Reconsideration on the Disposal of Records in Digital Era: Regarding the Development and Expansion of Information Management Functions (디지털 시대 기록의 폐기에 대한 재조명: 정보관리 기능의 발전 및 확대와 관련하여)

  • This study discusses the process of forming discussions on information management in the field of records management and the need to expand information management functions that promote the utilization of records as information, focusing on the thought of records disposal in the digital era. Until now, records disposal has been recognized as a concept of physical destruction aimed at reducing the cost required for management and preservation through the reduction of large numbers of records. However, records disposal provides a starting point for discussions on information management in the field of records management. It forms the central axis for debate to strengthen the role of records management as information managers in the digital era. Therefore, this study examines the thought of records disposal in the paper age, analyzes the division of the function of records management and the process of developing into discussions on information management, and examines the controversy surrounding records disposal in the digital era. Furthermore, this study suggests the need to expand information management functions that promote the utilization of records as information.

Public Records Disposition Oversight Program : A Case Study of the NARA's Records Management Oversight and Reporting Program (공공기록물의 평가·폐기에 대한 감독제도 연구 미국의 기록관리 감독·보고 프로그램을 중심으로)

  • Although we expect the Records Freezing system to be introduced through the revision of the Public Records Management Act, the system alone has limitations in preventing illegal disposal of records. If some records have already been destroyed illegally, the agency should identify the reason and prepare corrective action and improvement measures to prevent the repetition of such a wrongful disposal. The purpose of this study is to analyze the NARA's inspection program for unauthorized disposal based on the "Records Management Oversight and Reporting Program" and to find implications for improving the control system of public records disposal. NARA's program is particularly effective in the prevention and post-processing of unauthorized disposal. In this study, firstly, the federal records management oversight and reporting program in the United States was investigated in the legal system. Secondly, the status of NARA's control of unauthorized disposal cases was reviewed and a case of SEC's MUI records was analyzed for showing the systematic procedure of NARA's inspection. Finally, we have summed up the implications of this program for improving NAK's control system of illegal disposal of public records.

A Study on the Improvement Strategies of Records Disposal Freeze System for Disaster Records (재난기록을 위한 처분동결제도 개선방안 연구)

  • This study aims to analyze the current status and challenges of the records disposal freeze system and explore strategies for its effective utilization during disasters. The research methodology encompassed an analysis of existing literature alongside theoretical investigations into the concept of disaster records, the significance of the records disposal freeze system, and its necessity in managing disaster-related documentation. A comparative case study approach was employed, examining disposal freeze orders and official documents from the United States, Australia, and South Korea. Interviews were conducted to gather insight from practitioners and experts in the field, focusing on the necessity, challenges, and potential improvements of the records disposal freeze system. The interviews corroborated the essential role of the records disposal freeze system in managing disaster records while highlighting various issues within the current framework and suggesting areas for enhancement. In conclusion, based on the comprehensive analysis of theoretical foundations, international practices, and expert opinions, this study proposed five improvement measures.

A Study on the System of Records Disposal Freeze for Public Records (공공 기록의 처분 동결 제도 도입을 위한 연구)

  • This study aims to introduce the system of records disposal freeze and to draw tasks and propose measure to establish it in the public sector in Korea. First of all, it reviewed the korean regulations and practices related to disposal freeze and suggestions in research paper. While analysing the disposal freeze systems of US and Australia, it identified that the systems were principally run by the National Archives. Thus, 2 cases analysis were conducted in each country. Based on these, this paper studied what should be considered and what could be proposed for the development of the system of records disposal freeze in terms of the regulation, implementations, standard notice statement as well as procedures for korean public records.

A Study constructing a Function-Based Records Classification System for Korean Individual Church (한국 개(個)교회기록물의 기능분류 방안)

  • Church archives are the evidential instruments to remember church activity and important information aggregate which has administrative, legal, financial, historical, faithful value as the collective memory of church community. So it must be managed necessarily and the management orders are based on the Bible. The western churches which have a correct understanding about the importance of church records and management order have taken multilateral endeavor to create, manage church archives systematically. On the other hand, korean churches don't have the records management systems. Therefore, Records created in individual church are mostly managed unsystematically and exist as 'backlogs', finally, they are destructed without reasonable formalities. In those problems, the purpose of this study is to offer the way of records classification and disposition instrument with recognition that records management should be done from the time of creation or previous to it. As a concrete device for them, I tried to embody the function-based classification method and disposal schedule. I prefer the function-based classification and disposal schedule to the organization and function-based classification to present stable classification and disposal schedule, as we can say the best feature of the modern organization is multilateral and also churches have same aspect. For this study, I applied DIRKS(Designing and Implementing Recordkeeping Systems) manual which National Archives of Australia provide and guidelines in ICA/IRMT series to construct the theory of the function-based classification in individual churches. Through them, it was possible to present a model for preliminary investigation, analysis of business activity, records survey, disposal schedule. And I took an example of 'Myong Sung Presbyterian Church' which belong to 'The Presbyterian church in Korea'. I explained in detail codifying process and results of preliminary investigation in 'Myong Sung Presbyterian Church', analysis of business activity based on it, process of presenting the function-based classification and disposal schedule got from all those steps. For establishing disposal schedule, I planned 'General Disposal Schedule' and 'Agency Disposal Schedule' which categorized 'general function' and 'agency function' of an agency, according to DIRKS in Australia and ICA/IRMT. And for estimation of disposal date I had a thorough grasp of important records category presented in 'Constitution of General Assembly', interview to know the importance of tasks, and added examples of disposal schedule in western church archives. This study has significance that it was intended to embody 'the function-based classification' and 'disposal schedule' suitable for individual church, applying DIRKS in Australia and ICA/IRMT on absence of the theory or example which tried to present the function-based classification and disposal schedule for individual church. Also it is meaningful to present a model that can classify and disposal real records according to the function in individual church which has no recognition or way about records management.

