An Off-site Screening Process for the Public in Radiation Emergencies and Disasters

  • Background: A contamination screening process for the local population in radiation emergencies is discussed. Materials and Methods: We present an overview of the relevant Korean governmental regulations that underpin the development of an effective response system. Moreover, case studies of foreign countries responding to mass casualties are presented, and indicate that responses should be able to handle a large demand for contamination screening of the local public as well as screening of the immediate victims of the incident. Results and Discussion: We propose operating procedures for an off-site contamination screening post operated by the local government for members of the public who have not been directly harmed in the accident. In order to devise screening categories, sorting strategies assessing contamination and exposure are discussed, as well as a psychological response system. Conclusion: This study will lead to the effective operation of contamination screening clinics if an accident occurs. Furthermore, the role of contamination screening clinics in the overall context of the radiation emergency treatment system should be clearly established.

  • Crimes with explosives is one of the mass-destructive crimes that involves the most victims. It is heavily punished under the Korean laws. Mid-eastern area is one of the leading places that are home to improvised explosive device attacks, in the form of religious or political terrorism because of its convenience of use, production and disguise. Improvised bombs are permeating into domestic crimes in Korea as their tools. Use of explosive substances are strictly restricted in this country, but it is not impossible to find its information online and to create private explosives with a bit of interest. And they are being traded in the grey market. For this reason, this thesis offers the method of an efficient safety control of explosive substances, which can be used as raw materials for improvised explosive devices, in order to protect citizens' lives and properties and to promote national security down the road.

  • In this paper, we analyze the current phenomenon of child abuse crimes based on the information gathered by the National Child Protection Agency. The purpose of this paper is to diagnose the seriousness of child abuse by biological parents based on the analyzed information and propose measures against it. Comprehensive and integrated measures are needed for child abuse committed by biological parents due to abuse concealment, continuity of damage, and inactive national intervention by considering punishment on attackers through national intervention, fundamental in-depth psychological counseling, therapeutic care, promoting recovery of victims, and ultimately continuous and regular management and monitoring as a long-terms measure. To do so, developing customized and individual educational programs and make them obligations can be first presented to identify child abuse in advance and build up preventive systems based on the principle of family preservation. In addition, problems should be addressed at a fundamental level by performing various and active therapeutic treatments such as psychological treatment, mental treatment, or drug treatment gradually and through phases for biological parents who commit child abuse and contributing to recovering the relationship. Furthermore, proper protection and treatment service should be provided to children victimized by abuse by extending professional children care facilities and adopting the professional family commission system as measures by separating family.

  • Protection against lightning surge is an essential part of almost any electrical and electronic equipment today. Metal Oxide Varistor(MOV) is the single most important component in the overwhelming majority of the Surge Protective Devices(SPD) designated to provide such protection. In this paperr various types of MOV based SPD are inspected and experiments are carried out on the side effects of the low Measured Limiting Voltage(MLV) characteristics. Experiment results show that a lower MLV could cause a higher Temporary Overvoltage(TOV)-induced SPD failure rate in the field, and SPD are more likely to be victims rather than protectors in a TOV scenario. This means that from a safety perspective, the SPD should be specified with higher TOV withstand capability(UT) and faster SPD disconnector.

