Holistic Approach to Multi-Unit Site Risk Assessment: Status and Issues

  • The events at the Fukushima Daiichi Nuclear Power Station in March 2011 point out, among other matters, that concurrent accidents at multiple units of a site can occur in reality. Although site risk has been deterministically considered to some extent in nuclear power plant siting and design, potential occurrence of multi-unit accident sequences at a site was not investigated in sufficient detail thus far in the nuclear power community. Therefore, there is considerable worldwide interest and research effort directed toward multi-unit site risk assessment, especially in the countries with high-density nuclear-power-plant sites such as Korea. As the technique of probabilistic safety assessment (PSA) has been successfully applied to evaluate the risk associated with operation of nuclear power plants in the past several decades, the PSA having primarily focused on single-unit risks is now being extended to the multi-unit PSA. In this paper we first characterize the site risk with explicit consideration of the risk associated with spent fuel pools as well as the reactor risks. The status of multi-unit risk assessment is discussed next, followed by a description of the emerging issues relevant to the multi-unit risk evaluation from a practical standpoint.

  • Probabilistic Safety Assessment (PSA) is an engineering analysis method to identify possible contributors to the risk from a nuclear power plant and now it has become a standard tool in safety evaluation of nuclear power plants. PSA consists of three phases named as Level 1, 2 and 3. Level 2 PSA, mainly focused in this paper, uses a step-wise approach. At first, plant damage states (PDSs) are defined from the Level 1 PSA results and they are quantified. Containment event tree (CET) is then constructed considering the physico-chemical phenomena in the containment. The quantification of CET can be assisted by a decomposition event tree (DET). Finally, source terms are quantitatively characterized by the containment failure mode. As the main benefit of PSA is to provide insights into plant design, performance and environmental impacts, including the identification of the dominant risk contributors and the comparison of options for reducing risk, this technique is expected to be applied to the industrial safety area.

Phylogenetic relationships of Rosenvingea (Scytosiphonaceae, Phaeophyceae) from Vietnam based on cox3 and psaA sequences

  • The taxonomic status and the distribution of Rosenvingea species need attention because of the difficulties in morphological identification in the laboratory as well as in the field. We analyzed mitochondrial cox3 and plastid psaA gene sequences from Rosenvingea species from Vietnam, Mexico and Panama in combination with morphological examinations. Our results confirmed the occurrence of R. intricata and R. orientalis in Vietnam. R. intricata formed dense decumbent mats with many flat branches, often inter-adhesive, and was up to 5 cm in diameter. R. orientalis thalli were up to 18 cm long with narrow (less than 2 mm in width) tubular to compressed fronds. Both cox3 and psaA phylogenies revealed the non-monophyly of the genus Rosenvingea, as reported previously for other scytosiphonacean genera.

흡착공정을 이용한 프레온-12와 공기혼합가스의 분리 (Separation of Freon-12 and Air Mixture by Adsorption Process)

  • In order to separate the Freon-12 and air mixture$(CF_2Cl_2/Air=0.1/99.9 vol.%)$ by pressure swing adsorption (PSA), the breakthrough curve was experimentally observed in a fixed bed adsorption column. A single adsorber was packed with various adsorbents such as, the activated carbon(S-AC, W-AC) and the molecular sieve(MS-5A, MS-13X). The order of appearance of breakthrough curve is MS-5A > MS-13X > W-AC > S-AC. The activated carbon was found to be more effective adsorbent for separating Freon-12 from the mixture than the molecular sieve was. From the experimental data obtained by the separation of Freon-12 gas out of the air stream in the steady-state PSA process cycle, whose size is the same one of column used for the breakthrough curve observation, it has been confirmed that Freon-rich gas could be obtained from the purge step of PSA and Freon-free air could be obtained from the adsorption step of PSA cycle.

Severe Accident Management Using PSA Event Tree Technology

  • There are a lot of uncertainties in the severe accident phenomena and scenarios in nuclear power plants (NPPs) and one of the major issues for severe accident management is the reduction of these uncertainties. The severe accident management aid system using Probabilistic Safety Assessments (PSA) technology is developed for the management staff in order to reduce the uncertainties. The developed system includes the graphical display for plant and equipment status, previous research results by a knowledge-base technique, and the expected plant behavior using PSA. The plant model used in this paper is oriented to identify plant response and vulnerabilities via analyzing the quantified results, and to set up a framework for an accident management program based on these analysis results. Therefore the developed system may playa central role of information source for decision-making for severe accident management, and will be used as a training tool for severe accident management.

Development of an earthquake-induced landslide risk assessment approach for nuclear power plants

  • Despite recent advances in multi-hazard analysis, the complexity and inherent nature of such problems make quantification of the landslide effect in a probabilistic safety assessment (PSA) of NPPs challenging. Therefore, in this paper, a practical approach was presented for performing an earthquake-induced landslide PSA for NPPs subject to seismic hazard. To demonstrate the effectiveness of the proposed approach, it was applied to Korean typical NPP in Korea as a numerical example. The assessment result revealed the quantitative probabilistic effects of peripheral slope failure and subsequent run-out effect on the risk of core damage frequency (CDF) of a NPP during the earthquake event. Parametric studies were conducted to demonstrate how parameters for slope, and physical relation between the slope and NPP, changed the CDF risk of the NPP. Finally, based on these results, the effective strategies were suggested to mitigate the CDF risk to the NPP resulting from the vulnerabilities inherent in adjacent slopes. The proposed approach can be expected to provide an effective framework for performing the earthquake-induced landslide PSA and decision support to increase NPP safety.

