나주 불회사 비자림 산림유전자원보호구역의 보전관리방안 (Conservation Management Strategies of Protected Areas for Genetic Resources, Torreya nucifera Forest of Bulhoesa(Temple) in Naju)

  • 본 연구에서는 비자림의 생태적 특성을 파악하고 건강진단을 통해 나주 불회사 비자림 산림유전자원보호구역의 관리방안을 도출하였다. A유형은 현 수준을 유지하면서 경쟁목이나 피해목이 발생할 경우에 이를 제거하거나 치료하는 소극적인 관리, B유형은 토양의 산성화를 개선하고 조릿대, 왕대와 굴참나무, 개서어나무 등의 낙엽활엽수들을 제거하여 비자림을 확대 육성하는 적극적인 관리, C유형은 편백림 안에서 토양의 산성화 개선과 기존 비자림 중심의 소극적 관리, D유형은 토양산성화 개선과 비자 치수를 보호 육성하기 위하여 경쟁관계에 있는 식생을 제거하는 적극적 관리를 도출하였다. 마지막으로 해당 산림유전자원보호구역은 IUCN 보호지역관리 카테고리에 따라 카테고리 III(자연기념물) 또는 IV(종서식지 보호구역)로 등록 관리되어야 함을 제안하였다.

생물다양성협약의 보호지역 실행프로그램 이행상황 고찰 - 국립공원을 중심으로 - (A Study on the Implementation Status of CBD Program of Work on Protected Area)

  • 본 연구에서는 생물다양성 보전에 있어 보호지역의 중요성을 인식하고, 2004년 생물다양성협약 제7차 당사국회의에서 채택한 보호지역 실행프로그램의 이행상황을 진단하고 향후 개선방향을 모색하고자 하였다. 이를 위해 먼저 국내 보호지역 지정 및 관리 현황을 고찰하였으며, 보호지역 실행프로그램에서 제시하고 있는 9개 주제별로 목적과 활동내용을 국가적 맥락에서 검토하였다. 그리고 구체적인 이행사항 파악을 위해 우리나라 대표적 보호지역이라고 할 수 있는 국립공원의 관리 현황을 사례로 이행 진행사항을 비교 분석하였다. 먼저 국내 보호지역 지정 및 관리 현황을 고찰한 결과 우리나라는 1960년대 이후 보호지역을 지정하기 시작하였으며, 대략 14개 유형의 1,119개소로 층 면적은 개략적인 수치이지만 대략 $15,621km^2$에 이르는 것으로 나타났다. 보호지역 실행프로그램에서는 보호지역과 관련된 다양한 이행활동(4개 요소, 9개 주제, 16개 목적, 92개 활동)을 제시하고 있는데, 우리나라의 이행상황을 살펴본 결과 개별 보호지역의 계획 및 관리 분야, 보호지역에 대한 위협 방지와 완화, 보호지역 시스템 설정 분야는 상당부분 실행프로그램을 이행하였거나 진행 중인 것으로 나타났으며, 보호지역의 사회적 혜택 개선, 재정적 지속가능성, 관리표준과 관리효과성 평가 분야가 상대적으로 이행이 미흡한 것으로 나타났다. 특히 보호지역 실행프로그램의 이행활동을 시간제한 관점에서 보면 생물다양성과 생태계 보전을 위한 격차분석, 생태계 서비스의 가치에 대한 연구, 관리효과성 평가방법 및 기준개발 등이 시급한 것으로 판단된다. 본 연구 결과는 우리나라 보호지역의 지정 및 관리 현황에 대한 체계적 이해를 도울 수 있을 것이며, 향후 생물다양성협약 국가보고서와 보호지역 실행프로그램 이행보고서 작성을 위한 기초자료로 활용될 수 있을 것이다. 향후 보호지역 실행프로그램의 생물다양성 손실률의 획기적 감소라는 목표를 달성하기 위해서는, 국가차원에서의 체계적인 접근과 보호지역 관련 유관기관들이 수립한 여러 계획들의 충실한 수행이 수반되어야 할 것이다.

