황해(黃海)와 동중국해어장(東中國海漁場)의 수산자원(水産資源) 보존관리(保存管理)에 관한 해양법문제(海洋法問題) (Law of the Sea Problems on Fishery Resources Conservation and Management in the Yellow Sea and East China Sea)

  • The Yellow Sea and the East China Sea are the most important fishing grounds for the fishing industry of Korea, China and Japan which are major coastal states of these Seas. But the fishery resources in these fishing grounds are almost exhausted and also the sea region is seriously polluted. Accordingly an international joint countermeasure is necessary to recover the fishery resources and to keep the fishery a continuous industry. The authors inspected the existing fishery policies and international fishery relationship of the three coastal states, and suggested rational conservation and management regime of the fishery resources in these sea regions. 1. At present the legal status of the sea region beyond territorial sea is the high sea, for that reason the international cooperation is urgently needed to establish common regime for conservation and management of the fishery resources. 2. A series of scientific research on ecological system of fishery resources must be carried out in the sea region first of all for that purpose. 3. The existing Korea-Japanese Fishery Agreement and Sino-Japanese Fishery Agreement should be reformed to coincide with the new legal order of the UNLOS Convention, and the Sino-Korean Fishery Agreement should be concluded newly on the identical line. 4. As a conclusion, a joint conservation and management regime through a regional fishery organization or a individual conservation and management regime through the promulgation of exclusive economic zone by each state can be suggested to resolve the fishery resources conservation problem in the Yellow Sea and the East China Sea.

해양생물 소재 STS 수업이 중학교 학생들의 해양 인식에 미치는 효과 (Effect of STS Instruction Using the Subject Matter of Marine Life on Middle School Students' Perception of Ocean)

  • The purpose of this study was to test effect of STS instruction using the subject matter of marine life on middle school students' perception of ocean. The objects of 156 students were sampled from the 1st grade of a middle school and were divided into an experimental group and a control group. 79 students of the control group were treated with traditional instruction, while 77 students of the experimental group were treated with STS instruction materials. All of the students took test of perception of ocean before and after the instructions. The perception of ocean was divided into four categories; value of sea, development of marine resources, research and conservation of sea, and perception of sea-related vocation. The results of the pretest and the posttest indicated that the perception of ocean of the experimental group was statistically significantly higher than that of the control group. Specially in categories of the value of sea and the research and conservation of sea, the scores of the experimental group were significantly higher than those of the control group.

First satellite tracking of a free-ranging spotted seal (Phoca largha) from the Baengnyeongdo Island

  • The spotted seal (Phoca largha) in the Yellow Sea has declined due to poaching and habitat destruction. To aid conservation efforts, Argos satellite tracking were used to monitor the movements of a free ranging spotted seal around Baengnyeongdo Island. The satellite-transmitting tag successfully attached to the seal provided 1,556 location data collected during 107 days. The seal mostly moved between two haul-out sites, Yeonbong Rock and Mulbeom Rock. From October 6th to December 12th, the seal stayed within a 7 km radius of Yeonbong Rock. However, as the signal was lost, it was not possible to identify when the seal started to migrate from Baengnyeongdo Island to winter breeding area. This study provide understanding into the habitat preferences and movement patterns of spotted seals around Baengnyeongdo Island, contributing to the conservation and management of this species. Further research with more individuals and different age groups is essential to understand their habitat preference and develop effective conservation measures for the spotted seal population in the Yellow Sea.

