The main purpose of this research is to measure and analyze how productive the health centers are and how much inputs(or outputs) in the inefficient health centers should be decreased(or increased) for efficiency. The evaluation of the performance of health centers gives a strong incentive to improve resource allocation in regional health planning. It has been, however, implemented very rarely until now. In this regard, this paper measures the performance of the health centers with a single indicator for multiple-outputs in terms of productivity(technical efficiency), based on Data Envelopment method. The 20 Kyungnam health centers which provide clinic services and specific primary health care services were analyzed. The results show that 50.0% of 20 health centers were productive with respective to overall technical efficiency, 65.0% were productive for pure technical efficiency, and 50.0% for scale efficiency. The inefficient group includes Geoje, Mahsan, Miryang, Sahchun, Tongyoung, Gosung, Nahmhae, Euryang, Hahmahn, Hahbchun health centers. The worst case was identified as Tongyoung health center which represented a 47.5% efficiency, compared with productive health centers. The empirical results for input-output analysis indicates that the low-productive health centers have excessive manpower in administration department, producing low outputs in clinical services and vaccination program. These findings imply that a systemic evaluation of the performance of the Korean health centers and the subsequent structural reform are strongly required.
The purpose of this study is to estimate efficiency of item-based agricultural cooperative by using Data Envelopment Analysis. A proposed method employs a bootstrapping approach to generating efficiency estimates through Monte Carlo simulation resampling process. The technical efficiency, pure technical efficiency, and scale efficiency measure of item-based agricultural cooperative is 0.80, 0.87, 0.93 respectively. However the bias-corrected estimates are less than those of DEA. We know that the DEA estimator is an upward biased estimator. In technical efficiency, average lower and upper confidence bounds of 0.726 and 0.8747. According to these results, the DEA bootstrapping model used here provides bias-corrected and confidence intervals for the point estimates, it is more preferable.
This study analyzed to provide information for business improvement by analyzing the management efficiency of start-up investment companies so that startup investment companies can operate efficiently and by presenting information on inefficient factors. From 2014 to 2018, 83 start-up investment companies were analyzed using the DEA model. Input variables were he number of employees, capital, and output variables were selected for start-up investment assets, operating income, and net profit. As a result of the analysis, technical efficiency and pure technical efficiency showed a pattern with an increase in average, but scale efficiency repeatedly increased and decreased. It is believed that the decline in technology efficiency was due to the decrease in pure technology efficiency, and the inefficiency of start-up investment companies seems to have influenced the inefficiency of start-up investment companies rather than the inefficiency of scale. In addition, the size revenue shows that the DRS value is gradually decreasing, and the IRS value is generally increasing. It is believed that efficiency can be improved if operational inefficiency is improved based on the results and efficiency measures are established through scale expansion.
This study is to estimate the recent changes in total factor productivity of 15 Korean adjacent water fisheries based on Malmquist productivity indices. The study adopted both input and output oriented productivity measures utilizing a hyperbola distance function. In addition to this point, the study also calculated the 95% confidence interval for the various components of the productivities in order to access the statistical significance of estimates using 2000 times of re-sampling process through the smoothed bootstraping. The results of the study showed us that there was 18% reduction in the overall total factor productivity during the study period from 2007 to 2011, which turned out to be 5% of annual decrease in productivity. The study found that the main reason of this decrease in total productivity is about 22% downward shift of a fisheries production function due to recent conditions of a devastated fishing ground. When we evaluated the statistical significance of changes in technical efficiency combining both pure technical and scale efficiency based on the 95% confidence intervals, we could not find any evidence of changes in those components of total factor productivity. When we accessed the productivity of the each of 15 adjacent water fisheries methods, only the large danish seine fisheries showed us about 7% increase in productivity. Even though the large trawling and the large tow-boat trawling revealed no changes in productivity, all of the other 12 fisheries suffered the decreases in productivities.