Assessment of Land Cover Changes from Protected Forest Areas of Satchari National Park in Bangladesh and Implications for Conservation

  • Satchari National Park is one of the most biodiverse forest in Bangladesh and home of many endangered flora and fauna. 206 tons of CO2 per hectare is sequestrated in this national park every year which helps to mitigate climate issues. As people living near the area are dependent on this forest, degradation has become a regular phenomenon destroying the forest biodiversity by altering its forest cover. So, it is important to map land cover quickly and accurately for the sustainable management of Satchari National Park. The main objective of this study was to obtain information on land cover change using remote sensing data. Combination of unsupervised NDVI classification and supervised classification using maximum likelihood is followed in this study to find out land cover map. The analysis showed that the land cover is gradually converting from one land use type to another. Dense forest becoming degraded forest or bare land. Although it was slowed down by the establishment of 'National Park' on the study site, forecasting shows that it is not enough to mitigate forest degradation. Legal steps and proper management strategies should be taken to mitigate causes of degradation such as illegal felling.

  • This study is to present the basic data for the conservation and management of natural resources of National Park by understanding the ecological characteristics of special protected areas located in Tohamsan District, Gyeongju National Park, South Korea. The numbers of vascular plants were summarized as 106 taxa including 47 families, 79 genera, 96 species, 1 subspecies, 7 varieties and 2 forms. For status by sites, there were 59, 50 and 55 taxa in A area(Pedicularis ishidoyana), B area(Millettia japonica) and C area(Cypripedium macranthos), respectively. In the dominant species, the tree layer was Quercus serrata(A area), Platycarya strobilacea and Pinus koraiensis(B area) and Fraxinus rhynchophylla(C area), the subtree layer was Carpinus cordata and Quercus serrata(A area), Pinus koraiensis and Castanea crenata(B area) and Fraxinus rhynchophylla(C area), the 1st shrub layer was Toxicodendron trichocarpum and Rhododendron schlippenbachii(A area), Lindera erythrocarpa and Styrax japonicus(B area) and Fraxinus rhynchophylla and Lindera erythrocarpa(C area), 2nd shrub layer was Styrax obassis and Lespedeza maximowiczii(A area), Lespedeza maximowiczii and Rhododendron mucronulatum(B area) and Lindera erythrocarpa(C area), the herbaceous layer was Athyrium yokoscense, Dryopteris chinensis, Dryopteris lacera and Lindera obtusiloba(A area), Athyrium yokoscense, Millettia japonica, Carex humilis Leyss. var. nana and Carex ciliato-marginata(B area) and Hydrangea macrophylla (Thunb.) Ser. subsp. serrata, Ajuga spectabilis and Oplismenus undulatifolius(C area).

Status, Distribution and Diversity of Invasive Forest Undergrowth Species in the Tropics: a Study from Northeastern Bangladesh

  • This paper analyzes data on the composition, status, diversity, and distribution pattern of invasive forest undergrowth in a protected area (Khadimnagar National Park) of Northeastern Bangladesh. Assessment was done by means of stratified random sampling to diversify the invasive forest undergrowth species. For vegetation survey, 45 plots were taken randomly in ($2m{\times}2m$) circular plot from three topographical regions namely top of the hill, middle slope and plain land (15 plots from each region) and a total of 715 individuals, 22 invasive species belonging to 17 families were recorded from the study site. Among invasive species, shrubs constitute 10 species, herbs 9 species, and vines 3 species respectively. Mass number of invasive undergrowth species was grows in plain land (45.45%) followed by middle slope (31.82%). Based on the survey, invasive undergrowth plants of study areas were also categorized into three degrees of invasiveness e.g., highly invasive, moderately invasive and potentially invasive. Herbs, shrubs, and vines constitute the highest density at Chromolaema odorata (Linn.) King. (1.09), relative density at Chromolaema odorata (Linn.) King. 6.85%; highest and lowest frequency was calculated at Cassia alata L. (64.44%) and Diplazium esculentum (24.44%); for relative frequency the highest was Cassia alata L., which occupies 6.64%. Determination of the abundance of the different species revealed that Cassia alata L., constitutes (3.36) followed by Pteris cretica Wilsonii (3.14) of the area. The presence of invasive undergrowth species always reduced the number of associated species. Therefore, an extensive in-depth long-term investigation, proper policy formulation and management interventions and further study and continuous monitoring on their impacts need to be triggered targeting the control of the invasive undergrowth species of this protected area. In this aspect, national and international organization could help to conserve its biodiversity.

