The purposes of this study were to review the rural youth programs of selected foreign countries and to draw some implications to the rural youth programs in Korea. The youth development programs reviewed were 4-H Youth Development Program of U.S.A, Rural Youth Information Service of Australia, Rural Youth Job Strategy of Canada, The Urban-Rural Youth Program of U.S.A, and Expert Consultation on Extension Rural Youth Programmes and Sustainable Development of FAO. After reviewing the rural youth programs of selected foreign countries, the authors suggested the following implications for further development of rural youth programs in Korea; 1. The target group of rural youth programs should include urban youth as well as rural youth, and the programs should be focused on enlarging their awareness of the rural community and agriculture. 2. Rural youth programs should be extended beyond agricultural sectors, such as leadership, career development, leisure activity, and cultural life. 3. We should develop some programs to support academic achievement, career development, employment, cultural needs including some strategies to prevent problematic behaviors of rural youth. 4. Rural youth should be supported more opportunities to join the community life to experience and learn various life skills through active participation such as interpersonal skill, leadership skill, and problem-solving skill.
For the problems in executing rural development, recent recognitions are that discovery, preservation, and utilization of area-unique resource are unsatisfactory, that participation of local residents was neglected, and that approach to gradual refurbishment of houses and common space of town in consideration of existing spatial pattern of the town was not adequate. Especially, neglect for exact investigation, analysis and evaluation on rural local resources is bringing about social problems such as mass production of uniform rural area and loss of local identity. In this study, rural resources were listed and resource evaluation items was designed in order to establish development direction of rural village. According to these results, for the efficient and reasonable drive of the resource evaluation system, following items are required; A premise of local development by participation of local people, Development of diversely appliable resource evaluation clauses, Establishment of development type in connection with resource evaluation clauses, Systematic management of local resource through spreading DB resource. This research was loused on unearthing direction development of rural village and theme. However, what should be reconsidered through continuous study is that resource evaluation clauses are somewhat general and not concretely illustrated. Therefore establishment of characterized development is expected through clarifying local identity and presenting direction of local development, with the importance of resource and systematic analysis in planning on rural village in the future.
The purpose of this study is to figure out the current condition of local governments (Si or Gun) to implement rural development policy in the face of the central government's drive for increasing devolution. Since late 1990s or early 2000s when scope of rural policy began to expand quantitatively, there has been considerable increase in rural residents' participation into community projects as a whole. Nevertheless, there exists regional differentiation in local governments' efforts to systematically support rural development projects (CRDP: Comprehensive Rural Development Programme) and community activities by setting up intermediary organizations or hiring rural development professionals in a public office. According to this survey on local government officials, regions that have made such efforts to support rural policy at a local level, show more advanced level of institutional capacity than other regions in local decision making process for CRDP, role of strategic rural developmental plans, vitality of community actors, etc. In the era of increasing devolution, these differences can be expected to result in diverging performances of each area in regionalized rural policy. The central government needs to introduce EU's LEADER-type rural development programmes to support community acitivities by various local actors and at the same time promote local governance building for rural policy, adopting institutional rewarding system such as rural planning contract.
This study examines the rural village planning in North Korea after the Liberation of Korea in 1945. For conducting this study, the creation of rural villages in North Korea were investigated according to the following periods: from the Liberation of Korea to the outbreak of the Korean War, from the end of the Korean War to the 1950's, 1960's, 1970's and 1980's. In this study, major rural villages were also examined and common characteristics of rural village-making in North Korea were analyzed. The following are the findings from this study. In rural village planning, historic revolutionary sites and buildings, where revolutionary achievements of Kim, Ill-Sung and Kim, Jung-Ill were reached, are well preserved and actively created. (2) Rural villages are intended to be a place for ideological education, productive activities and cultural refreshment. (2) In rural village-making, inclined planes are utilized, in consideration of climatic and topographic conditions. (4) The construction of residential areas with modern private houses is considered to be important in the making of socialistic and communist rural communities in North Korea. (5) For economic reasons, existing villages, buildings and facilities are preserved and local building materials are broadly used.
Rural Korea has been becoming heavily aged societies from the end of 20th century due to the massive depopulation of young generation and extension of the average span of human beings. Although rural communities in Korea had been traditionally based on closely webbed social relations, almost all of community self-help organizations disappeared in recent time with very strong urbanization trend. However, almost all rural villages in Korea have the village seniors' union -'NO-IN-HOE' in Korean speaking- of which members usually use, operate and maintain community facilities in terms of voluntary base. Using these facilities, most of public/common/private services and community activities have been being served or provided. So, the purpose of this study is to investigate the usage tendency of community facilities and needs of the rural elderly and to propose the improvement strategies for their optimum usage. For this purpose, data was gathered both from community (107 villages) and individual level surveys(881 older people). The statistical method used for data analysis was descriptive statistics. The major findings were as follows : It was found that the dominant family type of the rural elderly was elderly-only household (75%) with very limited economic capability. There are 2$\sim$3 common community facilities with village including the seniors' center -'KYOUNG-RO-DANG' in Korean speaking. Many of the elderly (74%) use the center once or twice per week. There are several rooms in the center, like as kitchen bathroom and health room, of which usage frequency differs respectively. Many rural elderly want assistance from out-of-village for good maintenance and free use of these facilities.
