Global Trade Management Strategies for Export Companies from the Supply Chain Management Perspective (공급사슬관점에서 수출기업의 글로벌 무역관리 전략)

  • Cross-border supply chains undergone complexity in the global trade process, unpredictability and continually evolving regulations and information requirements. Under these circumstances, longer lead time inhibiting quick response to market demands, unanticipated supply chain costs eroding product cost savings, compliance and documentation errors causing delays and fines are challenging global trade companies when they execute global business. These problems are mainly caused by unautomated, unintegrated process which lead to longer and more unpredictable lead times, slower cash flow, cost overruns, and ultimately lower profits and less satisfied customers. Complex and unpredictable global trade environment requires global trade companies of global trade management functions to automate and control this complex environment for driving out cost, time and risk from their business. Global trade management allows cost savings, supply chain efficiencies and improved compliance through improving global supply chain visibility, facilitating cash flow by supply chain financing, enhancing supply chain security and risk management.

Identification of Hazards for Offshore Drilling through Accident Statistics and JSA-based Risk Reduction (사고 통계 분석을 통한 해양 시추작업 위험요소 제시 및 JSA 기반 위험저감 방안)

  • Offshore drilling units have a very dangerous working conditions due to the harsh working environment of the ocean and the high possibility of fire or explosion. This study would identify the hazards that emerge from the marine environment in the operation and maintenance phase of offshore drilling units and show how these hazards can be reduced through risk assessment/management. Various risk reduction and management measures were first reviewed, and Job Safety Analysis (JSA) was selected as the risk assessment technique of this study. In order to understand the characteristics of offshore drilling operations, accident statistics of onshore and offshore drilling were analyzed and compared with each other, and major risk factors for offshore drilling were derived. The jobs in which offshore drilling accidents occur more frequently than onshore drilling was analyzed as the job of fastening, transporting and moving pipes and various materials. This result is due to the limited space of the ocean and the work environment that is prone to being shaken by wind, waves and ocean currents. Based on these statistical results, the job of picking and making up drill pipes was selected as a high-risk job, and JSA was performed as an example. A detailed safety check procedure is proposed so that workers can fully recognize the danger and perform work in a safe state that has been confirmed.

  • Trade can be greatly influenced by the change of international trade environment due to the characteristics of remote transactions. Furthermore, in the circumstance of emphasizing the national security again, the importance of the risk management of special materials has been increasing. As it was noted at Chapter 4, significant results such as the threat of enterprises' sustainable growth can be occurred when companies are related to the unlawful export of strategic materials or experience discouragement of export of main products. As the decision of strategic materials greatly depend on a specialized knowledge there is a possibility of misjudgement of strategic materials in terms of ordinary companies which is not accustomed to them. Furthermore risk management is more difficult due to the inclusion to the items of export license. To prepare such a risk of export of strategic materials, firstly, it should be checked to find whether counter traders are working in the industry which is not related to the spread of weapons of mass destruction, secondly, an appropriate process shall be designed and operated for products to be safely delivered to the trade counter. Therefore, our export enterprises have to introduce CP(Compliance Program), AEO or ISO28000 considering suitability for their actual situations not only to promote export and but also to avoid risk of export control and additional expenses. Through these appropriate processes, an efficient and effective management of the trade risk of strategic materials can be accomplished.

  • In order to develop an HNS safety management system to assess and visualize hazard levels via an automated method, we have conceptualized and configured a sample system. It is designed to quantify the risk of a vessel carrying HNS with a matrix method along navigational route and indicate hazards distribution with a contour map. The basic system which provides a visualized degree of hazards in real time has been introduced for the safe navigation of HNS ships. This is useful not only for decision making and circumstantial judgment but may also be utilized for HNS safety management with a risk base. Moreover, this system could be extended to address the navigational safety of marine traffic as well as of autonomous vessels in the near future if the sensors used are connected with IoT technology.

