Medical Texts as the Health Care System in the Joseon Dynasty :An Anthropological View on the Meaning of Medical-Text Publication (의료체계로서의 조선 의서: 인류학적 시선으로 읽는 의서 발간의 의미)

  • This study examines the meaning of medical-text publication in the Joseon Dynasty by applying anthropological notions of "health care system" and "popular health care sector" to the social and political contexts of the pre-modern state. The present study focuses on the social network of senders and receivers in which medical knowledge is communicated and shared. Exploring the multi-layered structure of the network among the state, the author-practitioners, and populace, this study argues that the network of knowledge sharing system by publication of medical texts itself is a core structure in the health care system of the Joseon Dynasty. This pre-modern health care system aimed to vitalize and reinforce the "popular health care sector" by sharing medical knowledge with populace through the book-publication system. Foucault's notion of "biopolitics" provides a comparative window between the modern health care system and the health care system of the Joseon period, articulating the particularity of the pre-modern health care system.

  • This research uses a new approach to analyze the extent of influence journal papers have on the progress of varied research fields by estimation of subject-based influence on research other than impact factor that relies on citation index. It is initiated with the hypothesis that earlier established citation relations between journal and citing paper, which reveals the research field that contains the highest citation index and hence has received the greatest contribution from a particular journal, would have inconsistent contribution to the research field over the year of journal publication. The target research is primarily 128 journal papers and 4,123 citing papers from Information Systems Research published in the years 2001, 2004, 2007, and 2010. The characteristics of citation history and hallmarks of research field of citing papers were studied and analysis on significant distinction between citing fields based on the year of publication was performed. The analysis results show the order of citation rate to be highest from Computer Science (2,221 cases), Business & Economics (2,191 cases), and Information Science & Library Science (1,901 cases). The citation history of the journal, nonetheless, indicates increase in citation during 2-3 years after the earliest publication till it achieves constant citation. The statistical analysis shows significant variation in citing fields in accordance with the publication year; especially in 2010, journal contribution has increased in the fields of Business & Economics, Operations Research & Management Science, and Health Care Sciences & Services but, however, is reduced in Education & Educational Research and Social Sciences - Other Topics.

  • Much attention has been paid to the copyright law revised and proclaimed on July 1, 2000 on the ground that the law embraces digital medium environments. The transmission right added to the economic rights takes into account the fact that limitless cyber space represented by the Internet came to be pervasive. This is based on a lot of exhausting conflicts between those with copyrights and Internet users. The area of publication is badly afflicted in this sense, falling into confusion due to the miscomprehension of differences among the right of publication, the right of transmission and the right of reproduction. The term 'e-book' is not covered by relevant laws despite the widespread use of e-books. In this context, this study is designed to point to the necessity of dealing with the right of publication with the problems of the copyright law emphasized and to ask for the aggressive reflection of the concept of digital publication in the future revision of the copyright law.

A Bibliometric Study on R&D Performance of Ocean Research Institutes (국내.외 해양연구기관 연구성과의 계량적 분석 - 연구생산성 및 국가간 연구협력을 중심으로 -)

  • This study is a comparative analysis of R&D performance and research collaboration relationship among ten ocean research institutes in the Republic of Korea and foreign nations through analyzing SCI publications from 2008 to 2012. The result indicated that SIO, WHOI, and NOC had the highest number of publications, while research institutes in East Asian nations including NFRDI, KIOST, IOCAS, and JAMSTEC had the notable growth in publication. In terms of number of publication per researcher, SIO, WHOI, and NOC had relatively high number. In terms of publication per research budget (1 billion KRW), number of publication was high in the order of IOCAS, NOC, GEOMAR, SIO. The number of Citations Per Publications (CPP) was high among WHOI, SIO, NOC, GEOMAR, JAMSTEC, and IFREMER, which are North American, European and Japanese institutes. The average Impact Factor (IF) of journal submission per publication for IFREMER, KIOST and JAMSTEC was relatively increasing, while the number was fluctuating in other institutes. The analysis of research collaboration among institutes around the globe showed that the collaboration in Asia was relatively closed, whereas it was more open in Europe. In the case of Europe and Asia, higher number of research collaboration among nations also increased the quality of submitted articles.

