Development of Remote Radar/AIS Network System for Observing and Analyzing Vessel Traffic in Tokyo Bay

  • Accurate vessel traffic observation is indispensable to carry out vessel traffic management, design of vessel traffic route, planning of port construction, etc. In order to observe the vessel traffic accurately without many efforts such as the use of a ship or car equipped with special radar observation system and the preparation of observation staff, the authors have been developing completely automated remote radar/AIS network system covering the main traffic area in Tokyo Bay. The composite radar image observed at Yokosuka and Kawasaki radar stations with AIS information can be seen on web site of Internet. In addition to the development of radar/AIS observation system, the software to analyze observed vessel traffic flow has been developed. This software has various functions such as automatic tracking of ship's positions, automatic estimation of ship's size, automatic integration of radar image and AIS data, animation of ships' movements, extraction of dangerous ship encounters, etc. The configuration and functions of the developed remote radar/AIS network system are shown first in this paper. Then various functions of the software to analyze vessel traffic are introduced, and some analyzed results on the vessel traffic in Tokyo Bay are described demonstrating the effectiveness of the developed system.

Analysis of Vessel Traffic in Tokyo Bay Observed by New Remote Radar Network System

  • Since 2000, the authors have been developing remote radar network system to observe the vessel traffic in Tokyo Bay. In December 2002, the first operational remote radar station was set at the National Defense Academy in Yokosuka, and vessel traffic observation was started. However, it was impossible to perform accurate observation in the northern part of Tokyo Bay by this Yokosuka radar station only. In September 2003, the second remote radar station and AIS receiving station were installed at Higashi Ogishima in Kawasaki. This second radar enabled us to carry out accurate observation in that area. Both radars can be remotely controlled from the monitoring station in Tokyo University of Marine Science and Technology. On September 30 and October 1,2003, the vessel traffic observation was carried out using both radars. Combining radar images observed by both radars, the ships' tracks were taken and the dangerous ships were extracted by using SJ value and Bumper Model. The time changes of dangerous ship density in some areas in Tokyo Bay and utilization ratio of the traffic routes were also investigated. In addition, analyzing the AIS date received at Kawasaki station, the positions and speed vectors of the ships equipped with AIS were shown.

  • 현재 우리나라는 선박자동식별장치(AIS)를 육상기지국 22개소, 운영시스템 11기 및 전국 통합망 구축사업을 완료하여 AIS 망과 시스템이 본격적으로 운용되고 있다. 그러나 항만 또는 항만 인근에서 레이더 탐지구역의 제한으로 인하여 한정된 서비스 범위를 갖는 해상교통관리제도(VTS)와 AIS를 연계하여, 서비스 범위를 인접해역과 연안수역까지 확대하여 선박교통을 관리할 필요성이 제기되고 있다. 따라서 본 논문에서는 기 구축된 AIS 시스템의 현황을 분석하고, 현행 시스템의 기술적 개선사항과 운영적 개선사항을 제시한다.

KOMPSAT-5 SLC 영상과 AIS 데이터에 기반한 선박탐지 (Ship Detection Based on KOMPSAT-5 SLC Image and AIS Data)

  • 국가해양영토에서 불법어업활동을 하는 어선으로부터 해상자원과 영토를 보호하기 위해 지속적인 모니터링과 즉각적인 대응은 필수적인 요소이다. Synthetic Aperture Radar (SAR) 영상은 넓은 촬영 범위를 가지고 있으며, 기상과 주야 조건에 영향을 받지 않아 광역적인 해상 모니터링에 효과적이다. 그러나 SAR 영상의 데이터 크기와 스펙클 노이즈 등 다양한 특성으로 인해 처리속도와 탐지율이 높은 선박탐지 알고리즘 개발은 쉽지 않다. 본 논문에서는 국내 최초의 X-band SAR 위성인 KOMPSAT-5에 적합한 선박탐지 알고리즘을 개발 적용하였다. 효율적인 선박탐지를 위해 선박탐지 알고리즘은 Human Visual Attention System (HVAS), SAR-Split, Constant False Alarm Rate (CFAR) 알고리즘의 특성을 융합하여 적용했다. 또한, SAR 영상의 관측모드 별 특성을 고려한 SAR-Split 알고리즘 적용을 통해 탐지율을 향상시켰다. SAR 영상으로부터 탐지된 선박은 Automatic Identification System (AIS) 데이터와의 매칭을 통해 탐지율 분석이 수행되었다. 탐지된 선박은 AIS 자료와 전반적으로 잘 매칭되었으며, SAR 영상의 모드 별 특성을 고려하여 적용했을 때 보다 향상된 탐지율을 보였다. 탐지율은 Enhanced Standard (ES) 모드에서 약 80%, Standard (ST) 모드에서 약 64%의 결과를 보였다. 선박 탐지결과에서 발생한 대부분의 오탐지는 선박의 이동으로 발생하는 기포항적, AIS의 위치오차 등으로 발생하였다. 개발된 선박탐지 알고리즘은 대한민국 국가해양영토 광역 감시망 구축에 기여할 것으로 기대된다.

  • The process of berthing/deberthing operations for entering/leaving vessels in Busan northern harbor was analyzed and evaluated by using an integrated VTS(vessel traffic service) system installed in the ship training center of Pukyong National University, Busan, Korea. The integrated VTS system used in this study was consisted of ARPA radar, ECDIS(electronic chart display and information system), backup(recording) system, CCTV(closed-circuit television) camera system, gyro-compass, differential GPS receiver, anemometer, AIS(automatic identification system), VHF(very high frequency) communication system, etc. The network of these systems was designed to communicate with each other automatically and to exchange the critical information about the course, speed, position and intended routes of other traffic vessels in the navigational channel and Busan northern harbor. To evaluate quantitatively the overall dynamic situation such as maneuvering motions for target vessel and its tugboats while in transit to and from the berth structure inside a harbor, all traffic information in Busan northern harbor was automatically acquired, displayed, evaluated and recorded. The results obtained in this study suggest that the real-time tracking information of traffic vessels acquired by using an integrated VTS system can be used as a useful reference data in evaluating and analyzing exactly the dynamic situation such as the collision between ship and berth structure, in the process of berthing/deberthing operations for entering/leaving vessels in the confined waters and harbor.
