Advisable Direction of Sensitivity-Quality Factors on Railroad Sector (철도분야의 감성품질 요소 정립방향)

  • There has been a growing interest toward railroad conjunction with opening of high-speed rail in 2004 and concurrent implementation of nation's green growth policies. Meanwhile, users' expectation on service of public transportation, especially railroad has been growing than since ever due to heightened quality of life, entering aging society, voice of equity for minorities, and greater interest in environments of communities. In order to come up with the expectations, actual improvements for user's convenience/comfort and its assessment strategies in terms of service quality level are necessary. This study defines the index of this aspect of service level as 'Sensitivity Quality'. This is conceived as one of the important factors to define travel cost as do the travel time and fare, but hardly taken into consideration when assessing a transportation system or policy-making for a transportation project. The elements included for the assessment of the sensitivity quality in this study are feeling of a ride, conformability and convenience what users feel and recognize using a train. This paper suggests that establishing sensitivity quality elements would contribute in foundation of assessing service quality and provide improved public transportation services through their scientific and objective development and management.

A study on the constructing strategies for the effective service of government information (국가보유정보의 효율적인 서비스 구축 방안에 관한 연구)

  • The purpose of this study is to provide some constructing strategies for the effective service of government informations aiming at enhancing the quality of public services and the competitiveness of government in case of Korea. The major suggestions of this study are as follows: First, the constructing strategies for the effective service of government informations should be implemented in the level of national government reforms. Second, the constructing strategies for the effective service of government informations are to drive at linking the related policies and the use of information communication technologies. Third, the constructing strategies for the effective service of government informations are should be based on the information superhighway project initiated in 1994. Fourth, the constructing strategies for the effective service of government informations are to drive at introducing the concepts of IRM(Information Resources Management) and emphasizing the concepts of information transfer. Fifth, the constructing strategies for the effective service of government informations are to drive at adapting the related new information technologies including Internet by a means to full joint utilization of information. Sixth, the constructing strategies for the effective service of government informations are to drive at the policy of full joint utilization of information linking through the private and public sector. Finally, the constructing strategies for the effective service of government informations are to drive at considering the linkage of other countries and international organizations.

Development of Performance Indicators on Private Building Construction Sites using Supervisory Report (감리데이터 기반의 민간 건축현장 성과지표 개발)

  • As performance measurement is important for systematic management, the key indicators for performance measurement have been consistently researched in the construction industry. However, there are only a few cases in which performance measurement is performed because it requires strenuous efforts to collect data for measurement. Unlike the public sector, which has been collecting project data through laws, the private sector has very little data to measure performance. In contrast, supervision work concerns important data necessary for the performance management on building construction sites in accordance with the Building Act. Therefore, in this study, we used the data from supervisory reports to measure the performance of private building projects. First, we derived 6 performance areas and 15 indicators through a few rounds of expert group discussions and 2 surveys. Then, we identified the performance indicators with high feasibility of data collection and computed their degree of significance via the analytic hierarchy process. It is expected that the performance indicators and their computational processes derived in this study can be used to systematically measure the performance and aid the speedy diagnosis of private building construction sites.

  • The Domestic Construction Industry is in the process of changing from a one-sided production method centered on the contractor to a production method in which the order and the contractor can collaborate. Depending on the delivery method, the bid/success method, the contract method, and the degree of business involvement of the order may also vary. In this thesis, in order to introduce 'Construction Management at Risk' suitable for the domestic environment, domestic and foreign institutional analysis, bid process analysis, contract fulfillment and management analysis, post management analysis, and related laws and regulations for legalization In order to suggest a plan for the efficient operation of the system, a system and case analysis of domestic and international construction responsibility type construction project management was conducted. 'Construction Responsible Construction Project Management' defined in the Framework Act on the Construction Industry is divided into the main contract transfer contract, which is a service contract performing pre-con work, and the main contract, which is construction project management and construction contract. Therefore 'Construction Management at Risk' should be regarded as one of the ordering methods rather than a successful bid system, as in the case of overseas, and legalization as a bidding system equivalent to design/construction batch bid and technology proposal is necessary for introduction. In order to introduce 'Construction Management at Risk' suitable for the domestic environment, domestic and foreign institutional analysis, bidding process analysis, contract fulfillment and management analysis, and follow-up management analysis are conducted. A method for efficient operation was suggested so that it can be applied in the domestic market while maintaining the original merits of this system.

Development Scheme of Transport Infrastructure in Poland as the European Union Member by Public Private Partnership

  • In May 2004, Poland with nine other Eastern European countries joined the European Union(EU). After accession to the EU, Poland will accelerate the realization of investment in road sector, and wants to achieve important development of its road network condition in year 2005. Polish government is not able to afford the whole investment needed for construction of its motorways, so it wants to develop effective techniques of project funding based on the Public Private Partnerships(PPP). Without having high-performance transport networks, one country's economy cannot be competitive. It was the reason for establishing the Trans European Network(TEN) in the European Union. It creates the links, which are still missing between the fifteen countries of Western Europe and the new member countries like Poland. Consequently, Poland will also need to establish a proper transport infrastructure network. This paper will discuss how the PPP scheme can be applied for the transport infrastructure development in Poland as a EU member.

