Development of RBI Procedures and Implementation of a Software Based on API Code (II) - Semi-Quantitative Approach (API 기준에 근거한 RBI 절차 개발 및 소프트웨어의 구현 (II) -준정량적 접근법-)

  • During the last ten years, the need has been increase for reducing maintenance cost for aged equipments are ensuring safety, efficiency and profitability of petrochemical and refinery plants. American Petroleum institute(API) developed a code, API 581 for proposing standard procedures of risk based inspection. Even though the API 581 code covers general RBI procedures, there must be some limitations. In this study, a semi-quantitative assessment algorithm for RBI based on the API 581 code was reconstructed for developing an RBI software. The user-friendly realRBI software is developed with a module for evaluation semi-quantitative risk category using the potential consequence factor and the likelihood factor. Also, inspection planning module for inspection time and inspection method for equipments are included.

  • During the last ten years, the need has been increased for reducing maintenance cost for aged equipments and ensuring safety, efficiency and profitability of petrochemical and refinery plants. RBI (Risk Based Inspection) methodology is one of the most promising technologies satisfying the need in the field of integrity management. In this study, a user-friendly software, realRBI for RBI based on the API 581 code was developed and a quantitative analysis was performed for over 500 equipments in a domestic plant whose operating time reaches about 13 years. Current risks for each equipment parts were evaluated and risk based prioritization were determined as a conclusion.

Corrosion Assessment by Using Risk-Based Inspection Method for Petrochemical Plant - Practical Experience

  • Corrosion assessment has a number of uses but the use considered here is as a precursor to Risk-Based Inspection (RBI) planning. Systematic methods consisting of technical modules of RBI program were used to assess the effect of specific corrosion mechanism on the probability of failure in equipments of petrochemical plants. Especially in part of the damage and corrosion assessment, screening step involved evaluating the combinations of process conditions and construction materials for each equipment item in order to determine which damage mechanisms are potentially active. For general internal corrosion, either API 510 or API 570 was applied as the damage rate in the calculation to determine the remaining life and inspection frequency. In some cases, a measured rate of corrosion may not be available. The technical modules of RBI program employ default values for corrosion, typically derived from published data or from experience with similar processes, for use until inspection results are available. This paper describes the case study of corrosion and damage assessment by using RBI methodology in petrochemical plant. Specifically, this paper reports the methodology and the results of its application to the petrochemical units using the $KGS-RBI^{TM}$ program, developed by the Korea Gas Safety Corporation to suit Korean situation in conformity with API 581 Codes.

  • As one of promising solutions to overcome high oil price and energy crisis, the construction market of high value-added LNG plants is spotlighted world widely. The purpose of this study is to introduce LNG-RBI system to develop risk assessment technology with RAM(Reliability, Availability, Maintainability) modules against overseas monopolization. After analyzing relevant specific features and their technical levels, risk assessment program, non-destructive reliability evaluation strategy and safety criteria unification class are derived as core technologies. These IT-based convergence technologies can be used for enhancement of LNG plant efficiency, in which the modular parts are related to a system with artificial optimized algorithms as well as diverse databases of facility inspection and diagnosis fields.

  • Since Risk Based Inspection(RBI) was introduced to quality the risks for jet engine and nuclear power, the technique has been expanded to the area of petrochemical plant. Recently among USA and Europe, window-based computer programme for RBI has been rapidly developed. When local companies procure such program to apply to their plants, it is difficult to build up a proper database as well as expect a good result. In this regards, K-RBI programme accustomed to Korean environments was developed. After completion of the programme in 2004, it was tested by 2 local petrochemical plants and was produced fruitful results. By using these programme, we are expecting accident prevention through risk based planning and implementing of equipment inspection, and saving dollars caused by procuring foreign expensive programme.

  • 현재 국내 에너지 설비의 안전에 대한 관심이 고조되면서 안전 관련 기술(수명, 정비, 사고 관련 모든 기술)의 개발, 도입이 활발히 이루어지고 있다. 하지만, 많은 경우 기반기술 연구에 집중되어 있어 이를 융/복합하여 현장에 활용할 수 있는 응용기술 개발이 요구되고 있다. 에너지 플랜트 설비(발전, 석유화학 및 정유 플랜트 등)의 최적 안전 관리를 위해서는 설비의 위험도(risk)에 근거한 관리가 가장 이상적이며, 이를 위해서는 기준이 될 수 있는 위험도 기반 검사(risk-based inspection, RBI) 가이드라인과 사용자가 쉽고 효율적으로 위험도를 관리할 수 있는 도구 즉 시스템이 필요하다. 본 연구에서는 위험도 기반 검사 가이드라인과 IT(information technology) 기술을 융/복합하여 사용자가 쉽고 효율적으로 사용할 수 있는 GUI(graphic user interface) 기반의 위험도 기반 설비 관리 시스템을 연구 개발 하였다.

Application of Risk Based-Inspection for the Safety Improvement of the Chemical Facilities (화학설비의 안전성 향상을 위한 위험기반검사의 적용)

  • As a way of improving the safety of the facilities, the risk based-inspection (RBI) was executed for the chemical facilities by using K-RBI program, which has been developed based on the API-581 based resource document (BRD). As the result of the evaluation, we found the level of the process safety management (PSM) for the applied plant, quantitative risk of the applied process, risk of static facilities and pipes, and the damage mechanism of the facilities. Thus, we could suggest a proper inspection frequency using the calculated risk of the process and the status of the facilities. The applied plant achieved a reduced inspection cost by an extension of the inspection frequency, improved productivity, improved reliability of the facilities, and a computerized history management.

Risk Assessment Using RBI for Internal Corroded Pipelines in CDU Desulfurization Process (CDU 내 탈황공정의 내부부식 된 파이프라인을 대상으로 한 RBI기법을 이용한 위험성 평가)

  • in 2010s, many factories are operating without any safety guarantees due to the aging process. Although it is difficult to fundamentally solve the problem of aging process and equipment, Prevent risk by risk assessment in advance. This study targets the corrosion caused by sulfur in the piping in the CDU(Crude Distillation Unit) process desulfurization equipment and conducts the risk assessment by RBI(Risk Based Inspection) referring to API RP 581. RBI expresses the risk by combining frequency and consequence, and creates a risk matrix based on these expression. In this study, the hole size of the pipe was selected as Small and Medium, and the sensitivity of the frequency was selected as 'Low'. You can refer to the Risk Matrix created from the standard to evaluate the risk of corrosion of sulfur from pipes in the piping and to plan future accident prevention. Similarly, prevention of aging in a similar way can prevent large and small incidents that are not visible.

RBI (Risk Based Inspection) methodology is one of the most promising technologies satisfying the need in the field of integrity management. In this study, a user-friendly software, realRBl for RBI based on the API 581 code was developed. This software has modules for evaluating qualitative and semi-quantitative risk level, analyzing quantitative risks using the potential consequences of a failure of the pressure boundary, and assessing the likelihood of failure. A quantitative analysis was performed for 16 columns in a domestic NCC (Naphtha Cracking Center) plant whose operating time reaches about 12 years. Each column was considered as two equipment parts by dividing into top and bottom. Generic column failure frequencies were adjusted based on likelihood data. After determining release rate, release duration and release mass for each failure scenario, flammable/explosive and toxic consequences were assessed. Current risks for 32 equipment parts were evaluated and risk based prioritization were determined as a final result.
