A Study on a Delivery System for the Effects of Using in the Public Libraries (공공도서관 활성화를 위한 Delivery System에 관한 연구 - 이동문고를 중심으로 -)

  • This study attempt to suggest a policy for the effect of using in the public libraries by the verification that are different between groups by their using patterns and types of book collections. by using patterns and system of desired-book for user. by using patterns and system of desired-book for user. The questionnaire is distributed to the delivery lending library's user and librarian in public libraries. The summary of results are as follows 1 The Circulation period of public library is one month per every delivery lending library. 2. The Circulation volume of public library is '100-200' books per every times. 3. There are significant differences by their using patterns and types of book collections. 4. There are significant differences by their using patterns and system of desired-book for user. 5. There are significant differences by their using patterns and placement of book collections. Their results show that library is most effective place of book collection services. 6. Circulation services must carry out only in the sphere of jurisdiction 7. A Lost books must set up treatment basis of natural reduction ratio 8. The Interference factors of delivery lending library are lacks of human power, lost books and negative attitute of user in order 9. The Effects of using a delivery lending library are a positive attitute and specialty of top management, the optimum of budget and the effect of deposit system 10. Natural reduction ratio of lost books appropriates 0.5-0.6% of total loaned books

  • This paper theoretically examines the mediations of media on disaster and the structure of the politics of compassion, from the cultural politics approaches. The media has treated for a long time many different forms of disaster and sentimental reactions that were bound to the human life. In the present paper we shall take a different approach from traditional ones that focus on how the media represents these subjects and how it arouses cognitive, affective, behavioral reactions of the audience. We will instead focus on how these subjects of disaster and compassion constitute new social meanings through the mediation of media. And we will investigate that the experiences of social sufferings mediated by media are related to the ethical potentiality vital to the construction of global public sphere and global civil society that need to be reshaped in the $21^{st}$ century media environment. This paper attempts to understand new cultural-politics meanings of the media as a major factor conducting the audience's new public actions through mediating sufferings of the others.

  • Including the Qualfication of Staffer required for Commuinication, the National Law of Professional qualification is a basic law for supply with manpower of high growth industry, and it is aiming at perfect the national Policy Concerned improvement for education and training of staff, carrying out of state examination for qualification and getting an occupation or application for special qualification. This law has established a management committee for qualification system in The Ministry of Science and Technique ROK, and authorized competence Minister according to kind of special qualification aiming at getting employment, practical use and courteous treatment in society and economy for national qualification, and also regulated their each official duty. A qualification of staffer required for communication is an administrative measure giving as occupational certificate after some examination for knowledge, technique and faculty in vocational ability to adapt to intrinsic of telecommunication. This certificate has the cause of an attribution of over the sphere of telecommunication, and so it has been originated in international situation, and then some of them is forced by international law, otherwise it be in common use between the nations. The Characteristic and orthodox of communication certificate has been succeded continually in company with development of telecommunication and the appliable field of them is specified, but the sovereign power of nation is approved by ITU that she can extent the applicable position for communication certificate and coordinate the utility of qualification for telecommunication value. Korean telecommunication law excepted the application of communication certificate in public communication field. It is unreasonable and even disobeyed against the theory of communication science and intrinsic of telecommuncation. Therefore it should be corrected immediately and then communication certificate have to accept in the public communication field at all, if so, the application field of communication certificate can have more than useful extenxion such as administration measure should be achieved by the management committee for qualification system in Ministry of Science and Technique and competemce Minister appointed according to special kind of certificate and the administration have to manage by the method and proccess caused by communication science or cooperative system between administration, industry, education and science. And, then, every acquisitor of qualification also has to try to perfect his vocational duty sincerely and to promote each self-realization.

