The Security Service History focused on 1930s in Korea (1930년대에 전개된 경호 활동 고찰)

  • The purpose of this study is to investigate about security service history on 1930s in Korea. This study used materials by historical facts for the regulations, books and newspapers in 1930s. In 1930s, security service was unknown details of the historical contents so far. There are four parts conclusion of this study: police department of provisional government, security service agency in the provisional government, security service agents of an independence movement, the general society of Korea. Firstly, Korean regional government in Manchuria, which Kokminbu(國民府) organized the security service agency(警護局) for protect government and public security. Most importantly, the security service agency appearanced an important place which were the independence movement and self-governing administration for Koreans in Manchuria. And the security service agency was required by the security service regulations(警護條例) as law. Secondly, diversity activities of security service in police were exposed the duty as 'car escort service(車輛警護)' for offenders, the 'township office guard' from mobsters, 'woodland protect service(林野警護團)' for fire-raisers. security service as police officer were widely application for protection and safety from danger. Thirdly, Mass society was needed to service for public security in daily events such as 'noted singer meeting', 'funeral procession to the graveyard', 'athletic meeting' as private establishment of security service agency in nowadays. people were wanted the private security service(私警護) from 1930s to present. Fourthly, Overseas security service mentioned in attack of politician, protect from poison and security service about train vessel fleet. In 1930s, security service is comprehensive protection which were not only bodyguard, but also safeguard for hazardous materials.

The Current VIP Guard System and Its Development (요인의 안전을 위한 경호조직 분석 및 발전 방안)

  • In modern society, there are diverse sorts of VIPs including a king and individuals. Some like a king or president are in need of professional secret services, and others become VIPs by being guarded by a bodyguard company at their own request. The former is called a public guard, and the latter is a private one. In the field of the public guard, the nation should be furnished with a guard system in consideration of political circumstances to protect VIPs. That is, the parliamentary cabinet system and presidential system call for a different guard system, and the guard system's professional features vary to some degree with political situations and cultural climate. If the ultimate goal of guard is to protect the chief of the democratic and open state in a most efficient and safe manner, it's mandatorily necessary to set up a professional and specialized guard organization to provide democratic and efficient secret services. It's desired that the domestic presidential guard division should be staffed with not only expert guards but other personnels dispatched from the military and police. In the police, guard mission is splitted among various guard and security agencies, including the National Police Agency's public security bureau or the Seoul Metropolitan Police Agency's public security division, 101 security unit, mobile police and 22 special guard division. As a chain of command is separated and it's difficult to manage such organizations effectively, the National Police Agency should be exclusively in charge of VIP guard and security. In the area of private guard, the private police system has shared national security task as a middle organization between the private police and private guard. But now its intent has gradually weakened, and its mission should be redefined. In addition, the way people look at private guard should change, and they should be well informed that it could serve to prevent possible crimes, protect them against crimes and get rid of their inconveniences. To make a good impression on people, the guard associations and businesses should put their efforts into reinforcing publicity activities, and the government, academic circles and press should team up with them as well.

  • 무선 단말기에서 인터넷 서비스를 제공하기 위한 인터넷 접속 프로토콜이 등장함에 따라 무선 인터넷 사용의 편리성과 특성에 대한 인식이 급속한 속도로 확산되고 있다. 무선 인터넷에서 전자상거래를 비롯한 데이터 서비스가 성공적으로 제공되기 위해서는 반드시 해결되어야 할 요소가 보안이다. 무선 인터넷의 안전한 전자상거래 서비스를 제공하기 위해서는 통신정보에 대한 기밀성, 개체인증 등의 정보보호를 위한 기능과 부인방지 기능 등을 제공해야 한다. 공개키 기반구조 (Public Key Infrastructure, PKI)는 사용자에게 정보보호기능과 부인방지 기능을 제공한다. 본 논문에서는 무선 인터넷 환경에 적용 가능한 공개키 기반구조 적용 모델을 제안한다.

  • This study is to consider political implication of indicators to measure personal information security in public sector studied by Ministry of Public Adminstration and Security from 2008 to 2011. The study analyzed the priority of personal information security policy dividing into personal information security infrastructure, personal information management with life cycle, correspondence of information infringement by scholars, experts, and chargers. As the results, to progress personal information security policy is important to management of personal identification information on web site; specially institutional infrastructure as responsible organization, exclusive manpower, and security budget; personal information security infrastructure. As like the results, it would be reflected in the progress of personal information security policy and tried to provide systematic management program with improving safe information distribution and usefulness.

Introducing Contract-out in the Policing Service : Focusing on Policing segregated System (치안서비스의 민간위탁 도입에 관한 연구 : 치안분업모델을 중심으로)

  • These days, the majority of public service area presents increment of utilizing a contracting-out with the following reasons such as cost-efficiency, maintenance of population changes in flexible manner, and convenience of management. The social changes have influence on policing structure and regional security system as well as problems associated with accepting the contracting-out in the public policing sector. However, many issues such as limited contracting-out sector, difficulty of encouragement of participation to private sector, and limitation of making a contract with contracting-out would be brought up when initiate contracting-out to the public policing sector. Changing security system to lower budget, planning restructure of organization, developing alterable partial contracting-out, establishing private and public cooperate system and rationalizing contract system are the suggestions to solve and modify the raising problems. This study suggests a differentiate regulation of policing services compare to currently existing contracting-out method to consider a distinctive working environment. The suggestions are as follows: 1. develop a security segregate model, 2. build a cooperative system between private and public policing sector, 3. broaden opportunity of participation of private policing sector, 4. open-competition among qualified private tender to make a contract. The private contracting-out in the public security service sector should be manage in different manner compare to other private contracting-out in government-oriented public service sector. Since work performance of each private contracting-out agency is strongly bond to safety of every civilian in the nation, it is essential to increase its standard of qualification of each agency.