  • Marine risk assessment considers events such as collision/grounding, sinking/capsize, fire/explosion and flooding, developing relationships between their causes and effects. In addition, risk assessment of previously sunken ships are also necessary since they continuously have possibility for further oil spill or can cause other marine accidents. The objective of this paper is to develop the risk assessment systems for sunken ships to prevent oil spill and further marine causalities in order to preserve safe and clean oceans around Korea peninsula. The risk assessment systems for sunken ships comprise of database management sub-system for sunken ships, qualitative risk assessment sub-system, quantitative risk assessment sub-system, and cost-benefit analysis subsystem.

  • Organizations can experience serious financial and/or reputational losses if business activities are disrupted by an incident of information systems under the current business environment. The loss includes the intangible decline in brand image, customer separation, and the tangible loss such as decrease in business profits. Thus, it is necessary to take proactive initiatives by managing many kinds of risks an organization may have. Therefore, the enterprise risk management has been received a special attention by some advanced private companies, but not many public organizations. This paper describes an approach and some issues when the enterprise risk management was introduced in a domestic public organization.

A Regional Safety Campaign to Prevent Chemical Accidents in the Workplace (화학사고 예방을 위한 사업장 화학안전캠페인 활동 사례)

  • This case report aims to introduce the safety campaign activities for preventing chemical accidents that were cooperatively conducted by an environmental office and chemical-handling workplaces located in the Ulsan area. A chemical safety campaign was initiated to examine and manage chemical-handling facilities at high risk for chemical accidents, specifically valves, flanges, and switches (VFS) from October 2020 to December 2022. The VFS safety check campaign was conducted to raise workers' safety consciousness based on a campaign of advertisements in the workplace from October 2020 to December 2021. In addition, a VFS plus [+] campaign was initiated to encourage actual management activities for chemical-handling facilities at high risk of chemical accidents in 2022. A total of 49 corporations participated in the VFS plus [+] campaign. In contrast to the VFS safety check campaign, which simply focused on publicity and resulted in changes in worker awareness, practicable safety management activities focusing on the handling facilities were carried out. Although notable short-term impacts have yet to be discerned from the campaigns, it is expected that they will eventually serve as a starting point for developing a proper safety culture and environment.

Government Support and Risk Management to Kaesong Industrial Business (개성공단 진출 기업에 대한 정부지원과 리스크 관리)

  • This study is aimed to summarize a tense situation of Risk management for Kaesong Industrial Business Enterprise in 2013 and to investigate trade insurance of K-sure. Now we have to find a new way to protect Kaesong Industrial Business Enterprises from uncertain environment and also need to prevent a recurrence of parallel cases in the domain of South-North economic cooperation in Korean peninsula. There are two method to protect Kaesong Industrial Business Enterprises. First they rely on the Korea government for protection. Second they need to effect trade insurance of K-sure. such as Export Credit Guaranty or Short-term Export Insurance. They shall create a wise predictable environment to protect Kaesong Industrial Business Enterprises themselves without resort to Korea government. Of course there are many things left behind to consider I hope it will be helpful to those who prepare South-North economic cooperation especially in Kaesong Industrial Complex.

A Study on the Risk Assessment by Comparing Workplace Environment Measurement with Exposure Assessment Program(ECETOC TRA) (작업환경측정과 노출평가 프로그램(ECETOC TRA) 비교에 따른 위해성 평가에 관한 연구)

  • This study was conducted to compare the value of the working environment measurement with the expected exposure value drawn by using a program, thereby going to investigate whether it is available to the risk assessment of domestic workplace. We used the ECETOC TRA program which is one of the exposure predictive models. Four kinds of substances were measured in two workplace which was exposed to organic solvents and one kind of substance was measured in three workplace which was exposed to dusts and then an exposure assessment of chemical risk factors was conducted. The result value of the working environment measurement, solid substance exceeded standard in one site, and it was found that the other solid and liquid substances were within the standard. The value of the exposure assessment program showd the same result; it was higher than the value of the working environment measurement, suggesting that due to its nature, the exposure assessment program is run only on the worst situation. Therefore, it was found that when the exposure assesment program is used, variables should be substituted only after accurately assessing the workplace and it is a good idea to assess the risk beforehand with the exposure assessment program in the case of the workplace which employs no more than 5 people and where it is hard to assess the working environment.