  • The Royal United Services Institute(RUSI) was founded in the middle of the 19th century in Britain. It was developed through 'Naval Historical Revitalization Movement' in that time. Many celebrities and people who were interested in the Navy participated in the activities of the RUSI. For example, the forums and lectures were held by prestigious persons, like Sir Garnet Wolseley and the Duke of Cambridge. It also became the milestone for guiding the flow of the Royal Navy's thought with the Naval Intelligence Department and the Naval Records Society. The forum of the RUSI was the place for debating naval hot issues. The journal of the RUSI was the space for suggesting an idea and gathering public opinions for developing Britain's sea power. Therefore, the RUSI was the public sphere for the Royal Navy in the 19-20th Century. And especially, the paper prize contest of the RUSI was the culmination of the RUSI's activities for the Royal Navy. Naval prize essays gave messages to the Royal Navy about the changing situation of European naval powers. Also, they made many meaningful debates for the Royal Navy to overcome the difficult situations in that time. Those essays were reflecting the issues of the Royal Navy and leading the way for getting over it. Besides, some people appeared through the contest and they played important roles for making the contingency and planning the war. The contest reflected the past, anticipated the future, and selected the talented persons to shape the future. This developing aspects of the RUSI could apply to the Korea Institute for Maritime Strategy(KIMS). The KIMS already carries out the role of the RUSI very similarly. If the KIMS changes to the way for open-door policy to more people, it will work more efficiently for their goal. In this respect, the messages of the RUSI will be very useful for improving the activities of the KIMS.

  • The wave of globalisation initiated by marketisation has increasingly penetrated into all sectors across the world, accordingly, the health & hospital service sector could not be made no escapes, and it currently faces the order of more marketised competition more than ever. Traditionally, the characteristic of the hospital services in the UK has considered as a model of social provision by government. However, contrary to our knowledge, the sphere of the hospital service in the UK has already been immersed in by the marketisation, in which the private actors have been embedded in order to tweak the activities of the hospital service with in the European Union. As the methodology of this research, the qualitative analysis, namely the interview with some doctors in Surgery, NHS Trusts staffs and relevant specialists in has been performed on April to May, 2003. And on the other hand, the various documents related to its service have been analysed. Thus, this paper will review the characteristics of the health service sector in the UK. In doing so, it will illuminate what would be the structural factors derived from its existing system, as a result, it will shed light on how the UK government makes an effort to resolve the problematic situation by reviewing the policy direction of Foundation Hospital proposed recently. In the next stage, it will analyse how all elements consist of the hospital management in the UK has been adjusted and be likely to be changed within Europe. More specifically focuses on how the private hospital service has been managed and related with the activities of its public hospital service-NHS Trusts. Also, under the circumstance, what private health insurance companies function will be studied. In conclusion, it will be concluded that what will be the implication of Korean hospital service market so as to correspond to globally open market by WTO. Now the UK health service system has faced a turning point of becoming more health care market internally and externally pressed by global and regional factors. Thus it is meaningful to scrutinize how a key part of social provision in the health care market system tends to adjust to globally marketised regulation.

  • The study seeks to present ways to form and express political opinions while monitoring, regulating and critically accepting the production and distribution of false information and platforms, which are spread channels, through the participation of citizens. First, it logically identified the unfairness of legal regulations on false information. In other words, it is often practically impossible to judge whether false information is false or not, and even false information can sometimes fall within the category of freedom of expression protection. It also revealed that voluntary regulation by platform operators was limited. As an alternative, it was theoretically clear whether civil society should participate in the maintenance and development of democratic public debate sites and create social discourse. The specific method is to find and classify false information and share it with citizens to raise awareness. Second, it forms an autonomous cooperative system with platform operators and others. Third, develop critical media capacity of citizens. Fourth, it responds to producers and platform operators of false information while engaging in community activities as a direct practitioner.

  • The purpose of this study is to research the change of Tibet's commercial district following Tibet's globalization(traditional clothing to modern clothing). Tibet's traditional culture is fastly changing for two major reasons: Chinese government's persistent assimilation policy on minority ethnic groups and globalization, a powerful trend worldwide. Therefore this investigation was conducted on the most preeminent feature of life, clothing culture, at capital city Lhasa where modernization is most prominent and fast in Tibet. For this, the first field investigation was conducted between February 5th and 15th, 2007. and the second investgation was between January 16th and 25th, 2008. As a result, the study on clothing globalization in Lhasa, Tibet, reaches the conclusion as follows: Based on such developments, commerce of Lhasa has been modernized, bringing about great change in composition and formation of its commercial district. Stores have been modernized and their service quality has improved. While the number of traditional clothes shops has decreased, various types of modern clothes shops have emerged. Modern clothes stores mostly consist of quality men's wear shops, casual clothing shops targeting those in their 20s, and sportswear shops reflecting global trend. This composition indicates that it is men and younger generation who first adopt new culture emerged through globalization. Tibet's modernization and social development have become an integral part of globalization and public sentiment. Therefore, its modernization will be driven by power and capability of the public, rather than by policy control of the central government.

