Smart Poster Authentication Scheme based on Authentication URL (인증 URL 기반의 스마트 포스터 인증기법)

  • NFC(Near Field Communication) is a wireless data exchange technology in 13.56MHz frequency band between devices. The NFC Forum defines the NDEF(NFC Data Exchange Format) exchanging data format between NFC devices and NFC Tags, the NFC RTD(Record Type Definition) defining the record types in the NDEF messages, the Smart Poster RTD in order to replace current paper posters and the Signature RTD to ensure the authenticity and integrity for NDEF records. But the previous smart poster authentication scheme have the weaknesses of using the PKI(Public Key Infrastructure) with certificates to verify the public key for the smart poster authentication and requiring the additional storage capacity of NFC tags for the authentication path. Therefore in this paper we propose a smart poster authentication scheme and implementation based on the authentication URL, a digital signature and a public key without the PKI and certificates for the smart poster authentication.

A Study on the Current Status and Improvement of Facilities Management Corporations' Records Management: Focused on the Gyeonggi Area (시설관리공단의 기록물관리 실태 및 개선방안에 관한 연구: 경기지역을 중심으로)

  • The record management of public enterprises under basic local governments has been in a blind spot while many studies have been mainly conducted on public enterprises directly managed by the National Archive of Korea and local public enterprises located in metropolitan cities. Hence, this study aims to examine the current status of Facilities Management Corporations' records management in local cities and counties of the Gyeonggi area, and to suggest improvement measures with some basic data as a reference. After conducting a survey and telephone interviews with eight record management officers from Facilities Management Corporations, the results of this study found that record management of them was in hard conditions with many improvements needed.

A Study on the Improvement Plan for Records Management in Local Public Corporations (지방공사·공단 기록관리 개선방안에 관한 연구)

  • Local public corporations are closely related to the welfare promotion of local residents because they are responsible for the management of public facilities and are entrusted with some of the duties of local governments. Besides these responsibilities, they also have to conduct systematic and professional record management to ensure the legitimacy and fairness of organizational activities as the importance of ethical management and knowledge management emerges in organization. With regard to this task, this study proposes an improvement plan for the records management of local public corporations by analyzing the current status of records management and the awareness level for the possibility of developments in record management work. For this endeavor, the study conducted a literature review, gathered 50 survey responses from archivists from local public corporations nationwide, and performed 18 interviews with the survey respondents. Based on the analysis of these data, the study proposes that the National Archives of Korea should strengthen the role of supporting local public corporations. Moreover, local public corporations are suggested to improve records management at the local level and form a cooperative union among similar corporations.

Assessing Reliability of Medical Record Reviews for the Detection of Hospital Adverse Events

  • Objectives: The purpose of this study was to assess the inter-rater reliability and intra-rater reliability of medical record review for the detection of hospital adverse events. Methods: We conducted two stages retrospective medical records review of a random sample of 96 patients from one acute-care general hospital. The first stage was an explicit patient record review by two nurses to detect the presence of 41 screening criteria (SC). The second stage was an implicit structured review by two physicians to identify the occurrence of adverse events from the positive cases on the SC. The inter-rater reliability of two nurses and that of two physicians were assessed. The intra-rater reliability was also evaluated by using test-retest method at approximately two weeks later. Results: In 84.2% of the patient medical records, the nurses agreed as to the necessity for the second stage review (kappa, 0.68; 95% confidence interval [CI], 0.54 to 0.83). In 93.0% of the patient medical records screened by nurses, the physicians agreed about the absence or presence of adverse events (kappa, 0.71; 95% CI, 0.44 to 0.97). When assessing intra-rater reliability, the kappa indices of two nurses were 0.54 (95% CI, 0.31 to 0.77) and 0.67 (95% CI, 0.47 to 0.87), whereas those of two physicians were 0.87 (95% CI, 0.62 to 1.00) and 0.37 (95% CI, -0.16 to 0.89). Conclusions: In this study, the medical record review for detecting adverse events showed intermediate to good level of inter-rater and intra-rater reliability. Well organized training program for reviewers and clearly defining SC are required to get more reliable results in the hospital adverse event study.

