국제 환경레짐(Environmental Regime)에 관한 소고 -남극조약 체제(System)를 중심으로- (A Study on International Environmental Regime -The Case of the Antarctic Treaty System-)

  • The so called Antarctic Treaty System, started from the Antarctic Treaty in 1959, has gradually been enlarged into the concept of an international environmental regime, which has been included in not a few international institutions, treaties, conventions, and international non-governmental organizations (INGO). This kind of movement, as in the role of an international environmental regime, has recently been highlighted in the Protocol on Environmental Protection to the Antarctic Treaty. This Protocol is taking appropriate measures as an international environmental regime in regulating its member nations by enforcing principles in protecting Antarctic resources and environment, regulating member nations' Antarctic activities, establishing norms in the adoption of international and domestic laws, and devising regulations for deciding administrative actions through the member nations' collective decision-making procedures. h this context, this paper is to test a few questions; firstly, how the Antarctic Treaty System can be related with the role of international environmental regime; secondly, how the theories of international environmental regime, such as the hegemony theory, rational choice theory, and international morality theory, can be tested in the role of Antarctic Treaty System as an international environmental regime. Finally, this paper provides a solution for the future problems of the Antarctic Treaty System as an international environmental regime regarding the regime's principle (conflict between the environmental principle and the right of nation-state), norms and regulations (the conflict between the developed and underdeveloped nations in terms of the concept of 'common but differentiated environmental responsibility'), cooperation directions (the leadership problems between hegemonic nation and multilateral leading groups), and management methods (cooperation and arrangement problems among expert institutions, observer groups, and INGO).

  • As the political arguments on international power concept has gradually been deepened, the role of international regimes, defined as principles, norms, rules, and decision-making procedures around which nation-actors' expectations converge in a given issue-area, has also been reinforced. There are many ways of understanding about international regimes. In terms of realistic theories, international regimes are one of methods of maintaining hegemonic power order of hegemonic nation and in terms of liberalistic theories, international regimes are understood as the products of mutual inter-dependence of nations in changing international society. As a matter of fact, if we take structural causes and regime consequences into severe consideration, we can find not a few characteristics of international regimes, such as security regime, world trade and fiance regime, ocean regime, environmental regime, human right regime, etc. This paper will examine the changing concept of power after World War II in three categories of hard power (military power), meta power (regime creating power), and soft power (advanced in cultural, diplomatical, and technological power). This paper will provide the evidence of why the changing power concepts will be strongly related with the emergence of international regimes. The UN convention on the law of the sea will chosen as a standard case of the ocean regime and it's regime structure and role will also be analysed in both realistic :md liberalistic theories. Futhermore, the nations' interests involved in the UN convention on the law of the sea will be analytically classified and finally a future prospectus of the UN convention on the law of the sea as an ocean regime will be tested.

A Comparison Study Between Navier-Stokes Equation and Reynolds Equation in Lubricating Flow Regime

  • For practical calculations, the Reynolds equation is frequently used to analyze the lubricating flow. The full Navier-Stokes Equations are used to find validity limits of Reynolds equation in a lubricating flow regime by result comparison. As the amplitude of wavy upper wall increased at a given average channel height, the difference between Navier-Stokes and lubrication theory decreased slightly : however, as the minimum distance in channel throat increased, the differences in the maximum pressure between Navier-Stokes and lubrication theory became large.

  • When and why do states cooperate in international basins? In recent years, there have been increasing attempts to apply international relations theories such as realism and neo-liberal institutionalism in understanding prospect of cooperation among sovereign states over shared rivers. Realists of hydropolitics argue that fate of cooperation resides in hands of hegemons and distribution of aggregate power among riparian states. Such pessimistic contention has been challenged by neo-liberal institutionalists, especially through regime theory. However, regime theory barely explains why and how cooperation emerges in the first place prior to regime formation. Therefore, the research suggests the game theory from neo-liberal institutionalism as an alternative theoretic approach. The accountability of Oye (1986)'s theoretical framework is illustrated through the case of cooperation in the Rhine River Basin.

평형하상 이론을 이용한 청미천 구하도 복원 대상구간의 안정하도 평가 및 설계 (Stable Channel Analysis and Design for the Abandoned Channel Restoration Site of Cheongmi Stream using Regime Theory)

  • 하천 복원 설계는 하천 수리 및 유사 수리학적, 하천 지형 및 형태학적, 그리고 생태환경적인 측면까지 모두 고려하여 인위적이지 않고 자연 상태에 가까운 평형하천의 형태를 갖도록 안정성을 최대화하면서 유지 관리 작업은 최소화하는 방향으로 수행해야 한다. 이를 위해서는 우선 평형하상 이론을 고려한 복원 하천 및 하도의 안정성에 대한 평가가 선행되어야 한다. 이러한 평형하상 이론 방법은 일반적으로 크게 해석적 방법 또는 경험적 방법의 형태로 발전되어 왔다. 본 논문에서는 청미천 구하도 복원이 실시되는 구간에 대해서 해석적 방법의 대표적인 Copeland 방법을 기본 모듈로 채택하고 있는 SAM 프로그램을 이용하여 안정하도를 설계하였으며 경험적 방법의 평형공식(하류하천 수리기하 공식)들을 이용하여 현재하도의 안정성을 평가하고 분석하였다. 해석적, 경험적 방법들로 분석된 결과들은 구하도 구간의 하도 형태 설계를 위한 자료로 활용하기 위한 것이다. Copeland 방법을 이용한 분석 결과, 청미천 대상구간의 안정하도는 현재하도보다 폭이 좁고 수심이 큰 그리고 경사가 완만한 하도인 것으로 나타났다. 또한 수리기하공식을 이용하여 복원 하천의 하폭 및 경사를 예측한 결과, 예측된 평형하도의 하폭은 현재 하도의 하폭보다 폭이 좁은 것으로 예측되었으며, 특히 Julien and Wargadalam 방법으로 예측한 결과 현재하도가 평형상태에 도달하기 위해서는 경사가 현재상태보다 더 완만해져야 되는 것으로 나타났다.

