시계열 자료 분석을 통한 4대 사회안전지표 변화 추이 (Transition of Four Major Social Safety Indexes by Time Series Data Analysis)

  • 해마다 반복적으로 인적 물적 피해를 유발하여 사회 안전에 큰 영향을 미치는 산업재해, 교통사고, 화재, 범죄 등의 항목을 4대 사회안전지표로 선정하여 2003년 이후 시계열에 따른 변화 추이를 분석하였다. 2003년을 기준으로 산업재해가 27.8% 감소하여 가장 두드러지게 개선된 것으로 확인되었으며, 교통사고와 범죄자표는 12% 정도 저감된 것으로 나타났다. 그러나 화재의 경우 2006년 이후 국가화재분류체계가 바뀌면서 경미한 생활 화재도 발생건수에 포함되도록 변경되어 기준년도 대비 40% 화재안전지수가 증가한 것으로 나타났다.

공간적 자기상관을 활용한 지역안전지수의 공간패턴 분석 - 기초지방자치단체를 중심으로 (An Analysis on the Spatial Pattern of Local Safety Level Index Using Spatial Autocorrelation - Focused on Basic Local Governments, Korea)

  • 범죄, 화재, 교통사고 등 국민의 안전을 위협하는 위험인자들은 지역적 맥락과 공간적 특성을 가지고 있다. 지역마다 서로 다른 위험환경을 가지고 있으므로 교통사고, 화재, 범죄, 생활안전 분야별로 위험요소의 공간적 패턴을 분석할 필요가 있다. 본 연구는 전국 기초자치단체를 대상으로 분야(교통사고, 화재, 범죄, 생활안전, 자살, 감염병)별 안전등급을 측정한 지표인 지역안전지수의 공간적 분포 패턴을 분석하는데 연구의 목적이 있다. 지역안전지수의 공간적 자기상관성 분석을 위해 전역적 공간자기상관분석(Global Moran's I)과 Local Moran's I를 활용한 LISA(Local Indicators of Spatial Association) 분석, Getis-Ord's G⁎i 분석을 실시하였다. 분석결과 교통사고, 화재, 자살의 안전지수 분포는 범죄, 생활안전, 감염병의 안전지수보다 공간적으로 집중(clustered) 경향을 보였다. 지역간 유의미한 공간적 연관성을 분석한 LISA 분석결과에 따르면, 수도권 지역이 다른 도시에 비하여 지역안전통합지수를 기준으로 비교적 안전한 지역인 것으로 나타났다. 또한 Getis-Ord's G⁎i 통계값을 활용한 핫스팟분석 결과 안전 취약지역의 군집인 3개의 핫스팟(강원도 삼척시, 경상북도 청송군, 전라북도 김제시)과 전반적인 안전 수준이 높은 군집인 15개의 콜드스팟이 도출되었다. 이러한 연구 결과는 안전 수준 취약지역의 공간적 분포와 패턴을 파악하여 안전 지수 개선을 위한 정책 수립시 기초자료로 활용될 수 있다.

  • 본 연구에서는 해운기업의 안전관리체제 운영 지원과 시스템 운영 모니터링 및 운영성과 평가도구로 활용할 수 있는 안전관리체제 운영평가 지표를 개발하였다. 이 지표를 이용하여 안전관리체제 도입을 준비하고 있는 기업이나, 기도입하여 유지 발전시키고자 하는 기업에게 운영 단계별 필요한 지식을 알기 쉽게 종합 수록하여 상시 활용할 수 있는 지침서 내지 컨설턴트 역할을 할 수 있을 것이다. 또한 자체 내부심사 시 및 시스템 운영성과 평가 시 평가도구로 활용하여 시스템의 지속적인 개선 및 발전에 기여할 수 있을 것으로 보인다. 이 지표는 크게 대 기준 11개 항목, 중 기준 33개 항목, 소 기준 447개 항목으로 구성되어 있다.

맥파 스트레스 지수를 활용한 도시철도 건설공사자의 안전보건관리 방안에 관한 연구 (A Study on the Safety and Health Management Plan of Subway Construction Workers using Macpa Stress Index)

  • South Korea will soon be a super-aged society, as more than 20.6% of its population will be 65 years and older by 2025. As of 2022, 17.5% of the total population in South Korea is 65 years and older, which exceeds the set threshold for an aged society, where more than 14% of the population is 65 years and older. The proportion of older subway construction workers has increased. Aging workers and their work stress negatively impact their workability. A previous study demonstrated that the stress index measured using the uBioMacpa measurement device (Macpa stress index) had a significant correlation with work stress in South Korea. The device tests vascular health and measures stress levels via Macpa signal analysis. In this study, the pulse waves of subway construction workers were measured using uBioMacpa to identify their stress levels. The stress levels were analyzed by age, years of service, job position, employment type, and work type. Herein, these statistics could not be easily represented by a normal distribution; therefore, the Kruskal-Wallis test, a nonparametric statistical method, was used for the analysis of data. The results showed that age, job position, employment type, and working type affected the Macpa stress index and the stress levels of workers increased with age. In terms of job position, technical engineers were more stressed than other workers because of their poor working environment. In terms of employment type, daily-wage workers were more stressed than other workers. In terms of working type, tunneling, waterproofing, and construction scored the highest Macpa stress indexes without any significant difference, whereas earthworks scored the lowest. Based on the analysis of Macpa stress index, safety and health management plans were proposed to reduce the stress levels of workers. Moreover, a manual for efficient stress management must be developed for subway construction workers.

