  • Many telecommunication operators around the world have multiple networks. The networks run by each operator are always of different generations, such as 2G and 3G or even 4G systems. Each system has unique characters and specified requirements for optimal operation. It brings about resource allocation problem among these networks for the operator, because the budget of each operator is limited. However, the evaluation of resource allocation among various networks under each operator is missing for long, not to mention resource allocation optimization. The operators are dying for an algorithm to end their blind resource allocation, and the Resource Allocation Optimization Algorithm for Multi-network Operator (RAOAMO) proposed in this paper is what the operators want. RAOAMO evaluates and optimizes resource allocation in the view of overall cost for each operator. It outputs a resource distribution target and corresponding optimization suggestion. Evaluation results show that RAOAMO helps operator save overall cost in various cases.

  • Microbes are one of the most important bioresources in bioindustry and provide high economic values. Although there are currently about 6,000 bacterial species with validly published names, microbiologists generally assume that the number may account for less than 1% of the bacterial species present on Earth. To discover the remaining species, studies of metagenomes, metabolomes, and proteomes related to microbes have recently been carried out in various fields. We have constructed an information system that integrates various data on microbial resources and manages bioinformation to support efficient research of microorganisms. We have designated this system 'Bio-Meta Information System (Bio-MIS).' Bio-MIS consists of an integrated microbial resource database, a microbial resource input system, an integrated microbial resource search engine, a microbial resource online distribution system, a portal service, and management via the Internet. In the future, this system is expected to be connected with various public databases. We plan to implement useful bioinformatics software for analyzing microbial genome resources. • The purpose of this study was to propose a plan of Information Resource Center(IRC) with various multimedia and Internet materials applicable in class for 'K' Elementary School in Daejeon. As for research methods, this study reviewed the basic directions and characteristics of Information Resource Center(IRC) defined by the Ministry of Education and Human Development, and literature from various sources. Standards for the Information Resource Center(IRC) were suggested, a plan was proposed according to them. Ultimately, a plan with stable and flexible layout and flow lines, facilities and spaces within the Information Resource Center(IRC) was established and executed. The basic functions of Information Resource Center(IRC) were information, reading, consultation, graphic production. The spaces suggested in this study for the Information Resource Center(IRC) for elementary school were space for the literature information, information search, A/V information, studying, browsing, reading. This results will support teacher's teaching with various multimedia and Internet materials applicable in class, help student's self directed learning activity, and play its role as a cultural center of the local community.

  • Because information society as a lather environment has different characteristics with the industrial one, we need to get the new guideline for the development of family resource management. So, this study was purposed to explore the importance of the information as a resource that is to be managed in the information society. To find the answer, challenge of the family resource management to be with, characteristics of the information and the information society, their effects on He family resource management, academic research patterns and activities of the public institutions were examined. As results, first, we need to focus on the family as a producer rather than a consumer. Second, we have to give the model of cuber life to the nomads in the information society. Third, we need to develope a new curriculm for students to play their parts in the ICT industry. Lastly, our efforts to make networks between researchers and persons in the In industry are needed.

  • This paper is to aimed to design a model of Korea defense information resource management structure from the viewpoint of system's approach, especially focusing on planning/programming procedures, organizational structure and business process re-engineering. The author analyzed current projects and plans on the field of Korea defense information systems, for finding what kinds of problems and why the problems occurred. The author concluded that many problems came from wrong approach of previous information resource management. Highlights of the proposed model are as follows: 1) Planning and programming structure must be considered as a major information resources and it must be managed as a key role through the whole system life cycle; 2) Organizational structure should be properly set up for managing and implementing information system projects; 3) Business process should also be analyzed thoroughly for re-engineering and innovating current inefficient organizational structure. These three additional viewpoints added to previous model for improving Korea defense information resource management.

  • The aim of this paper was mainly to interpret the real information-missing patch of image by using the kriging interpolation technology of spatial statistics. The TM Image of the Jingouling Forest Farm of Wangqing Forestry Bureau of Northeast China on 1 July 1997 was used as the tested material in this paper. Based on the classification for the TM image, the information pixel-missing patch of image was interpolated by the kriging interpolation technology of spatial statistics theory under the image treatment software-ERDAS and the geographic information system software-Arc/Info. The interpolation results were already passed precise examination. This paper would provide a method and means for interpreting the information-missing patch of image.

  • Given Korea does not have a competitive edge compared to developed or other competing countries in national information and knowledge resource, it is necessary to consider ways to ensure the best out of the limited resource. It is believed that Korea has to develop a national information policy which enables effective and efficient communication, management and availability of information resource within Korea. In order to ensure the strategic integration of information and knowledge resource in Korea, this research encompasses the followings: First, the needs for establishing a strategic system that helps ensure the integration of information and knowledge resource on national level are probed, Second, current status of national information and knowledge management policy is reviewed, and some problems are brought forward, Third, to resolve the problems a strategic approach to the integration of information resource according to material types and individual institution's characteristics is proposed, fur effective allocation of government budget. Ant finally, based on the findings and models proposed, a national information strategy to integrate the dispersed information resource is suggested.

  • Energy-efficient virtual resource allocation algorithm has become a hot research topic in cloud computing. However, most of the existing allocation schemes cannot ensure each type of resource be fully utilized. To solve the problem, this paper proposes a virtual machine (VM) allocation algorithm on the basis of multi-dimensional resource, considering the diversity of user's requests. First, we analyze the usage of each dimension resource of physical machines (PMs) and build a D-dimensional resource state model. Second, we introduce an energy-resource state metric (PAR) and then propose an energy-aware multi-dimensional resource allocation algorithm called MRBEA to allocate resources according to the resource state and energy consumption of PMs. Third, we validate the effectiveness of the proposed algorithm by real-world datasets. Experimental results show that MRBEA has a better performance in terms of energy consumption, SLA violations and the number of VM migrations.