The digital content industry is growing rapidly with the popularity of online content and mobile devices. This study estimates the technical efficiency of the online digital content industry, and identifies factors that could be causing inefficiency. Unlike most previous studies, which adopted input-oriented or output-oriented DEA model, this study employs non-oriented DEA model in order to deal with both input surpluses and output shortfalls. The input variables for the empirical analysis are number of companies and number of workers. The total sales is used as the output variables. The empirical results show that the technical efficiency of the online digital content industry is relatively low mainly due to the scale efficiency rather than the pure technical efficiency. This implies that industry-specific policies should be implemented in order to improve technical efficiency as well as to strengthen technological innovation capability. Therefore, it is expected that the results obtained in this study can be used as a good reference for helping the online digital content industry enhance their competitiveness.
Purpose: This study aims to analyze the management performance and production efficiency of strawberry farmers who introduced smart farming, one of the primary symbols of the fourth industrial revolution in the agricultural sector. Methods: We conducted an empirical survey of strawberry farms using smart farming and analyzed production efficiency using DEA method. Results: First, difficulties for strawberry farmers introducing smart farming included time and money spent on parts replacement and additional costs due to compatibility problems with existing facilities after the adoption. Second, strawberry farmers using smart farming increased their total income by producing higher yield and improving quality thanks to the competent growth management. Third, the analysis of production efficiencies before and after smart farming found improvement in technical efficiency, pure technical efficiency, and scale efficiency. But, the gaps in technical and scale efficiencies among the farms widened. Conclusion: Based on the results above, following policy suggestions are offered. First, an environment control technology suitable for strawberry farming needs to be developed. Second, the smart farming technology needs to be standardized by the government. Third, new smart farm models need to be developed to accommodate to the facilities and environment in Korea through collecting big data including high-quality data on the environment, growth, and yield. Fourth, continuing education needs to be provided to narrow the gap in smart farming technology among strawberry farmers.

The objective of this study was to compare the farm efficiency of members of cooperative firms with that of non-members in Korea. Data were collected from 27 farms members of three cooperatives and 13 non-member farms, based on the managerial achievements of 1999. For the analysis, the data were divided into three different farming types: type I and II of member farms and non-member farms. Economic analysis were implemented using DEA(Data Envelopment Analysis). Major findings was as follows. Total average technology efficiency was 0.782, which implies that there still remains 21.8% of improvement possibility. Among the three types, type I showed the highest technology efficiency of 0.9055, while type II and non-member farms showed 0.7670 and 0.7171, respectively. This means that these farms have relatively high potential improved. Also, comparing technology efficiency by dividing into pure technology and scale efficiency, all type of the farms exhibit a higher pure technology efficiency compared to scale efficiency. Therefore, to improve current technology efficiency, farms need to focus more on pure technology efficiency improvement. Meanwhile, profit analysis based on farm size indicate that most of the farms demonstrated the increasing-return-to-scale, which means it is necessary to extend the farm size to improve technical efficiency. Type I member farms achieve higher profit and efficiency than other two types and relatively higher producer prices through introducing cooperative sorting, grading and packing. Also, these labor saving technologies increased farm size.

This study is to estimate the production efficiency of abalone aquaculture and to find its determinants utilizing the survey data of operating expenses in 2015. The first part of the analysis applied both DEA and Super-DEA for the estimation of efficiency of each aquaculture household as DMU. We used wages, feeding costs and area as inputs and annual profits and sales as outputs of the model. The second part of the study applied both Tobit and OLS for the identification of determinants of the efficiency. We investigated cost-ratio, depreciation costs, careers, value of living seeds, cleaning costs of farming ground and a ratio of 1 and 2 year-old abalone at shipment as potential determinants. The estimation results show us that the average technical efficiency, pure technical efficiency, and scale efficiency score turn out to be 72%, 81% and 85% respectively. The Super-BCC and Super-CCR models reveal their average efficiency scores as 81% and 80%. All of the variables used to identify the determinants of the efficiency. The study results suggests that the production efficiency can be improved by cleaning farming ground and hence lowering the death rate of seeds.

China's "One Belt and One Road" initiative has brought multiple opportunities to the development of tourism in Guangdong, Guangxi and Hainan provinces and the implementation of the Beibu Gulf Urban Agglomeration Development Plan hasset clear goalsforfurther accelerating the coordinated development, in-depth cooperation of the three. This study takes the Beibu Gulf Urban Agglomeration as the research object and utilized the data envelopment analysis (DEA) procedure to estimate the technical efficiency, pure technical efficiency, and scale efficiency scores for each city and Malmquist index was subsequently used to analyze dynamically, then tries to offer an adequate inclusion of sustainable factors in overall tourism development efficiency results through the detection and estimation of potential sources of efficiency. In order to complete the task, data collection was focused on Guangdong, Guangxi and Hainan provinces of China over the period from 2016 to 2018. The results in the first phase show relatively high efficiency scores, particularly in the case of the Beibu Gulf Urban Agglomeration and with room for improvement in the case of other cities of Guangdong, Guangxi and Hainan provinces. The second stage results present several aspects that should be carefully considered in order to analysis tourism efficiency of the Beibu Gulf Urban Agglomerations vertically according to the changes of the frontier.
This paper examines the levels and influence factors on efficiency of public libraries in metropolitan cities. For this purpose, In the first stage, the efficiency score analysis of 129 sample public libraries has been undertaken. In the second stage, the efficiency scores obtained from the first stage are regressed on environmental factors. The result of this study shows that : (1) main source of technical inefficiency is pure technical inefficiency rather than scale inefficiency; (2) it is positive effect environmental factors on the efficiency that the population, the dummy variable of capital area.
