말기의료의 경제적 요소에 관한 논의: 미국 메디케어 상황을 중심으로 (Health Economic Approach to End-of-Life Care in the US: Based on Medicare)

  • 한 자료에 의하면 2011년 미국의 의료비 지출 총액은 국내총생산의 약 18 퍼센트에 달하였으며, 그 비율은 다른 대다수 선진국의 두 배에 해당하는 것이었다. 그중 메디케어 비용은 전체 의료비의 21 퍼센트인 5540억 달러 였는데, 환자의 최후 6 개월에 들어간 의료비는 그 5540억 달러의 28 퍼센트 (전체 의료비의 5.9 퍼센트)인 1700억 달러에 달하였다. 이러한 말기의료의 고비용성은 어떤 사유에 기인하며, 그 해소 방안은 무엇인가. 지난 수십 년 간의 의료경제학적 연구는 말기의료가 일반적으로 공급민감성을 지니며 비용대비 효율성이 매우 낮다는 결론에 도달하였다. 의료서비스 공급의 양은 질병의 정도나 환자의 선호도와는 무관하고, 그보다는 의료서비스 공급자원에 민감하게 반응한다는 것이다. 이는 말기의료에서는 의료자원이 과용된다는 것을 의미한다. 한편 "더 많은 의료처치에 더 나은 효용"이라는 일반적인 추론과는 반대로, 많은 의료처치의 결과는 오히려 매우 부정적인 것이었다. 실제 환자들의 선호와 관심사는 격렬한 말기의료가 기도하는 것과는 아주 달랐던 것이다. 이 논문은 먼저 말기의료에서의 공급민감성의 원인을 분석한다. 그 원인으로는 격렬한 치료와 그 효용성에 대한 일반적인 오해, 의사들의 환자에 대한 직업적인 사명의식, 환자 자신의 말기의료 의향결정의 부재, 의사들의 법적 책임에 대한 우려, 의료기관의 경영차원에서의 관리전략 등을 들 수 있다. 다음으로, 논문에서는 말기의료의 공급민감성에서 연유하는 과잉진료에 대한 현실적 해결책을 제시한다. 그 해결책은 두 가지 측면으로 나누어서 들 수 있는데, 하나는 사전의료의향서 제도의 활성화 방안이고, 다른 하나는 의료기관 경영관리전략적 관점에서의 방안이다. 우선 사전의료의향서의 활용도를 제고하기 위해서 다음과 같은 구체적 노력이 필요하다. 즉 의사들의 말기의료에 대한 태도를 바꾸도록 하는 새로운 의료윤리 교육 실시, 의사와 환자 간 말기의료에 대한 소통 기회의 강화, 환자와 말기의료에 대한 대화를 적극적으로 실천하는 의사에 대한 보상제도 도입, 일반 공공에 대한 관련 교육 확대, 온라인 등록시스템과 같은 용이하고도 공식적인 사전의료의향서 등록체제의 구축 확대 등이 필요하다. 경영관리적 측면에서는 대체 전략이 필요하다. 예컨대 불필요한 비용을 절감하고 의료공급자로서의 가치를 재정립하는 등의 새로운 재무전략과 경영교육계획 등이 고려되어야 할 것이다. 효과적으로 말기의료의 경제적 문제점을 해소하고 환자에게 더 나은 의료경험을 제공하기 위해서는 의료 환자 국가 등 모든 부문에서 관행과 오해에서 비롯된 신조가 시급히 수정되어야 하고, 그 기초 위에서 제도와 문화가 개선되어야 하는 것이다.

약물검사에서 관리시료의 농축을 이용한 보고 가능 범위의 설정에 대한 연구 (A Study of Reportable Range Setting through Concentrated Control Sample)

