  • Interactive multi-media advertising is a new field with broad space of research coming into being with the emergence and extensive application of computer multi-media technology. This text analyzes the existing application in the advertisement of mutual media at first. Secondly analyze the public service advertisement design in the mutual media and public space. Through to in the public space, utilize to public service advertisement design and analysis of the mutual media, To characteristic and advantage of the mutual media, make the application of the public service advertisement to carry on research on the public space.

  • This paper examines the crisis of public broadcasting and focuses on the European Innovation in Public Service Media Policies(InnoPSM). They define digital content as common goods and suggest the possibility of producing and sharing common goods in a non-commercial manner, rather than public broadcasting, which is represented by public service media, being privately owned as a commodity. The characteristics of the Internet and digital technology, namely connection, exchange, and cooperation, do not require any additional costs when reproducing knowledge and information once produced. This fact is supported by cases of public and private broadcasters in Europe producing and distributing digital content as common goods. In this respect, this paper critically examines the fact that restoration of publicness in public broadcasting requires establishing legal and institutional conditions for how our society can produce and distribute common goods, while also critically examining the fact that common goods can be commercialized and monopolized in the market.

  • Due to the convergence of broadcasting and telecommunication and the evolution into the media industry, viewers are adapting to the reception of content through various platforms and personal media. Accordingly, public broadcasting is seeking to change into public media that redefines public responsibility and establishes a role for a sustainable society. In particular, proving its value in the form of differentiated public services in an environment where public content is also provided by commercial services is necessary for members of society to prove the legitimacy of financial resources and services. In this paper, as the digital broadcasting era in the 2010s and the media industry was reorganized in 2020, changes in public services corresponding to the public responsibilities required of public broadcasters were analyzed through global public broadcasting cases. In particular, since the technical preparation of broadcasters and viewers is essential in the media environment, the technical direction of public services was mainly analyzed. The derived direction is a common direction applicable to all public broadcasters, including Korea. It is expected that the public responsibility and direction of technological development suggested in this paper will clarify the role of public media and help become differentiated services that contribute to life.

Evaluating the Quality of Public Services Through Social Media

  • Public services need to be evaluated regularly to identify areas that need further improvement. Data collection via Twitter is affordable and timely, so it has the potential to be utilized to evaluate the quality of public service. This study utilizes tweets mentioning three service units of the provincial government of Jakarta and applies both sentiment analysis and topic classification to predict a rating/score of public service quality. The research goal is to examine if the evaluation of public services based on social media data is possible. The findings indicate that the use of Twitter has an advantage in terms of sample size and variety of opinions. Tweets can be translated into scores as well. Nonetheless, the representativeness issue and the predominance of complaint tweets can affect the reliability of the results.

A Study on Public Interest of Smart Media and Online Service Policy of Public Broadcasting Stations (공영방송의 스마트 미디어 및 인터넷 정책의 공익성에 관한 연구)

  • With the expansion of digital media platform, there has been a new conceptualization about public function of public broadcasting in and around European countries. Although there are differences between countries, Universal Access including smart and Internet media has been emphasized in Britain and France. However, there is lack of public discussion on service strategy of Internet and smart media platform when public function of public broadcasting is discussed. Therefore, this study tried to investigate not only the public function of public broadcasting in the field of Internet and smart media through audience research but also how the national public broadcasting stations ensure public interest and competitiveness in the field of Internet and smart media platform. The results suggested that smart phone users evaluated real-time broadcasting and VOD are the most important services among the public functions which public broadcasting stations have to persue. Futhermore, the users showed high intension to use when the free real-time broadcasting service is offered. Therefore, public broadcasting stations have to improve the social recognition on necessity and public interest of public broadcasting stations through the free real-time broadcasting services on Internet and smart media platform. And policies which can ensure competitiveness in the era of digital media are needed to become important broadcasting institute.

