This study aims to review and evaluate the changes of the British social housing policy under the Conservative government(1979-1997), and to get some implications for the Korean case. The Conservatives tried to diminish the role of state in the realm of social welfare :in general, and to retreat the social housing policy in particular as a reaction to the' welfare state crisis' started from the early 1970s. In the realm of housing policy, privatisation and marketisation including the massive sale of council houses were driven enthusiastically. Public expenditure cut and redirection of the housing subsidy scheme were also implemented according to the changed policy orientation. The clear visible results of the policy changes can be seen as follows; radical changes of the housing tenure distribution, changing role of local authorities, and the worsening housing problems- housing shortages, residualisation, affordability problem, deepening dependency and the negative distribution of housing subsidy etc. Furthermore the goal of public expenditure cut, in fact, was not accomplished successfully. The results of this study support the argument that the Neo-liberalistic approach to the 'welfare state crisis' have resulted in reconstruction and redirection rather than total abolition of the role of state in welfare provision. This conclusion could provide important implications to Korean case, especially concerning the role of state in the social housing policy.

This study examines the diversity of garden culture in the Joseon Dynasty focusing on genre painting. Genre painting gives us insight into the various ways of enjoying the garden. The intimate activities portrayed in the painting show us about the vivid scenes of Korean garden at that time. Among the various meanings of gardens, sensual pleasure is focused on here. The garden has always been a place of pleasure for seeing, smelling, touching, meeting people and erotic flirting. Here, the oriental aesthetic idea of Pungryu is adopted to reformulate pleasure based on the traditional way of thought. Most Korean gardens in the Joseon Dynasty were understood as the place for Pungryu. Sensuality in the Korean garden associated with a high level of spiritual pleasure. In order to look closely into garden activities, genre paintings were selected and analyzed. Several characteristics were elicited. First, the garden was understood as the medium of communication through reconciling man with nature. Mediating man with nature often calls for uplifting the sense of community within groups of people. Second, the garden was featured as the place of cultural creation. Many scholars utilized the garden as a place for poetic imagination. Therefore, the garden was the locus of intellectual discourse. Third, personal retreat was one of important functions in the Korean garden. the humble attitude toward landscape such as solitude and mediation might be understood as one way of enjoying the nature. Fourth, taste, power and social relations were embedded in garden culture. Therefore, the garden was regarded as a space of distinction. Garden making was understood as one of the high class leisure activity. It was quite natural that the garden was used as a place of showing up their taste and culture. Finally, we need to reinvigorate the rich meanings of garden in contemporary practices. In-depth analysis of garden culture through the lens of genre painting gives us quite useful information in Korean garden culture.

Rental management services such as residents of recruitment, tenants and retreat, rent collection and the storage, management and leasing promotion of the cantilever, surveys of residents. An algorithm to allow shoreline movement during numerical experiment on sediment transport, deposition or resuspension for general coastal morphology is proposed here. The bed slope near shoreline, i.e. mean sea level, is influenced by bed material, tidal current, waves, and wave-induced current, but has been reported to remain within a stable range. Its annual variation is not large, either. The algorithm is adjusting the bathymetry, if the largest bed slope within shoreline band exceeds a given bed slope due to continuous erosion at zones below the shoreline. This algorithm automatically describes retreat of shoreline caused by erosion, when used within a numerical system. The algorithm was tested to a situation which includes a continuous dredging at a point, and showed satisfactory development of concentric circle contours. Next, the algorithm was tested to another situation which includes sinking of eroded part of bed plate, and produced satisfactory results, too. Finally, the algorithm was tested to a movable-bed laboratory experimental conditions. The shoreline movement behind detached breakwater was reasonably reproduced with this algorithm.

Rock strength test on Dunduri cliff, Chungnam province, Korea, was performed using N-type Schmidt hammer and the depositional ages of the sediments overlying the cliff were derived using OSL dating method. The averaged R-values of the cliffs investigated here were lower than those observed from the shore platforms, but with larger scatter in the former. R-values were negatively correlated to cliff face retreat, implying that the irregularity of the coastal rock faces was closely related to lithology as the weaker rocks retreated much faster than the harder rocks. The overlying deposit of the cliff tends to be thicker at valleys and were poorly sorted with angular to subangular clasts in a matrix of silt. The OSL ages (ca. 70-77 ka) presented here were older than the previously reported exposure ages (ca. 7-30 ka) of the cliff face. Therefore, it is likely that the present sea cliff was developed by expansion of the platform which had been covered by slope deposits since the last interglacial and exposed again during the Holocene.