  • This study was designed to establish working range for reoportable range in own laboratory in order to cover the upper and lower limits of the range in test method. We experimented ten times during 10 days for setting of reportable range with between run for method evaluation. It is generally assumed that the analytical method produces a linear response and that the test results between those upper and lower limits are then reportable. CLIA recommends that laboratories verify the reportable range of all moderate and high complexity tests. The Clinical Laboratory Improvement Amendments(CLIA) and Laboratory Accreditation Program of the Korean Society for Laboratory Medicine states reportable range is only required for "modified" moderately complex tests. Linearity requirements have been eliminated from the CLIA regulations and from others accreditation agencies, many inspectors continue to feel that linearity studies are a part of good lab practice and should be encouraged. It is important to assess the useful reportable range of a laboratory method, i.e., the lowest and highest test results that are reliable and can be reported. Manufacturers make claims for the reportable range of their methods by stating the upper and lower limits of the range. Instrument manufacturers state an operating range and a reportable range. The commercial linearity material can be used to verify this range, if it adequately covers the stated linear interval. CLIA requirements for quality control, must demonstrate that, prior to reporting patient test results, it can obtain the performance specifications for accuracy, precision, and reportable range of patient test results, comparable to those established by the manufacturer. If applicable, the laboratory must also verify the reportable range of patient test results. The reportable range of patient test results is the range of test result values over which the laboratory can establish or verify the accuracy of the instrument, kit or test system measurement response. We need to define the usable reportable range of the method so that the experiments can be properly planned and valid data can be collected. The reportable range is usually defined as the range where the analytical response of the method is linear with respect to the concentration of the analyte being measured. In conclusion, experimental results on reportable range using concentrated control sample and zero calibrators covering from highest to lowest range were salicylate $8.8{\mu}g/dL$, phenytoin $0.67{\mu}g/dL$, phenobarbital $1.53{\mu}g/dL$, primidone $0.16{\mu}g/dL$, theophylline $0.2{\mu}g/dL$, vancomycine $1.3{\mu}g/dL$, valproic acid $3.2{\mu}g/dL$, digitoxin 0.17ng/dL, carbamazepine $0.36{\mu}g/dL$ and acetaminophen $0.7{\mu}g/dL$ at minimum level and salicylate $969.9{\mu}g/dL$, phenytoin $38.1{\mu}g/dL$, phenobarbital $60.4{\mu}g/dL$, primidone $24.57{\mu}g/dL$, theophylline $39.2{\mu}g/dL$, vancomycine $83.65{\mu}g/dL$, valproic acid $147.96{\mu}g/dL$, digitoxin 5.04ng/dL, carbamazepine $19.76{\mu}g/dL$, acetaminophen $300.92{\mu}g/dL$ at maximum level.

여름 한국서남해역의 해양환경과 식물플랑크톤 군집분포 (Marine Environment and the Distribution of Phytoplankton Community in the Southwestern Sea of Korea in Summer 2005)

  • 이른 여름 동중국해 북부인 한국서남해역의 해양환경과 식물플랑크톤 군집 분포 양상을 파악하기 위한 현장조사를 2005년 6월 26일에서 28일까지 12개의 정점을 대상으로 실시하였다. 여름 한국서남해역은 표층에서 고온 저염 및 저온 고염의 한국 및 중국 연안수와 쓰시마난류 수괴특성을, 중, 저층에서는 저온 저염 및 고온 고염의 황해 저층냉수 및 대만난류 수괴 특성으로, 연안수, 대만난류 및 황해냉수 등 3개의 수괴에 영향을 받고 있는 것으로 나타났다. 표층의 수온전선은 한국 및 중국 연안수와 대만난류의 경계역에서, 수온 및 염분약층은 정점에 따라 다소 차이는 있지만 $10{\sim}20\;m$ 수층에 형성되었다. $Chl-{\alpha}$ 농도는 한국 연안수의 영향을 받는 해역에서 높고, 대만난류해역에서 낮았으나, 연직적으로 $Chl-{\alpha}$ 최대층은 수온약층보다 아래에 형성되었다. 표층과 수온약층의 식물플랑크톤 종조성은 26속 40종으로 단순하였으며, 우점종은 표층에서는 규조류인 Paralia sulcata 및 와편모조류인 Scripsiella trochoidea에 의해 점유되었으나, 수온약층에서는 규조류인 Skeletonema costatum과 Paralia sulcata에 의해 우점되었다. 현존량은 표층에서 5 cells/L에서 $3.8\;{\times}\;10^3\;cells/L$범위로 변화하여 매우 낮았다. 여름 한국서남해역의 식물플랑크톤 중 규조류는 저염의 연안수 영향을 받는 해역에서 높은 반면, 와편모조류는 고온의 대만난류해역에서 높게 출현하는 특성을 나타내어, 분류군에 의한 환경적응이 다르게 나타났다.