This study was conducted to supplement new-normal strategies on management plans of rural groundwater resources in the era of Post COVID-19. Global outbreak of COVID-19 has damaged across all areas including public policy, economics, industrial services, and others without exception, which has resulted in establishing new-normal strategies in order to restore balance and functions as for these areas. The new-normal ones were represented as enhancing preventative management on infectious diseases, expanding non face-to-face services, enhancing protective trades and food securities, and preparing growth policies on public services using the 4th industrial revolution techniques. In this study, G-WASH_AD (Groundwater supply, sanitation, and hygiene with attraction and digitization) was suggested to be new-normal strategies on rural groundwater resources. The G-WASH_AD was consisted of three detailed action plans: a preventative plan on waterborne-diseases of groundwater (PP), a groundwater-tourism plan with rural heritage (GP), and an application plan of the 4th industrial revolution techniques to groundwater facilities and its data (P4). The PP can contribute to protect human health from waterborne-diseases and minimize hazardous effects on crop cultivation. The GP accompanied with high-quality groundwater resources is able to strengthen rural tourism, to promote marketing activities on local agricultural products, and to increase household incomes of rural communities. The P4 can reinforce fast, comfortable, and scientific management on groundwater facilities and its data, creating a virtuous cycle between innovative management on groundwater and growth of technology related to it. Results of the G-WASH_AD strategies can encourage a green growth engine in field of rural groundwater management keeping up with Post COVID-19.

The rural extension in Korea faces transient period since Green Revolution. The urban-centered rapid industrialization policies have initiated the changes in rural and agricultural sector. Nowadays, the World Trade Organization (WTO), newly established by the agreement of the Uruguay Round (UR), is accelerating the changes in rural areas. The rural structural adjustment program established in 1990, in order to cope with the internal and external changes encompassing rural Korea. The rural structure adjustment program is a political responses to reduce the development gaps among industries and regions within the country and to reinforce the price competitiveness of agricultural products toward trade liberalization. This study aims to apply the contents and principles of the rural structural adjustment program for the extension education. It argues that the rural extension should play a pivotal role to gather, process, and deliver the information related to the rural structural adjustment initiating rapid rural social changes. It suggests that the rural extension services should deal with the development of industries through introducing business management techniques and linking relevant laborers, and the education and employment guidance of potential employees as well as the technological assistance on farm management to farmers.
The major purposes of this paper are (1) to explore korean rural planning as subplanning of nation planning and regional planning, (2) to explore functional change of korean rural areas, (3) and suggest appropriate policy for functional change of rural society in Korea. I divided korean rural planning into five periods according to its paradigm shift. In the first period of rural planning lay emphasis on food self-supply, antipoverty and improvement of living condition. In the second period of rural planning lay emphasis on food self-supply, green revolution and income gap mitigation between urban and rural areas. In the third period of rural planning lay emphasis on integrated rural development. In the fourth period of rural planning lay emphasis on multifunctionality of agriculture. In the fifth period of rural planning Korea government announced a new policy and lay emphasis on balanced national development. Food supply used to be most important function of rural areas, but it is weakened in recent days. The role as axis for balanced national development become another important function of rural areas.

This study sought to search for the new alternatives and direction to develop and strengthening rural youth education in Korea. The study was conducted through literature review on articles, proceedings and other sources relevant to the pending issues and difficulties of rural youth education in Korea. Some of the critical needs for improving rural youth education in Korea included the following aspects or alternatives; 1) Strengthening the partnership between rural adult and youth would be necessary to gain broader support and to establish the increased awareness of adults for rural youth education. 2) Better coordination and cooperative efforts should be emphasized among various programs and institutions in implementing rural youth education policies and programs. 3) Developing a strong link between the agribusiness sector and the rural youth education system should be strengthened to produce the effective results. Further activities to develop and implement diverse programs and projects to cope with new trends In farming and agriculture as well as changing trends in marketing sector of agribusiness and rural communities in Korea. The rural leadership and community networks should be established for improving the effectiveness of rural youth educational activities.
Vietnam's "Doi Moi", initiated in 1986, translated to high economic growth and rapid urbanization for the country, but also widened the gap between rural and urban areas. Vietnam's National Target Program on New Rural Development for 2010-2020 was aimed at developing the rural economy and improving the living standards of rural people, but after five years the urban-rural gap remains substantial. Two of the main reasons are the lack of investment capital and lack of effective ways to mobilize community involvement. In contrast, during the 1970s, rural areas in Korea experienced huge improvements under the "Saemaul Undong" movement. The program's success at promoting sustainable development in Korea's rural areas has inspired rural programs in other developing countries. In this paper, we compare and contrast the two movements to provide explanations for the different results between the two countries. Based on this analysis, and policy implications stemming from it, we recommend resource mobilization strategies to change villagers' attitude and increase their involvement in Vietnam's rural development movement, aligning with the inclusivity principle "people know, people discuss, people do and people check".
