제주도 유인등대를 활용한 해양문화공간에 관한 연구 (A Study on Ocean Cultural Space developed on the Jejudo Manned Lighthouse)

  • 한국의 등대는 지난 2003년에 건립 100주년을 맞이하였다. 등대는 본래 천혜의 자연조건 속에 입지해 있고, 바다와 관련된 시적 감흥을 간직하고 있으며, 태양에너지 등을 동력원으로 하는 친환경적인 건축시설이다. 이처럼 등대는 그 잠재적 가치와 개발 가능성이 높은 시설이다. 그 가운데 적절하게 개발된 유인등대는 이제 전통적인 기능과 역할에 충실한 항로표지일 뿐만 아니라 온 국민이 향유하고 체험하는 새로운 시설이자 공간이 되었다. 제주지방해양수산청은 지난 몇 년간의 노력을 통하여 제주도의 유인등대를 적절하게 해양문화공간으로 개발함으로써 해양문화에 대한 인식을 높이고, 지역관광에 공헌을 하여왔다. 본 연구는 해양수산부의 친수공간개발산업이 실시된 이래 제주도의 유인등대가 보다 더 적절하게 활용되기 위해 다각도로 검토되어야 할 논제들을 밝히고자 의도하였다.

  • 학생수 감소에 따라 경기도교육청 관내 많은 학교들이 폐교되었다. 경기도는 지역 재개발, 기업체 이전, 학군의 변화 등으로 학생수 이동이 많고 폐교된 학교도 재활용할 가치가 높다. 그동안 학생수 기준으로 학교를 폐교하고, 교육부의 지침과 폐교 재산 활용 기준에 의거 폐교학교를 관리하여 왔으나 경기도는 지역의 변화가 크기 때문에 지역적 특성을 고려한 활용방안을 모색할 필요가 크다. 이런 필요성에 기초하여 지역의 인구, 지역 산업, 주변 지역의 여건 등을 고려한 지역분석을 실시하여 폐교 활용방안을 모색하였다. 지역분석을 통한 폐교 활용 방안을 체험형, 직업교육형, 생활체육형, 지원시설형으로 제시하였다. 지역의 여건에 부합되는 폐교 활용 방안이라 할 수 있다.

조선후기(朝鮮後期) 지방관아건축(地方官衙建築)의 배치구성(配置構成)에 관한 연구(硏究) -문헌사료(文獻史料)에 나타난 충청도(忠淸道)를 대상으로- (A Study on the Building Layout of Provincial Government Office in the Late Chosun Dynasty -Focused on Chungchong-Do in the Literature of the Late Chosun Dynasty-)

  • This study is to analyze the building layout of traditional government office building in Chungchong province with Chungchong-do regional maps and Eupjis(邑誌) being compiled in the late Chosun dynasty. The building layout of government office in Chungchong-do is followed in the wake of the spatial structure, Sam-Jo(三朝, three reign) and Oejeon-Naejeon(外殿-內殿), of Chosun dynasty palace. The planning principle of Sam-Jo at government office, Dongheon(東軒) territory for rule administration corresponds to Chijo(治朝) with a local governor who is the ruler, as for the Naea(內衙) territory which a family of him and he lives in, it is corresponded to Yeonjo(燕朝), and in the job space of Ajeon(衙前), it is corresponded to Oejo(外朝). As for the application of the inside and outside principle of provincial government office, Dongheon is corresponded to Oejeon and Naea to Naejeon. A compositive and an approach axis of government office in Chungchong-do is correspond with Dongheon in the center, and these axes form an central axis and an entry space of government office included Oesammun(外三門) Naesammun(內三門) Dongheon or Naea. Because an essential performance of provincial government office is provincial administration, the layout configuration of government office is a function, which is an expression of an official institution.

초등학교 교과과정에 나타나는 지역공공시설 유형에 관한 연구 - 서울시 마을결합형학교 지역체험활동을 위한 - (Research on the Types of Regional Public Facilities that appear in the Elementary School Curriculum - For Seoul Village-Coupled School Regional Experiential Activity -)

  • Not only the education that follows the school curriculum but also the education that cultivates practical abilities, such as creative experiential activity, is becoming more and more important in the elementary education in order to accept the social demand about the change in the educational environment. Among these movements, 'village-coupled school' has been carried forward as a policy of the Seoul Metropolitan Office of Education since 2016, and it is operating various programs to establish the educational cooperation system of schools and villages. Particularly, each office of education is publishing the 'village resource sourcebook' and introducing the student experiential programs of public facilities that are located at each region in order to enable the experiencing of experiential activities that utilized educational resources of the region. However, the standard or basis about the composition of the regional experiential learning curriculum is currently missing. Regarding the operation of the regional experiential learning, it seems that the school curriculum and associated facility experience or others would mutually increase the educational synergy effect. This research is a proposal to increase the educational effect of regional experiential learning. In the aspect of the experience at a public facility located in the region, it aims at analyzing the use, characteristic, and others of public facilities that appear in the elementary school textbook and propose the base data of the composition of the experiential activity program related to the curriculum.

