A Study on Optimal Duration Estimation for Construction Activity

  • As a construction project is recently becoming large-scaled and complex, construction process plan and management for successful performance of a construction project has become more important. Especially a reasonable estimation plan of activity duration is required because the activity duration is directly related to the determination of the entire project duration and budget. However, the activity duration is used to estimate by the experience of a construction manager and past construction records. Furthermore, the prediction of activity duration is more difficult because there is some uncertainty caused by various influencing factors in a construction project. This study suggests an estimation model of construction activity duration using neural network theory for a more systematic and objective estimation of each activity duration. Because suggested model estimates the activity duration by a reasonable schedule plan, it is expected to reduce the error between planning duration and actual duration in a construction project. And it can be a more systematic estimation method of activity duration comparing to the estimation method by experience of project manager.

  • The study seeks to analyze the procedures and methods of preparing the records management reference table of the electronic human resource management system dataset, the roles of participating organizations, and the contents of each management reference table area from the records manager's perspective to help the person in charge of establishing the management reference table. Improvement plans were suggested based on the problems that appeared during the process of preparing the reference table. As a major improvement plan, a separate selecting policy at the level of the national archives should be designed for the national important dataset records in the government information system, which should be operated such that it preserves the entire dataset rather than a part. It is necessary to set the unit function-data table-unstructured data mapping data as mandatory items, and the selection and management criteria for unstructured data that significantly influence system operation should be additionally prepared. Regarding the setting of the disposition delay period, because there is an aspect of increasing complexity, it is deemed desirable to operate it by integrating related unit functions or setting the retention period longer.

A practical analysis approach to the functional requirements standards for electronic records management system (기록관리시스템 기능요건 표준의 실무적 해석)

  • The functional requirements standards for electronic records management systems which have been published recently describe the specifications very precisely including not only core functions of records management but also the function of system management and optional modules. The fact that these functional requirements standards seem to be similar to each other in terms of the content of functions described in the standards is linked to the global standardization trends in the practical area of electronic records. In addition, these functional requirements standards which have been built upon with collaboration of archivists from many national archives, IT specialists, consultants and records management applications vendors result in not only obtaining high quality but also establishing the condition that the standards could be the certificate criteria easily. Though there might be a lot of different ways and approaches to benchmark the functional requirements standards developed from advanced electronic records management practice, this paper is showing the possibility and meaningful business cases of gaining useful practical ideas learned from imaging electronic records management practices related to the functional requirements standards. The business cases are explored central functions of records management and the intellectual control of the records such as classification scheme or disposal schedules. The first example is related to the classification scheme. Should the records classification be fixed at same number of level? Should a record item be filed only at the last node of classification scheme? The second example addresses a precise disposition schedule which is able to impose the event-driven chronological retention period to records and which could be operated using a inheritance concept between the parent nodes and child nodes in classification scheme. The third example shows the usage of the function which holds or freeze and release the records required to keep as evidence to comply with compliance like e-Discovery or the risk management of organizations under the premise that the records management should be the basis for the legal compliance. The last case shows some cases for bulk batch operation required if the records manager can use the ERMS as their useful tool. It is needed that the records managers are able to understand and interpret the specifications of functional requirements standards for ERMS in the practical view point, and to review the standards and extract required specifications for upgrading their own ERMS. The National Archives of Korea should provide various stakeholders with a sound basis for them to implement effective and efficient electronic records management practices through expanding the usage scope of the functional requirements standard for ERMS and making the common understanding about its implications.

  • Medical information is one of significant private information that includes in-dividual's own diverse information. Once opened, it exposes one's health condition and medical history to a third party, which could bring about serious troubles. On this account, the third parties are of much concerns about the information. If medical information collected through various routes is used with another purpose, oilier than the initial intention, it might cause serious results beyond one's control. Thus, it is essential to keep the information confidential. Also, the discrimination based on the medical information ought to be banned because it is likely to happen that exposed information socially stigmatizes a person, being discriminated in a work place or a school when he/she is employed or gets an insurance. In the current system, only medical institutions are responsible for protecting or securing medical records. Despite the information technology development and the increased interests in medical information, there are quite a few limitations in legal, technical, and administrative aspects. All kinds of organizations, involved in collecting and using the information, as well as medical institutions primarily producing and managing it should share the responsibilities.