Marxan with Zones 적용을 통한 북한산국립공원 공원자연보존지구 재설정 방안 연구 (Re-establishment of Park Nature Conservation Area in Bukhansan (Mt.) National Park Using Marxan with Zones)

  • This study aimed to develop strategies to re-establish the Park Nature Conservation Area in Bukhansan National Park, reflecting landscape ecological value by using the zonation program Marxan with Zones. Planning unit was set by watershed, and the basic data were mapped, considering topographical and ecological values. Mapped indicators were analyzed with the application framework of Marxan with Zones by indexing some indicators. The zones divided into Park Nature Conservation Area (Zone A), Park Nature Environment Area I(Zone B) which is reflected on the concept of Potential Park Nature Conservation Area and Park Nature Environment Area II(Zone C). The best solution for each of the scenarios was fixed through the sensitiveness analysis. From these, the final solution was selected considering five criteria including area ratio of conservation area and grouping. Lastly, the final solution was verified in the overlapped analysis with recent zonation. According to the results, the number of watersheds was 77, with an average area of $1,007,481m^2$. In terms of basic mapping and indexation, the slope index and number of landscape resources for topographical property were average 0.22 and 38 places, respectively. Biotope index was average 0.69 and legally protected species was 14 species, reflecting ecological values. As the social and economic indicators, trail index was average 0.04, and the number of tour and management facilities was 43 places. Through the framework of Marxan with Zones, the best solution for scenario 1 which was set by the highest conservation criteria was selected as the final solution, and the area ratio of Park Nature Conservation Area and grouping was excellent. As the result of overlapped analysis, suggested zonation of the Park Nature Conservation was better than the recent zonation in the area raito (28.3%), biotope grade I(15.4%) and the distribution points (10 places) of legally protected species with verification of proper distribution of conservation features according to the zone.

쿤밍-몬트리올 글로벌 생물다양성 프레임워크 목표 성취를 위한 우리나라 OECM의 개별 평가 기준 연구 - 국립가리왕산자연휴양림을 중심으로 - (A Study on the Site-Level Assessment Criteria of OECM in Korea for Achieving Kunming-Montreal Global Biodiversity Framework - Focusing on the National Gariwangsan Natural Recreation Forest -)

  • In order to achieve the management goals (30by30) mandated by the Kunming-Montreal Global Biodiversity Framework, this study established the site-level assessment criteria for OECMs, tailored to domestic circumstances using the Delphi analysis. Subsequently, a site-level assessment was conducted on the National Gariwangsan Natural Recreation Forest. As a result of the study, the initial step involved presenting criteria for the site-level assessment of OECMs, with 'consent for the assessment and recognition of OECM by competent and management authority' proposed as a prerequisite. Subsequently, seven evaluation criteria were established, including 'other than a legally protected area', 'spatially separated area with defined boundaries', 'effective in-situ conservation of biodiversity', 'sustainable management based on the competent and management authority', 'long-term sustainability of conservation outcomes', and 'provision of ecosystem services'. The results of applying site-level assessment criteria to the National Gariwangsan Natural Recreation Forest indicate that six criteria were met, while one criterion (sustainable management based on the competent and management authority) requires further improvement. Specifically, the key competent and management authorities for the National Gariwangsan Natural Recreation Forest are the Korea Forest Service and the National Natural Recreation Forest Management Office, with competent and management organizations established. However, the management focus is primarily on providing forest recreation services centered on users and facilities, making it difficult to confirm the long-term biodiversity conservation plans and implementation by the competent and management authorities. Therefore, it is deemed necessary to improve the long-term biodiversity conservation plans and implementation for the recognition of the National Gariwangsan Natural Recreation Forest as an OECM.

