In recent years, many of medical institution have reinforced educations for their employees aiming to secure competitiveness and to achieve higher performances. In an effort to actively response to the fast changing environment in the medical industry, the Ministry of Health and Welfare has implemented "Innovation and Service promotion" educations for employees of 34 regional medical institutions and 6 Red Cross hospitals. In this regards, the effect of the educations to change employees' mind for innovation and services and its results need to be evaluated. This study conducted surveys asking participants of the 2006 Education for Innovation of Regional Public Hospital Employees and Service Promotion and synthetically analyzes the effect of the education on their mind for services compare to their mind before the education. As a result, more them 92% of participants say that they are satisfied with the education, and many more participants agreed the effect of the education to change their mind for services. Under this circumstance, after the educations participants change more positively on "their mind for innovative services" and "their service skills in practice".

국가 및 지역혁신체제에서 기업은 지식의 창출과 확산을 위한 중심적 행위자 역할을 담당한다. 따라서 혁신시스템이 효과적으로 기능하기 위해서는 시스템내의 기업들이 기업내의 조직학습과 더불어 타기업 및 관련기관과의 상호작용을 통해 혁신을 창출하는 학습조직이 되어야만 한다. 지금까지 혁신체제론의 연구들은 신업부문별, 지역별 및 국가별 수준에서 혁신 성과에 영향을 미치는 제도적 조건을 규명하는데 초점을 두어 왔다 그러나 이러한 연구들은 혁신체제의 중심 주체가 되는 기업조직의 학습 관행 및 조직 루틴이 지역혁신체제의 성과에 미치는 영향을 대해서는 상대적으로 소홀히 취급하고 있다. 본 연구는 이러한 문제점을 보완하기 위한 시도의 일환으로써 기업이 혁신을 달성하기 위해서 조직적 역량을 어떻게 구축하고 학습하는지에 대해 고찰하는 것을 목적으로 한다. 이것은 개별 기업의 혁신성과 경쟁력을 파악하는데 있어서 뿐만 아니라 국가 및 지역 혁신체제의 잠재성을 평가하는데 있어서도 매우 중요하다고 할 수 있다. 결론적으로, 기업들은 특정 지역혁신체제에 구속되기보다는 기업의 경계 안팎에 존재하는 다양한 혁신의 원천을 탐색하고 조직적으로 체화시키기 위한 노력들을 추구한다. 그러나 이러한 기업조직의 활동 관행이 지역혁신체제의 잠재성을 저하시키는 요인이라고 보기는 어렵다. 오히려 특정 지역혁신체제 내 기업들이 외부의 지식에 접근하고 그것을 조직적으로 체화하는 사회적 학습과정을 통해서 지역혁신시스템은 제도적 고착 효과를 탈피할 수 있고 혁신체제 전반의 혁신 잠재성을 향상시킬 수 있다.

Sweden's regional innovation system is built mainly on innovative clusters, several of them - in automobile, steel, new materials, information and telecommunication, and bioscience - world-class. Most successful clusters were developed at local bases imbued with local history. In fact, a cluster's competitiveness is intimately related to its closeness of fit with its local environment. Geographically dispersed clusters in Sweden - some national, others local, and some local but deemed members of a national cluster as well - have already created many new competitive products and services. In 2001, Sweden has eight national and nine regional clusters, and envisioned eleven national and five regional clusters more. The experience of Swedish clusters indicate several elements that determine the ability of cluster policies to promote and strengthen regional economic growth. Cluster policies require strong public sector support, particularly in the form of providing basic national conditions. Regional cluster policies place new demands on national and regional industrial policies. All policies must be closely interwoven without compromising their primary allegiance to their respective areas.

본 연구는 지역발전을 위한 다양한 이론모형들을 살펴보았고, 경쟁적으로 추진되고 있는 각국이 혁신클러스터 육성정책과 성공요인, 대전지역을 중심으로 혁신클러스터 활성화를 위한 정책과제 등을 살펴보았다. 혁클러스터의 활성화를 통해 지역을 발전시키기 위해서는 산업혁신클러스터가 발전할 수 있는 여건의 조성과 체계적이고 지속적인 정부의 지원정책이 중요하다. 세계적으로 성공적이라고 평가받고 있는 미국의 실리콘밸리, 샌디에고의 UCSD, 중국의 중관촌(中關村), 스웨덴의 시스타(Kista), 핀란드의 울루(Oulu) 등은 연구개발, 생산, 지원시스템 외에 이들 요소들을 유기적으로 연결시켜주는 역동성과 해외 클러스터 및 시장과의 긴밀한 네트워크가 발달되어 있다. 그러나 유리한 여건에도 불구하고 대전지역의 벤처산업은 수도권 등에 비하여 활성화되지 못하고 있다. 산업혁신 클러스터가 성공적으로 작동하고 발전하기 위해서는 혁신클러스터와 산업(생산)클러스터, 지원시스템과 인프라 혹은 선도적 대기업 등이 유기적인 네트워크를 구축하여 역동성을 발휘해야 한다. 구체적인 활성화 전력으로는 (1)기업환경 개선과 연구 성과의 사업화, (2)벤처금융지원 강화, (3)첨단기업의 유치와 네트워크 강화, (4)정부의 체계적인 지원과 혁신클러스터 구축 등이 있다.

We proposed intriguing and simple technique for fabricating flexible plastic liquid crystal (LC) devices. We made a preliminary version of a flexible LC display employing this concept, and we confirmed this technique was useful for the flexible LC display; the electro-optical reproducibility of the flexible LC device fabricated here was remarkably improved against external perturbation compared with the conventional one.