  • This studies designed to work out a theoretical framework on the experience of sexual abuse from the perspective of grounded theory in an effort to provide more practical and efficient nursing intervention for female victims. The subcategories identified were "sexual abuse", "threatening", "absent mindness", "embarrassment", "horripilation", "dizziness", "wondrousness", "filthiness", "sexual curiosity", "violence level", "victim's age", "neighbors response", "victims personality", "common experience", "sexual abuse information", "family relations", "level of familiarity", "hiding", "suppression", "self-torture", "self-protection", "avoidance", "asking aid", "withdrawal", "hatred", "confusion", "dodging, "remmant", and "pursuing". The 29 subcategories given above were further integrated into 16 categories such as "victimizedness", "being astounded", "filthiness", "degree", "developmental stage", "response pattern", "personality", "rarity", "information availability", "family support", "cover-up", "escaping", "informing", "negative internalization", and "positive pursuit of change". The core categories linked to all the other categories turned out to be "being taken aback" and "filthiness" incorporating the relevant subcategories. A total of 23 theoretical hypothesis emerged in the process of analyzing data. 1. the grater sexual curiosity, the weaker the senses of being taken aback and filthiness. 2. The weaker sexual curiosity, the stronger the senses of being taken aback and filthiness. 3. The stronger the level of violence, The more violent the senses of being taken aback and filthiness. 4. The lower the level of violence, the weaker the senses of being taken aback and filthiness. 5. The younger the victims, the stronger the senses of being taken aback and filthiness. 6. The older the victims, The weaker the senses of being taken aback and filthiness. 7. 'Escaping' will transpire regardless of the given circumstances. 8. The weaker the senses of being taken aback and filthiness, the more probable 'informing' and 'escaping' transpire. 9. The stronger the senses of being taken aback and filthiness, the more probable 'informing' and 'escaping' transpire. 10. The more protective the response from 'informing' and 'escaping' transpire around, the more likely the response to being taken aback' and 'filthiness' will be 'informing' and 'escaping'. 11. The more repelling the response from around, the more likely the response to 'being taken aback' and 'filthiness' will be 'covering-up' and 'escaping'. 12. The more open minded the personality of the subject, the more likely the response to 'being taken aback' and 'filthiness' will be 'informing' and 'escaping'. 13. The more cohesive the family of the subject, the more likely the response to 'being taken aback' and 'filthiness' will be 'informing' and 'escaping'. 19. The following four hypotheses were conformed in the process of data analysis. 1) In case the level of violence is strong but 'being taken aback' and 'filthiness' in weak because of strong sexual curiosity and also if information concerning sexual abuse is not readily available and the frequency is low, negative internationalization marked by 'covering-up' and 'escaping' will take place despite the fact the subject is open-minded, the family is cohesive and the abuser is unfamiliar. 2) In case the level of violence is weak but 'being taken aback' and 'filthiness' is weak combined with weak sexual curiosity and also if information concerning sexual abuse is readily available and the response from around is protective and the frequency is high, the subject will pursue positive changes to 'being taken aback' and 'filthiness', further aided by the fact that the subject is open-minded, the family is cohesive and the abuser is unfamiliar. 3) In case the level of violence is strong and 'being taken abuse' and 'filthiness' is strong because of weak sexual curiosity and also if information concerning sexual abuse is reading available and the response from around is readily available and the response from around is protective and the frequency is low, the subject will persue positive changes marked by 'informing' and 'escaping' despite the fact that the family cohesion is weak and the abuser is familiar. 4) In case the level of violence is strong and 'being taken aback' and 'filthiness' is strong because of weak sexual curiosity and also if information concerning sexual abuse is not readily available and the response from around is respelling and the frequency is low negative internalization like 'covering-up' and 'escaping' will take place, further aggravated by the fact that the subject's personality is closed, family cohesion is weak, and subject is familiar. On the basis of the above finding, it is recommended that nursing intervention should focus on promoting the milieu conductive to the victims pursuing positive changes along with the adequate aids from protection facilities as well as from the people around them.

  • Medical practice is characterized by various physiological response and uncapacity of prediction, therefore when medical accident occur it's hard to prove medical professionals' mistake. Though medical accident by medical professionals' mistake will be compensated anyhow, about irresistible medical accidents, no one should be not bound to compensate, victims get into very difficult situation. So, the nation don't negligent irresistible medical accidents but compensate anyway. As in the past, to the legal principle's constitution of irresistible medical accidents, theory of liability without fault was adapted, and it was said this theory was illogical in theory of liability with fault. But the subject of compensation to irresistible medical accidents is nation, nation don't participate in medical treatment therefore there is no room to occur mistake. And it is not reasonable to regard medical agency as a truster of public service, to cast to it responsibility of medical accidents. The problem of compensation to irresistible medical accidents is understood under the theory of social compensation. Social compensation is consisted of compensation to sacrifice and contribution to nation and society and compensation to sacrifice revealed under danger, the compensation to irresistible medical accidents belongs to the latter. This is near to concept of relief, is applied to national compensation system supplementarily, and compensation have no option but to compensate minimum. And there are not relation between national compensation system of irresistible medical accidents and proof liability transposition and theory of liability with out fault, merely in side of sharing responsibility burden between medical treater and victim, it is reasonable to discuss transportation of proof liability and compulsive liability insurance together.