A Bibliometric Analysis of the Research Performance by Researchers in the Biological Sciences: Based on the K University (생명과학 분야 연구자들의 연구 성과 분석 연구 - K 대학교를 중심으로 -)

  • The purpose of this study is to provide an in-depth analysis on the publication patterns of the 1,029 journal articles by the Life Sciences' faculty at the K University, for the years 2004-2017 and to investigate any difference between their publication patterns and the citedness for the years 2004-2018. Among the three funding agency types, the research publications supported by foreign funding received the more citations than publications by other types of funding, and the study also found a statistical difference in the citedness (F = 10.467, p < .000***). In addition, the internationally co-authored publications received more citations than three other types of co-authored publications in terms of the immediacy index per publication and the average citations per publication.

An Improvement of Interoperability for Content Publication and Management System (콘텐츠 공유.관리시스템의 상호운용성 개선)

  • Although the amount of UCC(user created content) rapidly grows nowadays, there are various problems in authoring, distribution and management of this abundant content because the platforms for fabrication and replaying content are not compatible and the authoring environments are not sufficiently interoperable with other site or with each other. In this paper, we propose a CPMS(content publication and management system) scheme improved in interoperability to solve these problems, and we design a novel system enhancing the efficiency and speed of content distribution and management by minimizing the repetitions in the processes of production, reshaping, and publication. Moreover the proposed system adopts an improved content management technology by changing from simple point-to-point method to the centralized distribution method, and as for the service scheme, we change from the site link method to the database link method, and we also take duplex interlink scheme instead of simplex one. We finally compare the proposed system to the conventional ones as points of view of compatibility and interoperability to prove the improved performance of our system.

An Analysis of Publication Information Dissemination Guidance of Central Government Organizations in Korea (행정기관의 행정정보공표 현황 및 기준 분석)

  • Publication Information Dissemination Guidance(P.I.D.G.), in which a public organization opens it's information to the public in advance of requests, could be an appropriate medium to support the good governance. In other words, good governance could be established by adopting P.I.D.G. to guarantee the accessibility and usability of information to a public organization, to arrange an opportunity for conversation with the people, and eventually promote the participation of people in administration. However, the P.I.D.G. is not well-known among people due to lack of nation-wide advertisement, and a number of multi-laterally found flaws in the system operation, suggesting an urgent need of improvement. Disorders are found in the operation of P.I.D.G. due to un-standardized categories among the standards of Publication Information Dissemination, set by administrative organizations. The purpose of this paper is to analyze the P.I.D.G. and suggest the ways to improve it based on the criteria indicated above.

The Historical Significance of the Publication of ShinKanMyungYiJapZhe (新刊明醫雜著) ("신간명의잡저(新刊明醫雜著)" 간행의 의사학적 의의)

  • This study aims to take a look at the ShinKanMyungYiJapZhe(新刊明醫雜著)'s publication process, influence on later generations, and its historical significance. A publication of the Ming dynasty, MyungYiJapZhe(明醫雜著) was republished by ChoSung(趙晟), a Chosun Confucian doctor, in 1551. In the process of its republication, the clinical value of this text was proven, and further explanations on ambiguous topics were also added. . A Japanese book based on the Chosun ShinKanMyungYiJapZhe(新刊明醫雜著) was discovered in the process of this research, and an analysis of this book also took place. Through the above research it could be shown that the Chosun republication of Chinese medical texts was an important means of medical information exchange and that through such processes new medical knowledge could be created.

  • In the 21st century, it may be possible to offer comprehensive service by integrating all communication media under the development of digital technology without the classification of broadcasting and communication. In addition, it will be begun to perform HDTV broadcasting by focusing on the Metropolitan area in 2001yr and will permit over 100 channels for satellite communication, thus multi-channel TV broadcasting age has come in Korea. Therefore, this study is to identify the future environment of TV broadcasting and service area in ISDB age and to present new interactive type publication satellite TV transmission system, which provides customizing type digital screen book publication by analyzing satellite broadcasting technology to create Korean cultural area around the Korean peninsula.

Quantifying Quality: Research Performance Evaluation in Korean Universities

  • Research performance evaluation in Korean universities follows strict guidelines that specify scoring systems for publication venue categories and formulas for co-authorship credit allocation. To find out how the standards differ across universities and how they differ from bibliometric research evaluation measures, this study analyzed 25 standards from major Korean universities and rankings produced by applying standards and bibliometric measures such as publication and citation counts, normalized impact score, and h-index to the publication data of 195 tenure-track professors of library and information science departments in 35 Korean universities. The study also introduced a novel impact score normalization method to refine the methodology from prior studies. The results showed the university standards to be mostly similar to one another but quite different from citation-driven measures, which suggests the standards are not quite successful in quantifying the quality of research as originally intended.
