Outline of Uminonakamichi Seaside Park Development Project -Urban Resort Area Development by the National Government-

  • The Uminonakamichi Seaside Park is located in Fukuoka and extends over an area of 540 ha. This Park is directly developed and managed mainly by the national government for its use for recreational facilities serving a wide area. It is planned and developed as an urban resort-type park, exploiting the rich natural environment of the area, to serve urban residents in northern Kyushu. The management of the Park is jointly conducted by nine bodies, including the national government and private enterprises. The Park has several functions, ranging form an urban resort to conservation of the natural environment and education. The Park has so far been positively evaluated by its visitors. However, the social background for the Park is changing and the park is now facing changing needs for this type of park, necessitating coordination with the development around the Park and a need to respond to the recent fiscal structural reform. Further improvement of the visitor services and the reconfirmation of the government's role in the development work are essential for the maintenance and enhancement of that attractions of this Park in the coming years.

The Cultural and Environmental Unsoundness of the Chinese Public Squatting-Type Toilet: A Case Study toward a Sustainable Excreta Treatment System

  • The inconvenient truth of sustainable public squat toilet culture varies among nationalities. This culture may be comfortable to the people of China, yet uncomfortable to the non-Chinese, according to the adequate environmental management in Yanbian Korean Autonomous Prefecture (YKAP), northern China. We conducted a series of field surveys and individual interviews (Chinese n = 1,000 and non-Chinese [foreign visitors] n = 100) on several aspects of the public squat toilet: structural properties, waste disposal methods, important factors, and overall satisfaction level. The significant factors in response to the public squat toilets were cleanliness, odor, toilet paper, temperature, soap, other facilities, and presence of cubicles. These factors should be policy priorities of the local government. In addition, 66.2% of Chinese and 91% of foreign visitors desired type E toilets (two full-high partition walls and a door). The results illustrate the nature of a sustainable and beautiful approach to the culturally and environmentally sound management of various types of public squat toilet in YKAP. The government needs to focus on the future-oriented and excreta treatment management of the sustainable toilet culture for residents and visitors of YKAP.

The vibration and noise characteristics analysis of Sound Insulation Panel for Transformer (변압기용 차음판의 진동 소음 특성 분석)

  • Recently, The demands for the reduction of noise generated by transformers have been increasing. Almost all of the noise generated by transformers is a result of magnetostricitive vibration in the core. The noise radiates into the atmosphere from the tank through the insulation oil. As the noise of transformer irritates residents, needs for decreasing the noise of transformer have been arised. One method of reduction such a noise is to build a free-standing enclosure of concrete and steel plates around the transformer. However, this method has some disadvantages. Another method of noise reduction is to mount a close-fitting sound insulation panel on the side of a transformer tank. Side plate vibrations of transformer are transmitted to such a sound insulation panel along two paths. In one case, they are transmitted through air by sound pressure and in the other through supporting structures. In the paper, the vibration and noise effect which is transferred from reinforce channel to insulation panel generated by transformer have been identified for the several kinds of insulation panel and damping sheet analytically and experimetally.

Characteristics of Housing Repairs for the Weak Class in Rural Area - Focused on Voluntary Activity of the Korean Institute of Rural Architecture - (농촌지역 취약계층의 주택수선 현황 - 한국농촌건축학회 「농어촌 집 고쳐주기 봉사활동」을 중심으로 -)

  • This research aimed to identify characteristics of housing repairs for the weak class in rural area. Data are analyzed by the status according to year focusing on voluntary activity of the Korean Institute of Rural Architecture that is performing more than 10 years. The results are followings. First, approximately 63.3% of residents living in benefit houses are 70s and 80s in their age. They are weak in financial and physical and they have more than two weak points. Second, housing repairs were performed total 1,990 cases among 797 houses and average 2.5 cases per one house. Repair work in house interior is at the highest, the next is repair work in kitchen, repair work related to restroom, repair work for housing structure improvement, and repair work for insulation in order. Third, repair work required difficult work process and high cost is tend to decrease recently. However, work changing of wallpaper and papered floor and performing in outside is tend to increase because it has simple work process and low cost. Finally, barrier free needs to be more actively reflected for the weak class in rural area.

  • The purpose of this study is to figure out the current condition of local governments (Si or Gun) to implement rural development policy in the face of the central government's drive for increasing devolution. Since late 1990s or early 2000s when scope of rural policy began to expand quantitatively, there has been considerable increase in rural residents' participation into community projects as a whole. Nevertheless, there exists regional differentiation in local governments' efforts to systematically support rural development projects (CRDP: Comprehensive Rural Development Programme) and community activities by setting up intermediary organizations or hiring rural development professionals in a public office. According to this survey on local government officials, regions that have made such efforts to support rural policy at a local level, show more advanced level of institutional capacity than other regions in local decision making process for CRDP, role of strategic rural developmental plans, vitality of community actors, etc. In the era of increasing devolution, these differences can be expected to result in diverging performances of each area in regionalized rural policy. The central government needs to introduce EU's LEADER-type rural development programmes to support community acitivities by various local actors and at the same time promote local governance building for rural policy, adopting institutional rewarding system such as rural planning contract.