Occurrence and diet analysis of sea turtles in Korean shore

  • Background: Sea turtles, which are globally endangered species, have been stranded and found as bycatch on the Korean shore recently. More studies on sea turtles in Korea are necessary to aid their conservation. To investigate the spatio-temporal occurrence patterns of sea turtles on the Korean shore, we recorded sampling locations and dates, identified species and sexes and measured sizes (maximum curved carapace length; CCL) of collected sea turtles from the year 2014 to 2020. For an analysis of diets through stomach contents, we identified the morphology of the remaining food and extracted DNA, followed by amplification, cloning, and sequencing. Results: A total of 62 stranded or bycaught sea turtle samples were collected from the Korean shores during the study period. There were 36 loggerhead turtles, which were the dominant species, followed by 19 green turtles, three hawksbill turtles, two olive ridley turtles, and two leatherback turtles. The highest numbers were collected in the year 2017 and during summer among the seasons. In terms of locations, most sea turtles were collected from the East Sea, especially from Pohang. Comparing the sizes of collected sea turtles according to species, the average CCL of loggerhead turtles was 79.8 cm, of green turtles was 73.5 cm, and of the relatively large leatherback turtle species was 126.2 cm. In most species, the proportion of females was higher than that of males and juveniles, and was more than 70% across all the species. Food remains were morphologically identified from 19 stomachs, mainly at class level. Seaweeds were abundant in stomachs of green turtles, and Bivalvia was the most detected food item in loggerhead turtles. Based on DNA analysis, food items from a total of 26 stomachs were identified to the species or genus level. The gulfweed, Sargassum thunbergii, and the kelp species, Saccharina japonica, were frequently detected from the stomachs of green turtles and the jellyfish, Cyanea nozakii, the swimming crab, Portunus trituberculatus, and kelps had high frequencies of occurrences in loggerhead turtles. Conclusions: Our findings support those of previous studies suggesting that sea turtles are steadily appearing in the Korean sea. In addition, we verified that fish and seaweed, which inhabit the Korean sea, are frequently detected in the stomach of sea turtles. Accordingly, there is a possibility that sea turtles use the Korean sea as feeding grounds and habitats. These results can serve as basic data for the conservation of globally endangered sea turtles.

황해 연안습지 생태계 보전을 위한 초국경협력 방향 - 갯벌의 세계자연유산 등재를 중심으로 - (Pan-Yellow Sea Cooperation for the Conservation of Ecosystems in Coastal Wetlands of Yellow Sea - Focusing on the World Natural Heritage of coastal wetland-)

  • 기후변화 위기상황에서 습지 생태계의 기후변화 완화 및 적응 기능이 더욱 강조되고 있으며, 탄소흡수원으로서 갯벌의 생태계 서비스가 중요시되고 있다. 현재 황해지역 갯벌 중 남한과 중국의 경우 UNESCO 세계자연유산 2단계 등재를 위한 준비를 하고 있으며, 향후 황해지역 갯벌을 통한 남북한 및 중국의 초국경협력이 기대되는 상황이다. 그러나 이동성 조류 서식지, 휴식지, 중간기착지로서 황해지역 갯벌의 중요성과 보전, 관리, 남북한 및 중국의 협력체계에 관한 연구는 부족한 상황이다. 이에 본 연구에서는 UNESCO 세계자연유산으로 등재된 남한의 서남해안 갯벌과 중국의 옌청자연보호구, 잠정목록에 등재된 북한의 문덕 습지보호구를 포함한 황해지역 갯벌을 중심으로 남북한 및 중국의 생태계 보전 협력 여건을 분석하였다. 이를 바탕으로 이동성 조류 서식지, 휴식지, 중간기착지로서 황해지역 갯벌의 중요성과 황해 연안습지 주요 특징, 북한과의 협력여건 등을 분석하여 황해 연안습지의 초국경보전지역 등재를 위한 생태계 보전 협력 방향을 제시하였다

The Effect of Dredged Soil Improvement on Soil Chemical Conditions and Plant Growth at the Slope of Saemangeum Sea Dike

  • This study was conducted to determine the changes in soil chemical properties and the growth of seedling according to the different dredged soil improving methods at slope of Saemangeum sea dike. Undersea dredged soil was improved by five different methods. Seedlings of Ulmus davidiana var. japonica, Chionanthus retusa, Celtis sinensis, and Pinus thunbergii were planted after 9 month of experience site installation, then soil pH, NaCl concentration in soil, soil organic matter (SOM), and survival rate and height of seedling was measured. Initial soil pH was highest in the control plot but it decreased to the similar level with other soil improving plots after 35 months. There were no differences in NaCl concentration between the control and soil improving plots, and it showed decreasing tendency during the study period. In the control plot, initial SOM was lowest among that of other plots during the study period. The survival rate of 36 months after planting of P. thunbergii was highest among the species. The gap of the tree growth of P. thunbergii between the control plot and the soil improving plots was small, however, other species showed relatively higher tree height in the soil improving plots than the control plots. Creation forest with P. thunbergii might be a cost effective afforestation in coastal reclaimed land since it rarely needs additional improvement of dredged soil.

