Evaluation Criteria for Korean Smart Grid based on K-ISMS (K-ISMS 기반의 한국형 스마트 그리드 정보보호 관리체계 평가 기준 제안)

  • Smart grid is a next-generation intelligent power grid that applying ICT to power grid to maximize the energy efficiency ratio. Recently, technologies and standards for smart grid are being developed around the world. Information security which is an essential part of smart grid development has to be managed continuously. Information security management system certification for organizational risk management has been implemented in Korea. Although preparation for information security management system certification which is applicable to smart grid is considered, there are no specific methods. This paper is to propose core and added evaluation criteria for Korean smart grid based on K-ISMS through comparative analysis between ISMS operated in Korea and smart grid information security management system developed in the United States. Added evaluation criteria enable smart grid related business that certified existing ISMS to minimize redundant and unnecessary certification assessment work.

Application of the Fuzzy Method to Improve GIS Geomorphological Method of Predicting Flood Vulnerable Area

  • In identifying flood vulnerable areas, three methods are generally deployed: the geomorphology method which is based on topographic features; the past evidence method based on observed data of past actual floods; and, prediction of flood areas through hydrologic models. This study aims to improve the prediction model of the geomorphology method through the application of fuzzy method in GIS modeling. The generally used GIS method of superimposing thematic map layers assumes crisp boundaries of the layers, which results in either risk-averse solutions or risk-taking solutions. The introduction of fuzzy concepts to processing of evaluation criteria (DEM, slope, aspect) solves this problem. As the result of applying the fuzzy method to a test site in the west Nak-Dong river, similar flood vulnerable areas were predicted as when using the conventional Boolean criteria. The resulting map, however, showed varying degree of uncertainty of flooding in these areas. This extra information is deemed to be valuable in taking phased actions during flood response, leading to a more effective and timely decision-making.

  • The landslide disaster damage has been increased by mountain development, leading to construction of educational facilities, medical facilities, petty industrial facilities, and large housing complexes. Therefore, effective regulation is required as an effort in urban planning solutions. For suggesting specific mitigation strategies on urban landslide, this study aims to define evaluation criteria for urban planning management of debris-flow disaster. AHP (Analytic Hierarchy Process), one of the multiple criterion decision making methods, was utilized in this study. This study makes use of 16 sub-criteria under the framework of hazard, exposure, and vulnerability, and well-planned expert survey measures their weights. The weights are also applied to evaluate each grid in urban space (min $10{\times}10m$) and classify it with red, orange, yellow, or green grade so that areas at higher risk are clearly identified. This study concludes that the suggested method is useful to support a strategies for urban planning management of debris-flow disaster, particularly in a GIS base.

  • 본 논문에서는 파일 포맷에 대한 위험요소 평가를 기반으로 해당 포맷에 대한 장기보존 방안을 제시하는 절차 및 시스템 구축에 필요한 아키텍처를 정의하였다. 파일포맷이 사양화된 경우 이를 재현할 수 있는 장기보존전략으로 마이그레이션과 에뮬레이션 방안이 제시되고 있는데 개별 포맷에 대한 위험도 평가를 통해 가장 적합한 보존전략을 선정하여 전자기록의 재현성을 부여하는 연구를 진행하였다.

  • This paper deals with the problem of mixed-model sequencing on an assembly line. In this sequencing problem we want to minimize the risk of the conveyor stoppage and the total utility work. This paper applies genetic algorithm to solve the mixed-model sequencing problem which is formulated as an integer programming. The solution we get from this algorithm is compared with the solution of Tsai(1995)'s.

A Study on Road Safety Evaluation Method for Improvement Project of Two-Lane Road (2차로 시설개량 사업의 도로 안전성 평가방법 연구)

  • Recently, the paradigm of road policy has been focused on user safety. Recently, the number of road facility improvement project has been continuously increased but the economic feasibility (B/C ratio) is insufficient. Therefore, it is necessary to select a reasonable road improvement project through accurate and objective analysis of the road safety evaluation. In this study, to develop a new road safety evaluation method, data were collected based on the current road safety evaluation method for 75 routes including national roads and provincial ones. Based on the collected data, problems were analyzed and utilized as the basic factors of the new road safety evaluation method. Therefore, in this study, traffic accidents were reflected as a general evaluation item by weighing to solve these problems, and the evaluation items were added from experiences and ideas of the local public officials. For each evaluation item, a reasonable weight was determined through AHP (Analytic Hierarchy Process) questionnaire evaluation with highway experts. In addition, the safety index was determined based on the evaluation criteria for each evaluation item. The criteria for evaluating the danger zone are determined by the overall safety index. Finally, the criteria for selection of road improvement projects based on the overall risk level were derived.