The EU's Public Diplomacy in Asia and the World through Social Media: Sentiment and Semantic Network Analyses of Official Facebook Pages of European External Action Service and EU Delegation to the Republic of Korea

  • This study aims to assess the quality of the EU's public diplomacy efforts through social media. Specifically, this research explores the headquarters of European public diplomacy (European External Action Service, EEAS) and its subordinate agent (EU Delegation to South Korea, EUDK). The main research question is "how coherently and effectively does the EU execute public diplomacy strategies in the third countries?'' This study employs both quantitative and qualitative approaches―the former for the results presentation and the latter for the results interpretation. The results are summarized in two points. First, both the EEAS and the EUDK maintained an objective position by posting only neutral perspectives on their social media. Second, the narratives of the main actors were the same, but the main themes were different according to their contexts. The analysis discusses the effectiveness of the EU's strategic narratives by focusing on measuring message reception. Its limited findings were that social media postings could not induce the audiences' active discussion of the EU's diplomatic performances. The conclusion suggests that the EU should identify the expectations from its global counterparts and use these to forge the Union's strategic narratives.

Universal Service and Public Service Broadcasting -In the Age of Media Convergence (융합미디어 시대 보편적 서비스와 공영방송)

  • This article argues that public service broadcasting (PSB) should be transformed into public service media (PSM) in order to accommodate the concept of universal service in this media convergence age. If we utilize the universal service concept of telecommunications in this purpose, it inevitably constrains the concept to "access to general information" and has a limitation in its scope. In contrast, the application of the broadcast perspective leads to only examine the possibility of expanding the universal service obligation to new platforms, which has been applied to terrestrial broadcasting. As a result, these two approaches have no choice but to stay in limited area such as low-income assistance. Thus, in conclusion, it is necessary to convert PSB to the PSM as a means of providing the socially required content universally, which commercial market cannot easily produce.

  • This essay deals with the bulk of problems of media raised by social inequality. I attempted to examine the relationship between inequality and media/information. In adopting the method of political economy based on dialectical viewpoint, I argue that collaboration among Chaebol, media, power result in the media capitalism. This mode of production has brought about the decline of public service and democracy. It led the Korean industrial capitalism to media capitalism. This mechanism is a dominant but unfair system with grasping of wealth, power, information. The media capitalism, based on profit, privatizations, power monopoly, remains democracy and public service in retreat. Chaebol-media-power complex plays an important role in cementing the establishment. We are reminded how much the dominant system has deteriorated the public interests of the media market and information.

  • As one of leading media converging broadcasting and telecommunications, IPTV is required to pursuit the idea of public interest from broadcasting industry and universal service from telecommunications industry as well as satisfying industrial effect. It needs to consider both industrial effect and public benefit when vitalizing IPTV services. The project of providing IPTV-based interactive public services is expected to enhance accessibility of public services, present shape of new public service in broadcasting-telecommunication convergence environment, resolve the shortage in contents supply which is one of most important problems in IPTV services. In this research understanding the overall response such as service usage status, satisfying/dissatisfying factor, trend of preference of the customer using IPTV-based interactive public services, we analyze what the public service mean in IPTV environment and public identity of IPTV. And we have investigate effective developing method and ripple effect of IPTV-based public services on broadcasting and telecommunications converged ecosystems.

  • Recently, the public design plays a role in improving the residents' quality of life and activating the local economy as an axis of the regional development. However, during the development process led by the local government, the public space has been changed to a place where only the function is emphasized without considering the local history, culture, and life. Since the opinions of the regional residents are not reflected, the public place lacks public benefits and has difficulties in continuous improvement and development. Here, we studied on the participation of residents in public design. Firstly, we discussed public design that residents can participate voluntarily and actively as users, managers, and beneficiaries. Secondly, it is necessary for the residents, who are not experts in the public design, to have easily understandable and well tractable communication media which facilitate communications with a group of the design experts and the public service personnel. We explained the types and specialities of the communication media. Thirdly, it is necessary for the residents to contribute much to the local development by active participation in the sustainable and consistent public design through using the easily accessible communication media.
