철도소화물사업은 도로발달, 택배사업 활성화로 1990년 2,520만개를 정점으로 취급물량이 최근 10년간 연평균 10%이상 급속히 감소하였으며. 취급역도 '73년 421개역에서 현재 90개역만 남아있는 상황이다. 경영성적 측면에서 보면 '88년 이후부터 위탁수수료 지급이 운송수입보다 많아 $'99{\sim}'03$년 동안 연평균 52억원의 적자('04년 49억)를 기록하였으며, 인건비, 유지관리비 등을 포함하는 원가기준으로는 2004년도에 464억원의 적자를 기록한 바 있다. 이에 따라, 2005년 1월 1일 철도청의 공사화 이후 효율성 제고 차원에서 철도소화물사업의 축소 폐지가 제기되고 있어 본 사업에 대한 깊이 있는 연구가 시급한 실정이다. 본 연구에서는 철도소화물사업의 문제점과 택배와의 경쟁력분석을 통한 철도소화물사업의 장래전망을 수행하였으며, 본 사업의 폐지방안과 폐지효과를 제시하였다.

In oder to develope a train system for parcel service of high speed railway, which had been proposed for the operation of a high speed train, its conceptual design was build. Through this system, we are able to expect the fulfillment of customer needs for high speed rail market segments, and enhancement for cost-effective rail network operation of the mixed traffic on infrastructure cost-reduction in national logistics.

This paper is aiming to analyse the prefeasibility study of introduction of high speed rail freight system to transport some parcels for train operation efficiencies. As it does, this system can be meant a kind of multimodal system considering the passenger and freight in the same trainset, simultaneously. First, we implemented the parcel service market survey for customers preference, predicted demand forecast for high speed rail freight, and analysed B/C, NPV, etc.. As the result, this new system is feasible of applying the passenger-freight operation system economically, find the needs such as some revision of motor car for parcel freight transportation at the initial stage.

According to opening Seoul-Busan high speed rail line in 2004, we are studying to offer speedily for the parcel service of high speed rail-combined transport as it does, tender the quality freight services within a one and the same high speed train formation. Therefore, we reviewed for various types of HSR-combined transport and suggested to application methods in Korean high speed rail line. Through these kinds of approaches, we are able to expect the fulfillment of customer needs for high speed rail market segments, the profit maximization of future railway operating companies, and enhancement for cost-effective rail network operation of the mixed traffic on infrastructure cost-reduction in national logistics.

국내 소화물 운송 시장의 공로의존도가 꾸준히 증가하는 추세에 따라 도로정체, 온실가스 배출, 유가상승에 대한 물류비용 증가 등 사회적 비용이 높게 발생되고 있다. 이에 대해 정부는 철도 활성화 정책을 모색하고 있지만 낮은 표정속도와 선로용량 제약, 문전수송의 불가능 등 기존 철도물류시스템으로는 철도물류를 활성화시키기 어려운 특성이 있다. 이에 따라 본 연구는 현 철도물류시스템의 제약을 극복하고 활성화시키기 위한 방안으로 국가R&D과제로 개발 연구 중인 여객/화물 복합 열차(Hy-SoBex; Hybrid-Surface Optimal Baggage Express)을 활용한 다양한 연계 수송 서비스 모델들 중 최적의 서비스 모델을 선정하였다.
