A Study on the Application and Formation of the Rural Village Model for the Rural Village (Re)development (농촌마을 계획.정비를 위한 농촌마을모델 형성에 관한 연구)

  • The purpose of this study is to suggest the rural village model which is able to be applied to the rural village (re)development. The rural village model consists of five sector models land use model, residential unit model, public facilities allocation model, productive space arrangement model, road & green system model. The village model as a spatial structure needs modification/revision through the its application to various sites. The following are suggestions developed in the process of preparing a model for the Korean rural village. First, some indices presented in the land use model need to be further studied as the planning indices before implementing the rural village projects. Second, it is recomended that the image of a rural village needs to be created by developing the residential unit(6 households) as a planning development unit, And various residential unit models need to be suggested. Third, it is desirable to develop the double circulation system and green edge(1 m), and to introduce pedestrian road as much as possible for the amenity of the residential environment, Fourth, being located within walking distance from the existing village, new-introduced site should be developed as a interlinked and opened structure. The rural village model is useful in preparing the spatial structure for the village (re)development, and in finding the best design solution responsive to the conditions of a project site.

Changes in Urban Planning Policies and Urban Morphologies in Seoul, 1960s to 2000s

  • The purpose of this paper is to highlight the main policies of the last half century that have shaped the urban architectural fabric of Seoul today, and explore whether a modified approach might better address the current socioeconomic conditions in Korea. The paper defines and examines urban planning in Korea through an overview of the four main urban project policies implemented in Seoul from the 1960s to the present: Land Readjustment (LR), Housing Site Development (HSD), Urban Redevelopment (UR), and Housing Reconstruction (HR). While the fundamental ideology behind these policies served well during a prolonged period of high economic growth, evidence is growing that these policies are losing steam under today's conditions. A growing legacy of stalled and incomplete urban projects from the mid-2000s-the New Town Project is an example-begs the fundamental question as to whether an alternative urban planning paradigm is needed for Korea in an age of low economic growth, low birth rates and a fossil fuel energy crisis. Through the urban morphologies of the three residential areas in Seoul developed by LR projects, this paper looks at the possibility of urban regeneration through the sustainment of urban architecture in those residential areas that have not been affected by HSD, UR, and HR.

Development of an Evaluation Method and Support Policy for the Green Home Project (친환경주택평가기법개발 및 지원방안에 관한 연구)

  • The energy consumption of residential sectors is given a sizable portion in total energy consumption. So, improvement of building performance can be as a part of principal energy strategy. For this reason, an evaluation tool for estimation of energy consumption was developed and supportive policies were considered in this study. In particular, energy saving technology were examined to practice the green home project, among them 7 items were selected as a factor for estimating energy consumption. In addition, to the simulation study on energy consumption, heating load, hot water demand and electric consumption was also studied with actual measured value. Further more, several supportive policies were discussed to encourage green home project in Korea.

  • The paradigm of rural development projects has shifted and expanded from agricultural production based on the way of improving the residential environments in order to achieve the quality of life staying in rural areas. The purpose of this study is to evaluate policy directions of rural development projects by investigating government projects conducted successively starting from the Participatory Government of President Roh in 2003 and to the present Government of President Moon. In consideration of administrative affairs, the projects include the Balanced National Development Project, Quality of Life Improvement and Regional Development for Rural Villages Projects. The study examined changes in visions and key agendas proposed in national affairs as well as those in the visions and strategies exhibited by local development project plans through various governments. The core contents examined are the project characteristics, transformation process through government changes, and the law of status pertaining to rural development projects. The direction of implementation for the rural development projects implemented by each government provide an opportunity of understanding the transformation process in each project that has been still effective currently. This study is expected to provide a basic set of data to be used for a proposal for new rural development projects while still being useful to be referred or integrated to other national and regional projects.

Methods for Government Housing Regulation of Residential Mortgage Loan related to Remodeling (리모델링 주택담보대출 규제의 효과적 운영방안)

  • The amount of multi-aged housing more than 15 years since the completion has increased, and the real estate market caused by apartment remodeling has also increased. The domestic mortgage loan regulation on relocation expense caused by remodeling apply to same limit as that for mortgage loan newly-built apartment. The excessive government housing regulation could be an obstacle for the occupants residential stability of remodeling apartment. To suggest methods for government housing regulation of residential mortgage loan related to remodeling, examples for mortgage loan regulation and mortgage products were studied and compared. It is pointed out that regulation on occupants relocation expense caused by remodeling has to be relaxed and mortgage product development are needed to boost remodeling project.

