  • In most countries, public libraries are knowledge information centers, complex cultural spaces, lifelong learning facilities, and third places for local residents. The social homage spoken on the premise of this identity and socio-cultural role is the knowledge and information agora, cultural infrastructure, living room in the city, and the university of the people. However, if there is a significant gap between public libraries regardless of country or region, it will inevitably lead to information gaps, regional gaps, and cultural inequality and cultural welfare gaps among local residents. This study is regarded as the essence of regional cultural facilities and premised that the regional gap in public libraries is a factor of regional cultural gaps. Based on this premise, the gap between the location quotient, input indicators, and output indicators of public libraries of regional governments in Korea and basic local governments in the Gyeongbuk region was analyzed. And this study derived core elements through correlation and regression analysis of input and output indicators of all public libraries nationwide, developed a management model for each indicator, and suggested a plan to resolve the relative gap for public libraries by city and county in Gyeongbuk.

School library - public library cooperation model is suited for metropolitan area where school library and public library are developed. Public library support model is suited for mid-size cities where school libraries are undeveloped. School library and public library integration model is suited for small towns where both school libraries and public libraries are undeveloped. • Article 31(1) of the Libraries Act(Act No. 18547), which was completely revised on December 7, 2021, stipulates that "the head of a local government or the superintendent of a city/provincial office of education must formulate a plan for the establishment and operation of a public library in advance and obtain the pre-evaluation of the feasibility of establishing a public library from the Minister of Culture, Sports and Tourism." Through the preliminary feasibility evaluation at the construction stage of the public library, it is possible to adjust distribution to improve the adequacy of scale and resolve regional imbalances and gaps. In addition, it is expected to increase service satisfaction and operational enhancement by inducing faithful securing of core infrastructure (librarians, collection, facilities, systems, etc.) in terms of balanced regional development and public library construction. The purpose of this study is to develop and present the basic direction and feasibility evaluation model for establishment of public libraries. The proposed evaluation model is expected to secure the legal basis and institutional legitimacy of the pre-evaluation system for public library establishment and to prevent waste of tax due to poor construction and operation of public libraries.