남해연안 골프장조성에 따른 해양환경영향평가 개선방안 (Improvement of Marine Environmental Impact Assessment for Golf Course Projects in Southern Coastal Area of Korea)

  • We evaluated the status and problems of golf course developments in the southern coast of Korea. It's adjacent waters supports nursery and fishing grounds for commercially-important fisheries species, and various sites are designated and protected as marine protection area(MPA), fisheries reserve, or clean area(blue belt) for producing shellfish. We proposed key assessment items for environmental impact assessment(EIA) and checklists in selecting golf course locations. For the protected areas, we suggest that it is essential to limit golf course establishment while setting a minimal distance from the coast to secure a buffer zone for mitigating the environmental impacts. To efficiently utilize existing regional coastal management plans, it is necessary to diagnose how a golf course development will potentially modify geomorphology and scenery, amplify pollutant loads from non-point sources, and disrupt the functions of coastal ecosystem. Especially, continued monitoring and assesssing input loads of hazardous materials originating from agricultural chemicals should be obligatory. Finally, measures for improving the QA/QC analysis were discussed to enhance reliability of environmental data with respect to golf courses and adjacent coastal waters.

생태계 보호지역 평가에서 생태공학 도입과 활용 (Application of An Ecological Engineering Approach in Evaluating Protected Area at Local Scales)

  • 본 연구에서는 다양한 생태계의 보전 및 생물다양성 보전과 증진을 통한 생태계의 지속가능한 이용을 위하여 우리나라 생태계 보호지역 확대를 위한 평가기법과 이의 정책적 활용 방향을 제시하였다. 이를 위하여 첫째, 생태계 보호지역 평가기법 활용 현황을 분석하였고, 둘째, 생태공학 기법을 기반으로 지역 규모의 생태계 보호지역 평가를 위한 개념 모형을 제시하였으며, 셋째, 이러한 분석 결과의 활용 방안을 제언하였다. 국외에서 보호지역 지정 시 다양한 분석 모형을 활용하고 있는 것과 달리, 우리나라의 경우 장기 생태계 모니터링 및 생태연구 자료가 부족하여 보호지역 지정 분석기법의 개발 및 적용이 미흡한 상태이다. 특히 미소 규모나 지역 규모보다는 국가 규모의 분석에 기반한 보호지역 지정이 주를 이루고 있어 지역 규모의 다양한 생태계가 반영되지 못하고 있다. 보호지역의 합리적인 지정과 효과적인 관리를 위해서는 다양한 인자들과 인자들 간의 상호작용을 고려한 지역 규모의 종합분석이 필요하며, 이를 위하여 본 연구에서는 생태공학 기법을 토대로 한 보호지역 분석의 개념 모형을 제시하였다. 본 연구에서 제시한 생태계 보호지역 분석은 다양한 생물 인자 및 비생물 인자, 그리고 이들의 상호작용 및 미래 환경변화를 고려한 각 지역 생태계의 특성을 반영하기 때문에 현재 우수한 생태계뿐만 아니라 앞으로 중요하게 보호해야 할 생태계를 보호지역으로 편입할 수 있는 근거를 제시하였다. 그러나 본 연구에서 제시한 분석 기법의 충분한 활용을 위해서는 각 지표항목과 지표항목에 속하는 인자들에 대한 개별 생태연구 자료 및 공간자료가 필요하다. 이러한 분석의 한계를 해결하기 위해서는 장기간의 생태자료와 종별 서식지 환경조건에 대한 연구 자료가 필요하며 서식지 모형, 생태모형, hybrid 모형 등 경관생태모형을 활용한 분석이 필요하다.

A Secure Medical Information Management System for Wireless Body Area Networks

  • The wireless body area networks (WBANs) consist of wearable computing devices and can support various healthcare-related applications. There exist two crucial issues when WBANs are utilized for healthcare applications. One is the protection of the sensitive biometric data transmitted over the insecure wireless channels. The other is the design of effective medical management mechanisms. In this paper, a secure medical information management system is proposed and implemented on a TinyOS-based WBAN test bed to simultaneously address these two issues. In this system, the electronic medical record (EMR) is bound to the biometric data with a novel fragile zero-watermarking scheme based on the modified visual secret sharing (MVSS). In this manner, the EMR can be utilized not only for medical management but also for data integrity checking. Additionally, both the biometric data and the EMR are encrypted, and the EMR is further protected by the MVSS. Our analysis and experimental results demonstrate that the proposed system not only protects the confidentialities of both the biometric data and the EMR but also offers reliable patient information authentication, explicit healthcare operation verification and undeniable doctor liability identification for WBANs.
