The new approach to the problem of oil spill detection consisting in combined use of all available quasiconcurrent satellite information (AVHRR NOAA, TOPEX/Poseidon, Jason-1, MODIS Terra/Aqua, QuikSCAT) is suggested. We present the results of the application of the proposed approach to the operational monitoring of seawater condition and pollution in the coastal zone of northeastern Black Sea conducted in 2006. This monitoring is based on daily receiving, processing and analysis of data different in nature (microwave radar images, optical and infrared data), resolution and surface coverage. These data allow us to retrieve information on seawater pollution, sea surface and air-sea boundary layer conditions, seawater temperature and suspended matter distributions, chlorophyll a concentration, mesoscale water dynamics, near-surface wind and surface wave fields. The focus is on coastal seawater circulation mechanisms and their impact on the evolution of pollutants.
Rice crop has relatively short growing season during the summer in Korea and, therefore, it is often difficult to acquire cloud-free imagery on time. This study was attempt to define the temporal characteristics of radar backscattering observed from satellite L-band SAR data on different growing stages of rice crop. Six scenes of multi-temporal JERS SAR data were obtained from the transplanting season to the harvesting month of October. Six layers of multi-temporal SAR data were registered on a common geographic coordinate system. Using topographic maps, field collected data, and Landsat TM data, several sample rice fields were delineated from the imagery and their relative radar backscatters were calculated by using a set of reference targets. The temporal pattern of radar backscattering was very distinctive by the growing stage of rice crop. It was also separable between two types of rice fields having different cultivation practices. Considering the temporal characteristics of radar backscattering observed from the study, it is obvious that a certain date of the growing season can be more effective to delineate the exact area of the cultivated rice crop field.
The microwave instruments are used many areas of the space remote sensing and space science applications. The imaging radar of synthetic aperture radar (SAR) is well known microwave radar sensor for earth surface and ocean research. Unlike radar, microwave radiometer is passive instrument and it measures the emission energy of target, i.e. brightness temperature BT, from earth surface and atmosphere. From measured BT, the geophysical data like cloud liquid water, water vapor, sea surface temperature, surface permittivity can be retrieved. In this paper, the radiometer characteristics, system configuration and principle of BT measurement are described. Also the radiometer instruments TRMM, GPM, SMOS for earth climate, and ocean salinity research are introduce. As first korean microwave payload on STSAT-2, the DREAM (Dual-channels Radiometer for Earth and Atmosphere Monitoring) is described the mission, system configuration and operation plan for life time of two years. The main issues of DREAM unlike other spaceborne radiometers, will be addressed. The calibration is the one of main issues of DREAM mission and how it contribute on the space borne radiometer. In conclusion, the radiometer instrument to space science application will be considered.
The paper reports on the first experimental evidence for space-observed manifestation of the open ocean tsunami in the microwave radar backscatter (in C- and Ku-bands). Significant variations of the radar cross section synchronous with the sea level anomaly were found in the geophysical data record of the altimetry satellite Jason-1 for the track which crossed the head wave of the catastrophic tsunami of 26 December 2004. The simultaneous analysis of the available complementary data provided by the satellite three-channel radiometer enabled us to exclude meteorological factors as possible causes of the observed signal modulation. A possible physical mechanism of modulation of short wind waves due to transformation of the thin boundary layer in the air by a tsunami wave is discussed. Recent SAR systems provide fully polarimetric SAR data, which is known to be useful in a variety of applications such as disaster monitoring, target recognition, and land cover classification. The objective of this study is to evaluate the performance of polarization SAR data for landslide detection. The detectability of different SAR parameters was investigated based on the supervised classification approach. The classifier used in this study is the Adaptive Boosting algorithms. A fully polarimetric L-band PALSAR-2 data was used to examine landslides caused by the 2016 Kumamoto earthquake in Kyushu, Japan. Experimental results show that fully polarimetric features from the target decomposition technique can provide improved detectability of landslide site with significant reduction of false alarms as compared with the single polarimetric observables.

Ocean surface measurements using High Frequency (HF) radar, which covers about 10-220km and has spatial resolution of 0.3-12km, have being operated in our country. It remotely observe and transmit realtime sea surface currents and waves. In the near future, the HF radar systems will be established along the whole coastal area. A performance of network of HF radar will support various marine and naval activities. Operational uses of HF radar for enhancing naval operation ability are suggested.

Existing environmental spatial information, which has been concentrated on spatial resolution, has limitations in solving realistic environmental problems that must be accompanied by physical and chemical characterization. Accordingly, there is a need for an image radar capable of identifying physical characteristics of an object regardless of weather conditions, day and night, and sunlight. Image radar is used in various fields in the United States and Europe. The next generation of medium-sized satellite No. 5 in Korea, which is under development with the aim of monitoring water disasters, is also looking for ways to expand the scope to various applications based on the existing application range. To this end, we analyzed domestic and international papers (100 works) using image radar, and reviewed KEI 2016 report, domestic papers, and foreign papers. Based on this, various environmental issues were summarized and the effects of when the image radar was used were analyzed and land cover was selected as an environmental issue. In the future, we will embody the technology to improve the accuracy of the land cover map, which is the environmental issue selected in this study, and build the foundation system for the stable use of the land cover map.
The permafrost active layer plays an important role in permafrost dynamics. Ecological patterns, processes, and water and ice contents in the active layer are spatially and temporally complex depending on landscape heterogeneity and local-scale variations in hydrological processes. Although there has been emerging interest in the application of optical remote sensing techniques to permafrost environments, optical sensors are significantly limited in accessing information on near surface geo-cryological conditions. The primary objective of this study was to investigate capability of L-band SAR data for monitoring spatio-temporal variability of permafrost ecosystems and underlying soil conditions. This study exploits information from different polarimetric SAR observables in relation to permafrost environmental conditions. Experimental results show that each polarimetric radar observable conveys different information on permafrost environments. In the case of the dual-pol mode, the radar observables consist of two backscattering powers and one correlation coefficient between polarimetric channels. Among them, the dual-pol scattering powers are highly sensitive to freeze/thaw transition and can discriminate grasslands or ponds in thermokarst area from other permafrost ecosystems. However, it is difficult to identify the ground conditions with dual-pol observables. Additional backscattering powers and correlation coefficients obtained from quad-pol mode help understanding seasonal variations ofradar scattering and assessing geo-cryological information on soil layers. In particular, co-pol coherences atHV-basis and circular-basis were found to be very usefultools for mapping and monitoring near surface soil properties.

Since 2000, the authors have been developing remote radar network system to observe the vessel traffic in Tokyo Bay. In December 2002, the first operational remote radar station was set at the National Defense Academy in Yokosuka, and vessel traffic observation was started. However, it was impossible to perform accurate observation in the northern part of Tokyo Bay by this Yokosuka radar station only. In September 2003, the second remote radar station and AIS receiving station were installed at Higashi Ogishima in Kawasaki. This second radar enabled us to carry out accurate observation in that area. Both radars can be remotely controlled from the monitoring station in Tokyo University of Marine Science and Technology. On September 30 and October 1,2003, the vessel traffic observation was carried out using both radars. Combining radar images observed by both radars, the ships' tracks were taken and the dangerous ships were extracted by using SJ value and Bumper Model. The time changes of dangerous ship density in some areas in Tokyo Bay and utilization ratio of the traffic routes were also investigated. In addition, analyzing the AIS date received at Kawasaki station, the positions and speed vectors of the ships equipped with AIS were shown.