The article considers in detail the possibilities and significance of marketing technologies for additional education programs as the most flexible and adaptive component of the educational process. Moreover, additional education programs are the most market-defined. Also at this stage, we have developed the structure of the e-mail message about ongoing additional educational programs in order to promote them, and on its basis, we have prepared an example of a letter for e-mail.informational and educational mailing using techniques to attract the attention of the addressee in order to promote additional educational programs.The content of the letter was also formed for students of the electronic course "Education Marketing", sent out in order to monitor the educational process.

최근 신흥개발국들은 한국형 경제개발 정책에 관심을 갖고 한국의 지역혁신 모델을 접목하고자 노력하고 있다. 한국도 신흥국의 수요에 맞추어 지역혁신 모델을 수출하고 해당국과 경제협력을 강화하는데 관심이 있다. 본 연구는 신흥국에 대한 한국형 지역혁신모델 전수사업을 분석하고 정책을 제시하고자 한다. 이를 위해 태국, 키르키즈공화국, 베트남, 멕시코 등 신흥 4개국의 혁신기관 실무자들이 공동학습 - 네트워크- 상호작용 활동에 참여하는 행태를 표적집단면접법에 의해 분석하였다. 한국의 혁신기관에서 제공하는 전수사업에서 현지국가 혁신주체의 초기 활동을 분석한 결과, 전수사업의 연수 시간과 이후 현지인들에 의한 자체 공동학습 참여율의 관계는 가장 밀접한 상관관계 (0.975)가 있음을 발견하였다. 그러나 이들의 자체 공동학습과 현지의 네트워크 참여율의 상관계수는 다소 낮아 (0.667), 현지에서 공동학습을 네트워크로 연결하는 정책이 필요하다. 네트워크 참여율과 혁신주체의 상호작용 참여율은 높은 상관관계 (0.950)로 나타나, 네트워크 구축이 지역혁신 모델의 관건이라는 것을 보여준다. 본 연구는 교육과 컨설팅 형태의 연수보다는 현지의 혁신 네트워크 활동을 촉진하는 사업을 추천한다. 본 연구는 충남테크노파크의 사례와 같이 혁신주체들이 스스로 학습 네트워크를 구축하여 지역에 맞는 혁신모델을 창출하고 지역혁신플랫폼을 직접 운영하는 단계까지 추진하는 전수사업 정책을 제안한다.

본 연구는 지역농업의 생산 및 유통체계와 관련한 혁신환경을 분석하고 이를 토대로 지역농업의 발전적 대안을 제시하고자 하였다. 사례지역의 농업경영은 노동력과 수익성을 고려한 개별농가의 의사결정에 의해 크게 영향 받으며 생산자간 협력관계나 산 학 관 혁신 주체들 간의 네트워크 구축은 미약하다. 생산과 유통과정에서는 변화하는 경제환경에 대응하기 위한 기술혁신의 노력이 미약하고 혁신 주체들 간에는 신뢰수준이 낮다. 혁신 주체들간 낮은 수준의 협력관계는 불완전한 정보와 지식을 가진 개별농가의 의사결정에 대한 의존도를 높이게 되므로 타 지역과의 경쟁력확보와 지역농업의 발전에는 불리하게 작용된다. 따라서 지역농업의 경쟁력 확보와 발전을 위해서는 변화하는 유통환경을 고려하여 생산중심의 영농방법에서 벗어나 목표시장을 설정하고 시장지향적 생산구조로 전환시킬 필요가 있다. 또한 지역농업의 경영과 관련해서는 산 학 관 지역 혁신 주체들 간의 신뢰에 기초한 상호협력 체계를 구축하고 이들 혁신 주체들을 체계적으로 조직화할 필요가 있다. 결론적으로 지역농업의 발전을 위해서는 물리적 기반의 확충보다 지역특성을 고려한 혁신 환경을 조성하는 것이 더 중요한 문제일 수 있으며, 혁신 주체들 간에는 신뢰관계를 기반으로 한 상호협력 체계의 구축을 통해 시너지효과를 창출해야 한다.

Carbon nanotubes (CNT) emitter has widely become an attractive mechanism that draws growing interests for cold cathode field emission.$^{1,2}$ CNT yarns have demonstrated its potential as excellent field emitters.$^3$ Extensive simulations were carried out in designing a CNT yarn-based cathode assembly. The focal spot size dependence on the anode surface of the geometric parameters such as axial distance of the electrostatic focus lens from the cathode and the applied bias voltages at the cathode, grid mesh and electrostatic focus lens were studied. The detailed computer simulations using Opera 3D electromagnetic software$^4$ had revealed that a remarkable size of focal spot under a focusing lens triode type set-up design was achieved. The result of this optimization simulation would then be applied for the construction of the CNT yarn based micro-focus x-ray tube with its field emission characteristics evaluated.

디지털 시대에 혁신은 정보기술발전의 핵심이다. 본문은 혁신 시스템 내 지역혁신능력의 차이를 새로운 관점에서 분석하고 있다. 본 연구는 커플링조정모델을 이용하여 중국의 31개 성, 시, 자치구의 혁신시스템(혁신투입, 혁신산출, 혁신환경)에 대해 커플링 정도를 비교 분석하고 있다. 분석 결과는 두 가지로 요약할 수 있다. 첫째, 중국의 전반적인 커플링 조정 수준은 낮다. 그리고 양호한 커플링과 높은 수준의 커플링 단계에 있는 지역의 수는 많지 않다. 둘째, 커플링의 전반적인 추세는 상승하고 있으나, 상대적으로 양호한 커플링 단계에 있는 지역은 대부분이 지역경제발전 수준이 높은 동부 연해안 지역에 분포되어 있다. 본문의 연구 결과는 혁신 능력 평가에 대한 새로운 관점을 제공할 수 있으며, ICT 산업의 발전을 촉진하는 데 혁신이 중요한 영향을 미칠 수 있음을 강조하고 있다.
