It is very difficult that a previous surveillance system and vehicle detection system find objects on a limited and unstable illumination condition. This paper proposes a robust method of adaptively updating a reference background image for solving problems that are generated by the unstable illumination. The first input image is set up as the reference background image, and is divided into three block categories according to an edge component. Then a block state analysis, which uses a rate of change of the brightness, a stability, a color information, and an edge component on each block, is applied to the input image. On the reference background image, neighbourhood blocks having the same state of a updated block are merged as a block. The proposed method can generate a robust reference background image because it distinguishes a moving object area from an unstable illumination. The proposed method very efficiently updates the reference background image from the point of view of the management and the processing time. In order to demonstrate the superiority of the proposed stable manner in situation that an illumination quickly changes.

Near infrared reflectance spectroscopy (NIRS) was used to develop a rapid and nondestructive method for the determination of fatty acid composition in sesame (Sesamum indicum L.) seed oil. A total of ninety-three samples of intact seeds were scanned in the reflectance mode of a scanning monochromator, and reference values for fatty acid composition were measured by gas-liquid chromatography. Calibration equations were developed using modified partial least square regression with internal cross validation (n=63). The equations obtained had low standard errors of cross-validation and moderate $R^2$ (coefficient of determination in calibration). Prediction of an external validation set (n=30) showed significant correlation between reference values and NIRS estimated values based on the SEP (standard error of prediction), $r^2$ (coefficient of determination in prediction) and the ratio of standard deviation (SD) of reference data to SEP. The models developed in this study had relatively higher values (more than 2.0) of SD/SEP(C) for oleic and linoleic acid, having good correlation between reference and NIRS estimate. The results indicated that NIRS, a nondestructive screening method could be used to rapidly determine fatty acid composition in sesame seeds in the breeding programs for high quality sesame oil.

The filamentous fungus Fusarium graminearum is an important cereal pathogen. Although quantitative realtime PCR (qRT-PCR) is commonly used to analyze the expression of important fungal genes, no detailed validation of reference genes for the normalization of qRT-PCR data has been performed in this fungus. Here, we evaluated 15 candidate genes as references, including those previously described as housekeeping genes and those selected from the whole transcriptome sequencing data. By a combination of three statistical algorithms (BestKeeper, geNorm, and NormFinder), the variation in the expression of these genes was assessed under different culture conditions that favored mycelial growth, sexual development, and trichothecene mycotoxin production. When favoring mycelial growth, GzFLO and GzUBH expression were most stable in complete medium. Both EF1A and GzRPS16 expression were relatively stable under all conditions on carrot agar, including mycelial growth and the subsequent perithecial induction stage. These two genes were also most stable during trichothecene production. For the combined data set, GzUBH and EF1A were selected as the most stable. Thus, these genes are suitable reference genes for accurate normalization of qRT-PCR data for gene expression analyses of F. graminearum and other related fungi.

In this paper, wavelet based blind watermarking using self-reference method is proposed. First, we process wavelet transform of original image. Then, we set all domain except for the low-frequency domain to zero and make self-reference image after wavelet reverse transformation. By choosing specific domain according to the pixel value difference between original image and self-reference image, we make random sequence, use as watermark and embed. The experimental results of the watermark embedding and extraction on various images show that the proposed scheme not only has good image quality, but also has stability on JPEG lossy compression, filtering, sharpening, blurring and noise.

This study has two aims. one is to devide the ideology of reference service into three groups such as conservative, moderative, and progressive theories, and then investigate the validity of each theory as well as any problems to be suggested. The other is to establish appropriate standards of reference service according to the types of libraries and users, based on the analysis of such theories. Each theory has its own merits and demerits. Accordingly, it seems to be difficult to apply uniformly and theory into users who have different types of question and educational levels. And also it is difficult to apply into various libraries which have different aims of establishment, characteristics, and the users of each library. Consequently, it is suggested to set up a norm of reference service according to the types of libraries and users respectively. The conservative theory is applicable to small and medium sized public libraries, school libraries, and college and university libraries of which the users are mainly students and citizens. The progressive theory is desirable for special and academic libraries as well as large public libraries where the users are mainly specialists. and scholars.

