지반공학적으로 제방(또는 댐) 월류에 대한 근거를 제시하기 어렵다. 수문학적인 안정성 평가에서 댐의 초기수위(만수위)를 고정시키고 강우량을 계산하기 때문에 월류 가능성은 매우 희박하다. 그러나 Copula 함수를 사용하여 초기수위가 고정된 댐의 만수위가 아닌 변동성 있는 확률수위를 적용해서 국내 40년간의 빈도를 고려할 때, 월류 가능성을 확인할 수 있었다. 수문학적 댐의 위험성 분석은 다양한 불확실성 인자 중 댐 초기수위에 대한 모의기법 개발이 필요한 복잡한 수문학적 해석을 요구한다. 본 연구에서는 기존 댐 위험도 분석 시 초기수위는 상시만수위 또는 홍수기 제한수위로 가정하지만, 이러한 보수적인 가정에 의한 연구는 기상변동성 및 기후변화의 영향을 고려하지 못하며, 댐의 월류확률 및 이에 따른 붕괴확률을 추정하는데 있어서 지반공학적인 접근이 필요하다. Copula 함수를 이용하여 댐 특성에 맞는 초기수위를 결정하였으며, HEC-5 모형을 활용하여 강우-유출 모형 매개변수의 사후분포를 정량적으로 추정하여 댐 월류확률을 산정하였다. 지반공학적인 측면에서 댐 안정성 해석은 상류사면(upstream)의 수위급강하(drawdown)에 대한 안전율과 하류사면(downstream) 월류상태에서의 불안정성을 비교하여 지반공학적 위험도를 비교 분석하였다.
본 연구에서는 홍수유출해석시 사용되는 지형특성인자와 수문기상학적 특성인자 추출에 소요되는 시간적 경제적 노력을 최소화함은 물론, 가능한 한 최소한의 인자를 사용하여 강우-유출예측이 가능하도록 모형을 구축하는데 목적을 두었다. 즉, 강우-유출해석시 일반적으로 사용되던 지형 지질특성, 토지피복상태 등의 인자를 고려하지 않고 단순히 유역의 하천 분기특성만을 고려한 유출해석방법 제안하고자 하였다. 연구대상유역은 금호강 상류에 위치한 영천댐유역을 대상으로 하여 주요 호우시 강우-유출량 관측자료와 DEM자료를 이용한 공간특성자료 추출결과를 이용하여 모형매개변수를 추출하였다. 분석결과 실측 첨두치에 대한 추정 첨두 유출량의 상대오차가 Clark 및 GIUH 모형에서 각각 1.9~23.9% 및 0.8~11.3%로 나타내고 있었으며, 전체적으로 볼 때 GIUH모형에 의한 수문곡선의 첨두치가 크게 나타나고 있는 것으로 검토되었다. 그리고, 계산된 첨두 유출량의 발생시각에 대한 검토결과 Clark 모형과 GIUH 모형을 이용한 경우에 대하여 각각 0.5~1시간 및 0~1시간의 상대오차를 나타내고 있었으며, 전체적으로 볼 때 GIUH 모형을 이용할 경우 기존에 사용되던 Clark 모형에 비해 홍수 첨두 발생시각이 늦은 것으로 검토되었다.
The objective of this study was to evaluate future inundation risk of farmland according to the application of coupled model intercomparison project phase 5 (CMIP5) and coupled model intercomparison project phase 6 (CMIP6). In this study, future weather data based on CMIP5 and CMIP6 general circulation model (GCM) were collected, and inundation was simulated using the river modeling system for small agricultural watershed (RMS) and GATE2018 in the Tanjung district of the Moohan stream watershed. Although the average probable rainfall of CMIP5 and CMIP6 did not show significant differences as a result of calculating the probability rainfall, the difference between the minimum and maximum values was significantly larger in CMIP6. The results of the flood discharge calculation and the inundation risk assessment showed similar to trends to those of probability rainfall calculations. The risk of inundation in the future period was found to increase in all sub-watersheds, and the risk of inundation has been analyzed to increase significantly, especially if CMIP6 data are used. Therefore, it is necessary to consider climate change effects by utilizing CMIP6-based future weather data when designing and reinforcing water structures in agricultural areas in the future. The results of this study are expected to be used as basic data for utilizing CMIP6-based future weather data.