  • 아크릴 점착제는 고내구성 및 분자량 조절, 관능기의 도입 등이 용이하여 반도체, 디스플레이, 모바일 기기, 자동차 등의 첨단 산업에서 매우 다양하게 활용되고 있다. 점착제의 점착물성은 산업에서의 적용, 공정관리, 제품의 신뢰성에 지대한 영향을 미치기에 그 중요성이 날로 더해가고 있다. 본 연구에서는 조합기법을 이용하여 아크릴 점착제의 물성 영향인자 가운데 두께의 변화에 따른 점착물성 변화를 살펴보고자 한다. 아크릴 점착제는 2-ethylhexyl acrylate와 acrylic acid로 구성된 기본점착제만을 활용하여 샘플을 제작하였으며, 두께 구배가 가능한 micro applicator를 활용하여 thickness-gradient acrylic PSA 샘플을 제작하였으며, 이를 기존의 코팅법으로 제작한 샘플과 비교함으로써 조합기법의 재현성을 평가하였다.

The Effect of Vehicles and Pressure Sensitive Adhesives on the Percutaneous Absorption of Quercetin through the Hairless Mouse Skin

  • To investigate the feasibility of developing a new quercetin transdermal system, a preformulation study was carried out. Therefore, the effects of vehicles and pressure-sensitive adhesives (PSA) on the in vitro permeation of quercetin across dorsal hairless mouse skin were studied. Among vehicles used, propylene glycol monocaprylate (PGMC) and propylene glycol mono-laurate were found to have relatively high permeation flux from solution formulation (i.e., the permeation fluxes were 17.25$\pm$1.96 and 9.60$\pm$3.87 $\mu\textrm{g}$/$\textrm{cm}^2$/h, respectively). The release rate from PSA formulations followed a matrix-controlled diffusion model and was mainly affected by the amount of PSA and drug loaded. The overall permeation fluxes from PSA formulations were less than 0.30 $\mu\textrm{g}$/$\textrm{cm}^2$/h, which were significantly lower compared to those obtained from solution formulations. The lower permeation fluxes may be due to the decrease of solubility and diffusivity of quercetin in the PSA layer, considering the fact that the highest flux of 0.26 $\mu\textrm{g}$/$\textrm{cm}^2$/h was obtained with the addition of 0.2% butylated hydroxyanisole in PGMC-diethyl-ene glycol monoethyl ether co-solvents (80-85 : 15-20, v/v). Taken together, these observations indicate that improvement in the solubility and diffusivity of quercetin is necessary to realize fully the clinically applicable transdermal delivery system for the drug.

베이지안 네트워크를 이용한 지진 유발 화재・폭발 복합재해 확률론적 안전성 평가 (Bayesian Network-based Probabilistic Safety Assessment for Multi-Hazard of Earthquake-Induced Fire and Explosion)

  • 최근 원자력 지진 PSA(Probabilistic Safety Assessment)를 토대로 산업시설물의 지진 PSA를 수행하는 연구가 진행되었다. 해당 연구는 원자력 발전소와 산업시설물의 차이를 파악하고, 최종적으로 운영정지를 목표로 하는 고장수목(Fault Tree)를 구축한 후 시각적 확률도구인 베이지안 네트워크(Bayesian Network, BN)으로 변환하였다. 본 연구는 선행연구를 기반으로 지진으로 유발된 구조손상으로 인해 발생 가능한 화재・폭발에 대해 PSA를 수행하고자 하였다. 이를 위해 화재・폭발을 사건수목(Event Tree)으로 표현하고, BN으로 변환하였다. 변환된 BN은 화재・폭발 모듈로서 선행연구에서 제시된 고장수목 기반 BN과 연계되어 최종적으로 지진 유발 화재・폭발 PSA를 수행할 수 있는 BN 기반 방법론이 개발되었다. 개발된 BN을 검증하기위해 수치예제로서 가상의 가스플랜트 Plot Plan을 생성하였고, 가스플랜트의 설비 종류가 구체적으로 반영된 대규모 BN을 구축하였다. 해당 BN을 이용하여 지진 규모에 따른 전체시스템의 운영정지 확률 및 하위시스템들의 고장확률 산정과 더불어 역으로 전체시스템이 운영 정지되었을 때 하위시스템들의 영향도 분석과 화재・폭발 가능성을 산정하여 다양한 의사결정을 수행할 수 있음을 제시함으로써 그 우수성을 확인하였다.

ORGANIZATIONAL CONTRIBUTIONS TO NUCLEAR POWER PLANT SAFETY

  • Nuclear power plants (NPP) are complex socio-technological systems that rely on the success of both hardware and human components. Empirical studies of plant operating experience show that human errors are important contributors to accidents and incidents, and that organizational factors play an important role in creating contexts for human errors. Current probabilistic safety assessments (PSA) do not explicitly model the systematic contribution of organizational factors to safety. As some countries, like the United States, are moving towards increased use of risk information in the regulation and operation of nuclear facilities, PSA quality has been identified as an area for improvement. The modeling of human errors, and underlying organizational weaknesses at the root of these errors, are important sources of uncertainty in existing PSAs and areas of on-going research. This paper presents a review of research into the following questions: Is there evidence that organizational factors are important to NPP safety? How do organizations contribute to safety in NPP operations? And how can these organizational contributions be captured more explicitly in PSA? We present a few past incidents that illustrate the potential safety implications of organizational deficiencies, some mechanisms by which organizational factors contribute to NPP risk, and some of the methods proposed in the literature for performing root-cause analyses and including organizational factors in PSA.