  • This study is regarding Rural village renovation project that improve the poor residential environment of backward rural district in Korea and the quality of life of the rural area residents. Especially, by comparing the Kyungbuk, Yeungju, Juchi village's case which was progressed by MAFRA (Ministry of Agriculture, Food and Rural Affairs) in 2014 for the demonstration project with the successful case MELAP(Model project on the Effective Utilization of Rural Land through the activation of internal potential element) which is one of the Rural area Development Program in German Federal Ministry of Baden-$W{\ddot{u}}rttemberg$, this essay attempts to suggest the improvement Plan of Rural village renovation project which will be developed forward.

  • Power generation using solar PV and wind power are more feasible to compete with fossil fuel power generation. However, residential acceptance is still a big challenge in the deployment of renewable energy. The Korean government has implemented various policies to support the development of renewable energy in which communities invest. However, there are very few cases of the commercial operation of community-invested renewable energy power plants. Renewable energy has attracted attention in the reduction of greenhouse gasses (GHG) effects and economic feasibility. However, it is also necessary to focus on socio-economic effects to overcome the economic recession while reducing greenhouse emissions. Community-invested renewable energy development projects can positively revitalize the local economy in many aspects, such as resident income, job creation, and the growth of local businesses. This study analyzes the local economic impact of renewable energy development projects on residents' income and job creation. It increased local companies' sales through community-invested development projects in Korea.

  • This study aims to examine the type of residents' participation in village making including the case of "Making Happiness Village" -in the Jeollanam-do province and "Village Making" -in Haenam-gun. The study examines the potential and effects of these projects, draws conclusions and suggests the future direction of village making projects. The results of this study are summarized below. "Making Happiness Village" should be evaluated in detail as it has contributed to the successful and development of traditional Korean residential culture, and has helped to activate and develop agricultural and fishing villages through the improvement of the residential environment and attraction of urban people into the rural area. It also showed the possibility of a project to be settled as a representative of Namdo satisfying the demand for sustainable development. In order to enhance the integrity of a village making project, its master plan must be established and utilized by considering the current status and characteristics of a village, improving its physical environment and seeking a method for economic activation. Policy and economic support from central government and local governments are also required for such a project. The residents' autonomous organization,necessary for unifying the residents' capacity, must organize their own group, such as "Residents' Conference for Village Making (tentative name)" to integrate the existing organizations (women's association, youth group, etc) and establish a conference system to discuss and solve the current issues of the village.

A Study on the Block Structure of the Land Readjustment Project Districts Focused on the case study of Cheongju City in the 1970's (토지구획정리사업지구의 가구(街區)체계에 관한 연구 -1970년대 청주시 사례를 중심으로-)

  • This study examined the characteristics of a district through the concept of a block system in the physical aspect of the four land readjustment project districts of Cheongju City in the 1970s. The results of this study are as follows. First, the local road system for accessing the main road network and blocks was well established compared with the current urban development standards. On the other hand, since the access roads to the individual lots in the block were not equipped properly, it was difficult to improve a house. Second, according to the characteristics of the block, the Aspect Ratio of blocks was 1: 2 on average and most of those directions was east-west. The area of block from the 1st to 3rd districts was increasing, but districts 4 were decreasing. This also was changed to the shape of a contemporary block system. The larger the size of the block area, the lower the Jeobdoyul. Third, in terms of the characteristics of the lot array, blocks with a multi-row system of $4{\times}4$ or more were lots up to the 1st to 3rd district, but 4th district was improved greatly. Because blocks close a square shape have become excessively poor with Jeobdoyul, it was judged that it is difficult to improve the residential environment. Moreover, as the type of the residential development by the land readjustment project is standardized considerably and this type of land area is extensive, it can be an alternative to control the urban sprawl of suburbs if it finds the way to improve this type of the residential area considering this characteristic.

Simulation of Changes in Nearby Thermal Environment According to Green Roof in Low-Rise Residential Area of Daegu (대구광역시 저층주거지역의 옥상녹화 조성에 따른 주변 열환경 변화 모의실험)

  • It is important to secure green spaces to solve the urban heat island phenomenon, which is among problems resulted by high-density developments in metropolitan areas. However, it is hard to secure such green spaces in established urban areas so Green Rooftop development approaches have recently been highlighted and introduced as a solution to the situation. The present study conducts a simulation on residential areas in urbanized regions to quantitatively evaluate the effects of green rooftop developments through a comparison of changes in the air temperatures before and after relevant development projects. According to the evaluation results, when the green roof top development is conducted in the available areas, the temperature is reduced by 0.14 degree. The extension of green project to the entire building showed the reduction of the temperature by 0.29 degree. Based on these results, it can be concluded that the green rooftop development is a practically solution for reducing the air temperature of urbanized areas.