단련한 흰쥐의 속근 및 지근에 Glycogen 과저장이 운동 지구력에 미치는 영향 (Effects of Glycogen Supercompensation in Fast and Slow Muscles on Maximal Running Time of Endurance-trained Rats)

  • This study was carried out to investigate relationships between maximal running time (MRT) and glycogen supercompensation in fast twitch white fibers (white vastus, WV), fast twitch red fibers (red vastus, RV) and slow twitch red fibers (soleus muscle, SM) of endurance-trained rats. Male rats of a Sprague-Dawley strain were divided into the trained groups and untrained groups. Untrained groups were acquired to run on the treadmill 10 minutes for 3 days and remained rest and maintained with mixed diet for 4 weeks. For last 10 days of resting period, the untrained rats were divided into 3 groups i.e. mixed diet (untrained control), high and low carbohydrate (CHO) diet groups. And each group was subdivided into 2 groups, one group was tested for the MRT and the other was sacrificed to measure the blood glucose, blood lactate, glycogen contents of liver and muscles. The experimental groups were trained on treadmill by a modified method of Constable et al. (1984) maintained with mixed diet for 4 weeks. After measurement of MRT of this group, they were also divided into high and low CHO groups and fed with these diet for 2 days and MRT of each group was measured again to see the effect of high or low CHO feeding on the MRT. Each group was maintained with the same diet for next 2 days during which some of the rats were sacrificed at given time intervals for the measurements of blood glucose and lactate, liver and the muscles glycogen. The results were summarized as follows; 1) In the untrained group, there were no significant differences between subgroups in MRT, glycogen conent of SM, RV and WV. But blood glucose concentration and glycogen content of liver of low CHO group were significantly lower than those of mixed diet group. 2) The MRT and glycogen content of SM, RV and WV of trained mixed diet group were significantly increased compared to those of untrained mixed diet group, but there was no significant difference in glycogen content of liver. 3) MRT of trained mixed, high CHO and low CHO groups were $137{\pm}9.8,\;176{\pm}9.8\;and\;129{\pm}7.3\;min$ respectively with the significant difference between them. 4) There were no differences in blood lactate concentrations between the trained high and low CHO groups immediately after maximal running and during recovery period. 5) Glycogen contents in RV and SM of trained high CHO group were significantly increased, and glycogen contents in RV, WV and liver of trained low CHO group were significantly decreased compared to those of trained mixed diet group. 6) Immediately after maximal running, the blood glucose concentrations of trained high CHO and low CHO groups were $73{\pm}4.0\;and\;67{\pm}6.9mg%$ respecitively. The blood glucose of the trained high CHO group was fully recovered within one hour by feeding. But blood glucose concentration of low CHO group was slowly recovered up to $114{\pm}4.1mg%$ after two hours of feeding and maintained. Those values were still significantly lower than that of trained mixed diet group. The synthetic rates of glycogen in liver and muscles during the recovery period followed the similar time course of the blood glucose recoveries in each group. These results suggest that an increase in MRT of trained high CHO group was attributed to the glycogen supercompensation in slow twitch muscle fibers. And a decrease in MRT of trained low CHO may be due to decreased glycogen contents of liver and muscles. The results also suggest that glycogen supercompensation was more evident in slow twitch red fibers of endurance-trained rats and blood glucose is one of the limiting factors of glycogen synthesis.

특허의 기술이전 활성화를 위한 소셜 태깅기반 지적재산권 추천플랫폼 (Social Tagging-based Recommendation Platform for Patented Technology Transfer)

  • 국내에서 출원되는 특허건수는 매년 증가하고 있으나, 이러한 특허들 중 상당수는 활용되지 못하고 사장되고 있다. 2012년 국정감사 자료에 따르면, 우리나라 대학 및 공공연구기관이 보유한 특허의 약 73%가 사회적 가치창출로 연결되지 못하는 휴면특허라고 한다. 즉, 대학/연구소 또는 사업화가 어려운 개인이 소유하고 있는 특허가, 이를 필요로 하는 수요기업에 성공적으로 기술 이전되지 못하는 것을 휴면특허 증가의 주요 문제점으로 생각할 수 있다. 본 연구는 급격히 축적되는 방대한 특허 자원들 속에서, 기업의 관심분야에 적합한 지식재산을, 보다 쉽고, 효과적으로 선별할 수 있도록 하는 소셜태깅 기반의 특허 추천플랫폼을 제안한다. 제안된 시스템은 기존 특허들로부터 핵심적인 내용 및 기술 분야를 추출하여 초기 추천을 수행하고, 이후 사용자들의 태그정보가 축적되면, 사회적 지식 (social knowledge)을 추천에 함께 반영하게 된다. 이러한 연구에는 특허청에서 운영하고 있는 KIPRIS(Korea Industrial Property Rights Information Service) 시스템에서 실제 특허자료 총 1638건을 수집한 후, 현재 특허 데이터에는 존재하지 않는 가상의 태그 정보를 추가한 반가상(semi-virtual) 데이터를 구성하여 활용하였다. 제안된 시스템은 프로그래밍 언어 JAVA를 활용하여 핵심 알고리즘을 구현하였으며, 그래픽사용자 인터페이스(Graphic User Interface)에 대한 프로토타입의 설계를 수행하였다. 또한, 시나리오테스트 방식으로 시스템의 운영타당성 및 추천 효과성을 확인하였다.

