An Analysis on Research Funding of Geosciences in Korea (우리나라 지질자원분야 연구예산 지원에 관한 분석연구)

  • This study analyzed trends in geoscientific research funding provided by the Korea Science and Engineering Foundation (KOSEF) and examined strategies to promote geoscientific research. The strengths of geoscientific research in South Korea include the excellent academic quality of researchers, established research infrastructure, and inter-disciplinary research. Weaknesses include insufficient leadership in related societies and institutes, insufficient research productivity, and the exclusion of the field from nationally supported large-scale research projects. Opportunities for expanded research include environmental issues, the sustainable use of natural resources, the promotion of international research cooperation, and the initiation of national efforts to find solutions for regional problems. However, growth in the geosciences is threatened by prioritized investment in fields such as biotechnology, nanoscience, and information technology, a dismissive attitude toward the growth of basic sciences, and an increased demand for projects with visible economic and societal impacts. In terms of funding, group-based programs receive more support than individual-based programs. Between 1978 and 2006, KOSEF invested 1,744 billion won ($1.873 billion US) in a total of 46,748 basic research projects. Of this amount, 62.1 billion won ($66.7 million US) was allocated to 1,901 projects in the geosciences, which was roughly 2.6-10.6% of the money available in a given year. These funds were used to support research and development, the development and maintenance of necessary infrastructure, and the education and training of geoscientists.

  • Health geography has gained importance due to healthy smart cities, regions, and the integration of geo-internet and blockchain technologies. This study explores the intersection of geography and health, focusing on specific health challenges faced by individuals and groups. Using observational and descriptive methods, the study takes a regional approach to illuminate the socio-economic factors that are critical to addressing global health challenges. Drawing on academic literature and practical research, a concise case study of health challenges in Uzbekistan is presented, offering valuable insights. The analysis of data from informative articles and UN publications highlights the interdisciplinary nature of health geography and its practical applicability for researchers and policymakers. The findings underscore the important role of geography and health sciences in addressing region-specific diseases while highlighting the importance of spatial analysis in understanding environmental hazards and health impacts, including disease outbreaks.

Impacts of Low-priced of Industrial Electricity and Loose Environment Regulations on Investment Incentives of Inward Foreign Direct Investment of the Manufacturing Industries in Korea (외국계 제조업체 투자유인으로서의 저렴한 전기요금과 느슨한 환경규제 영향력)

  • The role of the foreign direct investment is very crucial for the regional economic growth nowadays. The inward FDI in Korea has been increased since the Act of foreigner investment promotion in 1998. The municipal and national government have designated the special industrial zones and supported the diverse incentives for the foreign investment companies. The service sector had a large share of inward FDI. However, manufacturing sector overtook the service sector as the largest FDI in 2009. This study focuses on the greenfield manufacturing FDI, which was established from 1999 to 2012 in Korea. In order to find out the impacts of low-priced industrial electricity and loose environmental regulations on choosing Korea, this paper did in-depth interviews with MOTIE, Korea industrial complex, Korea Trade-Investment Promotion Agency, some FDI companies. Investment incentives such as low price of domestic industrial electricity strongly affect why manufacturing FDI companies choose Korea to invest. The Korean government has also acknowledges that low-price policy can internationally compete to attract FDI. There is a possibility that FDI energy-guzzling industrial companies may choose for Korea to use the low-priced electricity, raising the issue of supply-demand of electricity of Korea in the future.

Results of this study shows how significantly entrepreneurship influence on business startup pattern determining successful performance of business startup and let potential entrepreneur utilize it as to proceed business planning and establishing strategies.

Impacts of Urban Land Cover Change on Land Surface Temperature Distribution in Ho Chi Minh City, Vietnam

  • Urban expansion, particularly converting sub-urban areas to residential and commercial land use in metropolitan areas, has been considered as a significant signal of regional economic development. However, this results in urban climate change. One of the key impacts of rapid urbanization on the environment is the effect of UHI (Urban Heat Island). Understanding the effects of urban land cover change on UHI is crucial for improving the ecology and sustainability of cities. This research reports an application of remote sensing data, GIS (Geographic Information Systems) for assessing effects of urban land cover change on the LST (Land Surface Temperature) and heat budget components in Ho Chi Minh City, where is one of the fastest urbanizing region of Vietnam. The change of urban land cover component and LST in the city was derived by using multi-temporal Landsat data for the period of 1998 - 2020. The analysis showed that, from 1998 to 2020 the city had been drastically urbanized into multiple directions, with the urban areas increasing from approximately 125.281 km2 in 1998 to 162.6 km2 in 2007, and 267.2 km2 in 2020, respectively. The results of retrieved LST revealed the radiant temperature for 1998 ranging from 20.2℃ to 31.2℃, while that for 2020 remarkably higher ranging from 22.1℃ to 42.3℃. The results also revealed that given the same percentage of urban land cover components, vegetation area is more effective to reduce the value of LST, meanwhile the impervious surface is the most effective factor to increase the value of the LST.