It is predicted that future climate warming will occur, and the subtropical climate zone currently confined to the south coast of Korea will gradually rise north. The shift of climate zone implies a change in area for cultivating crops. This study aimed to evaluate the current and future status of climate zones based on the high-resolution climate data of South Korea to prepare adaptation measures for cultivating crops under changing agricultural climate conditions. First, the climatic maps of South and North Korea were produced by using the high-resolution monthly maximum and minimum daily temperature and monthly cumulative precipitation produced during the past 30 years (1981-2010) covering South and North Korea. Then the climate zones of the Korean Peninsula were classified based on the Köppen climate classification. Second, the changes in climate zones were predicted by using the corrected monthly climate data of the Korean Peninsula (grid resolution 30-270m) based on the RCP8.5 scenario of the Korea Meteorological Administration. Köppen climate classification was applied based on the RCP8.5 scenario, the temperature and precipitation of the Korean Peninsula would continue to increase and the climate would become simpler. It was predicted that the temperate climate, appearing in the southern region of Korea, would be gradually expanded and the most of the Korean Peninsula, excluding some areas of Hamgkyeong and Pyeongan provinces in North Korea, would be classified as a temperate climate zone between 2071 and 2100. The subarctic climate would retreat to the north and the Korean Peninsula would become warmer and wetter in general.

Investigating and evaluating regionally distributed plant resources provide fundamental information (inventory) to conserve plant diversity in target areas. Nevertheless, the examination of inventory to collect information in areas with little interest has been insufficient. In this study, the vicinity of Mt. Baegamsan(1,004m) was investigated for plant resources in the central and southern part of the Korean peninsula, which has received low interest. Nine surveys identified a total of 638 taxa consisting of 108 families, 339 genera, 572 species, 12 subspecies, 49 varieties, and 5 forms. One taxon was designated to be the endangered wild plant by the Ministry of Environment, and a total of 29 taxa were designated to be endemic species in Korea. Floristic target species identified by the surveys included 1 taxon for grade V, 13 taxa for grade IV, 36 taxa for grade III, 29s taxa for grade II, and 34 taxa for grade I. A total of 38 taxa were identified to be naturalized plants, and 3 of them were designated as invasive alien plants by the Ministry of Environment. There was a difference in plant distribution between western and eastern areas of Mt. Baegamsan. The endangered and valuable plants for conservation were mainly identified from Mt. Baegamsan peak area, the ridge, and the western area. Considering the plant distribution, the Mt. Baegamsan region, located on Nakdong-jungmaek, was estimated to be dispersal routes for plant expansion and retreat.

The magnitude and frequency of extreme floods are increasing owing to the effects of climate change. Therefore, multipurpose flood management techniques incorporating nature-based solutions have been introduced to mitigate the limitations of flood management and river design methods relying on existing observation data. Nature-based solutions to prepare for such extreme flooding events include ways to retreat the embankment, expand the floodplain, and reduce flood damage. To apply these technologies, adopting appropriate location selection methods based on various evaluation factors, such as flood damage reduction effects, sustainable ecological environments, river connectivity, and physical channel structure enhancements, should be prioritized. Therefore, in this study, the optimal location for implementing the multipurpose floodplain construction project was determined by selecting the location of the floodplain expansion with objectivity in the river waterfront area upstream of Daecheong Dam to downstream of Yongdam Dam. Through the final location determination, the Dongdaeje and Jeogokje sections were included in the optimal location considering both flood damage reduction and water environment improvement.

To reduce the damage of extreme flooding caused by climate change and to create flood mitigation sections in a nature-friendly riparian area, it is necessary to restore the floodplain area by referring to the past floodplain section of the current inland waterfront area before the levee was built. This study proposed a method of selecting a location for floodplain restoration using old maps of the Geum River study section and analyzed the effect of flood level reduction through unsteady flow numerical simulations using the floodplain as a flood mitigation space. As a result of analyzing changes in the river areas using old maps, the river section was estimated to gradually reduce by 27.8% (1,059,380 m2) in 2020 compared to 1919, and it was found to have an effective storage capacity of 2,200,868 m3 when restored to offline storage. The flood level and discharge control effects analyzed based on HEC-RAS unsteady flow simulation were 16 cm and 219.01 m3/s, respectively, in the downstream cross-section. In the numerical simulation in this paper, the flood mitigation space was applied as an offline reservoir. The effect of reducing the flood level may differ if levee retreat/relocation is applied.

Since the late 1990s, the BOT mode in China has been extensively used in the water sector in order to attract private investment, improve technical and operational efficiency, and expand the coverage of water services. The BOT mode has been hailed as this provides a win-win structure between the government and private players through formalized procedures and an optimal risk allocation. However, recent market analyses show that some foreign investors are reluctant to participate in the market or even retreat due to uncertainties and risks in the market. This study aims to explore various risks in the Chinese water BOT market based on the thorough literature review, fieldwork, and the case studies on the two wholly foreign-owned BOT water projects: the Chengdu No. 6 and the Shanghai Dachang Water Supply BOT projects. The research results indicate that the Chinese BOT market embraces high risks in political, institutional and legal, and financial systems. The key to a successful takeoff of the BOT mode in the Chinese water market depends on the extent to which the government will be able to remove risky factors in political, institutional and legal, and financing systems. This research outcome will provide a useful reference to the Korean construction companies which consider expanding business to overseas water markets in the form of public private partnership.