독일 경제아카이브즈의 형성과 유형 (The Formation and Types of Business Archives m Germany)

  • The term 'Business Archives' is not familiar with us in our society. Some cases can be found that materials are collected for publishing the history of a firm on commemoration of some decades of its foundation. However, the appropriate management of these collected materials doesn't seem to be followed in most of companies. The Records and archives management is inevitable in order to maximize the utility of Information and knowledge in the business world. The interest in records management has been grown, especially in the fields of business management and information technology. However, the importance of business archives hasn't been conceived yet. And also no attention has been paid to the business archives as social resources and the responsibility of the society as a whole for their preservation. The company archives doesn't have a long history in Germany although the archives of the nation, the aristocracy, communes and churches have a long tradition. However the company archives of Krupps which was established in 1905, is regarded as the first business archives in the world, It means that Germany has taken a key role to lead the culture of business archives. This paper focuses on the process of the establishment of business archives in Germany and its characteristics. The business archives in Germany can be categorized in three types: company archives, regional business archives and branch archives. It must be noted here that each type of these was generated in the context of the accumulation of the social resources and its effective use. A company archives is established by an individual company for the preservation of and use of the archives that originated in the company. The holdings in the company archives can be used as materials for decision making of policies, reporting, advertising, training of employees etc. They function not only as sources inside the company, but also as raw sources for the scholars, contributing to the study of the social-economic history. Some archives of German companies are known as a center of research. A regional business archives manages materials which originated m commerce chambers, associations and companies in a certain region. There are 6 regional business archives in Germany. They collect business archives which aren't kept in a proper way or are under pressure of damage in the region for which they are responsible. They are also open to the public offering the sources for the study of economic history, social history like company archives, so that they also play a central role as a research center. Branch business archives appeared relatively late in Germany. The first one is established in Bochum in 1969. Its general duties and goals are almost similar with ones of other two types of archives. It has differences in two aspects. One is that the responsibility of the branch business archives covers all the country, while regional business archives collects archives in a particular region. The other is that a branch business archives collects materials from a single industry. For example, the holdings of Bochum archives are related with the mining industry. The mining industry-specialized Bochum archives is run as an organization in combination with a museum, which is called as German mine museum, so that it plays a role as a cultural center with the functions of exhibition and research. The three types of German business archives have their own functions but they are also closely related each other under the German Association of Business Archivists. They are sharing aims to preserve primary materials with historical values in the field of economy and also contribute to keeping the archives as a social resources by having feed back with the public, which leads the archives to be a center of information and research. The German case shows that business archives in a society should be preserved not only for the interest of the companies, but also for the utilities of social resources. It also shows us how business archives could be preserved as a social resource. It is expected that some studies which approach more deeply on this topic will be followed based on the considerations from the German case.

전자기록 환경 하의 현행 평가제도 개선방향 분석 - 평가방식 및 평가체제를 중심으로 - (Analysis of improvement directions on the Current Appraisal System of Public Records in Electronic Record Environments: Focusing on Appraisal Methods and Appraisal System)