  • In ubiquitous environments, clients move between domains freely and its activities in the other domains are growth. Like this environment, the service provider makes access or activity records what they are provided to clients. This record can make a privacy problem to recognize a person or trace some works. So this record must be kept and managed by user instead of the service provider. In this paper, we propose a system that can gather those records from the service provider to home domain server which client's managing by themselves. In addition, if remote domain manager requests that record by the legal process, system can transfer only a range of information which allowed by client to keep personal privacy.

Cervical Precancerous Lesions and Cancer among Patients in the Gynaecology Outpatient Department at a Tertiary Hospital in South Africa

  • Background: The purpose of this study was to determine proportional rates of cervical precancerous lesions and cancer, and associations with socio-demographic variables, HIV status, and CD4 cell count. Materials and Methods: A retrospective comparative study was conducted targeting the medical records of all women over age 18 that were diagnosed histologically through colposcopy with cervical precancerous lesions and cancer from 1 December 2011 to 30 November 2012. Results: A total of 313 patient records were used for data analysis. The average age was 39.1 (SD=2.04) years. More than a third (37.1%) of the patients had CIN III or cervical cancer. There was a significant association between age, CD4 cell count, HIV status, and cervical lesions (p<0.05). Age was found to be an influential predictor of cervical lesions (OR=0.67, 95%CI: 0.46-0.98). Conclusions: There exists an association between age and cervical lesions, with presentation of cervical precancerous lesions and cervical cancer at a younger age among HIV reactive patients. The National Guidelines should be brought in line with the National HIV Counseling and Testing Policy to offer Pap smears to all sexually active women that test HIV reactive during routine HIV Testing.

MAINTENANCE COST ANALYSIS FOR LARGE HOSPITAL BUILDINGS

  • Large hospitals such as medical centers provide not only medical services, but also carry the responsibilities for emergency refuges, medical researches and education. The function of large hospitals is as important as other infrastructure systems such as highways, bridges, and utilities. When disasters occur, the hospitals have to provide emergency medical services for victims and support the patient's needs of health. In order to keep a smooth operation of hospitals, the maintenance management of hospital buildings should be carefully investigated. However, there are few researches focused on maintenance management issues of hospital buildings. This paper investigated the National Taiwan University Hospital (NTUH) and established a maintenance cost database. The NTUH is the best-known and most high-renowned medical center in Taiwan in which more than 4,000 employees serving approximately 2,000 in-patients and 7,000 out-patients daily. The data were collected from the NTUH which consisted of 16,228 maintenance records in the past ten years. This paper analyzed these data to obtain various characteristics of maintenance records, and revealed the key items of maintenance cost for large hospital buildings, which can provide the facility manager of hospital buildings to execute a proper maintenance policy for hospital buildings.

  • The classification scheme of records indicates a table that intends to express organic relations between records by organizing records and enabling internal order. Although the principles of organic classification have remained in traditional records management environment, they have been changed to "function and business" in the modern times. Therefore, Korea introduced a business reference model (BRM) based on function and business from 2008 and subsequently implemented its operation. However, it has been pointed out that the roles of the classification scheme of records have not been played because the analysis of "Danwigwaje," which belongs to the lowest level of business reference models, is poor. According to this indication, the Gangbuk District of Seoul Special City established a functional classification scheme by executing a business process analysis of "Danwigwaje." First, the record manager carried out analyses on the principles of "Danwigwaje," small function, and "Danwigwaje." Then, the functional classification scheme of "Danwigwaje" was modified by looking into the opinion inquiry process of the treatment department and performing a test operation. Through the case of the Gangbuk District in Seoul Special City, analytical procedures and methods of "Danwigwaje," as well as implications according to the establishment of a functional classification scheme of basic local governments, were arranged in a written format.

