A Study on the Building of Road Facilities Management System - Focused on Bridge and Tunnel - (도로시설물 정보 관리시스템 구축에 관한 연구 - 교량과 터널을 중심으로 -)

  • This paper deals with the building of road facility management system lot the efficient and scientific management of road infrastructure by making use of Database with a variety of biridge and tunnel - related informations such as maps, registers and documents(graphical and nongraphical data). The main objectives of the creating of the Database are the rational maintenance planning for facilities and the systematization of information management through the fast updating, mending and supplement. Some actual data sourced from the administrative office could be tested in order to validate this road facility management system and we could acquire many valuable results. Therefore we can expect to play an important role of results in the practical use for the management of the various md facilities.

  • Traffic accidents occur due to complex influences of transportation companies, drivers, and road environment. This study found that education and surroundings for transportation companies, driving habits of drivers, and road safety facilities and accessory facilities were main factors that affected strongly traffic accidents. Also, it found that driving habits of drivers could affect accidents heavily more than two other factors. Road safety and accessory facilities were analysed that they affected traffic accidents independently with transportation companies and their own drivers. Therefore, in order to achieve a traffic accident prevention as our main target, those companies need to produce atmosphere that their own drivers can have safety awareness, and related institutions for the above target should run parallel with policy assistance and strict traffic enforcement. In the end, this study suggests that transportation companies should secure manpower wholly being charged with traffic safety and financial resources investing in it.

  • The number of big traffic accident cases of pedestrian death appeared to be minor, however compared to death rate in car to car accidents is very high and quite a few of the pedestrian death rates among all traffic accidents are counted to be almost 40%. Previous pedestrian safety studies were mostly aimed at reducing the degree of pedestrian injuries from a vehicle to pedestrian collision, and less at preventing a collision itself. This research was conducted with a method of using road facilities to prevent vehicles from rushing into the sidewalk. This research used one of the collision analyzing programs, called PC-Crash to simulate the vehicle rushing into the sidewalk. Based on the program, it could derive an optimal safe zone location where the pedestrian can wait for the pedestrian light safely. Also, changing road facilities such as pedestrian light pillars or signal controllers can widen 440% compared to the present safe zone. Accordingly, researchers have to consider a method to analyze and apply pedestrian safe zones along with road facilities location when designing a road.

  • Busan Port which is the representative social overhead capital facilities for international trade of goods has been the driving force for economic development in Korea. Therefore, the central government should play the major role in building a rear road to Busan Port in order that it may function as a mojor port of Northeastern Asia through the systemization of mutual assistance among connected facilities, completely equipped with port-related facilities befitting to the principal port of imports and exports. In this study, the validity of container tax is being examined, analyzing container tax which Is considered as an obstacle to the development of Busan Port and its purpose, and grasping the present conditions by the realistic speculation on container tax issues and its abolition. First, the port rear road as a social overhead capital facilities, which connects port and expressway, should be considered as part of port, and port is social overhead capital invested by government. Second, the susan City imposes on container tax. As a result, a shipper and a shipping company are paying a double charge by paying container tax with port dues. Third, someone argues that port rear road is constructed as container truck generates much traffic, but it is unreasonable to conclude that container truck is seed of traffic jam because according to traffic survey of Busan City, container truck occupies only 1.45% of total traffic Forth, it has bad influence upon the competitiveness of Busan Port as Northeastern logistics base, as other ports who are competing with Busan Port like Singapore.   • The purpose of this study is to investigate installation status of information facilities and condition of walking road influencing to psychological safety of walking tourists. For this purpose, four roads for walking tour are selected; the course no. 16 of Jeju Olle Trail, Sarabong Byeoldobong walkway in Jeju and the course no. 8 of Bougil, Gyeongpo Lake walkway in Gangneung. Facilities installed on roads for walking tour are classified into four facilities; safety facility, information facility, amenity facility, local cultural facility. In order to consider installation status of information facilities and condition of walking road influencing to psychological safety of walking tourist, a field experiment was conduced focusing on the course no. 16 of Jeju Olle Trail. Thirteen cases were happened as confusing situation while walking tour. Of the 13 cases, the situation of being lost and wandering on the trail accounted for six cases. In contrast to the expectation that the situation of being lost and wandering would occur only at a crossroads, it is not that such situation took place at specific places like a crossroads or where direction signs were inaccurate. Walking tourists of this field experiment also confronted situations of having lost confidence about continuing the ongoing direction, of having anxiety over walking a walking trail, of feeling discomfort caused by walking and of being offended by uncomfortable or messy areas of walking trial. These confusing situations are happened inappropriate installation of direction sign, so direction sign is needed to install more carefully and detailed.