Revision of Feasibility Evaluation Guideline for Agricultural Infrastructure Improvement Project Using AHP Approach (AHP를 이용한 농업생산기반정비사업 타당성평가 개선방안)

  • This study revises current feasibility evaluation guideline for agricultural infrastructure improvement project considering recent changes in social and economic environment in rural area. We use an AHP(Analytic Hierarchy Process) approach to consider qualitative evaluation items in policy enforcement and balanced regional development as well as quantitative items in current economic analysis in the process of feasibility evaluation and decision making. The criteria system is composed of three level hierarchy. In the first level which consists of economic analysis, policy analysis, and regional development analysis, economic analysis was ranked top with relative weight of 0.45 and regional development analysis the lowest with 0.22. In the second level which consists of three evaluation items under policy analysis, consistency in policy enforcement, risk factors, and special evaluation factors, consistency in policy enforcement was ranked top. Finally, 13 detailed evaluation items in the third level were surveyed and ranked by using a comprehensive criticality vector. The result shows that the three most important evaluation items are 'degree of underdevelopment', 'spill-over effect of regional economy' and 'consistency with related planning and policy direction'.

Earthquake safety assessment of an arch dam using an anisotropic damage model for mass concrete

  • The seismic safety of concrete dams is one of the important problems in the engineering due to the vast socio-economic disasters which may be caused by collapse of these infrastructures. The accuracy of the risk evaluation associated with these existing dams as well as the efficient design of future dams is highly dependent on a proper understanding of their behaviour due to earthquakes. This paper develops an anisotropic damage model for arch dam under strong earthquakes. The modified Drucker-Prager criterion is adopted as the failure criteria of the dynamic damage evolution of concrete. Some process fields and other necessary information for the safety evaluation are obtained. The numerical results show that the seismic behaviour of concrete dams can be satisfactorily predicted.

  • There have been many studies on the subject of risks in the Construction Industry and many useful results have been produced. However, risk studies on the conditions of contract, which is the most critical contract documents, has not been tried despite of its contractual function in the overseas projects. In this study, various contractual risks are identified for proper and reasonable evaluation of the contractual risks possibly encountered in the Tender and/or Contract stages of the Projects. For development of study, FIDIC Red Book 1999 Edition which is world widely recognised as a standard conditions of contract prepared for the projects designed by the Employer. Contractual risks are divided into three levels and applicable clauses are assigned to each appropriate risk factors. And table of major contractual risk factors are made using the classified levels of each factors with evaluation criteria as a result of this study. As this study is made only for the conditions of contract which is prepared for the construction contracts designed by the Employer, further studies for other types of contracts such as Design-Build (FIDIC Yellow Book), EPC/Turnkey (FIDIC Silver Book) and recently developed Design, Build and Operate type of contract (FIDIC Gold Book) are required to cover various types of projects executed in the world construction markets.

Development of Security Metric of Network Access Control (네트워크 접근제어 시스템의 보안성 메트릭 개발)

  • Network access control should be able to effectively block security threats to the IT infrastructure, such as unauthorized access of unauthorized users and terminals, and illegal access of employees to internal servers. From this perspective, it is necessary to build metrics based on relevant standards to ensure that security is being met. Therefore, it is necessary to organize the method for security evaluation of NAC according to the related standards. Therefore, this study builds a model that combines the security evaluation part of ISO / IEC 15408 (CC: Common Criteria) and ISO 25000 series to develop security metric of network access control system. For this purpose, we analyzed the quality requirements of the network access control system and developed the convergence evaluation metric for security of the two international standards. It can be applied to standardization of evaluation method for network access control system in the future by constructing evaluation model of security quality level of network access control system.
