tests are reported to be different from those of the full-scale tests. This paper present the test results of full-scale RC beams strengthened with multi-layer GFRP sheets up to 3 layer as well as the material tests. From the material tests, it was observed that the average tensile strengths of GFRP sheets are decreased as the number of layer are increased. Also the premature debonding failure of RC beams strengthened with multi-layer GFRP sheets are observed in inverse proportion to the number of GFRP sheets

It seems inevitable for residential buildings to be high-rise and allocated near traffic roads due to the overcrowding in urban area. Acoustic environment in those area has been seriously deteriorated by the increase of traffic vehicles. Commonly used sound barriers have a limitation in controlling noise due to diffraction noise of sound barrier. Hence sound barrier is not effective to attenuate noise especially for the residential units in high level. This work aims at evaluating noise reduction according to the tunnel section shape by using 1/5 scale model. We carried out a number of field measurements for 1/5 scale model of Noise Barrier Tunnel with various sectional shape. The results from predictions and the measurement show generally good agreement.

Under a pyro-processing concept, an electrolytic reduction process has been developed to reduce uranium oxide in molten salt by electrochemical means as a part of spent fuel treatment process development. Accordingly, a model based on electrochemical theory is required to design a reactor for the electrolytic reduction process. In this study, a 1D model based on the phase-field theory, which explains phase separation behaviors was developed to simulate electrolytic reduction of uranium oxide. By adopting parameters for diffusion of oxygen elements in a pellet and electrochemical reaction rate at the surface of the pellet, the model described the behavior of inward reduction well and revealed that the current depends on the internal diffusion of the oxygen element. The model for the electrolytic reduction is expected to be used to determine the optimum conditions for large scale reactor design. It is also expected that the model will be applied to simulate the integration of pyro-processing.
This study shows the prediction of the engineering properties of weathered zone bearing corestones through the engineering geological surveys and the scale model test in the laboratory. The window survey and the observation on the borehole core were peformed on three natural slopes in corestones area in order to analyse the distribution pattern and the geometrical properties of corestones. Natural corestones were crushed and abrased for the scale model test into less than 5 mm in maximum-2mm in average by the scale reduction ratio based on the size of natural corestones and the specimen size. Scale model tests were carried out on soil and plaster model specimens with different corestone content ratio - 0%, 10%, 20%. The direct shear test on soils shows that shear strength is increased by the increase of corestone content ratio. The increase of cohesion is, however, more important factor to the shear strength of soil for 20% corestone content ratio due to interlocking of crushed corestone particles. The plaster model test shows a tendance of increase of UCS and modulus of elasticity with increase of corestone content. The variation ratio of specimen property by change of corestone content ratio in plaster model test was applied to in situ properties in order to estimate the properties of weathered zone bearing corestones. So it could be predicted that the increase of corestone content to 10% and to 20% produce about 18% and 30% UCS's increase respectively.
LFG-MGT CHP system development project with $CO_2$ enrichment in greenhouses was introduced. LFG is produced from the anaerobic digestion of landfilled waste and it has been utilized for power/heat generation since it contains around 50% of $CH_4$. Utilization of LFG from small scale landfill is also needed as well as large scale landfill. However, due to economy of scale, it is very difficult to develop business model. In this context, combining CHP system with greenhouses is considered as feasible option for LFG utilization. LFG-MGT CHP system with $CO_2$ fixation in greenhouses has been derived as an active greenhouse gas reduction strategy, The focus of the system is beyond carbon neutral LFG utilization to neutral carbon absorption. The system is feasible in terms of direct and indirect $CO_2$ emission reduction with more economical way.