GPS 뜰개를 이용한 해양 표면류 관측 (Observation of the Sea Surface Skin Current Using a GPS-Drifter)

  • A GPS-drifter was newly designed to observe the sea surface skin current and to estimate the direct wind effect on the sea surface. After conducting a test to establish and verify the accuracy of the GPS itself in the laboratory, in-situ experimental campaigns at Saemangeum in Gunsan city and Haeundae in Busan city, Korea, were carried out to ascertain the drifter track and to estimate the velocity data set on Oct. 3, 15, 23, 27 and Nov. 25, 2011. The current meters, RCM9 and ADCP, were moored together to remove the background current field, and the wind data were obtained from several marine stations such as towers and buoys in these areas. The drifter-observed velocity show good agreement with the flow obtained by the HF radar in the Saemangeum area. The direction of the wind-driven current extracted from the drifter-observed velocity was completely deflected to the right, however the degree of the angle was different according to the drift types. The average speed of the wind-driven current matched with 2.19~2.81% of the wind speed and the deflection angle was about $8.0{\sim}10.9^{\circ}$ without adjustment for the land-sea effect, and about 2.19~2.84% and $4.1{\sim}6.0^{\circ}$ with the adjustment for the land-sea effect.

고해상도 해양순환모형을 이용한 씨프린스호 유류유출 사고 수치실험 (Numerical Experiment on Sea Prince Oil Spill Incident Using a High Resolution Ocean Circulation Model)

  • This study investigates the effects of tide, wind and oceanic currents on oil spill dispersions through a series of numerical floats tracking experiments on the Sea Prince oil spill incident occurred in 1995 using a 3-dimensional high resolution ocean circulation model. For that, a total of four experimental cases (experiment with tide, wind and oceanic currents, experiment with tide and oceanic currents, experiment with wind and oceanic currents, and experiment with tide and wind) were compared. It could be seen that results from experiment involving all external forces showed better agreement with the observed pattern of oil slick movement than other cases. The oceanic currents acted to drive floats to move to the western channel of the Korea straits and wind accelerated the eastward movement of floats in the early stage of the incident. Tidal currents played significant role in the horizontal dispersion of floats.

동북아 수역의 수산자원 보존관리 협력체제에 관한 연구 (A Study on International Cooperation System for Fisheries Resources Conservation & Management in the Northeast Asia)

  • This study is designed to propose the ways of the multilateral cooperation system for effective management of fisheries resources in the various overlapping zones established by bilateral fisheries agreements between Korea, China and Japan in North East Asia as semi-enclosed sea. It is necessary to build multilateral fisheries cooperation between Korea, China and Japan in North East Asia because conservation & management of transboundary fish stocks could not be guaranted effectively by the management of fisheries resources in the area where piled up the current-fishing-pattern zone, as white zone and the various grey zone as middle zone, and the interim measures zone of bilateral fisheries agreements between Korea, China and Japan are piled up. Fisheries management in Korea, China and Japan by the bilateral fisheries agreements in North East Asia is faced with difficulties manage fisheries resources. International relationship on fisheries is maintained by bilateral fisheries agreements based on UNCLOS. However fisheries resources are over-exploited and the recovery of the fisheries resources is very slow because proper conservation and management of transboundary fish stocks which article 63(1) of UNCLOS defines have not prepared yet. Thus close cooperation among the coastal States for a proper conservation and management of transboundary fish stocks is necessary. Since the transboundary fish migrate within the EEZs of two or more coastal States, there is a need to manage the fish stocks in the region between Korea, China and Japan through a multi-lateral mechanism at ccircumference area of the current-fishing-pattern zone as white zone. Coastal States must guarantee sustainable maintenance of transboundary fish stocks through the regional cooperation for a proper conservation & management because one coastal State alone could not guarantee conservation and management of fish stocks. Thus there is a need to build multilateral fisheries cooperation between Korea, China and Japan in North East Asia. There are many successful instances including the Barents' sea for a proper conservation & management of transboundary fish stocks. The Barents' sea is one of the best research object to study the regional cooperation for a conservation & management of transboundary fish stocks in North East Asia. In conclusion, it is necessary to build a multilateral fisheries cooperation system between Korea, China and Japan in North East Asia to conserve and manage transboundary fish stocks effectively. It seems desirable that the range of the area to conserve and manage fish stocks should may be any partial area in the current-fishing-pattern zone and interim measures zone between Korea and China, Jeju middle zone between Korea and Japan, interim measures zone of bilateral fisheries agreements between China and Japan.