  • The Retained documents disposal project, promoted in 1968 and 1975, was executed as part of administrative plans for prompt movement of the government in case of national emergency. It was main contents that archival documents were re-appraised and reduced the least, and then moved rearward. The Retained documents disposal project denied The Records Management System of Korean Government that had been founded in 1964, promoted reduction of documents physically for convenience to dispersion of the government. Korean Government had completed these projects and then reorganized records management system to reduce creation of archival documents systematically in 1979.

An Analysis on the Issues of Records Disposal Freeze Program in South Korea (기록물 폐기중지 제도 도입을 위한 쟁점 분석)

  • The Records Disposal Freeze Program will be introduced in June 2020 with the revision of the Public Records Act of South Korea. In the study, the issues of the program were identified through the analysis of domestic cases and the programs of other countries, and the improvement plans on the issues were suggested. For the analysis of the programs, seven factors which should be presented to implement the program were derived from the notices of disposal freeze by National Archives of Australia. Based on the factors, the programs were analyzed; the programs of South Korea, the United States of America, United Kingdom, Australia and New Zealand. As a result of analysis and comparison of the programs, five issues of Korean program were derived. The experts interviews were conducted to understand the perception and the perspective on the program of records managers and archivists. The improvement plans for the program of South Korea were suggested based on the analysis and comparison of the programs of five countries and experts interviews.

A Study on Appraisal in Electronic Records Environment (전자기록 환경에서의 평가에 관한 연구)

  • Appraisal is a basic archival function that analyzes values of records and determines the eventual disposal of records based upon their archival values. In electronic records environment, however, appraisal is different from traditional appraisal system that mainly is based on paper records. Since electronic records don't have physical entity and strongly depend on computer technologies, archivists fall into various dilemma in appraisal of electronic records. Moreover, because creation environment of electronic records is remarkably complex and diversified, appraisal of electronic records cannot be done until the later stages of the life cycle of the records. In Korea, appraisal system is founded on the Tables of Transaction for Records Scheduling through which disposal activities of all records are definite in a concrete form. However, there are little institutional infrastructures associated with appraisal of electronic records. Therefore this paper will intend to analyze characteristic features about appraisal of electronic records as a preliminary study for establishing appraisal system of electronic records in Korea. For this purpose, I have firstly compared creation environment of electronic records with traditional creation environment mainly based on paper records, and analyzed differences between appraisal of electronic records and traditional appraisal system based on paper records in view of recordness of electronic record. then I have examined functional appraisal that focuses on functions and activities in which the records are created and used, and discussed about main issues in relation to establishing appraisal system of electronic records.

A study on the research records appraisal system based on records schedule : Focusing on the cases in Australia and the United States (처분일정표를 바탕으로 한 연구기록 평가제도 연구 호주, 미국 사례를 중심으로)

  • This study reviewed how the appraisal process of the research records of the cases of Australia and the United States can be planed and managed. As the records schedule includes the list of core records and the appropriate disposal instructions, as well as the fact that it is a critical records management tool, the records schedule was considered for the basis of the research records appraisal system. The results of this study are as follows. First, the research records have to be appraised by research project because research is carried out into project units, and records management is effective when combined with the business practice and basic structure of the operating system. Second, the research institutions have to plan and manage one general disposal schedule and plural disposal schedules in the different research divisions. Finally, the characteristics of research style and the research record of each research institution should be recognized. Moreover, there is a need to link the research appraisal process of each research institution and the national records management system because the research records of public research institutions are public goods. Although various cases were not analyzed, this study is significant that the meaning and role of the research records schedule was reorganized. Also, a discriminatory records schedule according to the characteristics of research records was suggested.

Function and Use Evaluation of 'Classification & Disposal Schedule Management' in the Standard Records Management System (표준 기록관리시스템의 '기준관리' 기능 및 이용 평가)

  • Since central governments began to establish and use the Standard Records Management System(RMS) in 2007, more and more local governments and other public organizations have constructed RMS. RMS is the essential tool for records management in electronic environments, but it is not known how well the functions of RMS reflect standards and practice related records management or how many records managers use RMS in performing their works. This paper deals with analyzing the evaluation of 'classification & disposal schedule management' function in RMS. 'Classification & disposal schedule management' function has 4 subfunctions of review of classification & preservation period, management of the schedule items, assignment of classification scheme and reclassification. Classification and disposal schedule is at the heart of intellectual control of records and core area of records management. So it is important to analyze whether this function plays well a role in RMS or not. This research carried out evaluation of function and use about classification & disposal schedule management in RMS. Functional evaluation is to compare and analyze how well RMS meets the functional requirements which home and foreign standards give. Use evaluation is to investigate how records managers use RMS in accomplishing their task of managing classification & disposal schedule and to look into what is the problem with the use. This paper could get the implications through the survey of records managers who are working at central governments, regional local governments and basic local governments. And these implications are considered in institutional, functional, use and administrative aspect. It is important to communicate with stakeholders so that 'classification & disposal schedule management' function, further, all functions of the RMS in practice of records management could be used smoothly. Users of RMS have to raise demands or call for technical solutions of the problems which come up in use, while RMS developers and administrators must make more of an effort to satisfy their demands, reflect them on the RMS and enhance the system.