단섬유 복합재료의 탄성계수 예측에 관한 연구 (A Study on the Prediction of Elastic Modulus in Short Fiber Composite Materials)

  • Theoretical efforts are performed to extend the formulation of NSLT(New Shear Lag Theory) for the prediction of the elastic modulus in short fiber composite. The formulation is based on the elastic stress transfer considering the stress concentration effects influenced by elastic modulus ratio between fiber and matrix. The composite modulus, thus far, is calculated by changing the fiber aspect ratio and volume fraction. It is found that the comparison with FEA(Finite Element Analysis) results gives a good agreement with the present theory (NSLT). It is also found that the NSLT is more accurate than the SLT(Shear Lag Theory) in short fiber regime when compared by FEA results. However, The modulus predicted by NSLT becomes similar values that of SLT when the fiber aspect ratio increases. Finally, It is shown that the present model has the capability to predict the composite modulus correctly in elastic regime.

Nonlinear evolution of the relativistic Weibel instability driven by anisotropic temperature

  • The relativistic Weibel instability has drawn attention as a main mechanism of the magnetic generation in the core of galaxies or in the formation of universe. The Weibel instability is not yet fully understood in the relativistic region. We investigated nonlinear saturation and decay of the relativistic Weibel instability. It is found that the early phase of the instability is in excellent agreement with the linear theory. But, an analysis based on an alternative magnetic trapping saturation theory reveals that a substantial discrepancy between the theory and simulation is revealed in the relativistic regime in contrast to an excellent agreement in the non-relativistic regime. The analysis of the Weibel instability beyond the quasilinear saturation stage shows an inverse cascade process via a nonlinear decay instability involving electrostatic fluctuation.

  • 본 연구는 미국과 한국의 오픈 소스 소프트웨어(OSS) 기업의 사례를 중심으로 기존 기술추격이론이 지식 집약적인 OSS 산업에서도 적용되는 지를 분석하고 후발기업들이 기술추격의 발판을 마련할 시사점을 연구하는 것을 그 목적으로 한다. 이를 위하여, 국내 SW 기업들의 인터뷰와 미국 SW 기업들의 기록문서 분석 및 2차 출처들의 검토를 통한 실증적 연구를 수행하였으며, 패러다임의 변곡점 판별과 기술체제의 비교라는 분석의 틀을 이용하여 소프트웨어(SW) 기업의 기술추격 과정을 연구하였다. 본 연구결과, OSS 기업의 기술추격을 설명하는데 있어 기존 기술추격이론의 이론적 논거가 유효하지 않다고 판별하였고 기술체제의 비교 결과, 후발기업의 기술추격을 효과적으로 촉진하는 유효한 요소들을 파악하였다. 또한 저자들은 OSS 기업의 사례연구 결과를 통하여 탈 추격이론이 주장하는 기존 이론의 제약을 진단하고 OSS 의 낮은 전유성이 역설적으로 기술추격을 촉진하는 새로운 기술 체제에 대한 해석을 논의한다.

원형 단면을 갖는 헬리컬 스프링에 대한 파동 (Wave Motion of Helical Springs with a Circular Section)

  • The governing partial differential equations of a helical spring with a circular section were derived from Frenet formulas and Timoshenko beam theory. These were solved to give the dispersion relationship between wave number and frequency along with wave form. Wave motions of helical springs are categorized by 4 regimes. In the first regime, the lower frequency area, the torsional and extensional waves of the spring are predominant and two waves are composite wave motions involving lateral motion of the coils and rotation of the coils about a horizontal axis. All waves are propagating in the second regime. The wave of the extensional motion of the spring and one wave of transverse motion of a wire change from travelling waves to near field waves in the third regime. Both waves excited by both axial and transverse motion are predominant in the fourth regime.

  • Frictional loss in turbulent regime is abnormally increased compared with in laminar regime. Thus the consideration of temperature rise across fluid film is significant in analysis and conventional isothermal theory loses its usefulness for performance prediction. This paper proposes to the three-dimensional thermohydrodynamic analysis of finite journal bearings operating under turbulent condition using two-equation model($\kappa-\varepsilon$ model) proposed by Hassid & Poreh. The equations are solved numerically by finite difference method. We make the analysis applicable even at large eccentricity when back flow of the lubricants occurs and axial flow is no longer ignored compared to circumferential flow.