Improvement Plan of the Korean Electronic Medical Record (우리나라 전자의무기록의 개선방안)

  • The rapid development and distribution of information communication industry facilitates the changes of hospital administration, introducing EMR(Electronic Medical Record) instead of paper-based medical record in the medical field. The developed countries such as U.S. have established EMR system after in the middle of 1970s because the primary advantages of EMR is to store and handle vast amounts of records efficiently and increase the quality of health care. Most of health organizations in Korea also apply medical record system to their administration. As the result, they have accomplished a scientific administration system through the use of medical record to handle a variety of patient's information including patient's confidentiality and privacy such as family history, social status, income level, and so on. However, access to and the misuse of EMR causes illegal infringement of patient's information and finally it becomes a very serious medical issue. Potential leakage and misuse of records may seriously infringe patient's privacy rights. In this respect, the related agencies in the public and private sector have been making efforts to prevent patient's records leakages. Especially, the revision bill of Medical Law in 2002 establishes the ways on the security and standards of electronic records. However, it does not provide the proper guidelines which is applied to the rapid changes of the medical environment. One of the most priorities in the hospital administration is the production and maintenance of an accurate medical records fulfilled by medical recorders. Therefore, it is very important for health care providers to hire ethical-based medical recorders. But, unfortunately most of hospitals overlook the importance of their roles. All parts including government, physician and patient must have more concerns on the problems related to EMR. Therefore, this study aims to propose the proper ways to resolve the problems coming from EMR.

A Study on the Device of 'Archival Refiling' ('구기록물' 재편철 방안의 모색)

  • The issue of how to manage the existing records at an archives is very important from the aspects of principle and practicality in record management since it is deeply related with the system of managing new records. Although there are a few studies on filing and criteria on organizing records, they do not often help in the actual site of record and archives management. Therefore, we need to raise the issues that could develop in actual sites and find the ways or resolving these issues, other than the general criteria proposed. Refiling is a very important task for recovering the original order and needs to be a task that should be done according to the overall system and process of record management at an archives. Furthermore, it is very important to objectify and regulate the contents and methods of the task of refiling through the refiling criteria with the content of criteria being specific. From the arguments presented until now, we could tell that refiling falls in the area of record management at an archive directly related with the department of reproducing records at public organizations. Moreover, the role of archivists relates with the task of refiling is critical. Especially, distinguishing job according to chief object is a critical issue in the status and role of archivists at record and archives institutions. This process is important not only at the level of simple job makeup but also in record management. Archivists should be responsible for preparing refiling criteria, reviewing of problems developed in job process, classifying records for refiling, reviewing and refiling of catalogs and key words, selecting equipment and tools, and establishing various forms.

A Study on cooperation of Record Center following relocation of Central Administrative Agencies focusing on collective management of space and function in Record Center (세종시 이전 중앙행정기관의 기록관 운영 방안 검토 공간 및 업무의 공동 운영을 중심으로)

  • Since 2011, 148 public institutions (including the central administrative agencies) have been moving to the provinces. First of all, the Prime Minister's Office began to be relocated to Sejong City on 14 Sep, 2012, followed by 6 central administrative agencies and their cooperative agencies are planned to move there. With regard to public institutions' relocation, the issue of record centers' relocation should be also considered. In respect that there is lack of facilities, manpower, and equipment in most record centers, it is doubtable whether the relocation of record centers will end successfully. The purpose of this study is to investigate the current state of record centers and to grasp their issues when they are relocated. The targets are the central administrative agencies which will move in 2012. The data was collected by request of information disclosure and personal contact with record centers. After analyzing collected data, both the issues caused by relocation and the cases of environment improvement were assured. In addition, the improvement of record centers' limitation (ex. The lack of exclusively responsible workers, the shortage of facilities, space and budget etc.) was suggested.