  • As a term 'Media Big Bang' will appear, the media is extending explosively. But actually it is appearing the paradoxical phenomenon which journalism meets a crisis. If the purpose of journalism is 'to provide people with the information they need to be free and self-governing', the crisis of Journalism directly brings about the result which damages audience welfare. Consequently the preceding task which defends the public good of journalism is accurately to get at the root of the substance which brings about the crisis of Journalism. In this paper, the principle and basic ethics of Journalism was theorized on the concept of truth and fairness, how about Korean journalism was answered to the standard is analyzed. With the result it was confirmed Korean journalism does not defend even truth and fairness about important agenda to be solved today. It was recognizes the substance which brings about the crisis of Journalism is 'the crisis of basic ethics', and was presented a an alternative proposal. It was introduced the research of 'Committee of Concerned Journalists' in the United States, and proposed the effort which is saved journalism with organic combination of Korean academic world and journalist' group.

Ginseng Exhibit ofthe British Museum in the Eighteenth Century: Obtaining Route and Responses ofthe Contemporaries (18세기 대영박물관에 전시된 인삼: 입수 경로와 당대의 반응)

  • This research uncovered that the world-renowned British Museum has displayed ginseng as part of notable exhibitssince its opening. The British Museum was established in 1753 upon the bequest of Sir Hans Sloane, a famous physician, scientist, and collector. At the heart of his collections was the vast amount of vegetable substance specimens. This study first reconstructed Sloane's collection activities in the context of British Imperialism and botanical science in the early modern period. It then traced the origins and routes by which four ginseng specimens were obtained: Radix Ginseng or ninzin from China (VS 532), Ginseng. Id (VS 8,198), the roots and seeds of ginseng (VS 7,825), and ginseng root (VS 12,140). These specimens were presumed to originate from one type of Korean ginseng from China, a Japanese ginseng variant from Japan, and two ginseng species from North America. The English public learned about ginseng and ginseng exhibits via a flourishing printing culture. In England, Korean ginseng was appreciated much more highly than American ginseng.

Haunting the London Streets: Virginia Woolf's Urban Travelogues Re-appraised

  • Woolf s preoccupation with the interplay between gender, commercialism, and the modern city is exposed in higher relief by her feminist remapping of the city through a discourse of fl nerie, which is epitomized in her singular urban travelogues such as Street Haunting and The London Scene essays. A fanatical London-adventurer herself, she assumes the persona of the fl neuse in exploring the street of modern London and especially the public sphere of the marketplace, as represented in Oxford Street Tide. Living and working in the quarter of Bloomsbury, in close proximity to the capital s famous sites of tourism, entertainment, and mass consumption, Woolf was placed at the heart of urban spectacle. In spite of the lack of critical analysis of this high-profile writer s interest in such quotidian matters as shopping, fashion and appearance, which would be informed by a hierarchy of value within literary criticism, it seems that they are inextricably intertwined with her quest into more serious-minded topics that revolve around the twin pillars of her literary project: feminism and modernism. Her essays, in particular, suggest this point in one way or another, mirroring her extraordinary susceptibility to such concerns. For Woolf, street sauntering is synonymous with an act of creative mobility, by which she plays with the notion of shifting identities, rediscovers the urban rarities and splendors, and ultimately pins them down in her literary output. By adopting the identity of a masterly rambler/observer/explorer with an omnipotent gaze, she firmly anchors herself as an active interpreter of urban modernity and viewer of its spectacle. She thus challenges the idea of public space as a male domain, which is central to the classic androcentric discourse of loitering, spectatorship and urban modernity.