  • 최근의 전자기록 환경을 맞아 기록물의 평가는 개별 기록의 내용적 가치에 따른 선별을 지양하고, 기록이 생성된 맥락인 기능에 대한 분석을 기반으로 이루어지고 있다. 기능평가는 0과 1의 비트스트림으로 구성된 방대한 양의 전자기록물을 일일이 평가할 수 없다는 현실적 측면에서도 지지를 받지만, 무엇보다 전자기록의 증거성 확보를 위해 행해지는 사전적인 업무분석과 밀접히 연계되어 수행된다는 점에서 전자기록 환경 하의 주된 평가방식으로 자리하게 된다. 우리나라도 지난 2006년 전자기록 환경에 대응한 기록관리혁신 과정에서 평가체제를 개편해 기능에 기반을 둔 평가방식으로 전환하였다. 이를 위해 정부기능분류체계를 기록물 분류체계로 삼아 업무분류와 기록분류를 통합시킴과 아울러 BRM 분류체계 내의 단위과제라는 기능에 보존기간을 책정케 함으로써 평가 상의 기능적 접근을 의도하였다. 하지만 기능평가에 대한 심도 있는 분석과정이 결여된 채개편작업을 추진함으로써, 평가의 논리 및 구체적 수행방식 면에서 여러 문제점들이 노정되어 있다. 이에 본고에서는 전자기록 환경을 맞아 새롭게 개편된 현행 평가제도의 개편 논리 및 수행방식을 분석한 다음, 평가방식 상의 문제점과 함께 그 개선방향을 제시하였다. 현행 평가제도는 기록물분류기준표를 근간으로 한 종전 제도의 단점을 보완하면서도 전자기록 환경에 대응하여 개편되었다는 점에서, 전자기록 환경 하의 중요기록 선별을 위한 제도적 골격을 마련하였다고 볼 수 있다. 하지만 평가의 핵심이라 할 수 있는 어떠한 대상을 어떠한 목적으로 선별할 것인가에 대해서는 그 철학 및 방책이 부족하다. 이러한 측면에서 본고에서 제시한 개선 방향을 크게 구분하자면, 우선 보존기간 책정을 기반으로 한 현행 평가방식의 한계를 극복하기 위해서는 각 기관별 업무분석을 대폭적으로 강화시킬 필요가 있다는 점이다. 둘째 전자기록의 현용적 가치 내지 필요성을 구체적으로 파악할 수 있는 방안 수립이 필요하며, 셋째 기록이 지닌 정보로서의 가치 선별을 강화시킬 방안 역시 마련되어야 한다는 점이다. 마지막으로는 국가적 차원의 중요기록물을 선별할 수 있는 별도의 평가전략 수립이 시급히 요청된다는 점과 더불어, 이를 기반으로 이원적 구도의 국가 평가체계를 형성해야 한다는 점이다.

