  • The concept of "Allowable Load Set (ALS)" introduced by the author allows an easy understanding of load and strength characteristics of a structure in relation to its integrity under uncertainties. Two criteria of safety are introduced: A relative safety index denotes the distance to the boundary of the ALS and a normalized safety index is a distance in terms of functional value. They have been utilized in several examples, including multi-body mechanical systems such as a biomechanical system. Both formulations amount to robust designs in the sense that designs most insensitive to uncertainties are obtained in the context of newly defined safety indices, without using any input probability information.

Production and evaluation of children's dietary life safety index data on metropolitan cities and provinces in Korea

  • This pilot study was performed to produce data of the Children's Dietary Life Safety (CDLS) Index which is required by the Special Act on Safety Management of Children's Dietary Life and to evaluate the CDLS Index for 7 metropolitan cities and 9 provinces in Korea. To calculate the CDLS Index score, data regarding the evaluation indicators in the children's food safety domain and children's nutrition safety domain were collected from the local governments in 2009. For data regarding the indicators in the children's perception & practice domain, a survey was conducted on 2,400 5th grade children selected by stratified sampling in 16 local areas. Relative scores of indicators in each domain were calculated using the data provided by local governments and the survey, the weights are applied on relative scores, and then the CDLS Index scores of local governments were produced by adding scores of the 3 domains. The national average scores of the food safety domain, the nutrition safety domain and the perception and practice domain were 23.74 (14.67-26.50 on a 40-point scale), 16.65 (12.25-19.60 on a 40-point scale), and 14.88 (14.16-15.30 on a 20-point scale), respectively. The national average score of the CDLS Index which was produced by adding the scores of the three domains was 55.27 ranging 46.44-58.94 among local governments. The CDLS Index scores produced in this study may provide the motivation for comparing relative accomplishment and for actively achieving the goals through establishment of the target value by local governments. Also, it can be used as useful data for the establishment and improvement of children's dietary life safety policy at the national level.

  • Collision warning systems have been an active research and development area as the interests and demands for ASV's (Advanced Safety Vehicles) have increased. This paper presents an experimental investigation of a collision warning system for automobiles. A collision warning HiLS(Hardware-in-the-Loop Simulation) system has been designed and used to test the collision warning algorithm, radar sensors, and warning displays under realistic operating conditions in the laboratory. the collision warning algorithm is operated by a warning index, which is a function of the warning distance and the braking distance. The computer calculates velocities of the preceding vehicle and following vehicle, relative distance and relative velocity of the vehicles using vehicle simulation models. The relative distance and the relative velocity are applied to the vehicle simulator controlled by a DC motor.

철골 모멘트 연결부의 구조특성에 따른 지진 거동 연구 (Seismic Behavior of Steel Moment Connections with Different Structural Characteristics)

  • The seismic behaviors of steel moment connections with different structural characteristics are investigated. The rupture index, which represents the fracture potential, is adopted to study the effect of concrete slab and the relative strength between the coin the beam, and Panel zone on the ductility of connections. The results show that the presence of slab increases the beam strength, imposes constraint near the beam top flange, and consequently, induces concentrated deformation near the beam access hall, which reduces the ductility of the connection. The total deformation capacity of the connection depends not only on the beam but also on the column and panel zone. Therefore, the detrimental slab effects and the relative strength should be considered in the seismic design of the connection.

원자력 안전문화의 정량화 방법론 개발 (Development of A New Methodology for Evaluating Nuclear Safety Culture)

  • This study developed a Safety Culture Impact Assessment Model (SCIAM) which consists of a safety culture assessment methodology and a safety culture impact quantification methodology. The SCIAM uses safety culture impact index (SCII) to monitor the status of safety culture of the NPPs periodically and it uses relative core damage frequency (RCDF) to present the impact of safety culture on the safety of the NPPs. As a result of applying SCIAM to the reference plant (Kori 3), the standard for the healthy safety culture of the reference plant is suggested. SCIAM might contribute to improve the safety of the NPPs (Nuclear Power Plants) by monitoring the status of safety culture periodically and presenting the standard of healthy safety culture.

  • This paper presents a lateral collision risk index between an ego vehicle and a rear-side vehicle. The lateral collision risk is designed to represent a lateral collision risk and provide the appropriate threshold value of activation of the lateral collision management system such as the Blind Spot Detection(BSD). The lateral collision risk index is designed using the Time to Line Crossing(TLC) and the longitudinal collision index at the predicted TLC. TLC and the longitudinal collision index are calculated with the signals from the exterior sensor such as the radar equipped on the rear-side of a vehicle and a vision sensor which detects the distance and time to the lane departure. For the robust situation assessment, the perception of driving environment determining whether the road is straighten or curved should be determined. The relative motion estimation method has been proposed with the road information via the integrated estimator using the environment sensors and vehicle sensor. A lateral collision risk index was composed with the estimated relative motion considering the relative yaw angle. The performance of the proposed lateral collision risk index is investigated via computer simulations conducted using the vehicle dynamics software CARSIM and Matlab/Simulink.

  • This paper presented a method of evaluating navigational safety of a ship by means fo the integrted seakeeping performance index(ISPI). The ISPI is defined by measuring only any one factor through the medium of relative dangerousness of the other factors for evaluating seakeeping performance. This evaluation method can be applied to the ships for any types and loading conditions. In devloping the practical evaluation system of navigational safety, it is expected to be useful to solve the difficulties in measuring factors by sensors. The results are also useful for devloping the optimum type of ship by applying at the initial design phase.

원자력 발전소 안전체감에 관한 연구: 안전체감지수 개발과 안전체감 수준 (Developing the Nuclear Effective Safety Index)

  • 본 연구에서는 1) 원자력 발전소 지역 주민들의 안전체감을 구성하고 있는 하위요인들을 규명하고, 2) 그 구성요소들의 측정을 통해 주민들의 안전체감지수를 산출하며, 3) 주민들이 체감하는 안전의 정도와 발전소 직원들이 추측하는 주민들의 안전 체감 정도를 비교하였다. 이를 위해 원자력 발전소 지역주민 800명을 대상으로 연구 1과 발전소 직원 187명을 대상으로 연구 2가 수행되었다. 연구 결과에 따르면, 안전체감은 커뮤니케이션, 신뢰, 발전소 위험대응역량, 그리고 응급대응역량의 4가지 요소로 구성되어 있는 것으로 밝혀졌다. 개발된 안전체감 지수에 따르면 발전소 지역 주민들의 안전체감 수준은 매우 낮았으며(100점 만점에 38.22점), 이 점수는 발전소 지역에 따라 다른 것으로 나타났다. 또한 원자력 발전소의 직원들은 주민들이 실제로 체감하고 있는 것보다 주민들이 발전소를 훨씬 더 안전하게 지각하고 있을 것이라고 착각하고 있는 것으로 나타났다. 이 결과의 시사점 및 후속 연구에 대해 논의하였다.
