The information and communications construction business has the characteristics of an infrastructure industry and responsibility for the construction and maintenance of all ICT infrastructures. With the recent proliferation of the smart convergence of various industries based on ICT infrastructure, the role of the information and communications construction business has been highlighted to accommodate the convergence and implementation environment in construction and medical industries. Therefore, this paper seeks policy measures to establish the new role of the information and communications business under the rapidly developing smart convergence environment and the priorities of policy measures to strengthen the capability of the information and communications business using a quantitative model. The analysis result suggests that the difference in importance of each policy measure should be considered in order to execute effectively the policy of promoting the information and communications construction business. Given the constraint of limited budget, policy priorities include the development of new markets, and establishment of incentive for new technology. This study is significant for its theoretical contribution, being the first quantitative approach to policy priorities for the promotion of information and communications construction business under the smart convertgence environment.

The atomic structure of Sb/Si(5 5 12)-$2{\times}1$ surface, deposited at room temperature (RT) and post-annealed, has been identified by scanning tunneling microscopy and the corresponding interface has been studied by synchrotron core-level photoemission spectroscopy. With 0.3-nm Sb deposition at RT and postannealing at $600^{\circ}C$, the surface has been facetted to (225)-$2{\times}1$ and (112)-$1{\times}1$, and its Si 2p has shown that all the Si 2p surface components have disappeared, while the single Sb-Si interfacial component has appeared. Such results indicate that all of surface Si atoms are replaced by Sb atoms and the charge is transferred from Si to passivating Sb-atoms at the top layer. With subsequent postannealing up to $700^{\circ}C$, the surface has been facetted to (113)-$2{\times}2$ and (335)-$4{\times}2$, still having Sb-Si interfacial component and partially re-exposed Si surface components. From the present study, the role of surfactant atom, Sb, as well as the thermal-stabilization of Sb-passivated high-index Si surface will be exposed. Especially, the key role of the Sb/Si(113)-$2{\times}2$, composed of Rebonded-Dimer-Rebonded atom 1D structures, for stabilization will be discussed.

Elementary school students have a little awareness of privacy protection since they do not have many opportunities for systematic education on information and communication ethics. Hence, they are likely to expose their own information to others and sometimes bring on a lot of misuses by using others' information. In this paper, we provide an idea for teaching and learning methods which the elementary school students acquire privacy protection and management methods and raise their practical capabilities. We develop a role play teaching and learning model in connection with various Information and Communication Technology (ICT) activities and establish the instruction plans. Moreover, we apply them to the actual classes at grade five and six of the elementary school students respectively, and finally analyze the results. The proposed teaching and learning method shows that the students participated in a series of learning activities have higher learning effects on awareness of privacy protection than those learned with the conventional methods.

New information technologies have often been treated as innovations for target users. Although users in recent times have had significantly more opportunities to be socialized with information technologies, the rapid pace of technology development usually means that every new technology represents a fairly major change over the previous one. Although a fairly significant body of research that empirically tests these alternative models and theories is now in existence, some questions with regard to the role of perceptions in innovation adoption remain unanswered. This paper reports the results of a field study examining adoption of an information technology innovation represented by an internet application. Moreover, the study examines the effects of an important moderating influence-personal innovativeness-on this adoption process. Finally, the study seeks to shed further light on the determinants of perceptions by examining the relative efficacy of mass media and interpersonal channels in facilitating perception development.

클라우드 서비스와 IoT 기술의 발전은 클라우드 환경을 급격하게 변화시켰으며, 포그 컴퓨팅 그리고 F2C(Fog-to-Cloud)라는 새로운 개념으로 진화시켰다. 그러나 이기종의 클라우드/포그 레이어가 통합됨으로써, 최종 사용자 및 에지 장치에 대한 접근 제어 및 보안 관리의 문제가 발생할 수 있다. 본 논문은 의료 응급 상황에 빠르게 대처할 수 있는 의료 정보 서비스 운용을 위하여 F2C 기반 IoT 스마트 헬스 모니터링 시스템 아키텍쳐를 설계하였다. 또한, 서비스 상호운용 시 사용자의 개인 건강 정보 및 센서 정보에 대한 보안을 강화하기 위하여 역할 기반 서비스 접근 제어 기술을 제안하였다. 시뮬레이션을 통하여, 블록체인을 통한 역할 등록 및 사용자 역할 토큰 발행 정보를 공유하여, 역할 기반 접근 제어가 이루어짐을 보였다. 최종 사용자는 가장 응답 시간이 빠른 장치로부터 서비스를 받을 수 있으며, 역할에 따른 서비스 접근 제어를 수행함으로써, 데이터에 대한 직접적인 접근을 최소화하고, 개인정보에 대한 보안성을 강화할 수 있다.