  • 본(本) 연구(硏究)의 공시(供試) 곡물(穀物)로서 벼 6 품종(品種)(Japonica 3 품종(品種), Indica ${\times}$ Japonica 3 품종(品種)), 콩 2 품종(品種), 밀 2 품종(品種), 보리 2 품종(品種)을 택(澤)하였다. 함수율(含水率)은 약(約) 13%~27%(w.b.)까지 4 수준(水準)으로 변화(變化)시키면서 곡립(穀粒)의 크기, 표면적(表面積) 및 체적(體積)을 각(各) 품종(品種) 및 함수율(含水率) 각(各) 수준(水準)에서 10~15반부(反復)으로 측정(測定)하여 함수율(含水率) 변화(變化)가 이들에 미치는 영향(影響)을 분석(分析)하고, 곡립(穀粒)의 주요(主要) 치수와 체적(體積) 및 표면적(表面積)과의 상호관계(相互關係), 체적(體積)을 인자(因子)로 하는 표면적(表面積)의 예측식(豫測式)에 관(關)한 연구(硏究) 결과(結果)를 요약(要約)하면 다음과 같다. 1. 본(本) 연구(硏究)에서 적용(適用)한 표면적(表面積) 및 체적(體積)의 측정(測定) 방법(方法)을 검정(檢定)하기 위(爲)하여 이론적(理論的)으로 계산(計算)이 가능(可能)한 0.0375m인 탁구(卓球)공으로 그 표면적(表面積)과 체적(體積)을 측정(測定)했던 결과, 회전각(回轉角) 증분(增分)을 $15^{\circ}$로 했을때 공식(公式)에 의한 계산치(計算値)와의 오차(誤差)가 각각(各各) 0.65% 및 0.77% 이었다. 2. 벼의 일반계(一般系)와 다수계(多收系) 사이와 콩, 밀의 품종간(品種間)에 본(本) 연구(硏究)에서 대상(對象)으로한 물리량(物理量)들에 대(對)하여 t-test한 결과(結果), 벼의 두 계통(系統)사이와 콩, 밀의 품종간(品種間)에는 5%의 유의수준(有意水準)에서 그 차이(差異)가 인정(認定)되었다. 3. 곡립(穀粒)의 길이, 폭, 두께는 함수율(含水率)의 증가(增加)에 따라 직선적(直線的)으로 증가(增加)하였으며, 길이와 두께의 비(比)(L/T)와 폭과 두께의 비(比)(W/T)는 벼의 모든 품종(品種)에서 함수율(含水率)의 증가(增加)에 따라 감소(減少)하는 반면(反面), 콩에서는 모두 증가(增加)했다. 그러나 밀, 보리에서는 품종(品種)에 따라 일률적(一律的)인 경향(傾向)이 나타나지 않았다. 4. 공시(供試) 곡립(穀粒)의 표면적(表面積)은 일반계(一般系) 벼 약(約) $45{\sim}51{\times}10^{-6}m^2$, 다수계(多收系) 벼 $42{\sim}47{\times}10^{-6}m^2$, 장엽콩 약(約) $188{\sim}200{\times}10^{-6}m^2$, 황금콩 약(約) $180{\sim}201{\times}10^{-6}m^2$, 대맥(大麥) 약(約) $60{\sim}69{\times}10^{-6}m^2$, 나맥(裸麥) 약(約) $47{\sim}60{\times}10^{-6}m^2$, 은파밀 약(約) $51{\sim}20{\times}10^{-6}m^2$, 그루밀은 약(約) $57{\sim}69{\times}10^{-6}m^2$ 이었으며, 체적(體積)은 일반계(一般系) 벼 약(約) $25{\sim}30{\times}10^{-9}m^3$ 다수계(多收系) 벼 약(約) $21{\sim}26{\times}10^{-9}m^3$, 장엽콩 약(約) $277{\sim}300{\times}10^{-9}m^3$, 황금콩 약(約) $190{\sim}253{\times}10^{-9}m^3$, 대맥(大麥) 약(約) $36{\sim}45{\times}10^{-9}m^3$, 나맥(裸麥) 약(約) $22{\sim}28{\times}10^{-9}m^3$, 은파일 약(約) $23{\sim}31{\times}10^{-9}m^3$, 그루밀 약(約) $27{\sim}34{\times}10^{-9}m^3$이었다. 5. 함수율(含水率)에 따른 표면적(表面積) 및 체적(體積)의 증가율(增加率)은 콩이 가장 컸고, 다음은 밀, 보리, 벼 순(順) 이였으며, 벼에서는 일반계(一般系) 벼가 다수계(多收系) 벼 보다 약간(若干) 높게 나타났다. 6. 함수율(含水率) 변화(變化)에 따른 곡립(穀粒)의 크기(결이, 폭, 두께), 표면적(表面積) 및 체적(體積)에 대한 1차(次) 회귀(回歸) 방정식(方程式), 곡립(穀粒)의 길이, 폭, 두께를 인자(因子)로 하는 표면적(表面積) 및 체적(體積)에 대한 지수(指數) 방정식(方程式)과 곡립(穀粒)의 체적(體積)을 인자(因子)로 하는 표면적(表面積)의 회귀(回歸) 방정식(方程式)을 공시(供試) 곡물(穀物) 및 품종별(品種別)로 각각(各各) 유도(誘導)하였다.

한정된 O-D조사자료를 이용한 주 전체의 트럭교통예측방법 개발 (DEVELOPMENT OF STATEWIDE TRUCK TRAFFIC FORECASTING METHOD BY USING LIMITED O-D SURVEY DATA)

