  • The foremost priority for establishing record management of public institutions is strengthening the function and role of the records centers in the institutions and creating the foundation of the organization and personnel for demonstrating professionalism of archivists. However, concept of current records center is not clear and there is no substance of the organization. It also says that once a records manager is deployed, a records center is founded since appointment criteria for archivists is prone to be interpreted subjectively by the institutions. Therefore, it's time for more concrete improvements to resolve these issues. This research analyses some problems found in the system of records centers in the main office and district offices of education focusing on the environment of them. The problems are centers without substance in district offices of education because of the organization structure that all authority has been assembled in the main office, and the reality of records managers who have fallen into records discarders, etc. To solve these problems, this paper proposes changing the appointment criteria for archivists, operating an integrated records center reflecting the intensive working system, and legislating special act on record management of educational institutions.

A total of 8 institutes participated voluntarily and redesigned the retention schedule, which consists of 16 common functions, 66 tasks, and 381 files for about 4 months. The process consists of reviewing the regulations related to the records management of the participating organizations, determining the hierarchy and scope of the retention schedule, deriving 16 common functions as well as the unit task for each function, and constructing the file of each task. In situations wherein it is difficult to expect the government-led policy and strategy specific to the research institute and the research records management, the retention schedule designed jointly by the records managers of the scientific and technological field serves as a useful records management tool. This collaborative effort between records managers of similar agency records will also be significant in jointly coping with the new policy and innovation plans in the future.

  • The amount of audio-visual records production is growing rapidly and its formats are various. However, the audio-visual records are hardly managed and transferred. There are four different problems for checking how to transfer and manage audio-visual records of the central government: production and register, management and utilization, transfer, and dedicated program management. For solving these problems, the study proposes the development of process tools for audio-visual records, such as dedicated processes and S/W; the standardization of audio-visual records' management; the changes of audio-visual records officer's recognition; the need to educate dedicated audio-visual records managers; the recruitment of professionals dedicated to audio-visual records in the National Archives of Korea. Additionally, it is necessary to make an effort into practical use and preservation of audio-visual records.