  • Road sign is one of the road attached facilities to provide conveniences to motor drivers. The setup of location information according to the related regulation and the inclusion of various attributes such as place names, route numbers, symbols, bearings, distances to the place of interest distinguish the road sign from other facilities. These features give advantages to the informationization of road sign. Presently there established about 130,000 road signs on each class of roads, and about 280 road management offices have controlled these road signs independently, but there are plethora of ineffectiveness such as the lack of consistency, recognition, connectivity, and location suitability etc. These are the major factor of confusions rather than providing conveniences, and arisen a lot of public grievances. Accordingly, in this research the road signs throughout the nation were databased and the web-GIS based road sign management system was established to ameliorate the problems reveled. Since the road sign management system we developed reflected the demands of the persons in charge and users, the management effectiveness might be enhanced and the public inconveniences will be reduced.

  • In road tunnel, in order to prevents an accident and minimize the damage of an accident in the case of fire, safety facilities and equipments are integral parts. The type and amount of safety facilities are based on tunnel type and length, traffic flow rate, etc. Therefore many countries use a tunnel classification system that categories tunnel into groups, and specifies the necessary emergency equipment for each group. In this study, for the purpose of classifying tunnel based on tunnel ist investigated the domestic and foreign standards and regulations for safety of road tunnel. As a results, we suggest the method of classification of tunnel by traffic performance, tunnel grade, the volume of traffic, fraction of HGV, rules or regulations for transports of dangerous good through tunnel.

  • Recently, maintenance of old facilities has emerged as a major issue. In particular, the demand for road cutting and excavation is increasing due to the aging of underground facilities such as water supply, sewage and city gas. In addition, the development of eco-friendly equipment is required due to the environmental problems of noise and dust. Therefore, this study intends to analyze the performance in terms of productivity of the eco-friendly road cutter developed as part of the development of eco-friendly equipment, and to derive improvements.

  • Because recently(July 14, 2011) fire occurred in the engine room of a moving taxi under Namsan Tunnel 1, 51 vehicles' driver and more than 250 passengers in the road tunnel were urgently evacuated with abandoned vehicles. Vehicle fires in Namsan Tunnel that day, Sufferers struggled to escape quickly difficult to escape the two-way by abandoned vehicles on the road and to fear many casualties by using vehicle fuel and combustible interior and the driver who is ignorant of vehicle accident continuous entered in the road tunnel had accessibility the site of fire department was more difficult. In this study, It is to investigate structure and basic materials, such as fire extinguish equipment and facilities for damage prevention and to analyze the problems and to plan improvement method of fire extinguish equipment, facilities for damage prevention and transportation facilities(Large traffic signs, Breaker, etc.) on the Namsan Tunnel that in the long-term plan is prepared to strengthen for accessibility of the site of fire department in case of Vehicle's fire.

A Meta Analysis of the Effects of Road Safety Facilities on Accident Reduction: Focusing on Signalized Intersection (도로안전시설의 사고감소효과 메타분석 : 신호교차로를 대상으로)

  • The number of traffic accidents at intersections has been increased over the past decade, and in 2014, accounted for 44% of the total traffic accidents. In addition, since most of road accident black spots include signalized intersections, the improvement of safety on signalized intersection is top priority for national road safety program in Korea. For the decision of most effective action plan for the safety of signalized intersection, this study conducted meta-analyses to assess the effects of various road safety facilities at signalized intersection on traffic accidents. We selected 19 articles regarding the prediction of traffic accidents at signalized intersection and calculated 34 individual effect sizes on 8 variables included in the articles. The results found that there was a statistically significant negative relationship between the occurrence of traffic accident and the presence of all of road safety facilities except an exclusive left turn bay. It shows that most of the road safety facilities could prevent traffic accidents, and intersection channelization has the most effective on the reduction of traffic accidents followed by left-turn acceleration lane, lightning, crosswalk, exclusive right-turn lane and median barrier.
