When temporary spent fuel storage pools at nuclear power plants reach their capacity limit, the spent fuel must be moved to an alternative storage facility. However, radioactive materials must be handled and stored carefully to avoid severe consequences to the environment. In this study, the risks of three potential accident scenarios (i.e., maritime transportation, an aircraft crashing into an interim storage facility, and on-site transportation) associated with the spent fuel transportation process were analyzed using a probabilistic approach. For each scenario, the probabilities and the consequences were calculated separately to assess the risks: the probabilities were calculated using existing data and statistical models, and the consequences were calculated using computation models. Risk assessment software was developed to conveniently integrate the three scenarios. The risks were analyzed using the developed software according to the shipment route, building characteristics, and spent fuel handling environment. As a result of the risk analysis with varying accident conditions, transportation and storage strategies with relatively low risk were developed for regulators and licensees. The focus of this study was the risk assessment methodology; however, the applied model and input data have some uncertainties. Further research to reduce these uncertainties will improve the accuracy of this model.
A radiological safety assessment was performed for a hypothetical near-surface radioactive waste repository as a simple screening calculation to identify important nuclides and to provide insights on the data needs for a successful demonstration of compliance. Individual effective doses were calculated for a conservative ground water pathway scenario considering well drilling near the site boundary. Sensitivity of resulting ingestion dose to input parameter values was also analyzed using Monte Carlo sampling. Considering peak dose rate and assessment time scale, C-14 and T-129 were identified as important nuclides and U-235 and U-238 as potentially important nuclides. For C-14, the dose was most sensitive to Darcy velocity in aquifer The distribution coefficient showed high degree of sensitivity for I-129 release.
A Fire Safety Evaluation Module(FSEM), which quantitatively evaluates the risk of evacuees when fire occurs in buildings or ships, is presented in this paper. The developed FSEM can be applied to multi-room structure. Basic input data for the FSEM are prepared by fire model and evacuation model. CFAST which is one of the existing fire models is used as fire model and MonteDEM evacuation model was developed for evacuation model, respectively. MonteDEM evacuation model makes use of distinct element method and Monte-Carlo simulation, and it can also take into consideration ground inclination by ship motions in order to simulate the real situation of evacuation. Some typical situations are modelled for illustrative examples and quantitative assessment of evacuee's risk under fire accident is carried out.
In this paper, we propose an integrated data envelopment analysis (DEA) and analytic hierarchy process (AHP) methodology in which the information about the hierarchical structures of input-output data can be reflected in the performance assessment of decision making units (DMUs). Firstly, this can be implemented by extending a traditional DEA model to a three-level DEA model. Secondly, weight bounds, using AHP, can be incorporated in the three-level DEA model. Finally, the effects of incorporating weight bounds can be analyzed by developing a parametric distance model. Increasing the value of a parameter in a domain of efficiency loss, we explore the various systems of weights. This may lead to various ranking positions for each DMU in comparison to the other DMUs. An illustrative example of road safety performance for a set of 19 European countries highlights the usefulness of the proposed approach.
국내에서의 도로설계 안전성 평가는 도로설계 전문가의 설계도면 검토, 현장방문을 통한 자문자료를 통하여 이루어져왔다. 이러한 설계 안전성 평가는 전문가의 판단을 뒷받침 할 수 있는 객관적인 근거가 부족하다는 문제점과 안전측 편익을 계산하기 위한 수치적인 결과가 부족하다는 문제점이 있다. 본 연구에서는 이러한 문제점을 개선 보완할 수 있는 도로설계 안전성 평가 시스템을 개발하기 위해 IHSDM의 국내도로 적용성 평가, 잠재적 사용자 요구분석을 수행하였다. IHSDM의 사고예측모듈에서 안전성을 평가하기 위해 도로구간별 사고빈도 및 사고율을 산정하는 방법론과 도로의 특성을 반영할 수 있도록 하고 있는 AMF의 개발은 기존의 사고예측모형을 통한 사고예측이나 전문가 판단을 통한 안전성 평가의 한계점을 보완하고 있다. 그러나 이 같은 장점에도 불구하고 국내도로의 IHSDM 적용성 평가 결과 국내도로의 사고를 과대 예측하는 경향을 보여 국내도로의 사고특성을 반영하지 못하는 것으로 나타났다. IHSDM이 반영하지 못하는 대표적 지방부 국내도로 특성으로는 도로변 토지이용도와 미국과는 상이한 지방부 도로의 교통량특성인 것으로 나타났다. 또한, 사용자 요구분석을 통해서는 데이터 입력방식과 도출된 결과를 제시하는 방법의 다양성과 편의성이 확보가 중요시 되는 것으로 분석되었다.
The resilience of a city confronted with a terrorist bomb attack is the background of the paper. The resilience strongly depends on vital infrastructure and the physical protection of people. The protection buildings provide in case of an external explosion is one of the important elements in safety assessment. Besides the aspect of protection, buildings facilitate and enable many functions, e.g., offices, data storage, -handling and -transfer, energy supply, banks, shopping malls etc. When a building is damaged, the loss of functions is directly related to the location, amount of damage and the damage level. At TNO Defence, Security and Safety methods are developed to quantify the resilience of city infrastructure systems (Weerheijm et al. 2007b). In this framework, the dynamic response, damage levels and residual bearing capacity of multi-storey RC buildings is studied. The current paper addresses the aspects of dynamic response and progressive collapse, as well as the proposed method to relate the structural damage to a volume-damage parameter, which can be linked to the loss of functionality. After a general introduction to the research programme and progressive collapse, the study of the dynamic response and damage due to blast loading for a single RC element is described. Shock tube experiments on plates are used as a reference to study the possibilities of engineering methods and an explicit finite element code to quantify the response and residual bearing capacity. Next the dynamic response and progressive collapse of a multi storey RC building is studied numerically, using a number of models. Conclusions are drawn on the ability to predict initial blast damage and progressive collapse. Finally the link between the structural damage of a building and its loss of functionality is described, which is essential input for the envisaged method to quantify the resilience of city infrastructure.