Study on how to vitalize the historical record management of the provinces (지방의 역사기록관리 활성화 방안 연구)

  • This study presents how to vitalize the record management of the provinces by investigating the current issues and by identifying the universality and the distinctiveness of the record management in local agencies. However, it only deals with the system of the record management, focusing on the history of the provinces. Although the related projects conducted by the provinces of Korea consist of various types, including publishing the local history, creating the activities of local cultural institutes, and collecting and organizing the historical records, these have not been active in many regions with insignificant achievements. In this regard, local self-governing bodies need to actively fulfill the duty of the management not only for the administrative archives but also for the historical archives by aggressively interpreting the associated parts suggested by the Act on the Management of Public Archives. Ultimately, it is proper to integrate theses two functions. Moreover, an effective collection is the core part of the record management of history. Therefore, a 'committee' with experts should provide in-depth views from planning to post-processing stages. Meanwhile, a consensus on the importance and the necessity of the historical archive management between owners and concerned parties should be formed during the collection process. In conclusion, each local autonomous entity should make sure of the active record management of history through establishing their own mid to long-term development plans, securing experts in archive management, as well as providing the service for record contents.

A Theoretical Examination on Appraisal System of Public Records in Korea : Comparative Study on Archival Selection and Concepts of Values (공공기록물의 평가체제에 대한 이론적 검토 -선별 방식 및 가치 범주를 중심으로-)

  • Appraisal is a basic archival function that analyzes values of records and determines the eventual disposal of records based upon their archival values. In Korea, this appraisal concept introduces in earnest through Public Records and Archives Act(PRA, 공공기관의 기록물관리에관한법률) with which Korean record management systems settle inflexibly. In theoreical and methodological area, therefore, it is necessary to analyze appraisal system in this Act with it in archival science. In PRA Act, appraisal system is founded on the Tables of Transaction for Records Scheduling(TRS, 기록물분류기준표) through which disposal activities of all records are definited in a concrete form. In this system, selection of archival materials which has been recognized as a important function of record center is carried out by record creators and archival institutions; Primary value between semi-currenty and non-currenty are reflected at the same time. In view of values, this appraisal system intends to separate reasonably consideration for continuing utility of achives from current use of records throughout agencies duration. Ultimately, appraisal based upon TRS makes up not separated management course but organic courses reflecting the Continuum of Care. Of course, this appraisal system makes up the deficiency partially. TRS regarded as 'mainboard' of current appraisal system will have to be enacted elaborately. And appraisal strategies of electronic records must set up in detail in PRA Act and TRS. Lastly, arrangement and description concepts immanent in TRS will have to supplement in archival institutions.

Accountable Attribute-based Encryption with Public Auditing and User Revocation in the Personal Health Record System

  • In the system of ciphertext policy attribute-based encryption (CP-ABE), only when the attributes of data user meets the access structure established by the encrypter, the data user can perform decryption operation. So CP-ABE has been widely used in personal health record system (PHR). However, the problem of key abuse consists in the CP-ABE system. The semi-trusted authority or the authorized user to access the system may disclose the key because of personal interests, resulting in illegal users accessing the system. Consequently, aiming at two kinds of existing key abuse problems: (1) semi-trusted authority redistributes keys to unauthorized users, (2) authorized users disclose keys to unauthorized users, we put forward a CP-ABE scheme that has authority accountability, user traceability and supports arbitrary monotonous access structures. Specifically, we employ an auditor to make a fair ruling on the malicious behavior of users. Besides, to solve the problem of user leaving from the system, we use an indirect revocation method based on trust tree to implement user revocation. Compared with other existing schemes, we found that our solution achieved user revocation at an acceptable time cost. In addition, our scheme is proved to be fully secure in the standard model.