The development of a general appreciation for the central role of angiogenesis in cancer growth and metastasis and other disease status has led to a wide range of new therapeutic strategies. This paper reviews the domestic and international trends through technology, marketing and patent information analysis dealing with anti-angiogenic agents. This analytical research has led to the identification of new targets associated with angiogenesis, leading to the development of an extensive number of preclinical screening of antiangiogenetic agents.

This study empirically examined different patterns of collaborative R&D project with their key success factors(KSFs), using data from 82 projects in the Korean electronic parts industry. The patterns of R&D collaboration were categorized into 4 types by two criteria development motive(technology Push/market pull) and Project initiator (focal firm/partner). The bivariate relationships revealed that project characteristics (technological complexity, market uncertainty), management characteristics (participation in project formulation), problem solving characteristics(problem solving performance of the focal firm, users active role in problem solving, active role of university or research institute in problem solving) and success rates appear to be different among four types of collaboration. Each type of collaborative R&D projects also had different KSFs. The KSFs of type 1 (technology Push and focal firm initiation), for instance, include the strategic importance of the project, focal firms share of cost, active role of university or research institute in problem solving, while those of type 4(market pull and customer initiation) cover reliability of partner relationship, a time at partners involvement, information sharing. The findings suggest that the different contingencies brought different patterns and KSFs of collaborative R&D project, since different information, resources, and partners roles were needed to successfully implement the projects according to development motive and project initiator Finally, managerial, policy, and theoretical implications for the collaborative R&D activities in the Korean electronics parts industry were discussed, based on empirical results of this study.

Industrial revolution 4.0 makes business competition more challenging and will impact the instability of the company's financial performance. Dynamic environmental conditions make it difficult for companies to make predictions in making decisions. Investing in information technology (IT) is one way for companies to maintain financial stability and competitive advantage in dynamic competition. Resource-Based Theory (RBT) explains that information technology (IT) is a resource that can create a competitive advantage for the company. This study aims to examine the moderating role of dynamic industrial environments and IT strategic emphasis on the relationship between a lag effect of IT investment and firm's financial performance volatility. Using the data of companies listed on the Indonesia Stock Exchange (IDX) for five years starting from 2013-2017, the method used to estimate the research model's parameters is the generalized method of moments (GMM) approach. The results show that the industrial environment and the emphasis on IT strategy have a role in moderating and strengthening the relationship between the time lag in IT investment in reducing the firm's financial performance volatility.

This study develops a mediating model to explore the relationships between organizational characteristics, manager's knowledge, management commitment, user involvement, information quality, and management information system effectiveness in small- and medium-sized enterprises in Vietnam. Adapting scales from previous research, the authors designed questionnaires, which they distributed to respondents in Vietnamese small- and medium-sized enterprises. Also, by employing a meta-analytic path analysis throughout structural equation modelling (SEM) with sample of 356 respondents, authors indicate that organizational characteristics are directly related to management information systems effectiveness. Moreover, manager's knowledge, user involvement, and information quality show their important roles in the increase of management information system effectiveness, yet management commitment does not indicate a similar role in the growth of management information system effectiveness. Bootstrapping is utilized to discover the meditating role of information quality, illustrating that quality information mediates the linkages between user involvement, organizational characteristics, and management information systems. However, the mediating role of information quality in the relationship between management commitment, manager's knowledge, and management information systems is not significant. This study contributes to the management information system literature as well as to enhance MIS effects in small and medium-sized enterprises.

정보통신기술의 발달로 최근 인터넷의 급격한 성장에 따라 공개키 인증서를 사용한 전자상거래가 활성화되고 있다. 또한 인터넷상의 웹서버, 데이터베이스에 접근하기 위한 접근통제시스템에 대한 연구도 활발히 진행되고 있다. 본 논문에서는 접근통제방식으로는 최근 주목되고 있는 역할기반의 접근제어(RBAC: Role-Based Access Control) 기법에 기존의 속성인증서를 적용한 방법과 SPKI 인증서를 적용한 접근제어 방식을 제안하고 이를 비교한다.
