A simple and an improved methods for the assessment of flood damage were used in previous studies, and the Multi-Dimensional Flood Damage Assessment (MD-FDA) has been applied since 2004 in Korea. This study evaluated flood damage of dam downstream using considering MD-FDA method based on GIS data. Firstly, flood water level with FLDWAV (Flood Wave routing) model was input into cross section layer based on enforcement drainage algorithm, water depth grid data were created through spatial calculation with DEM data. The value of asset of building and agricultural land according to local government was evaluated using building layer from digital map and agricultural land map from landcover map. Also, itemized flood damage was calculated by unit price to building shape, evaluated value of housewares to urban type, unit cost to crop, tangible and inventory asset of company connected with building, agricultural land, flooding depth layer. Flood damage in rainfall frequency of 200 year showed 1.19, 1.30 and 1.96 times to flood damage in rainfall frequency of 100 year, 50 year and 10 year respectively by flood damage analysis.

PURPOSES : The purpose of this study is to evaluate moisture susceptibility of a dense graded and an open graded asphalt mixtures by the method of AASHTO T-283. METHODS : To simulate moisture damage of asphalt pavements with continuously rainfall during summer rainy season, the dense graded and the open graded asphalt mixtures were immersed in water for 15 days and were measured the weight and the change of strength. Also, the mixtures were performed five freeze-thaw cycles to simulate moisture damage of the mixtures by freeze-thaw during winter and were measured the change of strength. The degradation characteristics model was used to analyze the relationship between strength and moisture damage. RESULTS : According to the results, the dense graded and the open graded asphalt mixtures were shown in the similar trends of the strength changes by immersion time and freeze-thaw cycle. However, the moisture damage reduction of open graded asphalt mixture was more sensitive in early phase than that of dense graded asphalt mixture.
The floods of Korea happens periodically during summer. The cause of heavy rain that provokes floods can be classified into typhoon and localized downpour. The typhoon happens in the tropical region. It causes one of the worst damage to Korea by extreme rainfall and strong wind. Usually, it is known that the flood damage by the typhoon is larger than that by the localized downpour. Therefore, this study classified rainfall events into typhoon events and localized downpour events based on the cause. Through statistical analyses of the rainfall data, this study investigated special quality of the rainfall during the time of typhoon. In analysis results, probability Precipitation calculated by the typhoon events were exposed bigger than that calculated by all rainfall events.
Predicting and estimating the disaster characteristics are very important for disaster planning such as prevention, preparedness, response, and recovery. Especially, if we can predict the flood damage before flooding, the predicted or estimated damage will be a very good information to the decision maker for the response and recovery. However, most of the researches, have been performed for calculating disaster damages only after disasters had already happened and there are few studies that are related to the prediction of the damages before disaster. Therefore, the objective of this study was to predict and estimate the flood damages rapidly considering the damage scale and effect before the flood disaster, For this the relationship of rainfall and damage had been suggested using nonlinear regression equation so that it is able to predict the damages according to rainfall. We compared the estimated damages and the actual ones. As a result, the damages were underestimated in 14.16% for Suwon-city and 15.81% for Yangpyeong-town but the damage was overestimated in 37.33% for Icheon-city. The underestimated and overestimated results could be occurred due to the uncertainties involved in natural phenomenon and no considerations of the 4 disaster steps such as prevention, preparedness, response, and recovery which were already performed.. Therefore, we may need the continuous study in this area for reducing various uncertainties and considering various factors related to disasters.
Recently, an increase in the occurrence of sudden local flooding of great volume and short duration due to global climate changes has occasioned the significant danger and loss of life and property in Korea as well as most parts of the world. Such a local flood that usually occurs as the result of intense rainfall over small regions rises quite quickly with little or no advance warning time to prevent flood damage. To prevent the local flood damage, it is important to quickly predict the flood severity for flood events exceeding a threshold discharge that may cause the flood damage for inland areas. The aim of this study is to develop the NFI (New Flood Index) measuring the severity of floods in small ungauged catchments for use in local flood predictions by the regression analysis between the NFI and rainfall patterns. Flood runoff hydrographs are generated from a rainfall-runoff model using the annual maximum rainfall series of long-term observations for the two study catchments. The flood events above a threshold assumed as the 2-year return period discharge are targeted to estimate the NFI obtained by the geometric mean of the three relative severity factors, such as the flood magnitude ratio, the rising curve gradient, and the flooding duration time. The regression results show that the 3-hour maximum rainfall depths have the highest relationships with the NFI. It is expected that the best-fit regression equation between the NFI and rainfall characteristics can provide the basic database of the preliminary information for predicting the local flood severity in small ungauged catchments.
Most of slope failures have taken place between June and September in Korea, which cause a considerable damage to society. Rainfall intensity and duration are very significant triggering factors for landslide. In this paper, landslide-triggering rainfall threshold consisting of rainfall intensity-duration (I-D) was proposed. For this study, total 255 landslides were collected in landslide inventory during 1999 to 2012 from NDMI (National Disaster Management Institute), various reports, newspapers and field survey. And most of the required rainfall data were collected from KMA (Korea Meteorological Administration). The collected landslides were classified into three categories: debris flow, shallow landslide and unconfirmed. A rainfall threshold was proposed based on landslide type using statistical method such as quantile-regression method. Its validation was carried out based on 2013 landslide database. The proposed rainfall threshold was also compared with previous rainfall thresholds. The proposed landslide-triggering rainfall thresholds could be used in landslide early warning system in Korea.

