A Study on Cognition about 119 Rescue·First Aid Team - Gwangju Area College Student as the Central Figure - (119구조·구급대에 대한 인식도 조사 연구 - 광주지역 보건계열과 비보건계열 대학생을 중심으로 -)

  • The purpose of this study is to provide the basic materials for searching the way of improvement to heighten the emergency medical welfare level by one step further. To achieve this purpose, the subjects of this study were selected 452 college students in Gwangju, using a random sampling method. The statistical analysis methods utilized for analyzing the collected data are frequency analysis, $x^2$ test. The conclusions obtained from these analyses are as following ; 1. In question about necessary optimum number of persons for rescue first aid activity, health and non-health major college students responded by 39.2%, 45.3% respectively that rescue team 15 people, first aid team 3 people is most suitable. But there was no significant difference in major department(p<0.05). 2. In question about security of the public health doctor and the emergency medical technician, all health and non-health major college students are recognizing necessity urgently, but there was no significant difference in major department(p<0.05). 3. In question about 119 rescue first aid team member applying for an examination qualification grant to the department of EMT's graduate, all health and non-health major college students were highest by 52.9%, 52.4% respectively in "necessity" item. But there was no significant difference in major department(p<0.05). 4. Because rescue first aid equipment level appears higher than 41.7% in non-health major college student's case by 54.2% in health major college student's case, health major college students are recognizing that equipment level should be supplemented more but there was no significant difference in major department(p<0.05). 5. In question about equipment supplement, all health and non-health major college students appeared highest by 64.8%, 69.3% in accident type different special equipment. But there was no significant difference in major department(p<0.05). 6. In question about rescue ambulance car size, we could know being thinking that health and non-health major college student each 61.2%, 56.5% is small and narrow that large size of the rescue ambulance amount need. But there was no significant difference in major department(p<0.05). 7. In question about patient's state is worsened, because rescue first aid equipment is inferior, health major college student responded sometimes 55.1%, many 29.5%. very many by 11.5%, while non-health major college student responded 65.8%, 23.1%, 4.0% respectively. There was significant difference in major department(p<0.05). 8. In question about emergency patient must utilize for 119 rescue ambulance car, all health and non-health major college students appeared highest by 38.8%, 41.3% in "not so" item. In question about rescue first aid team's first-aid treatment ability improves more, all health and non-health major college students appeared highest by 58.1% and 58.7% respectively in "improve" item. In question about "119 rescue ambulance car must go more rapidly than now", all health and non-health major college students are recognizing that should be quicker by 58.1%, 60.9% respectively. When called to 119 all health and non-health major college students responded highest by 55.5%, 53.3% respectively that we must receive first-aid treatment direction from a doctor. In question about "119 rescue ambulance car must be made the pay system", all health and non-health major college students responded 74%, 80% respectively in "not so" item. There was significant difference in major department(p<0.05). In conclusions, In oder to provide superior rescue first aid service to people, a public health doctor should be placed in the situation room inside the fire station so that the doctor could instruct the proper emergency treatment suitable for each situation to the rescue first aid team. Also, national education about a first-aid treatment that do to all people is necessarily necessary in emergency delivery system and this should be spread extensively through school education and broadcasting medium and education should be gone side by side, and see that will can save emergency patients' life which is more when these education consists continuously fixed period for public institution of policeman, fire officer etc. specially. And for reinforcement of patient transfer system, public organization must procure special ambulance car so that emergency patient receive first aid treatment while transfer.

  • This paper describes the product of search and rescue system with dynamic model. This spread spectrum system based new standard of COSPAS-SARSAT is results of RF signal generation and transmission. we will test performance evaluation which implement signal process adapting Dynamic model and we will adapt the CAF model using TDOA and FDOA relationship.

  • A Satellite -aided search and rescue system is expected for its many advantage of global coverage, instantaneousness and low cost. In this paper, a calculation method is proposed , by which a position of distress can be determined with doppler frequency received through an orbital satellite. First, an algorithm and program is developed for calculating the position of distress with the received doppler frequency of EPIRB(Emergency Position Indicating Radio Beacon) with the least square method. Then, position error caused by the drift of the transmitting frequency is evaluated. The evaluation is made by the simulation using NNSS satellite orbital elements and varying position of EPIRB, numbers of Doppler data and magnitudes of various errors. As the result, the availability of this program for a satellite-aided search and rescue system is confirmed and the bounds of expected positioning accuracy is clarified.

  • The placement of Korean fire-fighting administrative power in urban areas shows regional unbalance. In an ideal system, all citizens would be provided with equal fire protection and rescue services, but this is usually difficult to realize due to regional conditions or budget problems. In the case of Busan Metropolitan City, we deduced that it is impossible for half of the buildings to receive rescue services within 5 min, and the conditions are much worse for areas with long or wide fire-fighting service regions. The approach vulnerability for the existing emergency rescue squad locations was assessed. The results revealed that if a rescue team's location is shifted, the improvement effect will be virtually insignificant because of their geographical position. Therefore, this study suggests the establishment of additional rescue squads. It is proven that adding 5 rescue centers in the following locations could solve the problem of approach vulnerability: Bukbu, Gangseo, Geumjeong, Gijang, and Haeundae, in order of effectiveness. The number of buildings in the areas is 53,546.