  • The goal of impact studies (e.g., as mandated by NEPA in the USA) is to ensure that the full implications of development proposals (ecologic, economic, and social) are taken into account before decisions are made and projects are allowed to proceed. In other words, the aim is to ensure that impact assessment is integrated into planning and policy processes. Today. nearly 25 years after the enactment of NEPA, it is appropriate to inquire regarding the extent of progress toward such integration. This paper examines the role of impact assessment in planning and policy processes with specific reference to resource development projects in the Great Plains region of the USA. The author gives special attention to the socioeconomic impacts associated with energy resource extraction and conversion projects and the role of impact assessment in project evaluation, in local and regional planning, and in state policy development.

  • 물 공급 지장의 경제적 파급 효과를 분석하기 위해 한국은행이 2007년 발간한 2003년 지역산업연관모형을 이용하였다. 특히 가뭄의 발생은 지역적인 특성을 가지고 있어서 지역에 따라 피해도 다르게 나타날 것이다. 우선적으로 배분해야할 각 산업의 순위도 지역별로 달라지게 될 것이다. 따라서 전국산업연관표를 이용하여 물 공급의 지장비용을 분석하였을 때보다 구체적으로 효율적인 물 배분에 대한 정보를 제공할 수 것이다. 특히 기존에는 지역별 물 공급 지장 비용을 계측하기 위하여 주로 전국산업연관표 이용하여 각 지역별 산업연관표를 간접 추계하여 사용하였다. 이 방식은 방법론에 따른 오차 존재 가능성이 크기 때문에 신뢰도가 결여된다. 그러나 본 연구는 한국은행의 2003년 실측(survey-based method) 지역산업연관표를 이용하였기 때문에 기존 연구보다 신뢰성있는 연구가 될 것이다. 추정결과, 우리나라 수도산업의 특징은 지역내 파급 효과가 지역간 파급 효과보다 큰 자급자족형 산업인 것으로 나타났다. 전후방연쇄효과도 거의 모든 지역에서 1이상으로 나타났고 후방연쇄효과가 가장 큰 지역은 경남지역으로 나타났다. 서울권과 경남권에서 만 원어치만큼 물 공급되지 않을 경우 해당 지역의 산업에 각각 130만 원과 57만 원의 피해 비용이 발생한다.

Regional development through vitalization of agro-industrial complex in seocheongun (농공단지 활성화를 통한 서천군 지역발전방안)

  • The vitalization of Agro-industrial complex could be an alternative to enhance farmers off-farm income and overcome FTA's impacts on the import of agricultural products. However, it is evaluated the governmental policy on the Agro-industrial complex has not been successfully done as expected. The Agro-industrial complex started to be composed in 1984 and the 427 Agro-industrial complex have been composed nationwide by 2011. Meanwhile, three Agro-industrial complex where 61 factories are running have been composed and two Agro-industrial complex are being under construction in Seocheongun as of 2011. It is investigated that there are constraints in the government supporting systems for Agro-industrial complex. They are; Aged and poor infrastructure facilities, Weak marketing competition, Scattered supporting agencies, and Poor loan system, etc. In this respect, the policy of supporting system was suggested and recommended to vitalize Agro-industrial complex in the study. They are; Better loan system, Improving aged facilities, Marketing support, Assisting technology, Suppling labor power, and Forming factory-network, etc.

The Relationship between Regionalism and Multilatevalism: A Case Study of the Korean Computer Industry (지역주의와 다자주의간의 관계 - 한국 컴퓨터 산업을 중심으로 -)

  • Korea remains one of the few countries in the world that has not participated in any formal regionalism except its first FTA with chile which was just recently concluded. The lack or regionalism in Northeast Asia reflects post-war national policies that favored international export markets as an engine of economic growth. Based on a survey of 50 firms in Korea, this paper examines the relationship between regionalism and multilateralism in terms of computer industry. The results show that the industry favors international rather than regional markets for its continued export growth. According to the results, accelerated trade liberalization measures through the mutilateralism of the WTO dilute the demand for and negative impacts from regionalism. Overall, the results suggest that the Korean computer industry supports a trading system with a strong multilateral commitment based on non-discrimination.

Water Yield Computation and the Evaluation of Urbanization in the Bagmati Basin of Nepal

  • Ecosystem service valuation is a crucial step for the sustainable management of watershed. In the context of various ecosystem services provided by watershed, this study, particularly deals with water yield computation in Bagmati Basin of Nepal. The water availability per population in Bagmati Basin is lowest compared to other basins in Nepal. Also, the rate of urbanization is rapidly growing over a decade. In this regard, the objectives of this study are 1) to compute the total water yield of the basin along with computation on a sub-watershed scale, and 2) Study the impacts of land use change on water yield based on CLUE-S model. For the study, Integrated Valuation of Environmental Services and Tradeoffs (InVEST), a popular model for ecosystem service assessment based on Budyko hydrological method is used to compute water yield. As well, CLUE-S model is used to study land use change, which is further related to study variation on water yield. The sub-watershed wise outcome of the study is expected to provide the guidelines for the effective and economic management of a watershed on a regional scale.