Despite the well-known mathematical model of fixed-wing aircraft, there are various studies to meet desired performances by considering the modeling errors in the extended flight envelope. This paper proposes a new adaptation mechanism of model-reference adaptive control, which applies the Levenberg-Marquardt algorithm to the pitch attitude control of fixed-wing UAV. In addition, reference model in the adaptation law is set by referring to the dynamic properties of the plant model. The performance of the proposed adaptive control law is verified through simulations and flight tests.

In this study, the daily-based reference evapotranspiration was evaluated with Hargreaves equation at the 23 meteorological stations for the time period of 1997-2006. The Hargreaves coefficient was self-calibrated to give the best fit with Penman-Monteith evapotranspiration, being regarded as a reference. On the basis of the estimated parameter set, a generalized regression was conducted to estimate the Hargreaves evapotranspiration by just using temperature data. This study will contribute to water resources planning, irrigation schedule, and environmental management.

With South Korea increasingly focusing on nuclear energy, the management of spent nuclear fuel has attracted considerable attention in South Korea. This study established a novel procedure for selecting safety-relevant radionuclides for long-term safety assessments of a deep geological repository in South Korea. Statistical evaluations were performed to identify the design basis reference spent nuclear fuels and evaluate the source term for up to one million years. Safety-relevant radionuclides were determined based on the half-life criteria, the projected activities for the design basis reference spent nuclear fuel, and the annual limit of ingestion set by the Nuclear Safety and Security Commission Notification No. 2019-10 without considering their chemical and hydrogeological properties. The proposed process was used to select 56 radionuclides, comprising 27 fission and activation products and 29 actinide nuclides. This study explains first the determination of the design basis reference spent nuclear fuels, followed by a comprehensive discussion on the selection criteria and methodology for safety-relevant radionuclides.

In this paper, a test bed for real-time network Real-Time Kinematic (RTK) research was constructed using reference stations of the NGII. A group of candidate station networks was derived, including three stations in Seoul. The group consisted of four stations with a distance of less than 100 km between them. Among several candidates, a network composed of stations with short distances between them and demonstrating good data quality for all reference stations was selected as the test bed. After collecting real-time data in Radio Technical Committee for Maritime services (RTCM) format from the selected stations and conducting a noise analysis on measurements, mm-level carrier phase measurement noise was confirmed. Afterwards, the user set the reference station inside the test bed and analyzed the network RTK positioning performance of the MAC method using the GPS L1 frequency as post-processing. From the result of the analysis it was confirmed that the residual error for all users was within 10 cm after applying the correction. Additionally, after determining integer ambiguities through Least-squares AMBiguity Decorrelation Adjustment (LAMBDA), it was confirmed that the fix rate was 100%, and all ambiguities were resolved as true values.

Incorporation of an arbitration clause by reference to other documents occurs in many international business transactions. The reference is either to another document that contains arbitration clause or to trading rules which contain the arbitration clause, without the main contract mentioning that arbitration has been agreed upon. In fact, incorporation by reference in to a contract of an arbitration clause set forth in another agreement is deemed valid in any number of circumstances, even when the parties to the two contractual instruments are not the same. Difficulties arise when, instead of an express arbitration provision, a contract contains a clause which refers to the trading rules of a certain trade association, so-called external arbitration clause. The U.S. courts which will presume that the parties intended to arbitrate under a particular set of rules when they expressly mentioned arbitration in their agreement, have sometimes refused to enforce contract clauses that do no more than refer to particular trading rules, even if these rules contain provisions binding the parties to arbitrate their disputes. The courts in such cases tend to be careful in determinig whether intent to arbitrate is present. In maritime contracts, the arbitration clause in a charter party is often referred to in the bill of lading. Such reference usually is held binding upon the parties to the contract of carriage, their knowledge of such practice being presumed. A nonsignatory may compell arbitration against a party to an arbitration agreement when that party has entered into a separate contractual relationship with the nonsignatory which incorporates the existing arbitration clause. If a party's arbitration clause is expressly incorporated into a bill of lading, nonsignatories … who are linked to that bill … may be bound to the arbitration agreement of others. An arbitration clause in a charterparty will be incorporated into a bill of lading if either - (a) there are specific words of incorporation in the bill, and the arbitration clause is so worded as to make sense in the context of the bill, and the clause dose not conflict with the express terms of the bill; or (b) there are general words of incorporation in the bill, and the arbitration clause or some other provision in the charter makes it clear that the clause is to govern disputes under the bill as well as under the charter. In all other cases, the arbitration clause is not incorporated into the bill.