  • The objective of this research is to test the feasibility of developing a statewide truck traffic forecasting methodology for Wisconsin by using Origin-Destination surveys, traffic counts, classification counts, and other data that are routinely collected by the Wisconsin Department of Transportation (WisDOT). Development of a feasible model will permit estimation of future truck traffic for every major link in the network. This will provide the basis for improved estimation of future pavement deterioration. Pavement damage rises exponentially as axle weight increases, and trucks are responsible for most of the traffic-induced damage to pavement. Consequently, forecasts of truck traffic are critical to pavement management systems. The pavement Management Decision Supporting System (PMDSS) prepared by WisDOT in May 1990 combines pavement inventory and performance data with a knowledge base consisting of rules for evaluation, problem identification and rehabilitation recommendation. Without a r.easonable truck traffic forecasting methodology, PMDSS is not able to project pavement performance trends in order to make assessment and recommendations in the future years. However, none of WisDOT's existing forecasting methodologies has been designed specifically for predicting truck movements on a statewide highway network. For this research, the Origin-Destination survey data avaiiable from WisDOT, including two stateline areas, one county, and five cities, are analyzed and the zone-to'||'&'||'not;zone truck trip tables are developed. The resulting Origin-Destination Trip Length Frequency (00 TLF) distributions by trip type are applied to the Gravity Model (GM) for comparison with comparable TLFs from the GM. The gravity model is calibrated to obtain friction factor curves for the three trip types, Internal-Internal (I-I), Internal-External (I-E), and External-External (E-E). ~oth "macro-scale" calibration and "micro-scale" calibration are performed. The comparison of the statewide GM TLF with the 00 TLF for the macro-scale calibration does not provide suitable results because the available 00 survey data do not represent an unbiased sample of statewide truck trips. For the "micro-scale" calibration, "partial" GM trip tables that correspond to the 00 survey trip tables are extracted from the full statewide GM trip table. These "partial" GM trip tables are then merged and a partial GM TLF is created. The GM friction factor curves are adjusted until the partial GM TLF matches the 00 TLF. Three friction factor curves, one for each trip type, resulting from the micro-scale calibration produce a reasonable GM truck trip model. A key methodological issue for GM. calibration involves the use of multiple friction factor curves versus a single friction factor curve for each trip type in order to estimate truck trips with reasonable accuracy. A single friction factor curve for each of the three trip types was found to reproduce the 00 TLFs from the calibration data base. Given the very limited trip generation data available for this research, additional refinement of the gravity model using multiple mction factor curves for each trip type was not warranted. In the traditional urban transportation planning studies, the zonal trip productions and attractions and region-wide OD TLFs are available. However, for this research, the information available for the development .of the GM model is limited to Ground Counts (GC) and a limited set ofOD TLFs. The GM is calibrated using the limited OD data, but the OD data are not adequate to obtain good estimates of truck trip productions and attractions .. Consequently, zonal productions and attractions are estimated using zonal population as a first approximation. Then, Selected Link based (SELINK) analyses are used to adjust the productions and attractions and possibly recalibrate the GM. The SELINK adjustment process involves identifying the origins and destinations of all truck trips that are assigned to a specified "selected link" as the result of a standard traffic assignment. A link adjustment factor is computed as the ratio of the actual volume for the link (ground count) to the total assigned volume. This link adjustment factor is then applied to all of the origin and destination zones of the trips using that "selected link". Selected link based analyses are conducted by using both 16 selected links and 32 selected links. The result of SELINK analysis by u~ing 32 selected links provides the least %RMSE in the screenline volume analysis. In addition, the stability of the GM truck estimating model is preserved by using 32 selected links with three SELINK adjustments, that is, the GM remains calibrated despite substantial changes in the input productions and attractions. The coverage of zones provided by 32 selected links is satisfactory. Increasing the number of repetitions beyond four is not reasonable because the stability of GM model in reproducing the OD TLF reaches its limits. The total volume of truck traffic captured by 32 selected links is 107% of total trip productions. But more importantly, ~ELINK adjustment factors for all of the zones can be computed. Evaluation of the travel demand model resulting from the SELINK adjustments is conducted by using screenline volume analysis, functional class and route specific volume analysis, area specific volume analysis, production and attraction analysis, and Vehicle Miles of Travel (VMT) analysis. Screenline volume analysis by using four screenlines with 28 check points are used for evaluation of the adequacy of the overall model. The total trucks crossing the screenlines are compared to the ground count totals. L V/GC ratios of 0.958 by using 32 selected links and 1.001 by using 16 selected links are obtained. The %RM:SE for the four screenlines is inversely proportional to the average ground count totals by screenline .. The magnitude of %RM:SE for the four screenlines resulting from