According to the standard guidelines of design flood (MLTM, 2012; MOE, 2019), the design flood is calculated based on past precipitation. However, due to climate change, the frequency of extreme rainfall events is increasing. Therefore, it is necessary to analyze future floods' volume by using climate change scenarios. Meanwhile, the standard guideline was revised by MOE (Ministry of Environment) recently. MOE proposed modified Huff distribution and new CN (Curve Number) value of forest and paddy. The objective of this study was to analyze the change of flood volume by applying the modified Huff and newly proposed CN to the probabilistic precipitation based on SSP and RCP scenarios. The probabilistic rainfall under climate change was calculated through RCP 4.5/8.5 scenarios and SSP 245/585 scenarios. HEC-HMS (Hydrologic Engineering Center - Hydrologic Modeling System) was simulated for evaluating the flood volume. When RCP 4.5/8.5 scenario was changed to SSP 245/585 scenario, the average flood volume increased by 627 ㎥/s (15%) and 523 ㎥/s (13%), respectively. By the modified Huff distribution, the flood volume increased by 139 ㎥/s (3.76%) on a 200-yr frequency and 171 ㎥/s (4.05%) on a 500-yr frequency. The newly proposed CN made the future flood value increase by 9.5 ㎥/s (0.30%) on a 200-yr frequency and 8.5 ㎥/s (0.25%) on a 500-yr frequency. The selection of climate change scenario was the biggest factor that made the flood volume to transform. Also, the impact of change in Huff was larger than that of CN about 13-16 times.
우리나라 대부분의 소하천 유역은 수위나 유량의 관측이 행해지지 않은 미계측 유역으로 방치되어 있어 홍수시 정확한 유출량의 추정이나 홍수피해 경감을 위한 적절한 대책수립이 어려운 실정이다. 본 연구에서는 부산지방 수영강 수계 중 3개 소하천 유역을 연구대상유역으로 선정하여 측정된 수문자료를 근거로 각종 유출 매개변수를 추정하였다. 또한 기존의 유출해석 모형중 저류함수법과 선형 이산화 입력-출력 모형 및 선형저수지 모형을 채택하여 유출해석을 실시하였다. 각 모형에 의한 계산 수문곡선은 실측 수문곡선과 잘 일치하였으며, 이들 모형은 소유역의 홍수사상을 성공적으로 나타낼 수 있다는 것을 확인하였다. 본 연구에서 채택한 모형 중 저류함수법은 크기가 작은 홍수에는 적용하기 어렵다는 문제점에도 불구하고 가장 양호한 결과를 제공하였으며, 선형저수지 모형은 적은 수의 매개변수로도 비교적 양호한 결과를 준다는 것을 확인할 수 있었다. 또한 저류함수법 매개변수를 이용한 방법, $\Phi$-index법 및 일정비손실법 등 세 가지 방법의 유효강우 산정법에 따른 모형의 재현성을 평가하였다. 온천천 유역의 경우에는 저류함수법 매개변수를 이용한 방법이 가장 용호한 결과를 나타내었으나, 다른 두 연구대상유역의 경우에는 $\Phi$-index법이 더 나은 결과를 제공하였다.
Potential maximum soil moisture retention (S) is a dominant parameter in the Soil Conservation Service (SCS; now called the USDA Natural Resources Conservation Service (NRCS)) runoff Curve Number (CN) method commonly used in hydrologic modeling for event-based flood forecasting (SCS, 1985). Physically, S represents the depth [L] soil could store water through infiltration. The depth of soil moisture retention will vary depending on infiltration from previous rainfall events; an adjustment is usually made using a factor for Antecedent Moisture Conditions (AMCs). Application of the method for continuous simulation of multiple storms has typically involved updating the AMC and S. However, these studies have focused on a time step where S is allowed to vary at daily or longer time scales. While useful for hydrologic events that span multiple days, this temporal resolution is too coarse for short-term applications such as flash flood events. In this study, an approach for deriving a time-variable potential maximum soil moisture retention curve (S-curve) at hourly time-scales is presented. The methodology is applied to the Napa River basin, California. Rainfall events from 2011 to 2012 are used for estimating the event-based S. As a result, we derive an S-curve which is classified into three sections depending on the recovery rate of S for soil moisture conditions ranging from 1) dry, 2) transitional from dry to wet, and 3) wet. The first section is described as gradually increasing recovering S (0.97 mm/hr or 23.28 mm/day), the second section is described as steeply recovering S (2.11 mm/hr or 50.64 mm/day) and the third section is described as gradually decreasing recovery (0.34 mm/hr or 8.16 mm/day). Using the S-curve, we can estimate the hourly change of soil moisture content according to the time duration after rainfall cessation, which is then used to estimate direct runoff for a continuous simulation for flood forecasting.