  • In order to balance with supply policy, public housing management and operation policies have been implemented in terms of housing welfare, but citizens have not yet achieved the results that the citizens are experiencing. The purpose of this study is to analysis the residential satisfaction of the including the housing performance through the characteristics of the public housing residents in Seoul. The data used in this study is based on the survey data of public housing panel survey in Seoul (2016). The study method used ordered logistic regression analysis based on the fact that dependent variables appeared as ordered responses. Major research results are as follows. Firstly, housing performance and residential satisfaction may not match. Even though the satisfaction of housing area, type, and management fee is high, satisfaction with residential environment is low if commuting distance, the number of small libraries, and hospitals are small. Secondly, it showed different characteristics of residential environment factors among types of public housing. Rather than focusing on supply, customized supply is needed considering characteristics of public housing types. Thirdly, the policy for public housing needs to be realized by a fair policy on the residential environment. It is necessary to contribute to better housing stability as a customized policy considering the local residential environment.

  • It is necessary to implement a wide range of housing welfare policies that citizens can experience in order to improve residents' the quality of life, as it emphasizes the balance of supply and management of public housing. The purpose of this study is to analyze the factors affecting residential satisfaction considering the three hierarchical levels of individual, household, and area. In the background of the study, the individuals' quality-of-life satisfaction determined not only by the individual but also by the various influencing environmental factors. This study targets 1,736 households, 3,239 persons in 464 areas in Seoul. The main research results are as follows. At the level one, there were influencing factors such as age(-), education level and income, and housing area per person, recipient of basic living(-), period(-) and RIR (at the level two). At the level three, west-south region(-) and social mix affect the complex of public housing. In consideration of living infrastructure, the closer to public transportation, public facilities, and medical facilities, the higher the satisfaction of public housing. The results of this analysis suggest that public support needs to focus on individual household members, but there is a need for ways to link it with the complex and the region.

  • The purpose of this study is to investigate whether the plan reflecting the place in cultural regeneration was implemented and whether it was a change of place in culture through culture analyze. Mullae-dong has changed its urban structure into a textile factory, a manufacturing industry, an ironworks+artistic complex, and the Mullae art factory has been organizing a festival that has been created by artists and residents alike in the Mullae creative village. However, prior to the creation of the Mullae art factory in the social element, self-sustaining programs of Mullae creative villages were derived, but now commercial space is mainly derived. Therefore, it is necessary to plan for coexistence of ironworks, cultural space and commercial space rather than expanding into commercial space. Geumcheon-gu Geumcheon-gu Geumcheon Art Factory has become an integrated complex where various industries coexist in industrial complex. Geumcheon Art Factory also holds an artist support program every year and actively works as an international creative exchange center in Seoul. However, programs that act as a mediator are not implemented since 2014, and the Open Studio stops once a year. Therefore, Geumcheon-gu needs to expand programs that can include local programs and programs that can be combined with local cultural media.

Experimental and analytical study of a new seismic isolation device under a column

  • Low-cost techniques with seismic isolation performance and excellent resilience need to be explored in the case of rural low-rise buildings because of the limited buying power of rural residents. As an inexpensive and eco-friendly isolation bearing, scrap tire pads (STPs) have the issue of poor resilience. Thus, a seismic isolation system under a column (SISC) integrated with STP needs to be designed for the seismic protection of low-rise rural buildings. The SISC, which is based on a simple exterior design, maintains excellent seismic performance, while the mechanical behavior of the internal STP provides elastic resilience. The horizontal behaviors of the SISC are studied through load tests, and its mechanical properties and the intrinsic mechanism of the reset ability are discussed. Results indicate that the average residual displacement ratio was 24.59%, and the reset capability was enhanced. Comparative experimental and finite element analysis results also show that the load-displacement relationship of the SISC was essentially consistent. The dynamic characteristics of isolated and fixed-base buildings were compared by numerical assessment of the response control effects, and the SISC was found to have great seismic isolation performance. SISC can be used as a low-cost base isolation device for rural buildings in developing countries.

Assessment of Residents' Understanding and Demands on Gardens in Gyeongnam Region, Korea

  • This study was conducted to investigate effective ways to meet social and cultural interest in and needs of gardens and gardening. A total of 191 respondents who answered they were living in Gyeongnam region in the questionnaire were selected: 102 (53.4%) were males and 89 (46.6%) were females. In frequency of garden visits, 45% of the respondents answered they visited gardens once a year. Their preferred companion was family (43.6%), followed by friends/colleagues (24.3%). Their important motives of garden visits included admiration of gardens' scenery and ambience, pleasure in being outdoors, relaxing mentally and physically, and appreciation of plants. Relatively less important motives included understanding or educating about nature and environmental conservation, and interest in garden design and horticulture techniques. In the overall assessment of gardens and gardening, the quality of the establishment, management and operation of botanic gardens and arboreta in Gyeongnam region scored 3.32 scale, which was close to the level of 'fair.' Also, the respondents agreed at 3.91 scale that it was necessary to improve the garden creation, gardening, and garden culture. Meanwhile, many people in Gyeongnam region did not clearly understand differences between garden and public park, also had a very obscure perception of public garden. The results of importance-performance analysis (IPA) indicated that it is necessary to concentrate on directing and developing some programs such as admiration of beautiful and exotic plants, and education on garden culture including garden making and horticultural techniques.