TPP versus RCEP: Control of Membership and Agenda Setting

  • This paper argues that the formation of regional integration frameworks can be best understood as a dominant state's attempt to create a preferred regional framework in which it can exercise exclusive influence. In this context, it is important to observe not only which countries are included in a regional framework, but also which countries are excluded from it. For example, the distinct feature of the Trans-Pacific Partnership (TPP) is its exclusion of China, and that of the Regional Comprehensive Economic Partnership (RCEP) is its exclusion of the United States (US). An exclusion of a particular country does not mean that the excluded country will perpetually remain outside the framework. In fact, TPP may someday include China, resulting from a policy of the US "engaging" or "socializing" China rather than "balancing" against it. However, the first step of such a policy is to establish a regional framework from which the target country of engagement is excluded.

제주 지역에 적합한 중규모 단시간 예측 시스템의 개발 (Development of Meso-scale Short Range NWP System for the Cheju Regional Meteorological Office, Korea)

  • 제주 지방 기상청을 대상으로 하는 지역 규모 단시간 수치예보 시스템을 구축하였다. 기상청 본청에서 하루 2회 제공되는 30 km해상도의 수치예보 자료로는 지방 기상청의 예보관들이 우리 나라와 같이 복잡한 지형에서 발생하는 그 지역의 국지 악기상을 파악하기에는 무리가 있다. 지역 규모의 고해상도 수치예보를 위해 LAPS와 MM5를 자료분석과 예보 모델로 이용하였다. LAPS는 양질의 수치예보 초기자료를 생산해 내기 위해 종관 관측 자료뿐만 아니라 위성 및 레이더 등의 비 종관 관측자료도 자료동화에 이용한다. MM5 모델은 16노드의 펜티엄 PC로 구성된 클러스터에서 수행되었으며 이 시스템은 분산병렬 클러스터 컴퓨터로 가격대비 성능이 매우 우수한 미니 슈퍼컴퓨터이다. 자료동화 모델, 수치예보 모델 그리고 PC-클러스터를 종합한 지역 규모 단시간 수치예보 시스템을 한라 단시간 예측 시스템이라 명명하였으며 이 시스템은 현재 제주 지방 기상청에서 독자적으로 운영되고 있다. 기상청 본청에서 제공되는 수치예보 정보로는 탐지할 수 없었던 1999년 7월 9일 제주 지역의 집중호우 사례에 대하여 본 시스템을 검증한 결과 모델이 예측한 강수량이 실제 강수량을 잘 재현하였다. 한라 단시간 예측 시스템은 2000년 4월부터 하루 4회 제주 지방기상청에서 독자적으로 운영되고 있다.

지역균형발전을 위한 지역정보체계의 구축에 관한 연구 (A Study on Establishment of Regional Information System for Regional Equal Development)

  • In spite of the rapid development of information and computer technology, the software side of those technologies has not been well studied especially in the area of regional planning. Throughout this study we identified some critical facts as below: 1) the necessity of region-specific information which is vital for urban and regional development, 2) the necessity of integration of information system into a regional unit rather than setoral unit, 3) aggravated regional inequality through the spread of communication and computing tools, and 4) advanced regional information system linking satellite and graphic computers in developed countries. From these facts, we recommend some policy directions as below: 1) It is desperately needed to establish a regional information center covering large administrative area. 2) In establishing these system, we can utilize existing communication network or estblish a brand new system. Utilization of existing administrative network and board of statistics for data collection and management, and the utilization of postal office or telephone company for distribution are recommended through the evaluation of those two alternatives, 3) It is also recommended that one-step data collection system should be established. 4) The Dat Base should be organized in many steps in close relationship with development goal and planning process. In order to make most use of this system, we need to develop a monitoring system, regional indicators and ex-ante impact studies.

Assessment of Innovation Policy Coordination Through Korean Office of Science, Technology and Innovation (OSTI)

  • The need for designing and implementing integrated policy was further emphasized in tandem with the increase in interest concerning policy coordination and interactions. An active discussion is taking place in the field of innovation policy concerning "integrated innovation policy," which considers innovation along with financial, regional development, social, and environmental policies together in a holistic manner. In Korea since the beginning of the 2000s, there were many attempts at implementing integrated innovation policy through the restructuring of the overall S&T administration system. For the purposes of taking an integrated approach to S&T policies as well as to S&T-related human resources, industrial, and regional development policies, the Roh Administration (February 2003~February 2008) elevated the S&T Minister to the level of Deputy Prime Minister as well as launching the Office of Science, Technology, and Innovation (OSTI) (October 2004 ~ February 2008) under the Ministry of Science and Technology. This study investigates the policy coordination activities of the OSTI from the perspective of policy integration. It deals with the background of the OSTI, its roles and responsibilities, the coordination process, and its achievements and limitations while discussing the important implications for developing effective policy measures with the hope of contributing to the development of theories of integrated innovation policy.