  • Distress accidents occur annually by and failure of sea rescue and time delay lead to fatal accident. In the event of maritime distress, most of the equipments used for search and rescue are in responsible for the position of ships. An MOB equipment is a representative equipment for lifesaving and uses AIS communication method. However, the MOB equipment has problems of interference with existing vessel traffic process and it is difficult to apply because there is no proper certification standard. Therefore, this paper proposes a maritime search and rescue supporting system using smartphone. Utilizing the widely constructed IT infrastructure, it collects position information of the fishing boat and leisure ship using GPS embedded in the smartphone. Also the developed system supports to participate in the rescue by sending the information about the occurrence of the survivor in a certain area to the ship operator.

  • For emergency patients as heart disease, fast treatment is very important. This paper describes a smart phone software to detect emergency circumstance and request rescue. Detection of emergency condition of heart disease patients is based on physical motion and biological heart signals as electrocardiogram. Most smart phones have three axis acceleration sensor. On emergency condition, patients remain stationary. Thus the software detect stationary condition by using acceleration sensor data. For more precise detection, it combines electrocardiogram of patients. To request rescue, it sends help messages to designated persons. In addition, it generates emergency sound to surrounding people and plays a video of emergency measure that any person on the place can help the patient temporarily.

  • On May 12th, 2007 a merchant vessel of Golden Rose (South Korea) sank into near 38 mile from Yentai in China after the vessel collided with a container vessel of Jinsung (China), leaving all 16 sailors, including seven South Koreans, missing. According to the official report. The Chinese vessel, authorities, and South Korean government did not coordination q rescue and salvage for the sailors and vessel properly as follows: 1) The Chinese vessel left the scene without rescue and salvage of the sailors, 2) Chinese authorities failed to comply with law of the sea that required them to report the collision to South Korea immediately after confirming the accident, and 3) The South Korean government is also being criticized for its slow response to the incident since the government did not set up a response team until 21 hours after the incident. In order to reduce this number of sailor missing in future incidents, this research is studied regarding assembling conferences, assigning SRR in ASEAN+3, simplicity to enter other territory waters and cooperative training and education for the SAR.

  • In this paper, we propose a new obstacle negotiation method for the rescue robot. The rescue robot has a variable geometry single-tracked mechanism, so it can maximize a contact length with ground for the adaptability to off-road and pursue a stable system due to the lower center of gravity. In this research, we add the basis of autonomous navigation, driving mode control based on obstacle detection, to the robot to realize automation of mode transformation. Obstacle detection using PSD(Position Sensitive Device) infrared sensors gives active transformation of the track shape. Finally, experimental results about mentioned are presented.

Accurate Long-Term Evolution/Wi-Fi hybrid positioning technology for emergency rescue

  • It is critical to estimate the location using only Long-Term Evolution (LTE) and Wi-Fi information gathered by the user's smartphone and deployable for emergency rescue, regardless of whether the Global Positioning System is received. In this research, we used a vehicle to gather LTE and Wi-Fi wireless signals over a large area for an extended period of time. After that, we used the learning technique to create a positioning database that included both collection and noncollection points. We presented a two-step positioning algorithm that utilizes coarse localization to discover a rough location in a wide area rapidly and fine localization to estimate a particular location based on the coarse position. We confirmed our technology utilizing different sorts of devices in four regional types that are generally encountered: dense urban, urban, suburban, and rural. Results presented that our algorithm can satisfactorily achieve the target accuracy necessary in emergency rescue circumstances.

  • In emergency dispatching at 119 Command & Dispatch Center, some inconsistencies between the 'standard emergency aid system' and 'dispatch protocol,' which are both mandatory to follow, cause inefficiency in the dispatcher's performance. If an emergency dispatch system uses automatic speech recognition (ASR) to process the dispatcher's protocol speech during the case registration, it instantly extracts and provides the required information specified in the 'standard emergency aid system,' making the rescue command more efficient. For this purpose, we have developed a Korean large vocabulary continuous speech recognition system for 400,000 words to be used for the emergency dispatch system. The 400,000 words include vocabulary from news, SNS, blogs and emergency rescue domains. Acoustic model is constructed by using 1,300 hours of telephone call (8 kHz) speech, whereas language model is constructed by using 13 GB text corpus. From the transcribed corpus of 6,600 real telephone calls, call logs with emergency rescue command class and identified major symptom are extracted in connection with the rescue activity log and National Emergency Department Information System (NEDIS). ASR is applied to emergency dispatcher's repetition utterances about the patient information. Based on the Levenshtein distance between the ASR result and the template information, the emergency patient information is extracted. Experimental results show that 9.15% Word Error Rate of the speech recognition performance and 95.8% of emergency response detection performance are obtained for the emergency dispatch system.
