  • The Rural Extension Service of Taiwan is consist of two different system. The one is the public enterprise centered project and the other is government or agricultural cooperative centered project. But, in the long tern, the whole Rural Extension Service will eventually develop into two distinctive forms, the diversifed technology oriented one and integrated extension service oriented one.

  • One of the major functions of rural extension services is to transfer agricultural technologies and information, and advanced new agricultural techniques developed by research institutes, which are meaningful when they are transferred to farmers for practicl application. Information materials can be transferred in the form of newspapers, radio and television broadcasting, printed materials, audio-visual aids, and public communication networks. Agricultural information systems in the era of localization should be oriented toward county extension services, and the following points should be emphasized for more effective dissemination of agricultural technologies : 1) Central organization of the Rural Development Administration should put more emphasis on the production and dissemination of agricultural information to support activities of extension agents at the county level. 2) An Agricultural information center should be established for more effective collection, analysis, processing, production and dissemination of various agri-related information. 3) An advanced and unified network system should be adopted for more accuate and rapid information flow throughout the country, and reinforcement of manpower and facility at the county level should be emphasized for more effective dissemination of agricultural information.

  • Securing food safety, natural and social environmental protection, and activation of rural communities are some of challenging tasks for the 21st century. National consensus on agriculture as a basic and public industry would be needed to solve these challenging tasks. Agricultural policy and extension education should be focused on encouraging farmers to achieve better production and management by developing their motivation and ability. Systematic and organizational efforts to make a better environment for farming and farm management should be the major target of agricultural policy and extension services in the future. To meet changing needs of farmer, agricultural extension services should change programs, functions, information sources, and methods of delivery to adopt experiential learning for farmers. Functions for consultation, suggestion and organization should be extended and advisory services for farmers should be emphasized by providing extension education.

  • The purpose of this study is to segment the social awareness on the function of public benefit of agriculture and rural areas by socio-economic and action/attitude characteristics, and to identify the influential variables in social awareness. The nationwide survey of 1,200 adults aged over 20 was conducted, and the data was analyzed by PASW statistics 17.0. One of the awareness variables was the degree of the consent to the preservation of the public beneficial function. This variable was segmented by the interest on related information, the criteria of buying agricultural products, occupation and age. And the other awareness variable was the willingness to pay for the preservation of the public beneficial function. This variable was segmented by the education, occupation, income and the experience of living in rural areas. According to the results, some suggestions for improving the social awareness on the public beneficial function of agriculture and rural areas were discussed.

  • The consulting industry had enjoyed growth rates over the past 20 years which show no signs of slowing in their momentum. Since 1995, it began to discuss institutionalization of consulting in the agricultural sector in Korea. Rural Development Adminstration has launched farm management consulting project by means of benchmarking for farming innovation in 1988, which consists of establishing consulting team, developing standard diagnosis form of sixty crops and materials, training consultants, having various public relations, and making information systems. Until October, 2001, sixty seven thousands of farmers have benefited on this project. It is now appreciated as a alternative for new agricultural extension approach. Analyzing the changes of farm management practice level through consulting shows improvement, which data have been stored in web database. It is expected that farm management consulting project be main stream of agricultural extension in this country.

  • The youth's rural rehabilitation movement started the crusade against illiteracy and poverty with all young educated elites including Whang Jongjin(a student of Yesan Public Agricultural High School) of the village, Shiryang-ri. Deoksan-myon. Yesan-gun. Among others, Patriot Youn(1908-1932) initiated the movement. The main projects of the agricultural extension were the Evening School(1926), Reading Club, the Woljin.Hoe(1929), Puheung.Won(1928), a Mutual Financing Association for Swine Farming, Sweet Potato Cultivation, Cooperative Planting, the Shuam.Sports Club and Consumer's Cooperative Society. The idea in Nongmindokbon (Famer's Text, 1927) is based on liberalism, equality, independence, a pioneer and cooperative spirit or realization of a physiocratical Utopia. Most references about Patriot Youn are concerned with his heroic deed in Shanghai, however the youth in Shinyang-Ri are typical agricultural extension workers or in other words, a forerunner of Saemaul Undong.

