A Study on Improvement of EMS Fund Using in Korea (우리나라 응급의료기금 운영실태 및 문제점)

  • In Korea, EMS Fund Operation seems to move the opposite direction to right way. The most initial EMS fund was consumed loan for some emergency patients without any particular results. Since 2002, the use of EMS fund also has shown a tendency to shift one side. By the results, it was 44.3% to support emergency medical centers, so called hospital EMS system and 28.4% to purchase ambulances and helicopters, and 1.6% to operate Central Medical Center, prehospital base in the EMS fund consumed in 2004. It was never supported for the environmental improvement and development of universities, colleges, and private EMS units having the primary responsibilities. The initial EMS fund using should be used for prehospital base, e.g., prehospital staffs, communications, and facilities and balanced development between public and private EMS units than any other fund using.

A Study on the Role of Public Fund for Improvement of Korean Animation Funding System (한국 애니메이션 재원조달 활성화 방안 연구 : 공적기금의 역할을 중심으로)

  • The purpose of this study is to find out the way to improve the funding system of Korean animation, which will lead the establishment of virtuous circle of Korean animation industry. The funding structure of Korean animations in the period of 2005-2009 is analyzed to find out that the funding surveyed to find out that the domestic funding source for Korean animation has reached its limitation. Without any active involvement of public fund, this will result in the shrink of Korean animation industry with heavy reliance on foreign capital and limited quality of Korean animation. This is not only a serious problem of Korean animation industry, but also the problem of Korean cultural identity and variety because it is related with the diminish and degradation of Korean children and family content. Meanwhile, in France and Canada, which are the major co-production partners of Korean animation, the animation production is being activated by the full support of government fund system, because the animation is regarded as the important genre which plays a critical public role in establishing the cultural identity and variety of such countries. Improvement of Korean animation funding system is not pursued by more injection of public fund into the industry. It should be designed to facilitate the investment from the private sector by improving the profitability of Korean animation. This goal can be achieved by public fund with annual budget of 25 billion Korean Won supporting the distribution and production of Korean animation. Discussion should be needed for securing the funding resources such as establishment of new animation fund or utilization of existing fund.

Experts View and Recommendation for Management and Operation of National Health Promotion Fund (국민건강증진기금 운영과 개선방향에 대한 전문가의 인식)

  • Objectives: This study was to examine the experts perception on the operation of the national health promotion fund and related policies, and to obtain the perspective on the improving governance of the fund. Methods: Experts opinion survey was recruited 120 experts who were public health officials, and members of board in academic societies related to health promotion and health policy, and 60 experts participated in the survey. Results: Most health care experts agreed that the current allocation of health promotion fund was not optimal with its lack of allocation on promoting healthy lifestyle and R&D for health promotion, while the majority of the fund was being spent on supporting national health insurance. Thus, establishing governance system and control tower for the fund was viewed as critical. Also the status of deliberation committee should be raised to higher position where it can hold practical authority to plan and evaluate fund spending. Conclusions: The priority of health promotion fund spending should be more on improving health such as modifying life-style and spreading healthy habits, rather than on disease management or subsidizing health insurance. It is recommended that change from to environment in health promotion policy regime is required to establish effective governance system for the fund operation.

Operation Fund Financing and Management Performance of National and Public Medical Institutions and Private Medical Institutions (국·공립의료기관과 민간의료기관의 운영자금 조달과 경영성과)

  • This study analyzed the financing ratio by operation fund financing method and their impact on management performance according to the establishment operation management entity of the medical institution. For the analysis method, ANOVA, logistic regression, and regression analysis were conducted using financial information registered with HASPA.The results of the study, The ratio of gross revenue to operating funds differed significantly depending on the establishment operation management entity. In addition, it was found that the financing ratio of each operation fund financing method was significantly related to the management results(deficit, surplus), and the impact of the operation fund financing method on management performance differed according to the establishment operation management entity. As a result, the management of operating funds of medical institutions is deemed appropriate to apply cost management first considering the ratio of revenue to operating funds, and then to utilize internal operating funds.

  • Research and development (R&D) is very important to acquire new knowledge in various fields. The significance of public R&D is also increasing, especially related to health policy making, establishing basic databases, and enhancing basic and clinical science. The total budget of general public R&D in Korea was approximately ten billon US Dollars in 2008, but the proportion of health care research was just below 10%. In private sectors, it was three times the amount allocated to the public budget. In this article, recent trends in public R&D in Korea, especially related to health care policy and biotechnology are summarized. A brief overview of the application process for a specific policy fund is also described for early-stage researchers in these fields.