Rainfall is an important input to hydrological models. The accuracy of hydrological studies for water resources and floods management depend primarily on the estimation of rainfall. Thailand is among the countries that have regularly affected by floods. Flood forecasting and warning are necessary to prevent or mitigate loss and damage. Merging near real time satellite-based precipitation estimation with relatively high spatial and temporal resolutions to ground gauged precipitation data could contribute to reducing uncertainty and increasing efficiency for flood forecasting application. This study tested the applicability of satellite-based rainfall for water resources management and flood forecasting. The objectives of the study are to assess uncertainty associated with satellite-based rainfall estimation, to perform bias correction for satellite-based rainfall products, and to evaluate the performance of the bias-corrected rainfall data for the prediction of flood events. This study was conducted using a case study of Thai catchments including the Chao Phraya, northeastern (Chi and Mun catchments), and the eastern catchments for the period of 2006-2015. Data used in the study included daily rainfall from ground gauges, telegauges, and near real time satellite-based rainfall products from TRMM, GSMaP and PERSIANN CCS. Uncertainty in satellite-based precipitation estimation was assessed using a set of indicators describing the capability to detect rainfall event and efficiency to capture rainfall pattern and amount. The results suggested that TRMM, GSMaP and PERSIANN CCS are potentially able to improve flood forecast especially after the process of bias correction. Recommendations for further study include extending the scope of the study from regional to national level, testing the model at finer spatial and temporal resolutions and assessing other bias correction methods.

One of the big problems facing municipalities is the management and control of urban flooding where urban drainage systems are under growing pressure due to increases in urbanization, population and changes in the climate. Urban flooding causes environmental and infrastructure damage, especially to roads, this damage increasing maintenance costs. The aim of the present study is to develop a decision support tool to identify the performance of storm networks to address future risks associated with climate change in the Middle East region and specifically, illegal sewer connections in the storm networks of Karbala city, Iraq. The storm water management model has been used to simulate Karbala's storm drainage network using continuous hourly rainfall intensity data from 2008 to 2016. The results indicate that the system is sufficient as designed before consideration of extra sewage due to an illegal sewer connection. Due to climate changes in recent years, rainfall intensity has increased reaching 33.54 mm/h, this change led to flooding in 47% of manholes. Illegal sewage will increase flooding in the storm system at this rainfall intensity from between 39% to 52%.

Recent settlements and sinkhole openings in urban areas have caused social problems such as damage to roads and structures, fear of the public, and loss of property. Several studies have demonstrated that surface subsidence and sinkhole opening are greatly affected by rainfall and rainfall intensity in urban areas. In this paper, we analyzed the relationship with the characteristics of recorded rainfall data using the ground subsidence database reported in major cities. The correlations were found using sedimentation and precipitation data from 2010 to 2014. The duration and intensity of a given precipitation have evolved to obtain an effect on ground sedimentation rate (SR). The results show that the relationship between SR and precipitation is asymptotic and can be modeled by a hyperbolic equation. Through this study, it is possible to predict the occurrence of ground subsidence due to precipitation in advance.
Recently, flood damage by frequent localized downpours in cities are on the increase on account of abnormal climate phenomena and growth of impermeable area by urbanization. In this study, we are focused on flooding on roads which is the basis of all means of transportation. To calculate real-time accumulated rainfall on a road link, we use the Coefficient of Correlation Weighting method (CCW) which is one of the revised methods of missing rainfall as we consider a road link as a unobserved rainfall site. CCW and real-time accumulated rainfall entered through the Internet are used to estimate the real-time rainfall on a road link. Together with the real-time accumulated rainfall, flooding history, rainfall range causing flooding of a road link and frequency probability precipitation for road design are used as factors to determine the Flood Risk Index on roads. We simulated two cases in the past, July, 7th, 2009 and July, 15th, 2012 in Busan. As a result, all of road links included in the actual flooded roads at that time got the high level of flood risk index.