In this study, we investigated the applicable plan of GIS on the environmental impact assessment of 60 Hz Powerline. So we assessed distance data based on calculations by use of 2D and 3D Geographical information systems(GIS) and distance data based on measurements on 1: 5000 maps accord with on site distance measurements to use input data for calculating magnetic field. One hundred eight of the on site measured addresses were selected from residences. The data were achieved by measuring the distance between residence and power line on maps with scales of 1: 5000. The digital map was obtained from National Geographic Information Institute with scales of 1: 5000, and we made 2D and 3D map. Correlation analyses were performed for statistical analyses. For the 3D GIS versus on site comparison of different exposure categories, 70 of 108 measurements were assigned to the correct category. Similarly for 2D GIS versus on site comparison, 71 of 108 were correctly categorized. When comparing map measurement with on site measurement, 62 of 108 were correctly categorized. When the correlation analysis was performed, best correlation was found between 3D GIS and on site measurements with r = 0.84947 (p<0.0001). The correlation between map and on site measurement yielded an r of 0.76517 (p<0.0001). Since the GIS measurements and map measurement were made from the center point in the building and the on site measurements had to be made from the closest wall on the building, this might introduce and additional error in urban areas. The difference between 2D and 3D calculations were resulted from the height of buildings.
임상을 거친 약물이 시중에 유통되지 못하는 요인 중 하나는 안전성이다. 약물 부작용으로 인해 발생하는 안전성 문제의 주된 원인인 신경독성의 경우, 사전에 약물이나 화합물에 대한 위험 평가가 필요하다. 현재 약물의 안전성 검사를 위한 실험들은 동물 실험을 기반으로 하고 있으며, 이는 시간과 비용이 많이 든다는 단점을 갖는다. 따라서 위 문제를 해결하기 위해 in silico 실험을 통한 신경독성 예측모델을 제안하고자 한다. 본 연구에서는 의학 언어 시스템 (Unified Medical Language System)을 이용해 신경독성의 범주를 확대하고, 통합 데이터베이스를 기반으로 다양한 관련 화합물 데이터를 얻었다. 얻은 화합물들의 SMILES (Simplified Molecular Input Line Entry System)를 fingerprint로 변환시키고 이를 사용한 기계학습 기반의 모델을 만들었다. 모델은 최종적으로 신경독성의 유무를 예측한다. 해당 연구에서 제안된 실험은 in vivo 실험에 소요되는 시간 및 비용을 줄일 수 있다. 더 나아가 신약 개발 연구 기간을 단축하고 개발 중지 등의 부담을 줄일 수 있을 것으로 기대된다.
성능위주의 설계가 법제화 되면서 화재 및 피난에 대한 연구가 활발히 진행 중이다. 성능위주설계는 인명의 안전성을 증대 시키는 방향으로 발전되어야 한다. 또한, 성능위주의 설계는 소방분야뿐만 아니라 건축법령에서 정하고 있는 피난에 관한 규정을 포함하여 검토되어야 한다. 본 논문은 성능위주의 설계 시 참고가 될 자료로 제시하기위해 다중이용시설인 광주광역시의 OO나이트클럽을 하나의 모델로 삼아 피난시간을 예측하였다. 이를 위해 우리나라와 외국의 피난에 관련된 규정과 연구논문들을 검토하고, 현장을 방문하여 자료를 수집하였다. 그리고 수집된 자료들을 피난프로그램인 Simulex의 입력 자료로 사용하여 피난시간을 측정하였다. 이 연구의 검토과정 및 결과에서 몇 가지 문제시되는 사항을 발견할 수 있었다.
시공단계별 수치해석 및 안전성 평가는 장경간 교량의 시공 중 불안전성을 해결하기 위한 주요 검토사항으로 고려되어야 한다. 장경간 교량의 시공단계해석에 따른 구조응답특성 평가 시, 근거리지진(NFGM)의 영향은 기존 입력지진동 데이터와는 확연히 다른 특성을 가지고 있기 때문에 내진설계를 위한 주요 변수로 평가되어야 한다. 따라서 이 연구에서는 응답스펙트럼 해석결과를 바탕으로 NFGM 특성에 따른 장경간 교량의 응답양상을 재검토하였으며, 장경간 교량의 시공단계해석 및 신뢰성평가를 효율적으로 수행하기 위해 관련연구에서 제시된 수치해석 프로그램을 개선하였다. NFGM 특성을 고려한 다양한 시공방안의 우수성은 주요 부재의 시간이력해석 결과를 이용하여 평가하였다. 정량적인 안전수준 평가를 위해 확률변수에 포함된 External Uncertainty의 영향을 고려하여 신뢰성해석을 수행하였으며, NFGM 특성에 따른 주요 시공단계의 안전지수 및 파괴확률을 제시하였다. 아울러, 몬테카르로 시뮬레이션(MCS)을 이용하여 신뢰성해석 결과에 대해 Internal Uncertainty의 영향을 검토하였으며, 주요 해석결과의 분포양상을 평가하였다. 이 연구는 NFGM 특성을 고려한 장경간 교량의 내진설계 시, 시공안전성 향상을 위한 기초자료를 제공할 것으로 기대된다.