the fourth and last GM run by using 32 and 16 selected links is 22% and 31 % respectively. These results are similar to the overall %RMSE achieved for the 32 and 16 selected links themselves of 19% and 33% respectively. This implies that the SELINICanalysis results are reasonable for all sections of the state.Functional class and route specific volume analysis is possible by using the available 154 classification count check points. The truck traffic crossing the Interstate highways (ISH) with 37 check points, the US highways (USH) with 50 check points, and the State highways (STH) with 67 check points is compared to the actual ground count totals. The magnitude of the overall link volume to ground count ratio by route does not provide any specific pattern of over or underestimate. However, the %R11SE for the ISH shows the least value while that for the STH shows the largest value. This pattern is consistent with the screenline analysis and the overall relationship between %RMSE and ground count volume groups. Area specific volume analysis provides another broad statewide measure of the performance of the overall model. The truck traffic in the North area with 26 check points, the West area with 36 check points, the East area with 29 check points, and the South area with 64 check points are compared to the actual ground count totals. The four areas show similar results. No specific patterns in the L V/GC ratio by area are found. In addition, the %RMSE is computed for each of the four areas. The %RMSEs for the North, West, East, and South areas are 92%, 49%, 27%, and 35% respectively, whereas, the average ground counts are 481, 1383, 1532, and 3154 respectively. As for the screenline and volume range analyses, the %RMSE is inversely related to average link volume. 'The SELINK adjustments of productions and attractions resulted in a very substantial reduction in the total in-state zonal productions and attractions. The initial in-state zonal trip generation model can now be revised with a new trip production's trip rate (total adjusted productions/total population) and a new trip attraction's trip rate. Revised zonal production and attraction adjustment factors can then be developed that only reflect the impact of the SELINK adjustments that cause mcreases or , decreases from the revised zonal estimate of productions and attractions. Analysis of the revised production adjustment factors is conducted by plotting the factors on the state map. The east area of the state including the counties of Brown, Outagamie, Shawano, Wmnebago, Fond du Lac, Marathon shows comparatively large values of the revised adjustment factors. Overall, both small and large values of the revised adjustment factors are scattered around Wisconsin. This suggests that more independent variables beyond just 226; population are needed for the development of the heavy truck trip generation model. More independent variables including zonal employment data (office employees and manufacturing employees) by industry type, zonal private trucks 226; owned and zonal income data which are not available currently should be considered. A plot of frequency distribution of the in-state zones as a function of the revised production and attraction adjustment factors shows the overall " adjustment resulting from the SELINK analysis process. Overall, the revised SELINK adjustments show that the productions for many zones are reduced by, a factor of 0.5 to 0.8 while the productions for ~ relatively few zones are increased by factors from 1.1 to 4 with most of the factors in the 3.0 range. No obvious explanation for the frequency distribution could be found. The revised SELINK adjustments overall appear to be reasonable. The heavy truck VMT analysis is conducted by comparing the 1990 heavy truck VMT that is forecasted by the GM truck forecasting model, 2.975 billions, with the WisDOT computed data. This gives an estimate that is 18.3% less than the WisDOT computation of 3.642 billions of VMT. The WisDOT estimates are based on the sampling the link volumes for USH, 8TH, and CTH. This implies potential error in sampling the average link volume. The WisDOT estimate of heavy truck VMT cannot be tabulated by the three trip types, I-I, I-E ('||'&'||'pound;-I), and E-E. In contrast, the GM forecasting model shows that the proportion ofE-E VMT out of total VMT is 21.24%. In addition, tabulation of heavy truck VMT by route functional class shows that the proportion of truck traffic traversing the freeways and expressways is 76.5%. Only 14.1% of total freeway truck traffic is I-I trips, while 80% of total collector truck traffic is I-I trips. This implies that freeways are traversed mainly by I-E and E-E truck traffic while collectors are used mainly by I-I truck traffic. Other tabulations such as average heavy truck speed by trip type, average travel distance by trip type and the VMT distribution by trip type, route functional class and travel speed are useful information for highway planners to understand the characteristics of statewide heavy truck trip patternS. Heavy truck volumes for the target year 2010 are forecasted by using the GM truck forecasting model. Four scenarios are used. Fo~ better forecasting, ground count- based segment adjustment factors are developed and applied. ISH 90 '||'&'||' 94 and USH 41 are used as example routes. The forecasting results by using the ground count-based segment adjustment factors are satisfactory for long range planning purposes, but additional ground counts would be useful for USH 41. Sensitivity analysis provides estimates of the impacts of the alternative growth rates including information about changes in the trip types using key routes. The network'||'&'||'not;based GMcan easily model scenarios with different rates of growth in rural versus . . urban areas, small versus large cities, and in-state zones versus external stations. cities, and in-state zones versus external stations.