Development of Prevention and Educational Programs for Battered Women (아내구타 예방 및 대처 교육프로그램 개발)

  • The purpose of this study was to develop prevention and educational programs for battered women. The first stage was to assess battered women's health status and health needs. The second stage was to develop prevention and educational programs to improve battered women's health. A survey research design was used to gather data from June-November 1999 by the counselor. Research sample was recruited from shelter and women's counseling centers in Seoul, Inchon, Chooncheon, Taejeon, and Jeoju. Trained counselors contacted 218 women, who agreed verbally to participate in the study. The researcher did a literature review and developed the tool used. We did ten pretests and three counselors checked the tool for content validity. The reliability and validity of the instrument were acceptable. The second stage of the research consisted of lay-professional groups discussing the abuse problems and possible solutions. Each group had five professionals (counsellor, nurse, minister, psychiatrist, social worker) and five women who have experienced battering from her husband in community. Result of the survey and two(lay persons and professionals) group discussions showed that victims need more assessment of physical, mental and spiritual needs. Victims were beaten more often during their pregnancies than at other times. Various kind of strategy were frequently utilized, but still the number of women abused and suicides committed increased. Both studies showed that the women experienced severe beating, that they felt powerless, that they need to understand that society abuser characteristics, that they lack a protection support system and that society lacks would an understanding of battered women. Based on the result of both studies, we developed model for prevention and education of battered women. This educational program will increase women s power to solve the abuse problems. The ultimate goal of the program is to develop a one-stop center to give wholistic approach care to women in abuse situations.

  • Recently the car and elevator accidents as well as the fire, explosion and collapse increased. The passenger elevator accident from 1993 year to 2001 year has about 56.7% of total accidents and the human victims of 180 according to the Korea Elevator Safety Institute. Accident cause and prevention were investigated for the elevator having the fall, impact and narrowness accident types. The prevention and protection methods of the elevator accident from analysis results were suggested by comparing and analogizing the accident statistics about the accident investigation of the passenger elevator according to the elevator accidents.

  • Recently, violence in cyberspace has been increasing and it causes not only severe emotional distress to the victims but also hampers a healthy cyber culture. This paper aims to find out about characteristics and the actual state of Cyber-Violence, and Evaluate the measures concerning it. Cyber crime is characterized as non face to face, anonymity, non-limitary, difficulties in attracting evidence, the Cyber Violence of these cyber crimes was shown in the form of cyber-insult, cyber-defamation, cyber-stalking, circulation of cyber-pornography, and that is the reality there are lack of practical measures. As a measure for protection the establishment of positive laws are needed on the cyber-contempt, adopting the Internet real-name system, strengthening the ISP's responsibility and legislation for criminal penalties. As a more fundamental measure, a greater effort of netizen's self-purification and systematic training and promotion for the prevention of damage is necessary.

A Limit of the Prohibition of Ar ticle Type Medical Advertisement (금지되는 기사성 의료광고의 한계)

  • Korea's medical law prohibited medical advertisements in principle and permitted them on an exceptional cases. However, the decision of the Constitutional Court of 20005. 10. 27. 20003 Heonga 3, it was changed to a negative system which allows advertisements in principle and restricted only exceptionally. Dramatic increase of medical advertisements was made after that and many argued more deregulation because there was actually heavy regulations. In particular, there is almost no actual regulation on the article type advertisement due to the reason of protection of the freedom of press, media and occupation. However, there may be an unjust result if a specific article or specialists' opinion is made using a newspaper, broadcasting or magazine as a form of article type advertisement to specific medical specialists or medical institution or medical treatment method that falsifies consumers or makes consumers confused by unjust medical expectations or reliability, that also deteriorates just competition and that causes the misrecognition of consumers. In fact, there were actual damages of article type advertisements on the eye whitening surgery not long after the transfer to a negative system of medical advertisements. Victims raised a medical proceeding against the doctor who carried out the surgery, but there is actually no systematic warranty except for the indemnity request. Thus, this case demonstrated a vulnerable result of a negative system. As such, it is problematic that there is no proper regulations defined in the current law and regulations because of the reason of the protection of the freedom of press, publication and occupation despite damages of such article type advertisements. Accordingly, it is urgent to apply the current prevention regulations on the article type advertisements strictly, and to set up specific regulations.