  • The linkages between agricultural research and extension are important to enhance farmers' competence. The objectives of the study were to explore the linkage between research and extension for the family farm. Data including quantitative and qualitative were obtained from the key actors about the public management regarding linkage which were the method, the topic of the agricultural technology dissemination, and the agricultural research topics. Results show that the main structural problems of the agricultural technology dissemination were technical support services, credit services, and farm planning and infrastructure deficit. Furthermore, as for the topics or content of agricultural technology dissemination, organic agriculture, soil management and conservation, agricultural credit, organizational strengthening, marketing, participatory research, dissemination of technology, equipment, infrastructure and agricultural mechanization were preferred.

  • Poitical demand for decentralization trends in Korea has led the government to plan to localize its agricultural extension system by changing the status of 6,696 extension personnel stationed at the provincial and county level from central government status to local government status as of January 1997. However, serious drawbacks of lowered morale of extension personnel and the financial burden of local governments has not yet been debated extensively for effective personnel management. Some of the findings that emerged from both the analytical and empirical research show the dangers of decentralization such as an increase in disparities, jeopardizing stability, and undermining efficiency. These problems should be considered along with the culture, tradition, and Koreans' attitude towards central and local government. The dangers of decentralization of agricultural extension services in Korea may cause serious problems in allocative efficiency because of a mismatch between available resources and promised expenditures, and in production efficiency because of unproven cost-effective provisions of local governments. It is accepted that the central government can invest more in technology, research, development, promotion and innovation in the agricultural sector. However, changing the status of extension personnel from central government to local government status may lead the best people to leave, lower morale, shake the sense of public service, break networks, and sacrifice investment in research, development and extension. In deciding the future directions for personnel management of agricultural extension services in Korea, maintaining or reinforcing the existing national status of extension personnel should be considered along with a reflection of the basic characteristics of agricultural extension services, linkages of research and extension, the financial burden of local government, specialization of extension personnel, unnecessary duplication of investment among local governments, possible national supports to agricultural research and development, and extension under the WTO systems.

A Study on Rural Citizen Satisfaction for Local Public Service (농촌지역주민의 행정서비스 만족도 연구)

  • The objectives of this study were (1) to measure the level of satisfaction on rural for local public service. (2) and analyse variables related to the public service. Reviewing the literature and related studies for theoretical framework, Six criteria characterize public service : (1) responsiveness. (2) convenience, (3) speed, (4) correctness, (5) pleasantness, (6) equality, which are reflected in the instrument of this study. By the results of analysis, two dimensions (convenience, responsiveness) and total satisfaction are related to their residential lengths of the same rural area. For the total public service satisfaction gender, age, educational level, income level, occupation, and residential years explained in 13.3% For the convenience dimension their variables accounted for 22.4%. For responsiveness dimension their variables interpreted in 23.2%. For speed and correctness dimension their variables explained in 21.6%. For pleasantness dimension their variables accounted for local public services in 15.3%. For equality dimension their variables explained in 16.2%.

A Study on the Actualizing the Public Interest of the Agricultural Broadcasting Channel in the Multi-Channel Age (다채널시대 농업전문방송채널에서의 공익성 실현 탐색 연구)

  • Since the 1960s in Korea, major broadcasting channels broadcasted farm television programs, however, airing of these programs were reduced in the 1990s. This was due to the declining number of farmers, and the low popularity rating of farm television programs. To cope with the situation, agriculture businessmen, farmers, and the officials concerned tried to acquire the independent farming television channel in cable television and satellite television, In 1998, one cable television channel started broadcasting, while another channel in satellite television began its broadcasting in 2001. One of the major concerns of the people in the broadcasting was actualization of the public interests in the new media multi-channel age. Recognizing this point, the study explored a few areas of concern such as conceptualizations of the public interest of the people in the digital age, examination of the surroundings of program production and marketing, and survey the media use behavior of target audience - rural residents; In the concept of the public interest, there are two points of view; market focused and democratic principle oriented. As the digitalization of broadcast advances and the logic of economics prevails, it is difficult to offer the public broadcasting service to farmers, however, democratic principles should be more emphasized. The rural resident prefer major terrestrial television channel to cable television and satellite television channel, and in media use behavior, the medium of major terrestrial television would be more useful for farm broadcasting.