Innovation and Knowledge Creation in Commissioned-service-type quasi-governmental Institutions (위탁집행형 준정부기관의 혁신과 지식창출에 관한 연구)

  • The purpose of this study is to review the theoretical discussion on innovation and explore the direction of innovation based on the characteristics of Commissioned-service-type quasi-governmental institutions. In addition, by exploring the main contents and directions of innovation for knowledge creation, this study aims to derive directions for innovation in Commissioned-service-type quasi-governmental institutions. Since an innovation project is both a business and a public service, I conducted a theoretical review to categorize innovation projects using the discussion of service innovation. According to the theoretical framework, innovation in the public sector begins with exploring changes in environmental and social values. This process leads to the establishment of innovation goals and directions, as well as innovation tasks linked to the core competencies of each institution. It is important to note that the institutional conditions and characteristics of the contracting organization should be taken into account. In conclusion, considering these characteristics, Commissioned-service-type quasi-governmental institutions should check their efforts to achieve their innovation tasks and diagnose the conditions for innovation to which type of organization they belong.

  • In order to build up competitive power in construction market and to cope with international policy, Design-Build bidding is one of the viable bidding system, encouraging collaboration between design office and building construction firm. Design-Build is a promising delivery system to help expediting schedules, saving costs, and improving Quality. However, the problems of Design-Build project in the domestic construction industry are not to be able to take advantages of fast-tracking and value engineering process, because of the problems of inappropriate system and participants' inexperience. The purpose of this study is to suggest alternatives for Design-Build bidding of public sector in the domestic construction industry in the costs, quality and time aspect.

  • The construction industries are facing problems of productivity, quality of work, safety, and the completion of projects in time. In construction industry a worker is exposed to hazardous environment, and has to do more physical work, effecting his health and also productivity. The automation and robotics can offer solution to many problems of the industry. In the past the major barrier to construction automation is the lack of electronic components and systems. This is solved now with the development of information technology, and the current obstacle is the high cost of automated systems, shortage of public money for R&D, and problems of acceptance. The robots employed in construction have followed the same concept as those employed in manufacturing. However, construction industry requires a different kind of robot compared to manufacturing Industry. The robots are stationery and product moves along the assembly line in manufacturing sector, but construction robots have to move about the site because buildings are stationary and of large size. The construction robots must function in adverse weather conditions, including variation in humidity, and temperature and increase the overall construction productivity rate. The major objective of the paper is to review the existing applications of building robots and to assess their implementation in building industry. A case study is considered for the implementation of robots for the painting work of the University Building at Saifabad PG College of Science, Hyderabad, India.

Understanding TOT and Divestiture PPP Project in China's Water Market: Centered on SWOT Matrix (중국 TOT와 자산매입 수처리 민관합동투자사업의 이해 : SWOT 분석을 중심으로)

  • A variety of PPP (Public-Private Partnerships) schemes including BOT, TOT (Transfer-Operate-Transfer), and divestiture has been employed in the Chinese water sector. Although the two latter emerging models have been implemented in their full applications lately, there has been no follow-up for identification of opportunities and challenges inherent in those schemes in relation to the market participation of foreign investor. This study undertakes in-depth analysis on the TOT and divestiture projects in the SWOT (Strengths, Weaknesses, Opportunities, and Threats) matrix and measures the level of agreement on each SWOT through a survey among the Chinese water market experts. The findings can be used to support foreign investors in managing the weaknesses and threats that, unless properly managed, can be evolved into potential project risks, while fully benefiting from the strengths and opportunities of the two schemes.

A Study on the Need of Specialized Institution for Post-Evaluation of Construction Projects (건설공사 사후평가 전문기관 설치 필요성 연구)

  • The post-evaluation system after construction projects can evaluate estimates of use demand, project cost, and project schedule estimated in the planning phase of construction projects in public sector. Thus, it was introduced in 2000 for the purpose of reduction in future errors during similar constructions by project orderer by referring the post-evaluation results. However, many barriers to the post-evaluation system after construction projects have been reported due to evaluation systems that lack objectivity and reliability and lack of main bodies that utilize the system. Thus, this study derived implications for improvements of the post-evaluation system in Korea by benchmarking building project evaluation system and management as well as utilization systems of developed nations. Then this study conducted a survey with experts who have experienced activities in the post-evaluation committee and members of post-evaluation for public project owners. Therefore it identified the need of installation of specialized post-evaluation institutions as well as functions and work tasks to be taken by specialized institutions. Based on the analysis results, this paper provided revision drafts of related legislations and guidelines to be effective in post-evaluation. Through the study results, many trial and errors can be reduced in similar projects in the future by performing in-depth analysis on large-scale construction projects and repeatedly applied building project practices can be improved to raise technical competitiveness if the specialized institution is installed.