  • This study is trying to analyse the private security prevention role of citizen, For this analyse the public opinion survey on the crime prevention of the private security was carried in Kyungnam area about the crime prevention system and the storage and institution, the role of the crime prevention of private security etc. So that, we have experimented a fact-finding survey about civil consciousness. The result of this fact-finding survey about crime prevention system is on the hand pointed out the circumscription of the police power, and the other hand they have the age-old ceremonies on the dependence about police system. Because the public security order needs the compelling power to maintenance the peace and this power is exercising only by police. They don't have the trust about the role of the private security as the crime prevention institution. But, they consider the private security is just for anyone in particular and special class by their demand. And also, they consider the private security is very expensive to utilize for their security in the everyday life. There for, some people have trust for the private security and if they have a chance for the security, they consider to utilize the private security for their safe life as an security agency. The private security has a powerful experts and so many high-tech equipments for the security. Thus, we have to find a solution to get the best out of it. Because the private security is also a part of crime prevention institution as the police agency.

  • Public institutions invest about half of the information protection budget annually to introduce information security products and information protection services in order to prevent cyber terrorism and establish organizational security. However, research on whether introduced information security products has a positive influence on improving the information security level of the actual institution is in an incomplete state, and accordingly, There are problems such as the measurement of the investment effect of the information security product introduced in the organization and the difficulty in selecting the optimum information security product that the agency actually needs. In this paper, prior research will conduct research on the influence of the introduction of information security products on the improvement of information security level of organization through analysis of operational data of inadequate information security products, and based on the research results, It would be useful to use it for information security practices such as optimal product selection and internal security policy formulation through validation of the introduction of information security products of public institutions.

  • 빅데이터 환경에서 개인정보가 포함된 데이터가 공개될 경우 많은 프라이버시 문제를 야기할 수 있다. 따라서, 본 논문에서는 데이터 공개 시에 개인정보를 보호하기 위한, 공개정보 안전성 검증 체계를 제안한다. 제안하는 검증 체계는 개인정보가 포함된 공개정보에 대하여 익명화 수행을 지원하고, 익명화된 데이터에 대하여 비익명화를 수행하는 등 공개정보에 대한 안전성을 평가하고, 이를 관리 감독하는 체계이다. 안전성 검증은 공개되는 정보에 따라서 다양하게 이루어 질 수 있으며, 검증의 강도에 따라서 안전성 인증 레벨을 차등 부여한다. 제안하는 체계는 빅데이터 환경에서 데이터 공개 시 개인정보보호를 위한 최소한의 안전성 보장체계라 할 수 있으며, 제안하는 체계를 통하여 빅데이터 환경에서 개인정보에 안전한 데이터 공개 환경이 조성될 것으로 기대한다.

Operation Status of Chinese Security Service Industry and Institutional Settlement Methods (중국 보안서비스산업의 운영실태 및 제도정착 방안)

  • With the changing safety services and social order systems accompanied by the economic development and changing public security environment since the Chinese economic reform, the security service industry in China is growing daily and related problems are increasing. For the Chinese security service market to be activated, the monopoly of security services by the public security agencies must be removed. In addition, the research and development, expansion, and applications of safety and crime prevention technologies regarding the safety and protection of exhibition, sales, culture, sports, commerce activities, combinations of safety technologies and crime prevention processes, the provision of relevant technical operations, and the expansion of security service areas are required. Furthermore, the administration rights, property rights, and business management rights of security companies must be separated, the security headquarters must be integrated and coordinated for optimization of various resources solely by market needs, and their rights and affiliation relations must be clear. Besides, the competitiveness of security companies in the security service market must be enhanced by unifying the business management, and optimizing and sharing their resources. The security service ordinances of China that have been implemented now must be applied realistically, methods to activate the true market economy for security services must be researched, and various ordinances related to security services must be realigned in line with the characteristics of security services. Finally, for the mutual cooperation system between public and private security services, the public security agencies must acknowledge the importance of private security services and the status of security service providers in crime prevention and social order maintenance. They must establish partnership relations with each other beyond the unilateral direction and management system for security services and drive with positive attitudes the security service industry which is still in its infancy.

  • Since Roentgen discovered X-rays, radiation sources have been utilized for many areas such as agriculture, industry, medicine and fundamental chemical research. As a result, human society has gained lots of benefits. However, if a radioactive material is used for the malicious purpose, it causes serious consequences to humanity and environment. Consequently, international organizations including International Atomic energy Agency (IAEA) have been emphasizing establishment and implementation of security management to prevent sabotage and illicit trafficking of radioactive materials. For this reason, the rule of technical standards of radiation safety management was revised and the public notice of security management regarding radioisotope was legislated in 2015 by Nuclear Safety and Security Commission (NSSC). Several radioactive sources which have to be regulated under the above rule and the public notice have been utilized in Advanced Radiation Technology Institute (ARTI) of Korea Atomic Energy Research Institute (KAERI). In order to control them properly, security management system such as access control and physical protection has been adapted since 2015. In this paper, we have analyzed the public notice of NSSC and its field application case. Based on the results, we are going to draw improvement on the public notice of NSSC and security system.