  • The final goal of the macro appraisal model of Canada is that the figure of society of the day is made by the record. The goal is that we evaluate the meaning documentary have in the social structure of the day to produce records. The organization to be affected much the society is recognized as the organism, 'Government' and the function analysis of the government is emphasized in order to be the documentation. Therefore, it is essential in the macro appraisal model that OPI, the department to carry out the very important function is identified. Also the research of governance about interaction of country and citizen is studied. Based on these studies, the macro appraisal theory is made and it can be macro appraisal methodology that these theory is verified through records. the government of Canada have operated macro appraisal model reflected the figure of the society since 1990's, on adapting the change of the record production of modern. This model of Canada is systemized concretely and the government of Australia introduced the model benchmarking the Canada's. The England and the Holland is bringing up the result of the project introduced the macro appraisal method. Therefore the macro appraisal is the method and the theory noticed globally in the field of appraisal of modern. Throughout the analysis of the macro appraisal system of Canada, how to select the record reflected the figure of the society is proposed, and concrete practice is also present, and concrete practice is also present. Also the improvement method of the appraisal system in Korea is considered.

Records Management and Archives in Korea : Its Development and Prospects (한국 기록관리행정의 변천과 전망)

  • After almost one century of discontinuity in the archival tradition of Chosun dynasty, Korea entered the new age of records and archival management by legislating and executing the basic laws (The Records and Archives Management of Public Agencies Ad of 1999). Annals of Chosun dynasty recorded major historical facts of the five hundred years of national affairs. The Annals are major accomplishment in human history and rare in the world. It was possible because the Annals were composed of collected, selected and complied records of primary sources written and compiled by generations of historians, As important public records are needed to be preserved in original forms in modern archives, we had to develop and establish a modern archival system to appraise and select important national records for archival preservation. However, the colonialization of Korea deprived us of the opportunity to do the task, and our fine archival tradition was not succeeded. A centralized archival system began to develop since the establishment of GARS under the Ministry of Government Administration in 1969. GARS built a modem repository in Pusan in 1984 succeeding to the tradition of History Archives of Chosun dynasty. In 1998, GARS moved its headquarter to Taejon Government Complex and acquired state-of-the-art audio visual archives preservation facilities. From 1996, GARS introduced an automated archival management system to remedy the manual registration and management system complementing the preservation microfilming. Digitization of the holdings was the key project to provided the digital images of archives to users. To do this, the GARS purchased new computer/server systems and developed application softwares. Parallel to this direction, GARS drastically renovated its manpower composition toward a high level of professionalization by recruiting more archivists with historical and library science backgrounds. Conservators and computer system operators were also recruited. The new archival laws has been in effect from January 1, 2000. The new laws made following new changes in the field of records and archival administration in Korea. First, the laws regulate the records and archives of all public agencies including the Legislature, the Judiciary, the Administration, the constitutional institutions, Army, Navy, Air Force, and National Intelligence Service. A nation-wide unified records and archives management system became available. Second, public archives and records centers are to be established according to the level of the agency; a central archives at national level, special archives for the National Assembly and the Judiciary, local government archives for metropolitan cities and provinces, records center or special records center for administrative agencies. A records manager will be responsible for the records management of each administrative divisions. Third, the records in the public agencies are registered in the computer system as they are produced. Therefore, the records are traceable and will be searched or retrieved easily through internet or computer network. Fourth, qualified records managers and archivists who are professionally trained in the field of records management and archival science will be assigned mandatorily to guarantee the professional management of records and archives. Fifth, the illegal treatment of public records and archives constitutes a punishable crime. In the future, the public records find archival management will develop along with Korean government's 'Electronic Government Project.' Following changes are in prospect. First, public agencies will digitize paper records, audio-visual records, and publications as well as electronic documents, thus promoting administrative efficiency and productivity. Second, the National Assembly already established its Special Archives. The judiciary and the National Intelligence Service will follow it. More archives will be established at city and provincial levels. Third, the more our society develop into a knowledge-based information society, the more the records management function will become one of the important national government functions. As more universities, academic associations, and civil societies participate in promoting archival awareness and in establishing archival science, and more people realize the importance of the records and archives management up to the level of national public campaign, the records and archival management in Korea will develop significantly distinguishable from present practice.