  • The purpose of this study is to suggest the goal and potential contributors of public fund for content industry in digital media environment with regard to the new content fund which Korean government has tried to establish since 2013. The study focuses on value transfer toward the digital content distributors as stressed by the French government introducing Culture tax on smart device. As the concentration of added-value poses a problem hampering the co-evolvement of total ecosystem, the goal of new content fund should focus on financing and digitalization of content, which should be financially contributed by content service providers and smart device manufacturers.

  • This Study aims to criticize national pension fund governance reform plan of Korea government and to search for an alternative direction of the reform. Firstly, I examine the theoretical basis of the Korean government reform plan by clarifying limits of application of agency theory to the public pension fund governance. Secondly, I try to reconstruct principles of the public pension fund governance with an alternative theoretical view emphasizing democracy principle. Thirdly, I evaluate the government reform plan with the basis of reconstructed pension fund governance principles. The government reform plan is expected to cause retrenchment of democracy and even political autonomy. It also would make worse the problem of pension fund autonomy from the financial market and the risk of the pension fund caused by market turbulence. Finally I suggest alternative direction of the pension fund governance reform emphasizing the democracy principle. This direction contains constructing co-determination structure of the state and the civil society, escalating controling power of the governing body to the administration body, setting the limits of the roles of the state, attaining of the autonomy from the financial market, strengthening organizational and social accountability.

  • The purpose of this research paper is to provide to alternatives to improve the fiscal issue of current local government fund system of through empirical factor analysis. The method of this study is to survey residents and public officers. The meaning of local government fund system is to enhance the roll of local community effectually and to practice democratically and efficiently through continuing support to special project, But in general, Fund must be applied under certain restrictions in the field not to attain it's objects within budget accounting system, The reform of fund managemental application must to achieve before fixing an abuse out of fund system. According to this factor analysis, a strategic aspect to enhance the democracy and efficiency of fund system must be search actively.

The Study about Library Fund program for the expansion of Library Finance (도서관 재정확충을 위한 기본조성에 관한 연구)

  • This study is intended to find out the possible ways for the expansion of Library Finance. With this necessity, it is indicated three sources, such as governmental. fund from other endowments, public donation, which is stated as the subsidy sources in the 'Library Law', and issuing lotteries as well. Firstly, it is suggested collecting governmental funds, included in budget sheet every year, to the amount of a ten billion won. Secondly, it is indicated the ways to collect funds to the amount of a five billion won respectively from other endowments, such as Korea Raising Association Fund under the jurisdiction of the Minister of Culture and Tourism, Information Promotion Fund, on the basis of statistical data, materials of inspection of the administration, and materials released by the government. Third device is to collect funds over a five billion won every year through public donation and lottery. This study is indicated that three devices to raise the library fund for the expansion of Library Finance to the amount of a hundred and twenty billion won in total as mentioned above.

A Study on Current Status and Improvement Plans of Ecosystem Conservation Fund Return Projects (생태계보전협력금 반환사업의 추진 현황과 개선 과제)

  • This study was conducted to investigate the current status and the improvement plans of the ecosystem conservation fund return projects. In 2007, there was a reformation of the ecosystem conservation fund system but the fund return projects were not vitalized up until now. In this study, 35 of ongoing and finished fund return projects were investigated on their types, sites, costs, local governments, and time required to return the fund. Through the on-site survey of 9 finished projects (4 biotope, 2 corridor and 3 natural conservation facility projects), construction and management conditions were investigated. The main findings are as follows: Among the five fund return types, 17 cases were biotope restoration projects, 4 cases were ecological corridor projects, and 1 case was a nature replacement project. In the case of project sites, there were 14 cases near schools and public facilities, 8 cases near rivers or streams, and 2 cases near ponds or wetlands. For the construction costs, there were 19 cases (65% of all the projects) that cost less than 300 million won. In terms of the involvement of the local government, most of the fund return projects were concentrated in Gyeonggi province and Ulsan city, and there were some local governments outside of these regions that did not carry out any return projects at all. Lastly, in the case of fund return time required, 35% of the fund returns were completed within 5 months, but the overall average fund return time was 9.8 months. In respond to the above study results, the improvement plans to encourage fund return projects are as follows: To diversify return types and sites, piloting and modeling projects for the representative types and sites should be preceded. To emerge from customary small-scaled projects, incentives to encourage large-scale and ecological networking projects should be considered. In addition, in order to write up business plans for the fund return projects, long-term investigations of at least 2 seasons from spring to fall are necessary. Finally, for the continuous management and maintenance of the ecological fund return sites, easier way for the citizens to actively participate in the projects should be incorporated.