통계적 분석 기법을 활용한 자동차 검사 안전지수 및 환경지수 개발 (Development of Safety and Environment Index for Vehicle Inspection Data Using Statistical Methods)

  • It is important to guarantee the safety of vehicle to minimize the damage to the driver in case of the accidents. In order to inspect and later enhance the safety of vehicle, the owner of the vehicle usually have a vehicle safety inspection. The Korea Transportation Safety Authority (KOTSA) issues the Comprehensive Performance Inspection Certificate after vehicle inspection. The certificate only specify the legal inspection criteria for safety and measured values of the safety parameters, however, as ordinary driver in lack of expert knowledge about the vehicle is difficult to understand the contents of the Certificate. Thus, in this paper, the authors try to give the information about the inspection results in easier way to understand. This information not only guarantees the owner of the vehicle to better understand the inspection results, but it also gives the opportunity to the driver to deal with the specific problem listed in the results. The methods in this paper are to transform the vehicle inspection data into the non parametric distribution to easily represent the values to the index later on. Also, example indexes are presented to the actually inspected vehicle based on the reference distribution to show the better assessment of the developed method.

건설기계작업 사망사고 예방을 위한 위험관리 (Risk Management for Preventing Workers' Deaths in Construction Machinery Work)

  • The use of construction machinery has been increasing every year due to the large scale, high-rise and lack of workers in construction work. On the other hand, deaths are on the rise every year due to inadequate risk management for construction machinery work. In addition, the number of deaths caused by the lack of signals or insufficient signals during construction machinery work is increasing rapidly, and it is deemed necessary to analyze the actual conditions and take countermeasures. Therefore this study has developed the Strength Risk Index (SRI) based on the Frequency Risk Index (FRI) and the 5W1H by analyzing in-depth deaths caused by construction machinery over the past five years. The risk index (RI) was assessed using the frequency and strength risk index derived to determine whether it is acceptable (acceptable risk < 0.25 ≦ unacceptable risk) and the risk assessment method for reducing risk was proposed by applying 3E (Engineering, Education, Enforcement) measures for each level of risk for unacceptable risk. It also proposed measures to improve the system, such as requirements for signal numbers, mandatory placement standards, and mandatory installation of side and rear monitoring cameras, as measures for accidents caused by failure to deploy signals or insufficient signals, which account for the highest proportion of deaths among construction machinery operators and workers.

지역별 교통안전도 평가와 중점관리 법규위반사항 적출 (Regional Traffic Safety Evalution and Identifying Driver Violations to Be Controlled by Priority)

  • The purpose of this study is to develop an accident hazard index model in order to be used for the evaluation of regional traffic safety and to develop a driver violation index model in order to identify the primary causes of traffic accidents. The accident hazard index model was developed considering the accident rates based on population and the vehicle registration. The driver violation index model was developed considering the accident rates of each item of driver violation. Using the models developed in this study, it is identified that in the provincial level analysis the degree of the traffic safety of Chungbuk, Chungnam, and Kyungbuk Province are evaluated to be low. In the county level analysis of Kyungnam Province, the degree of the traffic safety of Yangsan, Euirung, Haman, Sachun and Tongyung County are evaluated to be low. Also, it is found that the major driver violations causing accidents in the nation are driving by unlicensed drives, improper passing, and improper railroad crossing : in Kyungnam Province, improper passing is the most driver violation.

외관불량 배전용 콘크리트전주 건전도 평가지표 개발 (A Development of Soundness Evaluation Index for Poor Appearance Distribution Concrete Poles)

  • This study was to secure the safety of poor appearance distribution concrete poles effectively and to reduce the replacement costs of them by developing a soundness evaluation index. The researcher of this study investigated poor appearance types of concrete pole, collected 53 of test samples, and tested pole strength. As a result of strength test, only 17 percent of poor appearance concrete poles were below 2.0 of safety factor spec. As results of multiple regression analysis, it is verified that surface air void, horizontal crack, net-shaped crack, elapsed year, vertical crack, and deterioration in concrete compressive strength have statistically negative effects on safety factor of concrete poles in a significant level. The researcher set up a soundness evaluation index by using multiple regression equation, and suggested that poor appearance concrete poles should be replaced or reinforced only in case of soundness evaluation score of 150 or above.

  • Reliability analysis between safety factor and reliability index for driven and bored pile load capacity was analyzed in this study. 0.1B, Chin, De Beer, and Davisson's methods were used for determining pile load capacity by using load-settlement curve from pile load test. Each method define ultimate, yield and allowable pile load capacities. LCPC method using CPT results was performed for comparing with results of pile load test. Based on FOSM analysis using load factors, it is obtained that reliability indices for ultimate pile load capacity were higher than those of yield and allowable condition. Present safety factor 2 for yield and allowable load capacities are not enough to satisfy target reliability index $2.0\sim2.5$. However, it is sufficient for ultimate pile load capacity using safety factor 3.

The bridge construction cases were researched on the actual condition. construction accidents were investigated from 1998 to 2005. In this paper, we developed a standard risk index for efficient bridge construction safety system.