강우와 토양수분과 같은 자료는 지구통계자료로서, 필요로 하는 모든 지점의 값을 구하는 것이 중요하다. 이 과정에서는 일반적으로 공간보간이 수행되며, ArcGIS와 같은 상용 소프트웨어를 이용하는 경우가 많다. 하지만 상용 소프트웨어는 높은 전문성과 비용으로 인한 치명적 단점이 존재한다. 본 연구에서는 공간 보간을 수행하는데 있어서 처리환경에 따른 차이점을 비교하기 위해 상용 소프트웨어인 ArcGIS와 오픈소스기반 환경인 R을 활용하였다. 공간보간에 사용된 자료는 LAMP WRF에서 생산된 기상예측 자료를 기반으로 누적강우 시나리오에 따라 산출된 토양수분 자료를 사용하였다. 두 가지 환경에서 산출물의 결과값은 차이가 없었지만 사용자 인터페이스와 계산소요 시간 등에 차이가 있었다. 테스트 베드에서의 공간보간 작업 결과는 R의 경우 평균 소요시간이 5시간 1분으로 나타났고, ArcGIS의 경우 평균 소요시간이 4시간 40분으로 각각 나타나서, 7.5%의 차이를 보였다. 본 연구의 결과는 연구자가 상용 소프트웨어 환경과 오픈소스 기반 환경에서 동일한 결과를 도출할 수 있으며, 연구자의 환경과 수준에 따라 선택해야 함을 실례를 들어 제시한 데 의의가 있다.
미국의 수질교환법의 제정 이후 이 법안의 적용을 위하여 많은 파일럿 프로그램과 프로젝트가 생성되었으나 실제로 수질교환이 이루어 지는 경우는 흔치 않은 현실이다. 수질교환법의 적용이 용이하지 않은 이유로 가장 큰 것은 교환 지역 양측간의 공정성을 확보하기가 쉽지 않기 때문이다. 또한 도시개발로 유발되는 비점오염원의 유출량으로 인한 하천의 환경영향의 불확실성이 정책입안자의 법안 적용을 더욱 어렵게 하고 있다. 본 논문은 수질 모델링 프로그램 중 도시의 불투수면의 유출을 모의하기에 유용한 Hydrological Simulation Program-Fortran (HSPF)을 이용하여 미래의 도시개발 시나리오에 대응하는 점오염과 비점오염원 유출량을 도출하였다. 도시개발의 정도와 강우강도에 따른 부유탁도의 증가분을 계산 함으로써 향후 도시개발이 미치는 수질 영향을 하천 상 하류 간의 수질교환 단위로 전환하여 제시하였다. 제시된 지역 특화된 수질교환단위는 정책입안자와 이해관계자들에게 수질교환법 적용을 위한 정책결정 시스템으로 사용될 수 있다.

The large-scale distribution of crops Is usually determined by climate. We present the results of a climate-crop prediction based on spatial bio-physical process model approach, implemented in a GIS (Geographic Information System) environment using several regional and global agriculture-environmental databases. The model utilizes daily climate data like temperature, rainfall, solar radiation being generated stocastically by in-built model weather generator to determine the daily biomass and finally the crop yield. Crops are characterized by their specific growing period requirements, photosynthesis, respiration properties and harvesting index properties. Temperature and radiation during the growing period controls the development of each crop. The model simulates geographic/spatial distribution of climate by which a crop-growing belt can also be determined. The model takes both irrigated and non-irrigated area crop productivity into account and the potential increase in productivity by the technical means like mechanization is not considered. All the management input given at the base year 1995 was kept same for the next twenty-year changes until 2015. The simulated distributions of crops under current climatic conditions coincide largely with the current agricultural or specific crop growing regions. Simulation with assumed weather generated derived climate change scenario illustrate changes in the agricultural potential. There are large regional differences in the response across the country. The north-south and east-west regions responded differently with projected climate changes with increased and decreased productivity depending upon the crops and scenarios separately. When water was limiting or facilitating as non-irrigated and irrigated area crop-production effects of temperature rise and higher $CO_2$ levels were different depending on the crops and accordingly their production. Rise in temperature led to yield reduction in case of maize and rice whereas a gain was observed for wheat crop, doubled $CO_2$ concentration enhanced yield for all crops and their several combinations behaved differently with increase or decrease in yields. Finally, with this spatial modeling approach we succeeded in quantifying the crop productivity which may bring regional disparities under the different climatic scenarios where one region may become better off and the other may go worse off.
Hydrogeologic environment of the Mega City such as Seoul, suffers from rapid changes caused by urbanization, construction of underground subway or buildings, and contaminant loading by diverse anthropogenic activities. Understanding the present condition of groundwater environment and water budget is necessary to prevent natural and manmade disasters and to prepare for sustainable water resource management of urban environment. In this study, regional groundwater flow and water budget status of Seoul was analyzed using numerical simulation. Modeling result indicated that groundwater level distribution of Seoul generally followed the topography, but the significant decreases in groundwater level were observed around the subway network. Steady-state water balance analysis showed groundwater recharge by rainfall and leakage from the water supply network was about 550,495 m3/day. Surface water inflow and baseflow rate via Han River and major streams accounted for 799,689 m3/day and 1,103,906 m3/day, respectively. Groundwater usage was 60,945 m3/day, and the total groundwater leakage along the subway lines amounted to 114,746 m3/day. Modeling results revealed that the subway could decrease net groundwater baseflow by 40%. Our study result demonstrated that the subway system can have a significant influence on the groundwater environment of Seoul.
